AH announcements for insertion in the POLTCE GAZETTE, and all communications relating t,> them, should be addressed to THE EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YAKD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them, by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all eases where a reward is o ffered. the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of 7s. & d. per photo- graph or sketch of a stolen article. Every announcement, if for the apprehension of a person, must, be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of sueh • person is required to he inserted and no warrant is in force against h im, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 4. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they arc alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor iwtice of the fact, referring to the number of the announcement, for insertion, in the next issue. 10. In all cases the officer signing the request far the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11 Announcements for the Friday issue should be fin- warded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must, be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Aniwuncements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. SPECIAL NOTICE. In certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the measurements and linger prints being sufficient for the purpose ; but if a photo- graph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will be charged to the Police Force interested. HAMPSHIRE. 5.— Fareham ( County).— For stealing, 29tli ult., a silver curb- pattern Albert— A MAN, age about 30, height 5 ft. 8 or 9 in., complexion sallow, hair ( curly) dark; dress, grey mixture suit, stand- up collar, black bowler hat, brown boots, wore a gold ring, and carried an umbrella with silver knob handle. He engaged a bedroom for a few days, and after being in it for some time, left the house on pretence of bringing his luggage from the railway station. Information to Supt. Hack, Fareham. 6.— Southampton ( Borough).— lor a violent assault 1st inst.— MARTIN BOLAN, alias MICHAEL BRADY, age about 26, height 5ft. 8 in., complexion and hair dark, eyes grey, prominent chin, rather large mouth, supposed to have mark from a recent kick on one cheek ; speaks with Liverpool accent; wearing fireman's clothing. A fireman, native of Liverpool. Warrant issued. Information to the Chief Constable, South- ampton. KENT. 7. — Folkestone ( Borough). — For em- bezzlement— THOMAS WILLIAM HINES, age about 43, height 5 ft. 6 or 7 in., slight build, com- plexion sallow, hair ( thin on top) and moustache dark, near sighted, wears spectacles or pince- nez; dress, black jacket, grey tweed trousers and cap. A clerk and accountant. Absconded 28th ult. May endeavour to leave the country. Warrant issued. Not to be arrested out of the United Kingdom. Information to Chief Constable Reeve, Folke- stone. MIDLOTHIAN. 8.— Edinburgh ( City).— For fraud by a worthless cheque— JOHN MOORE, age 34, height 5 ft. 5 in., stout build, full face, hair brown ; dress, grey tweed suit, black felt hat— THOMAS MOORE, age about 28, height 5 ft. 7 in., com- plexion fresh, hair and moustache black ; dress, dark brown tweed jacket suit, brown tweed cap. Both are low horse- dealers and may have assumed the name of " Moore." Warrant issued. Information to Chief Constable Henderson, Edinburgh. NOTTINGHAMSHIRE. 9.— Nottingham ( City). For failing to report— Licence- holder FRANK ROWLEY, Olfice No. 46128, age 32, height 5 ft. 1} in., complexion sallow, hair light brown, eyes grey, scars back of neck, right shoulder, and second joint left thumb. Sentenced at Nottingham 4th February, 1886, to 15 years penal servitude for wounding. Licenced 20th March, 1894. M 106. Sentenced at Nottingham lst March, 1897, to 9 months hard labour and 2 years police supervision for larceny ( person). Supervisee ARTHUR MARSHALL, Office No. 3379- 98, age 51, height 5 ft. 5£ in., complexion fresh, hair brown ( turning grey), eyes brown, small scar side left eye. RADNORSHIRE. 