POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, NOVEMBER 10, 1899. VOL. XVI., No. 1656. REOULATIOUS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will he inserted in one issue of the POLICE GAZETTK, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to he thereby identified. 4. In all cases where a reward is o ffered, the name aiul address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of personx whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15*. per portrait, and of 7*. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is req > ircd to he inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the ease may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less ramk than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the. fact, referring to the number of the announcement, for insertion, in tte next issue. 10. In all cases the officer signing the request for the insertion of any announcement will ba 11 wholly responsible fir any proceedings which may result from such publication. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday. and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must he in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted m payment, and the charges for the insertion of the same will be given on application. R. XNDEBSON, EDITOR. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in fhe date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis:— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( « ) The amount of the reward. ( h) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) That the name and address of the printer appear thereon. ( 32 and 33 Vic., cap. 24, sec. 2.) 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposedof, holdingout any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularly directed to theconditions ( a) to (< f), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Warrant issued. 2.— p Division.— For obtaining money by false pretenees- HARRY BATES, age 38, height 5 ft. 9 in., stout build, complexion fresh, hair brown, slight moustache, eyes grey ; dress, dark jacket suit, black hard felt hat, lace boots.— ARTHUR HENRY WHITE, age 33, height 5 ft. 5 in., complexion and hair dark, slight moustache, eyes brown, round features ; dress, blue serge jacket and vest, light check trousers, black Alpine hat, lace boots. Warrant issued. 3.— X Division.— For an indecent assault — HENRI MARC ALEXANDRE BRETON, alias ROY and MARC, a Frenchman, age 26, height 5 ft. 10J- in., complexion fresh, hair dark brown, eyes brown, left arm has been broken and is slightly smaller than the right; dress, dark jacket suit, blue bow tie, hard felt hat, lace boots. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. 3^/ 70 BERKSHIRE. 4.— Maidenhead ( County).— For obtain- ing, 12th ult, by false pretences, a Wizard bicycle, " No. 46355 " on seat lug, clipper tyres, raised handle bars, and a lady's Wizard bicycle, " No. 46949" on seat lug, clipper tyres, raised handle bars, transfer " W. Smith & Co., King Street, Maidenhead" on both— W. H. AUSTIN, age about 45, height 5 ft. 9 in., complexion, hair, and moustache dark, long eyebrows, broad features ; dress, when last seen, drab cycling suit. A cycle company's traveller ; supposed a native of Worcester. Warrant issued. Information to Deputy Chief Constable Dorrell, Maidenhead. 5.— Reading ( County).— For stealing a pair of opera glasses and obtaining food and lodgings by false pretences— JOSEPH WALTERS ( sup- posed false), age about 25, height 5 ft. 5 or 6 in., complexion pale, small moustache brown, some- times wears glasses; dress, black or blue suit, hard felt hat, patent leather boots, carries a pair of kid gloves. He represents himself as an organist, calls at clergymen's houses, and on find- ing they are out, asks to be allowed inside to write a note. Warrant issued. Information to Supt. Davis, County Police Station, Reading. £ 2 REWARD. 