AH / Innomircments for ' insertion in, the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought ipill be inserted in one issue of the POLICE GAZETTE, if they are sufficient, to enable action to be taken, upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all eases where a reward is offered, the name and address of some person responsible for the payment must be giren. and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious off owe*, and engra rings of stolen property will be inserted at a cost of 15*. per portrait, and of Is. tid. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not, less rank than Superintendent,: and. if the name of sueh person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Anmuncements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which, causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the. fact, referring to the number of the aniwwneement, for insertion in the next issue. 10. In all cases the, officer signing the request for the insertion of any aniwuneement will be wholly responsible for any - proceedings which may result from such publication. 11 Announcements fo- r the Friday issue should be forwarded so as to be received iwt later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, arid accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. SPECIAL NOTICE. In certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose ; but if a photo- graph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will be charged to the Police Force interested. DERBYSHIRE. 6.— Eckington ( County).— For obtaining money, food, and lodgings by false pretences, 17th and 18th inst,— HARRY GIBBONS, alias BIG HARRY ( supposed false), age 45 to 50, height 5 ft. 9 or 10 in., very stout build, complexion fair, broad face, hair ( turning grey) sandy, moustache grey, nose deformed, supposed turned to right side : dress, light grey plaid suit ( trousers shabby), black and white plaid scarf, grey cap, brown boots blacked over ( one cracked across front). Stated he had obtained employment as an electrical fitter. Is known at Hemsworth, Staveley, Denby, Ches- terfield and Worksop. Warrant issued. Information to Supt. Talbot, Eckington, near Sheffield. DEVONSHIRE. 7 — Exeter ( Count!/).— For stealing £ 6— JOHN STILES, age 70, height 5 ft. 6 in., com- plexion sallow, hair, moustache, and stubby beard ( turning grey) brown, eyes blue. May be found at low public houses, or may apply for admission to workhouses. Was at Manchester 16th inst. 8.— Exeter ( County).— For embezzlement — RICHARD PIKE, age 40 to 45, height 5 ft. 6 in., complexion fair, hair and moustache light, 2 or 3 upper front teeth missing ; dress, light suit and cap to match. A pensioned sergeant from the Northampton Regiment ; native of Torrington. Warrant issued. Information to the Chief Constable of Devon, Exeter. DURHAM. 9.- South Shields ( Borough).— For ob- taining £ 2 12s. 6d. by a forged seaman's note, 12th inst.— A MAN, giving the name of WILLIAM TAYLOR, but signed the note D. J. TAYLOR, age 24, height 5 ft. 11 in. or 6 ft., slight build, complexion fresh, thin face, hair dark brown, slight moustache rather ginger, rather sharp nose ; dress, dark blue suit, blue cloth cap, morocco leather shoes ; of smart appearance ; a ship's cook. May be found at shipping or Seamen's Union offices. Warrant issued. 10.— South Shields ( Borough).— For un- lawfully wounding, 11th inst,— ISAAC GREGG, alias MCGREGOR, age 22, height 5 ft. 7 in., com- plexion fresh, hair dark brown, eyes blue, tomb- stone tattooed on left forearm. An engine- driver. Warrant issued. 3. Information to Inspector Gallagher, Ongar. 12. Saffron Walden County). — For obtaining £ 3 by false pretences, 10th inst.