10.- Penybont ( County). — For obtaining money by false pretences— WILLIAM PHILLIPS, age 48, height 5 ft. 10 in., complexion fresh, hair ( turning grey) dark, short thick moustache sandy, squints, round shouldered, limps, awkward gait; dress, light jacket, black trousers with white spots, white hard hat, strong lace boots A carpenter; native of Orleton, Herefordshire. SHROPSHIRE. 11 — Church Stretton county).— For stealing, 24th ult., at Felhampton, a pair of light lace boots and £ 1 lis.— CHARLES RISSE, a German, age 32 ( looks older), height 5 ft. 9 in., complexion sallow, hair and moustache grey, bald front of head, eyes grey, arms tattooed, right second finger injured, speaks broken English; dress, rough grey suit, grey cap. May be wearing the stolen boots ; carried a grey jacket and cord trousers. Warrant issued. Information to Inspector Barnett, Church Stretton. STAFFORDSHIRE. 12.— Bits ( on ( Count//).— For failing to re- port— Supervisee JOSIAH GEORGE, alias JOHN COX, Office No. 295- 98, age 34, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes blue; bracelet right wrist; star and anchor outside, and rose, Brittania encircled with wreath with 1879 and Staffordshire knot at bottom, and crown and flag at top of wreath inside right forearm ; heart and dagger, rose, star and half moon front of muscle upper right arm ; J C A B outside and bust of female inside left forearm; man's head, heart, spear, and cross with IMS ( on heart) left upper arm. A fitter; native of Willenhall. Sentenced at Wolverhampton, 8th January, 1897, to 12 months hard labour and 2 years police supervision for larceny. Information to Supt. Walters, Bilston. , SUFFOLK. 13.— Ipswich ( Borough).— For stealing a suit of clothes ( recovered) — SAMUEL DAU- BENEY, age 31, height 5 ft. 7* in., weight 10 st. 7 lb., complexion swarthy, hair very dark brown, slight moustache dark, eyes hazel, 2 tattooed on left forearm, of military appearance ; dress, blue serge jacket and vest, dark striped trousers, dark cap. A baker, native of St. Benedict, Lincoln. Is a Reservist of the 18th Hussars. Warrant issued. Information to Lt.- Col. Russell, Chief Constable, Ipswich. SUSSEX ( East). 14.- Uckfield ( County).— For the abduction of a girl under the age of 10— ALFRED THOMAS MANNERS, alias INKY, age 23, height 5 ft. 8 in., complexion ( sunburnt) and hair dark, slight moustache, eyes blue, rather thick lips, faint scar under one eye, mole on neck, speaks slowly; dress, light mixture jacket and vest, dark cord trousers, patch of cord of a darker shade set in one knee. A brickmaker and labourer ; native of Chelwood Common, Danehill. Description of girl :— ETHEL KATE GOSNEY, alias STACEY, age 14 ( looks older), height about 5 ft., stout build, complexion fair, full face, freckles on nose and over eyes, hair ( brushed back) dark, eyes hazel, turns right foot outward ; dress, navy blue bodice, navy blue or black skirt, black sailor hat trimmed black band, buckle at side. A native of Chelwood Common, Danehill. Warrant issued. Information to Supt. Criddle, Uckfield. 15. — Brighton ( Borough).— For stealing a horse, cart, and set of harness ( recovered)— F. BARBER alias COLLINS, age 28, height 5 ft 9 in., complexion fair, hair dark, moustache light, scar on back of head ; dress, black morning coat and vest, mixture tweed trousers ( much worn), black hard felt hat. Has served in the Grenadier Guards. Warrant issued. 16.— Brighton ( Borough).— For stealing £ 2 10s.— H. DUTILLIENT, a foreigner, age 30, height 5 ft. 6 in., very slight build, complexion sallow, thin face, hair dark brown, moustache ( cut Bhort) sandy. Has been employed as hotel " boots." Warrant issued. 17.— Brighton ( Borough).— For obtaining £ 18 18s. by a fictitious cheque on 16th ult.— ARCHIBALD G. McINTYRE, age 30, height 5 ft. 6 or 7 in., complexion, hair and moustache dark, eyes light blue ; dress, dark blue suit, straw hat. A clerk. Warrant issued. Information to Chief Constable Carter. Brighton iV /. 4qq. 18.— Eastbourne ( Borough).