6 — Wokingham ( County).— For leaving his wife and family chargeable to the Wokingham Union— HENRY GILES, age about 40, height 5 ft. 4 or 5 in., complexion fresh, full face, hair dark brown, may be wearing whiskers and mous- tache, eyes ( supposed) blue; dress, black pilot coat, white cord trousers and vest, billycock hat. A native of Hurst. Warrant issued. The above reward will be paid by the Guardians of the Wokingham Union to any person giving such information as will lead to the arrest of Giles. Information to Supt. Molsher, Wokingham. K, s " BRECONSHIRE. 7.— Crlckhowell ( County).— For stealing ( bailee) 6 yards of serge, 6 yards of tweed— ALEXANDER WILFRED ADAMS, age about 24, height 5 ft. I0J in., slight build, complexion fresh, hair dark brown, bushy on forehead, heavy eyebrows, clean shaved, splay footed, rather depressed appearance, fond of billiards anil dis- cussing chemistry; dress when last seen, black check jacket and vest, grey trousers, dark green cap. Recently employed as a draper's traveller ; native of Handsworth, Birmingham. May en- deavour to enlist. Photograph may be seen on application. Warrant issued. Information to Supt. Winterson, Crickhowell. CARMARTHENSHIRE. £ 1 REWARD. 8.— Llanelly ( County).— For disobedience of a maintenance order— CHARLES REES, age 22, height 5 ft. 6 or 7 in., slight build, complexion fair, hair light brown, slight light moustache, eyes grey. A collier; native of Gowerton, Glamor- ganshire. Warrant issued. The above reward will be paid by the Llanelly Guardians for such information as will lead to the arrest of Rees. Information to Supt. Scott, Llanelly. CHESHIRE. 9.— Chester ( City).— For stealing ( bailee) a silver English lever watch, No. 5141b, " W. Jackson, Chester," on works — ABRAHAM COHEN, an Austrian Jew, age about 40, height 4 ft. 9 in., small features, high forehead, hair, beard, and moustache very dark, beard cut short and pointed, wears glasses ; dress, heavy reefer serge suit, fawn colour paddock coat, or Inver- ness waterproof, black felt hat, carried a small patent leather hand bag, speaks broken English. Absconded 10th ult. Warrant issued. Information to Chief Constable Laybourne, Town Hall, Chester. 2 T H E ROLICE GAZETTE. FRIDAY, NOVEMBER 10, 1899. DORSETSHIRE. 10. — Shaftesbury { County). — For em- bezzling £ 4 2s., at Gillingham, during August and September— ERNEST BICKHAM, age about HO, height 5 ft. 6 in., complexion fair, hair and rather heavy moustache brown ; dress, dark blue serge suit, dark tie, black bowler hat. Has been em- ployed as a collector for Singer & Co.; may endeavour to obtain employment as a glove cutter or dyer. Warrant issued. Information to Inspector Dennett, Shaftesbury. 11.- Wimborne { County).— For leaving his wife chargeable to the Wimborne and Cranborne Union— TOM SCORE, age 68, height 6 ft., com- plexion fresh, hair grey, slightly pock marked, leans forward when walking. A plasterer; native of Wimborne. Warrant issued. Information to Supt. Marsh, Wimborne ESSEX. 12.— Brentwood ( County).— For burglary and violent assault— HENRY BANTOCK, alias HENRY BASTICK, Office No. 241- 99, age 33, height 5 ft. 9 in., complexion fresh, hair dark brown, eyes brown, scars between eyebrows, over left eye, and left jawbone ; dress, when last seen, light tweed jacket, brown trousers and vest, light cloth cap, white shirt marked, " J. M. Burrell, No. 4 " ( inside). Warrant issued. See case No. il, 16th June, and case No. 15, 21st July last. Information to Superintendent Allen, Brent- wood. GLAMORGANSHIRE. 13. — Cardiff ( Borough). — For obtaining money by false pretences, 3rd inst.— A MAN, age 35, height 5 ft. 8 in., complexion fair, round face, hair brown, reddish moustache, two boils left side back of neck, downcast look ; wearing rough light brown overcoat, stand- up collar, long black tie, dark silk muffler, black bowler hat. He represents himself as a ship master and gives orders for meat and vegetables. Warrant issued. 