— KATE HAYDEN, age 41, height about 5 ft. 4 in., slight build, complexion very pale, hair and eyes ( cast in left) dark, very upright ; dress, black satin skirt, plum coloured blouse, grey three- quarter* jacket, white sailor hat, generally carries a black sunshade with white stripe and a small black hand- bag. A native of Elmdon, Essex. She presents a letter purporting to be written by a friend of the person she calls upon, asking for a loan. Supposed known at Yarmouth, Eastbourne, and Brighton. Warrant issued. Information to Supt. Pryke, Saffron Walden. GLAMORGANSHIRE. 13.— Cardiff ( Borough).— For embezzlement — W. H. SIMPSON, age 24, height 5 ft. 8 in., complexion fair, hair light, clean shaved, eyes brown, several upper teeth false, smart appearance, springing gait; dress, brown tweed jacket and cap, breeches and gaiters. An ironmonger's traveller or clerk. May seek similar employment. Warrant issued. Not to be arrested out of the United Kingdom. 14 - Cardiff ( Borough). For stealing £ 43 16s. 4d.— CHARLES WILLIAM MYERS, age 31, height 5 ft. . S in., rather stout build, com- plexion fresh, oval face, round chin, prominent nose, hair ( short) and small moustache black, eyes ( large) dark ; dress, dark blue serge jacket suit, white tie, black bowler hat. A grocer's manager. Is well known in the West of England. May endeavour to leave the country. Absconded lst inst. Warrant issued. Not to be arrested out of the United Kingdom. GLOUCESTERSHIRE. 15.— Gloucester ( County).— For stealing bicycles— RALPH FRANCIS BEARD, age 25, height 5 ft. 5 or 6 in., complexion sallow, hair ( curly) dark, eyes brown : dress, blue serge jacket suit, blue cap, brown boots. Employed as an insurance agent for the past 2 years ; a native of ( iloucester: supposed absconded 12th inst. Warrant issued. WILLIAMS, and JACKSON, Office No. 2054- 119. age 38, height 5 ft. 3£ in., complexion sallow, hair brown ( turn- ing grey), eyes blue, anchor left forearm, figure of female right forearm, scar centre of forehead near root of nose. A baker ; native of Chard. Sen tenced at Taunton Quarter Sessions, 4th January, 1899, to 6 months' hard labour and 12 months' police supervision for stealing door hinges; pre- viously convicted at Axbridge, Winchester, Wells, Taunton, & c. HAMPSHIRE. 17.— Aldershot ( County). — For stealing harness ( recovered), 3rd inst.- HARRY WINDI- BANK, age 44, height 5 ft. 10J in., complexion fresh, hail- dark brown, eyes grey, face, neck, and back freckled, scars right shin ; dress, dark pepper and salt colour suit, black hard felt hat, light lace boots. A native of Farnham, Surrey. Left Farnborough on 5th inst. when he was driving a bay horse, about 15 hands, and a dealer's gig, dark body and yellow wheels. Previously convicted of horse- stealing. May be found with low horse- dealers. Information to Supt. Hawkins, Aldershot. 18.— Fareham ( County).— For stealing, 29th ult., a silver curb- pattern Albert— A MAN, age about 30, height 5 ft. 8 or 9 in., complexion sallow, hair ( curly) dark; dress, grey mixture suit, stand- up collar, black bowler hat, brown boots. He engaged a bedroom for a few days, and after being in it for some time, left the house on pretence of bringing his luggage from the railway station. Information to Supt. Hack, Fareham 19.- Portsmouth ( Borough).— For desert- ing his wife, 18th July last— WILLIAM CRAW- FORD, age 26, height about 6 ft., well built, complexion swarthy, hair dark brown, heavy moustache dark. A labourer ; was employed on the railway. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. 20. Southampton ( Borough). For em- bezzlement— WILLIAM SANSOM, age about 33, height 5 ft. 8 in., complexion sallow, hair light brown, full bloated face ; dress, grey jacket, drab mixture trousers, brown cycling shoes, straw hat with red band, or black bowler, of dirty appear- ance. RYAN, alias WHITE and WALTER, age about 45, height about 5 ft. 7 in., thin face, hair inclined to ginger, long moustache ginger ; dress, black alpaca jacket, dark ( tight- fitting) trousers, brown soft felt hat, wore a heavy imitation gold chain with large seal attached. Was accompanied by A YOUTH, age 16 to 18, short, for whom the goods were obtained. Warrant issued. Information to Supt. Wood, Watford. ISLE OF ELY. 22.