— lor larceny ( servant) — GEORGE BECK ( supposed false), a Jew, age 25 to 27, height about 5 ft. 5 iu., com- plexion sallow, rather long nose, hair black, clean shaved, eyes dark, short sighted, sometimes wears pince- nez, long cut under chin ; dress, black suit, grey cap, lace boots. Has been employed as hotel porter. Absconded 2nd inst. Warrant issued. Information to Chief Constable Plumb, East- bourne. 19.— Hastings ( Borough).— On a warrant charged with being drunk and disorderly — EDWARD GALLOP, age 37, height 5 ft. 10 in., complexion fresh, hair brown, eyes blue, 1 middle finger deficient. A native of Hastings. 20.— Hastings ( Borough). — For stealing, 31st ult., a " St. James's " bicycle, B. S. A. fittings, Fleus tyre 011 hollow jointless rim on hind wheel, Scott's tyre on solid rim on front wheel, drop handle bar, rubber brake, gold transfer and figure " 4 " in gold on head, " 4 " stamped on seat- lug— JOSEPH REED ( supposed false), age about 24, height 5 ft. 8 in., complexion fresh, dimple on chin, clean shaved, eyes ( small and sunken, left supposed bloodshot) dark, scar right side of face and chin ; dress, dark grey tweed cycle jacket, light grey trousers, blue shirt, light brown tweed cap, brown canvas shoes with leather strap across front, wore a silver watch chain outside jacket. He left at his lodgings a safety bicycle, dent in head, 28- in. wheels, hollow jointless rims ( dent in hind rim), straight handle bars, cork grips with white tips, Edie chain, " U. B. H." stamped on handle bar, crank, and chain wheel, new Citadel lamp, Harper saddle, new plated pump. Warrant issued. Information to Chief Constable Baker, Hastings. . SUSSEX ( West). 21.— steyning ( County).— For stealing £ 70 at Storrington, 31st ult.— WILLIAM GREY, age 53, height 5 ft. 9 or 10 in., slight build, com- plexion pale, long thin face, prominent nose, hair and moustache dark ( turning grey), eyes ( full) blue; dress, black clerical cut frock coat and vest, dark tweed trousers with small light stripe, white straw hat with black band. A stoker or dock labourer ; supposed a native of East London. Warrant issued. Information to Supt. Hooker, Steyning. WARWICKSHIRE. 22.— Coventry ( City).— For stealing several sums of money belonging to the Amalgamated Society of Stonemasons, of which he was secre- tary— GEORGE FRED PARRY, age 36, height 5 ft. 6 in., stout build, slightly round shouldered, complexion fresh, large mouth, hair and moustache dark brown, wears pince- nez ; wearing when last seen black coat and vest, brown soft fel hat, brown boots. A stonemason, supposed a native of Ross, Herefordshire. He is a socialist and labour democrat, and takes part in meetings. Warrant issued. i\ ot to be arrested out of the United Kingdom. 23.— Coventry ( City).— For stealing'^ from a till— ELIJAH CHAPLIN, age 23, height 5 ft. 7 in., complexion sallow, hair and slight mous- tache dark; dress, dark jacket suit, black tie, light cloth cap, heavy lace boots. A machinist. May endeavour to enlist. Information to Chief Constable Charsley, Coventry. WILTSHIRE. 24.— Swindon ( County).— For stealing, 4th inst., a cash box containing a £ 5 note, 2 cheques ( 1 for £ 1 15s., 1 for £ 1), several postal orders, a wine licence in the name of " Green, chemist, Wood Street," a bunch of keys, and £ 17— A. FRASER, supposed false, age 35 to 40, height about 5 ft. 6 in., very round- shouldered, com- plexion and hair dark, small features, beard of 3 or 4 days growth, eyes hazel; dress, dark brown suit ( morning coat) ; of good appearance. He obtained a situation as chemist's assistant on lst inst., absconded 4th inst. Warrant issued. Information to Supt. Robinson, Swindon. YORKSHIRE ( North Riding). £ 1 REWARD. 25.— Heworth ( County).— For disobedience of a maintenance order— JOHN SAMPLE HOL- LIDAY, age 37, height 5 ft. 8 in., complexion fair, hair ( thin, bald on top) light brown, moustache, eyes blue, round brown mole on right cheek near the eye ; wearing when last seen a grey suit. A stonemason ; native of York. Warrant issued. Information to Supt. Dove, Heworth, by whom the above reward will be paid for such informa- tion as will lead to the apprehension of Holliday. 