14.— Cardiff ( Borough) — For failing to report — Licence- holder JOHN ROWE alias JOHN ROES, office No. 3277- 98, age 34, height 5 ft. 5- J in. complexion fresh, hair light brown, eyes blue, group of 7 dots back, and anchor front of left forearm, eagle and flag outside right fore- arm, bracelet right wrist. A labourer ; native of Willenhall. Was last heard of in September last, when he was hop- picking near Hereford. Is accompanied by his wife Emma Adams or Rowe, an expert pickpocket. The man was sentenced at Glamorgan Assizes, 4th February, 1895, to 5 years penal servitude for robbery. Licensed 3rd November, 1898, Y. 20. Information to the Head Constable, Borough Police, Cardiff. HAMPSHIRE. £ 20 REWARD. 15.— Basingstoke ( County).— For obtain- ing cheques and money by false pretences— CHARLES BANTEN, late manager for the Nexvnham Brick and Tile Co., Ltd., age about 50, height 5 ft. 10 in., complexion fair, hair ( turning grey) brown, heavy moustache light brown ; dress when last seen, dark morning coat and vest, light tweed trousers, black hard hat. May be accom- panied by his SON, age about 20, height about 5 ft. 5 in., slight build. See Case No. 18, 14th July last. Warrant issued. The above reward will be paid by The Newn- ham Brick and Tile Co., Ltd., for such information as will lead to the arrest of Banten. Information to Inspector Hale, Basingstoke 16 — Winchester ( City).— For not using due care and diligence in delivering certain letters while employed by the Post Office.— HENRY WILLIAM MESSENGER, age 32, height 5 ft. 8} in., complexion fresh, hair brown, eyes blue, pot of flowers tattooed inside, W. H. outside, right forearm ; several dots outside left forearm, ring right middle finger ; dress, light tweed coat and vest, dark tweed trousers, black hard hat. A native of Woolston, near South- ampton. Warrant issued. 17 — Winchester ( City).— For obtaining food and lodgings by false pretences— JOHN ALEXANDER NEAVE, age 42, height 5 ft. 2 or 3 in., complexion fair, hair, beard, and mous- tache sandy, eyes ( supposed) grey, small hands and feet, right shoulder deformed, carries his head to one side, addicted to drink ; dress, dark tweed jacket suit, black hard felt hat. A native of Southampton. May be found at Roman Catholic homes, common lodging houses, or casual wards. Warrant issued. Information to Head Constable Felton, Win- chester. l 18.— Portsmouth ( Borough).— For obtain- ing £ 10 by fraud, 10th ult,— HERBERT JAMES HUNTINGDON YELDHAM, alias H. HUNT- INGDON, age 24 or 25, height 5 ft. 8 or 9 in., slight build, complexion and hair dark; dress, grey Norfolk suit and cloth cap, or a grey frock coat suit ( which is too large for him). He answered advertisements inserted in the London papers for work, stating he was foreman to a contractor who had obtained a large contract in London, and offered to find employment for the persons adver- tising upon a deposit of 5s. Is accompanied by his wife, age 19 or 20, height about 5 ft., thin build, complexion fair, hair short; wearing an old navy blue serge jacket, white straw sailor hat with blue band. Warrant issued. 19.— Portsmouth ( Borough). — For an offence under the Vagrancy Act of 1898— FREDERICK LEVITT, alias ARCHER, age 40 to 45, height 5 ft. 6 or 7 in., complexion fair, hair light, clean shaved, abscess marks both sides of face; dress, dark blue jacket and vest, light trousers, dark cap. A stableman ; has with him a brown whippet dog and a fox terrier puppy, both wearing red loin cloths. Warrant issued. Information to Chief Constable Prickett, Town Hall, Portsmouth. 20.— Southampton ( Borough).— For steal- ing ( bailee) a quantity of furniture ( recovered)— WILLIAM ANDREWS, age 37, height 5 ft. 4 or 5 in., complexion dark, hair and side whiskers dark brown, eyes ( sunken) brown, long pointed nose ; dress, black jacket, moleskin trousers, yachting cap. A labourer ; native of Longstock, Stockbridge. May seek employment as a hire carter, and probably found sleeping at workhouses or common lodging houses. ^ 3 / f Warrant issued. 