In all eases where a reward is offered. the name and address of some person responsible for the payment must be given. and the exact conditionmust he clearly stated. 5. Portraits of < prr* onx a buse apprehension is sought for serious offences, and engravings of xtolen property a ill be inserted at a cost of 15*. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. 6. Every annoutwement, if for the apprehension of a person, must be guaranteed, by the signature of an officer of not lex* rank than Superintendent: and. if the name of xufh person is required to be inserted, tind no war runt, is in force against him. the requisition must, be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the ease may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and. as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in. the POLICE GAZETTE, mtmt. on their apprehension or recovery, at once transmit to the Editor notice if the. fact, referring to the number of the annoioneement, for insertion in the next, issue. 10. In. all eases the officer signing the request for the insertion of any announcement wW, be wholly responsible for any proceedings which may result from such publication. 11 Announcements for the Friday ixxue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than. Saturday morning. They must be clearly written on one side of the paper only : they must be in the usualform, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. Xew Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. SPECIAL NOTICE THE Metropolitan Police and the Essex Con- stabnlarv have received numerous complaints concerning EDWARD HALSALL SEAGER, of Rose House, Little Waltham, near Chelmsford, whose method of doing business appears to be flagrantly dishonest. He obtains possession of articles advertised for sale or exchange in the " Bazaar and Mart." and similar papers, but fails to pay for them, and presumably disposes of them for whatever they will fetch. An ironmonger's traveller or clerk. May seek similar employment. Warrant issued. Not to be arrested out of the United Kingdom. 16.— Cardiff ( Borough). — For stealing £ 43 16s. 4d.— CHARLES WILLIAM MYERS, age 31, height 5 ft. 8 in., rather stout build, com- plexion fresh, oval face, round chin, prominent nose, hair ( short) and small moustache black, eyes ( large) dark ; dress, dark blue serge jacket suit, white tie, black bowler hat. A grocer's manager. Is well known in the West of England. May endeavour to leave the country. Absconded lst inst. Warrant issued. Not to be arrested out of the United Kingdom. GLOUCESTERSHIRE. 17.— Gloucester ( County.— For stealing bicycles— RALPH FRANCIS BEARD, age 25, height 5 ft. 5 or 6 in., complexion sallow, hair ( curly) dark, eyes brown: dress, blue serge jacket suit, blue cap, brown boots. Employed as an insurance agent for the past 2 years ; a native of Gloucester; supposed absconded 12th inst. Warrant issued. Information to Deputy Chief Constable Philpott, County Police, Gloucester. HAMPSHIRE. is.— Aldershot ( County). — For stealing harness ( recovered), 3rd inst.— HARRY WINDI- BANK, age 44, height 5 ft. 10 in., complexion fresh, hair dark brown, eyes grey, face, neck, and back freckled, scars right shin ; dress, dark pepper and salt colour suit, black hard felt hat, light lace boots. A native of Farnham, Surrey. Left Farnborough on 5th inst. when he was driving a bay horse, about 15 hands, and a dealer's gig. dark body and yellow wheels. Previously convicted of horse- stealing. For desert- ing his wife, 18th July last— WILLIAM CRAW- FORD, age 26, height about 6 ft,, well built, complexion swarthy, hair dark brown, heavy moustache dark. HERTFORDSHIRE. 21.— Watford ( County).— For obtaining wearing apparel by false pretences, 7th inst. RYAN, alias WHITE and WALTER, age about 45, height about 5 ft. 7 in., thin face, hair inclined to ginger, long moustache ginger; dress, black alpaca jacket, dark ( tight- fitting) trousers, brown soft felt hat, wore a heavy imitation gold chain with large seal attached. Was accompanied by A YOUTH, age 16 to 18, short, for whom the goods were obtained. Warrant issued. Information to Supt. Warrant issued. 24.— Chatham ( County).— For deserting his wife, October, 1898 — JAMES CHANTLER HODGMAN, age about 32, height about 5 ft. 9 in., complexion fresh, hair dark, full whiskers and moustache, eyes blue ; dress, blue serge suit, black cap, lace boots. WARNER, age 23, height 6 ft. 2s in., very slight build, complexion rather pale, hair brown, clean shaved, end of one thumb missing; dress, blue serge suit, cap, brown boots. For stealing ( bailee) 3 bicycles— HENRY NICHOLS, age 20, height 5 ft. 5 in., complexion dark, hair brown, eyes blue, large mouth, bad teeth, mole on left cheek, wart left forearm, scar left leg and ankle ; dress, dirty grey check cycling suit, dark blue cap, nickel badge on front, shoes, sometimes wears a pair of engineer's blue trousers. A french polisher ; native of Alnwick. Warrant issued. The above reward will be paid by the Board of Guardians, Berwick - on - Tweed, to any person giving such information as will lead to the arrest of Staig. NOTTINGHAMSHIRE. 32.- Newark ( Borough). — For stealing ( bailee) 2 ladies' silver Geneva watches ( 1 No. 83147, white dial, 2 angels in gold thereon, flowered case, 1 No. 40295, plain case)— ARTHUR POOLE, age about 24, height 5 ft. 5 in., complexion fresh, hair light, eyes blue, well educated. Supposed a native of Leamington. Had in his possession a postal order for 10s. issued 9th inst. at Stroud, No. 924341 or 924346. Absconded 13th inst Warrant issued. 33.— Newark ( Borough).— For stealing ( bailee) a pneumatic safety bicycle, black frame, yellow rims, Dunlop tyres, flat handle bar, brake, " President, Sands, Nottingham" on transfer— WILLIAM KIRK, age about 30, height 5 ft. 7 or 8 in., complexion and hair dark, clean shaved, prominent nose ; dress when last seen, grey jacket suit and cap, brown boots. RADNORSHIRE. 34.— Penybont ( County).— For obtaining credit by false pretences— A MAN, age about 3.5, height 5 ft. 11 in., complexion dark, hair dark brown, eyes ( left weak and partly closed) dark, long features ; dress, grey dustcoat, grey breeches with box cloth knees, grey cap, low shoes. Is believed to be a groom or driver. He represented himself as Captain The Right Hon. Viscount Devere. Was last heard of in Denbighshire. Warrant issued. Absconded 15th July last with A MAN, age about 55, com- plexion. hair, whiskers, and moustache dark, lame right leg ; may be working at a brick- yard or hop picking. Warrant issued. G. & S." on inside of band ; 1 square on top, set 4 pearls and 1 coral in centre, " E. P. Warrant issued. dark, slightly sunburnt, hair ( parted in centre) dark brown, eyes ( full) dark, Gritchen Fur Leben and anchor right forearm, ring on 3rd right finger, T, heart, and line left forearm, all in blue ink, of smart appearance ; dress, blue serge jacket suit, brown or light Alpine hat. A native of London. Has served in the 5th Lancers. Has in his possession a cheque book on the Ludgate Hill Branch of the City and Midland Bank, con- taining 30 cheques, commencing No. C. B.