26.— Pontefract ( County).— For shooting with intent to do bodily harm, 26th ult., at Carlton— SAMUEL COLLINGE, age 54, height 5 ft. 4 in., stout build, complexion and hair dark ; dress, dark jacket and vest, grey trousers, brown cap. Supposed a native of Manchester; may seek employment as foreman on public works. Warrant issued. Information to Supt. Whincup, Court House, Pontefract. PERSONS IN CUSTODY. BEDFORDSHIRE. 27.— Bedford ( Borough).— Sentenced 4th inst. to 1 month imprisonment for stealing brick- layers' tools— WILLIAM JOHNSON ( supposed false), age 34, height 5 ft. 6 in., complexion fair, hair ( curly) light brown, moustache light, eyes blue, cut scar across right eyebrow, burn scar right elbow, indistinct tattoo marks left forearm. A bricklayer; states he is a native of Nottingham. Supposed wanted for deserting family. Photograph may be seen on application. Information to Chief Constable Thody, Bedford. ESSEX. 28.— Grays ( County).— Committed for trial at Essex Assizes for arson— CHARLES PECK, age 36, height 5 ft. 7J in., complexion sallow, pock marked, hair dark brown turning grey, eyes brown, burn scar left jaw, scar and several indis- tinct dots left forearm. A native of London. Information to Supt. Jordan, Grays. GLOUCESTERSHIRE. 29.— Dursley ( County).— Committed for trial at next Quarter Sessions for attempted sacrilege— THOMAS HENRY ATKINS ; see Case No. 99, 25th ult. Information to Supt. Biggs, Dursley. 30.— Staple Hill ( County).— Sentenced, lst inst., to one month imprisonment for fortune telling and stealing £ 1 3s.— ROSE BAILEY, age 48, height 5 ft. 0^ in., complexion sallow, hair dark brown, eyes hazel, 3 cut scars on face, 1 on bridge of nose and centre of upper lip; dress, brown jacket with velvet collar, white blouse, navy blue skirt, black straw hat trimmed with black ribbon and black feathers; supposed a native of Manchester and wanted elsewhere. Ricketts, Staple Hill. , HEREFORDSHIRE. 31.— Ross ( County).— Remanded for stealing a horse ( see Case No. 50)— WILLIAM SMITH, age 35, height 5 ft. 10J in., complexion sallow, hair dark, beard ( about a month's growth) and moustache dark brown, eyes grey; dress, dark suit, straw hat. A low horse dealer; native of Islington, London. Supposed known at Norwich, Cardiff, Newport, Bath, Bristol, Leeds, Wolver- hampton, and in Oxfordshire. — WILLIAM ROBERTS, alias BOB, age 59 ( looks younger), height 5 ft. 4 in., complexion sallow, hair ( bald at back) grey, clean shaved, eyes bluish grey ; dress, brown suit, black hard hat. A horsedealer ; native of London. They have been travelling the country with a horse and gig and waggonette, and are believed to be wanted elsewhere. Information to Supt. Jordan, Ross. LANCASHIRE. 32.— Manchester ( City).— Portrait and description of THOMAS WOOD, whose appre- hension is sought for embezzlement, age about 45, height 5 ft. 7 or 8 in., rather stout build, com- plexion very dark, hair ( tinged with grey) and moustache black, walks with swinging gait and turns his toes out ; wearing grey coat and vest, hard hat; late a clerk at the High Court of Justice Office, Manchester. Native of Man- chester ; may be found at public- house singing rooms. Warrant issued. Information to the Chief Constable, Manchester. 33.— Rochdale { Borough).— Woodcut por- trait and description of EDWARD MILLS, whose apprehension is sought for stealing money, age 35, height about 5 ft. i7 in., complexion pale, hair very dark brown, eyes hazel, thin pointed nose ; dress, dark clothing, bow tie, hard felt hat, of good address. A native of Rochdale. Warrant issued. Information to Chief Constable Barry, Rochdale. ISLE OF WIGHT. 34.- Ryde ( Borough).— Committed for trial at next Quarter Sessions for larceny and obtaining money by false pretences— FOSTER TUPHOLME, age 42, height 5 ft. 5 in., complexion sallow, hair dark brown, eyes grey. A canvasser. He takes lodgings, and then represents that he is a printer, and obtains money in advance for cards which he pretends he will print. Supposed previously con- victed.