— Ely ( County).— For stealing a bicycle ( recovered), 1st ins't.— HARRY RHODES, age 18 ( looksolder), height .5 ft. 6 or 7 in., slight build, complexion fair, hair dark brown, eyes ( large) blue, turns his head about when walking ; dress, dark blue suit, cap. A painter's labourer : is fond of horse racing and betting. May endeavour to enlist. Warrant issued. Information to Supt. Roythorne, Ely. KENT. 23— Chatham ( County).— For deserting her child— NELL BASSETT, age about 35, height about 5 ft., complexion fresh, hair dark, dressed respectably. Warrant issued. 24.— Chatham ( County).— For deserting his wife, October, 1898 — JAMES CHANTLER HODGMAN, age about 32, height about 5 ft. 9 in., complexion fresh, hair dark, full wdiiskers and moustache, eyes blue ; dress, blue 3erge suit, black cap, lace boots. A fitter. Warrant issued. 25.— Chatham ( Count//).— For deserting his wife, 19th July, 1899— JAMES SHEPHERD, age 35, height o ft. 7j in., complexion fresh, hair light brown, moustache ginger, eyes blue, mole right hip, 2 small scars left thumb ; dress, brown mix- ture jacket, dark striped trousers, blue and black tie, hard felt hat, lace boots. WARNER, age 23, height 6 ft. 2^ in., very slight build, complexion rather pale, hair brown, clean shaved, end of one thumb missing ; dress, blue serge suit, cap, brown boots. A wholesale spirit dealer's clerk and traveller. Warrant issued. Information to the Chief Constable, Town Hall, Leicester. NORFOLK. 28.— Norwich ( City).— For stealing ( bailee) 3 bicycles— HENRY NICHOLS, age 20, height 5 ft. 5 in., complexion dark, hair brown, eyes blue, large mouth, bad teeth, mole on left cheek, wart left forearm, scar left leg and ankle ; dress, dirty grey check cycling suit, dark blue cap, nickel badge on front, shoes, sometimes wears a pair of engineer's blue trousers. A cycle repairer, native of Norwich. Warrant issued. Information to Chief Constable Winch, Guild- hall, Norwich. NOTTINGHAMSHIRE. 29.— Newark ( Borough)-, — For stealing ( bailee) 2 ladies' silver Geneva watches ( 1 No. 83147, white dial, 2 angels in gold thereon, flowered case. 1 No. 40295, plain case)— ARTHUR POOLE, age about 24, height 5 ft. 5 in., complexion fresh, hair light, eyes blue, well educated. Supposed a native of Leamington. Had in his possession a postal order for 10s. issued 9th inst. at Stroud, No. 924341 or 924346. Absconded 13th inst. Warrant issued. RADNORSHIRE. 30.- Penybont ( County).— For obtaining credit by false pretences— A MAN, age about. 35, height 5 ft. 11 in., complexion dark, hair dark brown, eyes ( left weak and partly closed) dark, long features ; dress, grey dustcoat, grey breeches with box cloth knees, grey cap, low shoes Is believed to be a groom or driver. He represented himself as Captain The Right Hon. Viscount Devere. Was last heard of in Denbighshire. Warrant issued. Information to Capt Fullarton James, Chief Constable, Penybont. SHROPSHIRE. 31.— Ludlow ( County).— For deserting her three children at Boraston, Tenbury— HARRIET WILLIAMS, age 35, height 5 ft. 7 or 8 in., com- plexion fresh, hair dark, eyes blue. Absconded 15th July last with A MAN, age about 55, com- plexion. hair, whiskers, and moustache dark, lame right leg ; may be working at a brick- yard or hop picking. Warrant issued. Information to Supt. Challoner, Ludlow. . SOMERSETSHIRE. 32. Bath City). — For embezzlement — HENRY PINNIGER, age 18, height about 5 ft. 8 in., complexion sallow, hair brown, of good address. Warrant issued. 33.— Bath ( City). - For stealing 2 sacks of corn ( recovered)— FRANK WEBB, age about 20, height 5 ft. 8 or 9 in., hair dark brown, clean shaved, cast in one eye, round features ; dress, blue check shirt, corduroy trousers, cap, heavy lace boots. A bargeman ; may be found working at docks. Warrant issued. 34.— Bath ( city).