REGULATIONS. 1 All announcements for insertion in the POLICE GAZETTE, and all communications relating tn them. should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Partic ulars concerning person* whose apprehension is sought will be inserted in. one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. Tn all rases where a reward is offered, the nanus and address of some person responsible for the payment must be green, and the exact conditions must, be clearly stated. 5. Portraits of person* whose apprehension is sought for serious offences, and engravings of stolen property will be inserted, at a cost of 15s. per portrait, and of Is. 63. per photo- graph or dutch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case nuiy be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, atui. as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor' mtice of the. fact, referring to the number of the announcement, fqr insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will he wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday i. is tie should be forwarded so ax to be received not hiter than noon on Wednesday, and for the Tuesday edition rwt later than Saturday morning. They must be clearly • written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, cither at the office, New Scotlantl Yard, by Postal Order, or by Post Office Order, payable at Parliament Street. Post Office. 13. Announcements concerning property lost or persons missing can only he accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, ami the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is nut to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. B. on one fore- arm, is addicted to drink. A native of Perth. May be found on public or gas works, or at a brewery. Photograph can be seen on application. Warrant issued. 14. — Exeter ( County).— For disobeying a magistrate's order for maintenance of his wife— CHARLES GRIGG, age 28, height 5 ft. 4 or 5 in., complexion fresh, hair brown, moustache sandy, eyes full. ESSEX. 15.- Brentwood ( County). — For house- breaking, 9th inst., at Hornchurch, and stealing a watch chain made of 14 two- anna pieces, dated 1898 — A MAN, age about 22, height 5 ft. 3 or 4 in., stout build, complexion freckled, full face, hair ( curly) black, eyes dark brown ; dress when last seen, in naval uniform ( stolen), " H. M. S. Northumberland," on cap, trousers and blouse marked " W. Beveridge," silk necker- chief marked " J. McDougal" in corner. Had in his possession a pass- ticket in name of Beveridge, dated 29th September to 2nd October. Supposed a native of London. Information to Supt. Allen, Brentwood. 16.— Grays ( County).— For stealing, 1st inst., by trick, a bicycle ( recovered)— JOHN THOMP- SON, a man of colour, age about 30, height 5 ft. 9 or 10 in., very slight moustache ; dress, dark clothes and light cap. Is accompanied by A WOMAN, age about 30, height about 5 ft. 4 in. Warrant issued. Information to Supt. Jordan, Grays. 17.— Colchester ( Borough).— For embezzl- ing several sums of money— H. BROWN, age about 35, height 5 ft. 9 in., thin face, hair and moustache black, red scar over right eye ; dress, blue serge suit and cap. Was employed as a milk- carrier. Is an Army Reservist of the 7th Hussars. Warrant issued. Information to the Chief Constable, Colchester. GLAMORGANSHIRE. 18.— Cardiff ( Borough) — For wilful murder by procuring abortion— ELIZABETH, alias PAT THOMAS, age 42, height 5 ft. 3 in., muscular build, complexion sallow, hair light brown ( dyed yellow), eyes ( sunken) dark blue, near sighted, drawn face, high cheek bones, speaks quickly; wearing a loose brown mackintosh cape with hood lined green silk, pearl buttons down front, a figured black silk blouse, black and white small plaid skirt, black straw sailor hat, lace boots. Absconded 13th inst.; was formerly a public house manageress at Swansea. Supposed well- known at Newport ( Mon.), Bristol, and Weston- super- Mare. Information to Head Constable McKenzie, Cardiff. HAMPSHIRE. 19.— Aldershot ( County). — For stealing, 15th inst., a small tin cash box, with brass handle, containing £ 3 13s.. and a brown check coat— A MAN, age 27, height 5 ft. 4 or 5 in., complexion fresh, hair dark brown, small moustache dark, eyes brown, abscess mark left side of face, wear- ing the stolen coat, dark trousers with mixture stripes, black and white plaid vest, blue necker- chief, cheese- cutter cap. A chimney sweep. Information to Supt, Hawkins, Aldershot. 