All annou/ mccments for insertion in the POLICE GAZETTE, cmd all communications relating to them, should he addressed to THE EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in. one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property loill be inserted at a cost of 15s. per portrait, and of 7s. 6d. per photo- qi'aph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent.; and, if the name of such person is required to be inserted and no warrant, is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any a/ n7iov/ ncement will hi wholly responsible for any proceedings which may result from such publication. 11 Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, aiid accompanied by a covering letter. 12. All payments must be in advance, either at tfie office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. PRISONERS UNDER REMAND. The aid of the Metropolitan Police is frequently sought by other Police Forces to make inquiries respecting the antecedents of prisoners under re- mand, and such inquiries often result in identi- fying accused persons as being old offenders. But, in many cases, the time allowed for such inquiries is so brief that effect cannot be given to the request for information or that it can be com- plied with only in a perfunctory manner, and at great inconvenience. The Editor would therefore suggest, in the interest of the Provincial Police Forces, that; four dear days, at least, should be allowed in cases of the kind, to complete the inquiries asked for. SPECIAL NOTICE ATTENTION is again directed to the man giving the names of HEWITT, TURNER, WHITE- HOUSE, and THOMPSON described in Case No. 27, 3rd, and Case No. 4, 21th March last, also the subject of a Special Notice in POLICE GAZETTE of 31st March last. He is now supposed to be identical with a man wanted in the Metropolitan Police District for committing a violent assault on a bank manager. It is requested that bankers, contractors, boat builders, and billiard table makers may be again cautioned against this man and furnished with his description with a view to his being given into custody. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT 1.— B Division.— For stealing jewellery ( recovered)- JAMES HILTON, age 21, height 5 ft. 8 in., complexion fresh, hair auburn, scar back of neck ; dress, black jacket and vest, dark tweed trousers, white straw hat with red and blue band. May visit Smallbridge, Lancashire. Is a deserter from the 3rd Grenadier Guards 2.— D Division.— For stealing a registered letter containing a £ 50 Scottish Bank note— SIG. S. SPIRO, age 27, height 5 ft. 7 in., com- plexion and bair dark, clean shaved ; dress, dark jacket suit, black hard felt hat. A native of New York. Warrant issued. 3.— T Division.— For horsestealing — CHARLES CATO, age 38, height 5 ft. 2 in., com- plexion fresh, hair brown, white scar on bridge of nose ; dress, brown coat and ve9t, grey tight fitting trousers, dark cap. A native of Chelsea. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 4.— For obtaining money by false pretences— EDWARD WRIGHT, late of 15, Hampstead Road, London, age 45, height 5 ft. 6 in., com- plexion ruddy, hair, whiskers ( pointed), and moustache turning grey ; dress, blue serge jacket suit, hard felt hat, sometimes wears a blue yacht- ing cap with shiny peak. A jeweller's traveller. Absconded 12th August last, and may be accompanied by his wife and 5 children. Warrant issued. 5.— For forgery and larceny— GUSTAV W. KIEFER, a German, age 33, height 5 ft. 6 in., slight build, complexion fair, hair light, Bmall moustache and side whiskers, short sighted, usually wears glasses, sleepy appearance ; dress, grey worsted suit, grey tweed hat. A cashier. Warrant issued. 6.— For obtaining money by false pretences— RALPH VANE USHER, an Indian half caste, age 23, height about 5 ft. 8 in., slight build, complexion dark, thin face, hair and small mous- tache black, eyes ( large) dark, well educated, red tattoo marks on left forearm; dress, blue serge jacket suit, black soft felt hat, maker's name and " Brighton " inside. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. ANGLESEY. 