21.— Southampton ( Borough).— For an indecent assault— ARTHUR FORTESQUE, age 25, height 5 ft. 5 to 7 in., slight build, complexion florid, small round face, small pointed nose, hair and moustache dark, eyes ( rather weak) blue, spaces between front teeth ; dress, dark clothes and bowler hat. A cycle repairer. May be riding a bicycle. Warrant issued. fi.. 22.— Southampton ( Borough).— For ob- taining £ 205 2s. 9d. by false pretences— HENRY PUNTIS, age 64, height 5 ft. 8 in., complexion fresh, hair, beard, and moustache grey; dress ( supposed), grey suit, square hard felt hat, and overcoat trimmed with imitation astrachan. A sign writer ; native of Southampton. May seek employment as a painter. Warrant issued. Information to the Chief Constable, South- ampton. HEREFORDSHIRE. 23.— Hereford ( County). — For stealing £ 3 3s., 28th ult., at Kentchurch— Licence- holder FREDERICK WILLIAM KENT, Office No. 2752- 97, age 25, height 5 ft. 7 in., complexion fresh, hair light brown, moustache light sandy; eyes hazel, scar left forearm, left forefinger, and right middle finger, mole left of neck and right of back, dot right forearm ; dress, black coat and vest, light trousers, black hard felt hat, brown boots, grey overcoat. A labourer, native of Wyesham, near Monmouth. Sentenced at Here- ford Assizes 4th December, 1893, to 7 years penal servitude for arson. Licenced 20th September, 1897. T. 550. Warrant issued. Cope, Hereford, dnc^/ HERTFORDSHIRE. 24.— Hemel Hempstead ( County.)— For embezzlement— HARRY EGGLETON, age about 21, very short, thick build, complexion, hair, and slight moustache dark; dress, dark jacket, cord breeches and gaiters, brown cap and boots. A haycarter ; native of Tring, Herts. Warrant issued. Information to Supt. Frogley, Hemel Hemp- stead. ISLE OF WIGHT. 25.— Newport ( County).— For obtaining 24s. by false pretences at Shanklin— WALTER EST- RIDGE, age 40, height 5 ft. 7 or 8 in., complexion fresh, hair dark brown, moustache light brown ; dress, brown suit ( jacket double- breasted), black hard felt hat, carried a black hand- bag and mackintosh. Was employed as a gardener ; a nativeof Bath. Has served in the Navy; absconded 16th ult. Warrant issued. Information to Supt. Hale, Newport, KENT. 26.— Cranbrook ( County).— For failing to appear to their bail at West Kent Quarter Sessions, 19th ult., for obtaining money by false pretences— WILLIAM TAYLOR, age 56, height 5 ft. 5 in., complexion fresh, hair grey, moustache light, thin face ; dress, old grey suit, black hard hat, wore a white apron— GEORGE TAYLOR, age 35, height 5 ft. 2 in., stout build, hair and eyes brown, light moustache ; dress, old grey suit, skull cap. Both carried baskets and are travelling tinkers. Warrant issued. Information to Supt. Fowle, Cranbrook. LANCASHIRE. 27.— Liverpool ( City)— For uttering a forged receipt for £ 1 16s. 5d., 27th June last— GEORGE WASHINGTON HAVERY, age about 24, height 5 ft. 10 or 11 in., hair light, clean shaved, promi- nent nose, stammers slightly; dress when last seen, grey jacket suit, brown hat. A brewer's clerk ; absconded 15th July last.— May be accom- panied by his BROTHER, age about 25, height 5 ft. 7 or 8 in., thin face, hair brown, clean shaved; dress, bluish grey jacket suit, brown hat. A clerk. Warrant issued. Information to the Head Constable, Detective Department, Liverpool. 28.— Bootle ( Borough).— For stealing, 24th ult., a bicycle ( recovered)— A MAN, giving the names of C. CONNALL, and FRED PARKINSON, age about 20, height 5 ft. 4 or 5 in., complexion dark, clean shaved ; dress, dark grey jacket suit, dark shirt front, stand- up collar, dark yachting cap bound with braid. He hired a bicycle and immediately afterwards pawned it, producing to the pawnbroker a receipt on a printed billhead purporting to come from a firm of cycle manu- facturers in Liverpool. Warrant issued. Information to Chief Constable Cumming, Bootle. ft i,// ff LEICESTERSHIRE. 