20.— Alton ( County).— For stealing £ 119s. 6d- — MAURICE BLACKLOCK, alias MORSE, age 19, height 5 ft. 4 in., complexion dark, hair black, eyes hazel ; dress, black jacket and vest, blue serge trousers, brown cap, light lace boots. Was employed as a waiter at Cambridge Hospital, Aldershot, until 7th inst. ; may endeavour to enlist. Warrant issued. Information to Supt. James, Alton. 21.— Bournemouth ( County). — For ob- taining £ 1 bv false pretences, 20th ult.— ETHEL BLAKE, age 27, height 5 ft. 9 or 10 in., very thin, consumptive, complexion dark, hair black; dress, dark blue skirt, black and white striped blouse, black jacket and sailor hat, wearing a gold wire brooch forming the word " Ethel." A nurse ; absconded 21st ult. Was accompanied by A WOMAN, age 38 to 40, height 5 ft. 8 or 9 in., hair ( turning grey) dark ; dress, black cycling skirt, grass lawn blouse, white straw hat with black band, wearing a gold shamrock brooch. Had with her a dark brown dachshund dog. Warrant issued. Information to Supt. Foster, Bournemouth 22.— Portsmouth ( Borough).— For stealing 4 tons of coal, 27th ult. — JOHN DONALD McINTYRE, age 32, height 5 ft. 6 in., hair and moustache light brown ; dress, brown tweed suit, brown and white check straw hat, lace boots. A carter; may seek employment at omnibus yards. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. 23.- Southampton ( Borough). — For illegal pawning— MATILDA JONES, age 46, height 5 ft. 1 in., complexion fair, hair ( turning grey) light brown, front teeth missing ; dress, red bodice, dark skirt, black sailor hat with black velvet band. Has with her A GIRL, age 6 to 7, full face, hair short, front teeth deficient; wore a red pinafore with white spots. Warrant issued. 24. — Southampton ( Borough). — For embezzlement— GEORGE MILLER, age about 45, height about 5 ft. 6 in., hair short, stubby moustache reddish, is addicted to drink and betting ; dress, dark clothes, black bowler hat. A grocer's manager ; may endeavour to leave the Warrant issued. 25.— Southampton ( Borough).— For steal ing a book containing a number of foreign postage stamps— HENRY SCOREY, age 24, height 5 ft. 11| in., complexion, hair, moustache, eyes and eyebrows dark, several moles on nose, rather pointed chin. Has been a dealer in foreign stamps for several years; a native of Southampton. Absconded 14th inst. Warrant issued. Information to the Chief Constable, South- ampton. HERTFORDSHIRE. 26.— Bishop's- Stortford ( County).— For larceny, 3rd inst , at Albury — JOSEPH SMITH, age 30, height 5 ft. 5 or 6 in., complexion sallow, dair dark brown, scar on face ; dress, long dark coat, brown cord trousers, red neckerchief, black hard felt hat, nailed boots. A travelling tinker- Warrant issued. 27.— Bishop's- Stortford ( County).— For burglary at Little Hadhain, 3rd inst.— Expiree RICHARD FRANCIS, Office No. 2807- 96, age 50, height 5 ft. ii in., complexion fresh, hair dark brown, eyes grey, R. F. ( partly obliterated) tattooed on left forearm, scars left of forehead, second right finger, first left finger, and back of hand. A labourer, native of Bawdsey, Suffolk ; dress, dark cloth suit, hard felt hat ( stolen), name of " Laugher " inside, merino under- vest ( stolen), and light lace boots, size 9. Sentenced at Maid- stone Assizes, 10th December, 1892, to 5 years penal servitude for burglary. S 509. Warrant issued. Information to Supt. Foster, Bishop^ Stortford. 2-.— Hemel Hempstead ( County).— Sn seven commitments for offences under the Friendly Societies Acts— THOMAS ALFRED LEE, age 40, height 5 ft. 6 or 7 in., slight build, complexion pale, hair, moustache, and side whiskers brown, eyes grey, stoops slightly. A carpenter ; native of Northampton. Information to Supt. Frogley, Hemel Hempstead. ISLE OF WIGHT. 29.— Newport ( County).