7— Menai Bridge { County).— On com- mitment warrants for non- payment of fines and costs imposed for an offence under the Highway Act— ARTHUR LEE, age 40, height 5 ft. 6 in., complexion sallow, hair and moustache dark brown, prominent teeth, wore a heavy silver Albert chain, curb pattern. A horse dealer ; travels the country with a caravan.— EDMUND EVANS, age 35 to 38, height 5 ft. 7 or 8 in., complexion and hair dark, clean shaved; dress, grey suit, white scarf, dark cap. A native of Chester ; he travels the country hawking earthenware. 8.— Menai Bridge ( County).— On com- mitment warrant for non- payment of a fine and costs imposed for keeping a dog without a licence — EDWARD CARROL, age about 24, height 5 ft. in., complexion dark, hair dark brown ; dress, brown tweed suit and cap. He travels the country with a long spring car selling oilcloth. A native of Chester. Information to Inspector Jones, Menai Bridge. BEDFORDSHIRE. 9.— Bedford ( County).— For fowl stealing, 13th inst., at Goldington — JOHN DUNKLEY, age 25, height 6 ft. 1 or 2 in., complexion sallow, hair light brown, slight moustache light, leans slightly forward, round shoulders, slouch- ing gait ; dress, dark brown check pattern jacket and vest ( vest buttons close up to neck), dark cloth trousers ( short), dark cap.— CHARLES WESTLEY, age 34, height 5 ft. 94 ins., com- plexion fresh, hair brown, eyes hazel, scar centre of forehead, indistinct crosS right forearm, blue dot outside left arm, 2 cut scars back of left hand, mole under right arm, of smart appearance, dress black coat and vest, dark cloth trousers, black bowler hat, lace boots with wide welts. Anniwell, Leighton Buz- zard. 11.— Luton ( Borough).— For failing to report - Licence- holder WILLIAM WINBUSH, Office No. 2922- 99, age 39, height 5 ft. 6J in., complexion fresh, hair sandy, eyes grey, scars corner right eye, right eyebrow, and front of left thumb. A grocer. Sentenced at West Kent Quarter Sessions 1st July, 1897, to 3 years penal servitude for obtaining money by false pretences. Licenced 30th ult. X. 184. CAMBRIDGESHIRE. 13.— Linton ( County).— For stealing, 13th inst., a pneumatic safety bicycle, Hull and Barton make, 1898 pattern, enamelled black ( originally green), Clincher B tyres, both covers relined, slightly raised handle- bars, cork handles, black tips, Clarion brake set with 4 ball rubbers to shoe, front fork tube has been repaired, Lycett saddle, Brampton chain, rubber pedals ( one B. S. A. fitting), mudguards to both wheels— A MAN, giving the name of HARRIS, age 33, height 5 ft. 10£ in., complexion swarthy, prominent cheek bones, cheeks sunken, hair brown, impediment in speech, throws his head back and drops his jaw when speaking, American accent; dress, dark mixture jacket and vest, drab riding breeches, dark brown leather leggings, brown cap, brown boots ( blacked over). He left at Chesterton on 12th inst. ( sup- posed stolen) a " Royal Enfield" bicycle, No. 25509, enamelled black, yellow wood rims, Dunlop tyres, tangent spokes, Humber saddle, felt handles, flat curved handle- bars. Warrant issued. A traction engine driver. Warrant issued. Information to Supt. Large, Middlewich. 15 — Chester ( City).— For stealing ( bailee) a silver English lever watch, No. 51416, " W. Jackson, Chester," on works — ABRAHAM COHEN, an Austrian Jew, age about 40, height 4 ft. 9 in., small features, high forehead, hair, beard, and moustache very dark, beard cut short and pointed, wears glasses ; dress, heavy reefer serge suit, fawn colour paddock coat, or Inver- ness waterproof, black felt hat, carried a small patent leather hand bag, speaks broken English. Absconded 10th inst. Warrant issued. Information to Chief Constable Laybourne, Town Hall, Chester. CUMBERLAND. 16.— Cookermouth ( County).— For leav- ing his wife and family chargeable to the Cocker- mouth Union— STEPHEN SPENCER SMITH, age about 34, height 5 ft. 7 in., complexion pale, thin face, sunken cheeks, hair ( thin on top) light brown, small side whiskers, eyes grey, round shouldered, slouching gait, turns his toes out. A blacksmith ; native of Keswick. Warrant issued. A reward of £ 1 will be paid by the Guardians of the above Union for such information as will lead to the arrest of Smith. Information to Supt. Graham, Cockermouth. , DENBIGHSHIRE. 