— For obtaining £ 210 by a forged cheque— BENJAMIN J. MANNING, ag? about 21, height 5 ft. 4 in., complexion sallow, hair ( long and bushy) dark, clean shaved, eyes dark; of theatrical appearance; wearing fawn coloured suit. Warrant issued. 35.— Bath ( City).— For stealing, 7tli inst., a " Humber " roadster bicycle, mudguard on front wheel, handle bar rusty in places, high frame, transfer worn off, Pattison B saddle, ball head clip, Beeston tyres, solid rims, rubber pedals, brake— PERCY VIZARD, age 21 ( looks younger), height 5 ft. 6 in., clean shaved ; dress, dark blue suit, white straw hat, bright tie ; the appearance of a clerk. Stated he was going to Bristol. Warrant issued. 36.— Bath ( City).— For stealing a quantity of foreign postage stamps by trick— L. PERCIVAL BURNELL, age 28 to 30, height about 5 ft. 6 in., slight build, complexion pale, hair ( slightly bald on top) and moustache brown ; dress, navy blue serge suit or dark green suit, may be wearing a brown mackintosh, white straw hat or brown cap. Stated he was in the employ of the Civil Service, and was home on sick leave. Warrant issued. Information to Lieut.- Col. Gwyn, Chief Con- stable, Bath. STAFFORDSHIRE. 37.— Bilston ( County).— For stealing a dark cloth cap, a brown shawl, and £ 1 lis.— ALICE ANN THOMAS, alias TOMMAS and WHITE, age 23, height 5 ft. 2^ in., complexion fresh, hair and eyes dark brown, scar right cheek, abscess scar under chin ; dress, black dress, black felt hat trimmed with crape, lace boots. A domestic servant; native of Dudley. She obtains a situation and after staying a few days commits a larceny and absconds. Previously convicted of similar offences. Warrant issued. A native of London. Has served in the 5th Lancers. Has in his possession a cheque book ' on the Ludgate Hill Branch of the City and Midland Bank, con- taining 30 cheques, commencing No. C. B. A. 09431; the first four numbers have been used. Warrant issued. 39.— Criminal Investigation De partment• - Portrait and description of FRANCIS ALFRED VOUILLON, a bank cashier, whose apprehension is sought for embezzlement— age 59, height 5 ft. 4 in., stout build, hair ( turning grey) dark, lame in one foot, which he drags after him; dress, when last seen, black jacket, black vest with white spots, black trousers with grey stripes, white tie, brown hat and boots. A native of Paris, but knows England and speaks good English. Is believed to be accompanied by a FRENCHWOMAN, age 21, middle height, slight build, complexion pale, hair dark red, eyes ( dis- colouration under one) blue; wearing when last seen, black tailor- made skirt, black and white blouse. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. STAFFORDSHIRE. 41.— Wednesbury ( County).— For an in- decent assault on a girl, age 11, on 9th ult.— JOHN O'CONNELL, age 19, height 5 ft. 3 or 4 in., com- plexion fresh, hair light brown, eyes brown, Staffordshire knot tattooed on right forearm; dress, blue serge jacket and vest, dark corduroy trousers, black cloth cap, blue muffler with white spots, lace boots. A native of Wednesbury. Warrant issued. Information to Supt. Salt, Wednesbury. SURREY. £ 2 REWARD. 42.— Chertsey ( County).— For leaving his wife and children chargeable to the Windsor Union— ARTHUR BLUNKETT, age about 38, height 5 ft. 8A in., complexion fresh, hair dark brown, heavy moustache dark ; supposed wearing rough black jacket, blue trousers, brown cap. Warrant issued. The above reward will be paid by Mr. George . Marshall, Relieving Officer, Egham, for such infor- mation as will lead to the apprehension of Blunkett. Information to Supt. The pictures fill the book with the exception of 2 or 3 pages, and consist of landscape, seascape, architectural and allegorical subjects ; also a great many fine heads, and others, including a series of 4 subjects, Spring, Summer, Autumn and Winter. The first series in the book are after Rembrandt, and towards the end are 1 or 2 unfinished steel etchings, 1 an elephant with a man in its trunk suspended in the air.