— For obtaining by false pretences on the 5th inst., £ 162 7s. Id. ( including £ 10 Bank of England notes Nos. K/ 71 57,208 to 57,217)— WILLIAM HENRY LOVE, age 55, height 5 ft. 10 in., slight build, complexion fresh, hair, whiskers, and moustache ( turning grey), and eyes dark, large swelliag at back of neck, addicted to drink ; dress, usually dark jacket suit, brown three- quarter length overcoat with velvet collar of darker shade, brown square felt hat, lace boots. Is accompanied by his WIFE, age 25, tall, fair ; and a GIRL, age 5, fair. They have with them a large tin box, tied with French grass rope. Warrant issued. Not to be arrested out of the United Kingdom. Information to Chief Inspector Ayres, Newport. KENT. iO. Sittingbourne ( County).— For fail- ing to report, Licence- holder WILLIAM SCADDEN, Office No. 642- 99, age 66, height 5 ft. 2 in., complexion fresh, hair brown, eyes grey, scar back of left little finger, right hand, right fore- arm, outside left eyebrow, short sighted, wears spectacles. A brickmaker ; native of Canterbury. Sentenced at Canterbury, 1st January, 1895, to 5 years penal servitude and remanet of former sentence for housebreaking. Licenced 4th March, 1899, which expires 18th June, 1900. C. L. V. 45. Information to Supt. Turner, Sittingbourne 31.— Gravesend ( Borough).— For stealing, 10th inst., pony, gig, and set of harness ( recovered) — A MAN giving the name of FRANK COLLINS, age 28 to 30, height 5 ft. 8 or 9 in., complexion sallow, hair dark, slight brown moustache ; dress, dark jacket and vest, dark striped trousers, bell bottoms, black hard felt hat, dark striped wrapper, low shoes. Stated he was an Army Reserve man. Warrant issued. Information to Chief Constable Thornton, Gravesend. LANCASHIRE. 32.— Leigh ( County). — For an indecent assault— JOHN MURPHY, alias MOORFIELD, age 47, height 5 ft. 6 or 7 in., complexion sallow, hair ( turning grey) brown, clean shaved ; dress, light grey tweed suit, brown hard felt hat, lace boots. A general labourer. Warrant issued. Information to Supt. Higginbotham, Leigh. 33.— Liverpool ( City).— For failing to re- port— Supervisee JAMES JOHNSTONE, alias JAMES BEATTIE, age 19, height 5 ft. 7| in., hair fair, eyes blue, complexion fresh, marks " J. B." ( J. reversed) on back of left hand. Sentenced at Belfast 24th June, 1897, to 12 months hard labour and 2 years police supervision for housebreaking. Discharged from Belfast Prison in June last, No. 1610. Information to the Head Constable, Detective Department, Liverpool. 34— Manchester ( City). — For fraud— MAXIMILIAN WINTER, alias MOSES WINTER, and WINTER HARTMANN, a Hungarian, age 40, height 5 ft, 5 or 6 in., com- plexion and hair dark, beard and moustache black; wears spectacles and jewellery, wearing frock coat, fancy vest, and silk hat He opens an office and warehouse and at first pays cash, but afterwards obtains goods on approval and decamps. Warrant issued. Information to the Chief Constable, Town Hall, Manchester. 35.— Oldham ( Borough). — For obtaining 21s. by false pretences— FREDERICK GEORGE WILLS, alias FRANK WILLS, WALLACE, and JAMES HARRIS, Office No. 2962- 98, age 24, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes brown, 2 scars right of forehead, each temple and back of right hand ; dress, dark brown overcoat, black billy- cock hat, brown kid gloves, of good appearance and address, carried a hook handled cherry wood stick. He calls at hotels, & c., stating he is treasurer to the Half- Holiday Football Club, and asks to engage a com- mittee meeting room, then asks for subscription of 21s. and promises to call in a day or two to pay £ 20 in advance for rent of room. Previously con- victed at Leeds, Preston and Durham of similar offences; last sentenced at Oxford, 9th April, 1897, to 18 months imprisonment for obtaining 21s. by false pretences. Information to the Chief Constable, Oldham 36.— Southport ( Borough).— For embezzl- ing sums of money amounting to £ 111 10s.— FREDERICK JOHN BRADLEY, age about 30 ( looks younger), height about 5 ft. 11 in., com- plexion fair, usually clean shaved, eyes bluish grey, prominent nose, of good appearance. CARMARTHENSHIRE. 37.— Llanelly ( County). — For leaving his wife and family chargeable to the Llanelly Union — WILLIAM GIBSON, age about 28, height 5 ft. 5 in., complexion sallow, hair dark, moustache brown, eyes blue, scar near right elbow, addicted to drink ; dress, usually cloth jacket, moleskin vest and trousers. A native of Llanelly. Has served in the Army. May be found on public works in Glamorganshire. Warrant issued. Information to Supt.