29.— Leicester ( County).— For embezzle- ment— JOHN PRIOR SKERTCHLEY, age 27, height 5 ft. 8 in., complexion fresh, hair dark brown, eyes hazel, anchor and 7 dots tattooed on left forearm, dot back of left hand and right wrist, rings on 1st and 2nd left fingers, small scar right side of face. A grocer's traveller ; native of Leicester. Warrant issued. Information to Supt. Ormiston, County Police Office, Leicester. 30.— Leicester ( Borough).— For stealing a roll of cloth ( recovered)— DANIEL DONEGAN, alias WILLIAMS, and DE VERE, age 40, height 5 ft. 5| in., complexion florid, hair and moustache light brown, eyes blue, cut scar over right eye, walks erect; dress, black coat and vest, brown trousers, black billy- cock hat. A tailor, may call on secretaries of the Trade Unions. 31.— Leicester ( Borough).— For failing to report — Licence - holder FREDERICK WILLIAMS, alias KERR TIMMONS, SIM- MONS. McCANN, FLANNIGAN, and ED- WARDS, Office No. 2901- 99, age 49, height 5 ft. 7| in., complexion fresh, hair brown, eyes dark grey, bald front of head, prominent cheek bones ; indistinct marks and J right forearm, lost tip of 3rd finger. Follows race meetings. Sentenced at Leicester Sessions, 26th June, 1894, to 7 years penal servitude for larceny ( person). Licenced 29th September last, M U 686. NORTHAMPTONSHIRE. 32.— Peterborough ( Liberty of). — For stealing, 25th ult., at Peakirk, a bicycle ( recovered) — GEORGE WARD, age 24, height 5 ft. 6J in., complexion fresh, hair brown, slight moustache dark, eyes hazel, walks erect; dress, grey mixture jacket, fustian trousers, dark cloth cap, heavy lace boots. A labourer; native of Newboro', near Peterborough. Warrant issued. Information to Supt. Blackman, Peterborough. SOMERSETSHIRE. 33.— Bath ( City). — For embezzlement— GEORGE KING MORGAN, age 35 or 36, height 5 ft. 7 in., stout build, full face, hair ( slightly bald on top) dark brown, clean shaved, two large front teeth, usually wears gold rim spectacles; dress, blue grey serge suit, supposed grey soft felt hat, A solicitor's clerk. Absconded 30th ult. Warrant issued. Information to Lieut.- Colonel Gwyn, Chief Constable, Bath. 3 PORTRAITS OF PERSONS WANTED. GLAMORGANSHIRE. 34.— Pontypridd ( County).— On a warrant, under the Bankruptcy Acts, 1883 and 1890, for failing to attend his public examination, 20th June last— WILLIAM HENRY BEDDOE, a solicitor, age about 36, height about 5 ft. 8 in., slight build, complexion fresh, hair light brown ; when last seen was clean shaved, slightly inclined to stoop, very excitable and talks sharply. A native of Merthyr. May seek employment with solicitors. Information to Supt. Cole, Pontypridd. YORKSHIRE ( North Riding). 35.— Middlesbrough ( Borough). — For embezzlement— JOHN EDWARD WILLSON, age 30, height about 5 ft. 9 in., weight about 11 stones, complexion fresh, round face, hair ( inclined to curl) light brown, moustache light, brushed up at ends, bottom eyelids rather sore; dress, when last seen, dark brown jacket suit, stand- up collar, bow tie, hard hat, fawn colour mackintosh. Late a book- keeper and cashier at a newspaper office ; native of Cambridge. Absconded 21st ult. ; may endeavour to leave the country. Warrant issued. STAFFORDSHIRE. 36.— Burslem ( Counh/).— For obtaining, by fraud, £ 3 10s., on 20t. h and 23rd ult.— GEORGE BURGESS, age 36, height 5 ft. 9} in., complexion fresh, hair red, eyes brown, coal scars corner of left eye, long coal scar back right wrist, end of 2nd finger left hand crooked ; dress, blue serge coat and vest, black trousers, black hard felt hat, lace boots. A miner ; late of Cobridge. Is a good pianist, and frequents public houses. Warrant issued. Information to Chief Hunt.