17.— Wrexham ( County).— For stealing harness ( recovered).— MEREDITH JONES, age45, height 5 ft. 6 in., red ( blotched) face, hair ( turning grey) dark brown, eyes hazel, a tramping labourer, previously convicted at Holywell, Prescot and Ruthin. Warrant issued. Information to Deputy Chief Constable Jones, Wrexham. DERBYSHIRE. 18.— Derby ( County).— For housebreaking, 8th inst., at Borrowash, and stealing £ 2 5s.— SAMUEL TAYLOR, age 15 or 16, height 5 ft. 4 in., complexion pale, hair ( short) light, eyes grey or blue, large forehead, old cut scar thereon, delicate appearance, one lower front tooth grown inwards ; dress, brown jacket ( too large for him), dark cord trousers, heavy nail boots ( toe- cap torn)— SAMUEL WOOD, age 16 or 17, height 5 ft. 6 or 7 in., complexion and hair ( short) dark, eyes brown, large mouth and ears," T " tattooed on one forearm; dress, large check jacket and vest, cord trousers, cloth cap, heavy lace boots ( too large for him); ropemakers; supposed natives of Nottingham. DEVONSHIRE. 19. — Exeter ( County). — For disobeying a magistrate's order for maintenance of his wife and family— WILLIAM BEATTIE, age 39, height 6 ft., complexion fresh, hair ( turning grey) dark, moustache sandy, eyes blue, W. B. on one fore- arm, is addicted to drink. A native of Perth. May be found on public or gas works, or at a brewery. Photograph can be seen on application. Warrant issued. Information to the Deputy Chief Constable of Devon, Exeter. ^ DORSETSHIRE. 20. — Shaftesbury ( County). — For em- bezzling £ 4 2s., at Gillingham, during August and September— ERNEST BICKHAM, age about 30, height 5 ft. 6 in., complexion fair, hair and rather heavy moustache brown ; dress, dark blue serge suit, dark tie, black bowler hat. Has been em- ployed as a collector for Singer & Co.; may endeavour to obtain employment as a glove cutter or dyer. Warrant issued. Information to Inspector Dennett, Shaftesbury. ESSEX. 21.— Brentwood ( County). — For house- breaking, 9th inst., at Hornchurch, and stealing a wa'tch chain made of 14 two- anna pieces, dated 1898 — A MAN, age about 22, height 5 ft. 3 or 4 in., stout build, complexion freckled, full face, hair ( curly) black, eyes dark brown ; dress when last seen, in naval uniform ( stolen), " H. M. S. Northumberland," on cap, trousers and blouse marked " W. Beveridge," silk necker- chief marked " J. McDougal" in corner. Had in his possession a pass- ticket in name of Beveridge, dated 29th September to 2nd October. Supposed a native of London. Information to Supt. Allen, Brentwood. 22.— Epping ( County).— For neglecting his four children — WILLIAM HAGGER, age 39, height 5 ft. 4 in., complexion fair, hair light brown, eyes blue, scar inside left forearm ; dressed as a labourer. A native of Roydon, Essex. Warrant issued. Information to Supt. Womack, Epping, or Inspector Gibbons, Harlow. 23.— Grays ( County).— Escaped from custody at Grays, on the 19th inst., while under remand on a charge of stealing a yacht. Licence holder WALTER SAMUEL HOWARD, alias WALTER SYLVESTER and WALTER SMITH, Office No. 2983- 99, age 25, height 5 ft. if in., complexion fresh, hair light, eyes grey, anchor, flag, bell, fish, cross, and compasses back of left forearm ; anchor, pierced heart, flower, star, and female front left forearm ; cross flags back of right fore- arm ; scar on nose. A ships' cook: native of Oxford. Sentenced at Gravesend Quarter Sessions, 10th January, 1896 to 5 years penal servitude, and 3 years police supervision for stealing maat, anchor, etc. Licenced 10th inst. W 14. 24.— Grays ( County).— For embezzlement— WILLIAM GURNETT, age 19, height 5 ft. 5 in., complexion fresh, hair ( inclined to curl) brown ; dress, long black frieze overcoat, black serge jacket and vest, dark brown tweed trousers ( small check pattern), lace boots. A baker; native of South Ockendon, Essex. Warrant issued. 25.— Grays ( County).— For stealing, 1st inst., by trick, a bicycle ( recovered)— JOHN THOMP- SON, a man of colour, age about 30, height 5 ft. 9 or 10 in., very slight moustache ; dress, dark clothes and light cap. Is accompanied by A WOMAN, age about 30, height about 5 ft. 4 in. Warrant issued. Information to Supt. Jordan, 26.— Colchester ( Borough).— For embezzl- ing several sums of money— H. BROWN, age about 35, height 5 ft. 9 in., thin face, hair and moustache black, red scar over right eye ; dress, blue serge suit and cap. Was employed as a milk- carrier. HAMPSHIRE. 27.— Aldershot ( County). — For stealing, 15th inst., a small tin cash box, with brass handle, containing £ 3 13s., and a brown check coat— A MAN, age 27, height 5 ft. 4 or 5 in., complexion fresh, hair dark brown, small moustache dark, eyes brown, abscess mark left side of face, wear- ing the stolen coat, dark trousers with mixture stripes, black and white plaid vest, blue necker- chief, cheese- cutter cap. Hawkins, Aldershot 28 — Alton ( County).— For stealing £ 119e. 6d. — MAURICE BLACKLOCK, alias MORSE, age 19, height 5 ft. 4 in., complexion dark, hair black, eyes hazel; dress, black jacket and vest, blue serge trousers, brown cap, light lace boots. Foster, Bournemouth. 30.— Winchester ( City).— For obtaining food and lodgings by false pretences— JOHN ALEXANDER NEAVE, age 42, height 5 ft. 2 or 3 in., complexion fair, hair, beard, and mous- tache sandy, eyes ( supposed) grey, small hands and feet, right shoulder deformed, carries his head to one side, addicted to drink ; dress, dark tweed jacket suit, black hard felt hat. A native of Southampton. May be found at Roman Catholic homes, common lodging houses, or casual wards. Warrant issued. 31.— Winchester ( City).— For not using due care and diligence in delivering certain letters while employed by the Post Office.— HENRY WILLIAM MESSENGER, age 32, height 5 ft. 8J in., complexion fresh, hair brown, eyes blue, pot of flowers tattooed inside, W. H. outside, right forearm ; several dots outside left forearm, ring right middle finger ; wearing Post Office uniform. A native of Woolston, near Southampton. Warrant issued. Information to Head Constable Felton, Win- chester. 32.— Portsmouth ( Borough).— For stealing 4 tons of coal, 27th ult. — JOHN DONALD McINTYRE, age 32, height 5 ft. 6 in., hair and moustache light brown ; dress, brown tweed suit, brown and white check straw hat, lace boots. A carter; may seek employment at omnibus yards. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. 3 i2— Bishop's- Stortford { County).— For burglary at Little Hadham, 3rd inst.— Expiree RICHARD FRANCIS, Office No. 2807- 96, age 50, height 5 ft. 4J in., complexion fresh, hair dark brown, eyes grey, R. F. ( partly obliterated) tattooed on left forearm, scars left of forehead, second right finger, first left finger, and back of hand. A labourer, native of Bawdsey, Suffolk ; dress, dark cloth suit, hard felt hat ( stolen), name of " Laugher " inside, merino under- vest ( stolen), and light lace boots, size 9. Sentenced at Maid- stone Assizes, 10th December, 1892, to 5 years penal servitude for burglary. S 509. Warrant issued. Information to Snpt. Foster, Bishop's Stortford. ISLE OF WIGHT. 415.— Newport ( County).— For obtaining by false pretences on the 5th inst., £ 152 7s. Id. ( including £ 10 Rink of England notes Nos. lv/ 71 57,208 to 57,217)— WILLIAM HENRY LOVE, age 55, height 5 ft. 10 in., slight build, complexion fresh, hair, whiskers, and moustache ( turning grey), and eyes dark, large swelling at back of neck, addicted to drink ; dress, usually dark jacket suit, brown three- quarter length overcoat with velvet collar of darker shade, brown square felt hat, lace boots. Is accompanied by his WIFE, age 25, tall, fair ; and a GIRL, age 5, fair. They have with them a large tin box, tied with French grass rope. Warrant issued. KENT. 11- Sittingbourne County).— For fail- ing to report, Licence- holder WILLIAM SCADDEN, Office No. 642- 9' J, age 66, height 5 ft. 2 in., complexion fresh, hair brown, eyes grey, scar back of left little finger, right hand, right fore- arm, outside left eyebrow, short sighted, wears spectacles.
