REGULATIONS. ^ All armmmcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. I. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by ( mother force. i Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. I. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of lbs. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. I Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if ike name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed, by the chief officer of police, or his immediate deputy, of tlce county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rat J than Inspector, or analogom thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted• » the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to tt-> Editor notice of the fact, referring to the number of the aniu> uncement, for insert io- n in th* next issue. 10. In all cases the officer signing the request f& r the insertion of any announcement icill <<• wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received rwt later thu •• noon on Wednesday, and for the Tuesday edit ion iwt later tha n Saturday morning. The <, must be clearly written on one side of the paper only ; they must be in the usual form, a/ a accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Orde* or by Post Office Order payable at Parliament Street Post Office. 13. Cities and Boroughs therein, arranged in alphabetical order. 2.— Anj' additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hopeof preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis — 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhihited with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( « ) The amount of the reward. ( b) The conditions on which it is payable. (<•) The name and address of the person by whom it will be paid. ((/) That the name and address of the printer appear thereon. ( 32 and 33 Vic., cap. 24, sec. 2.) 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holdingout any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularly directed to theconditions ( « ) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( « ) and </'). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT 1 Criminal Investigation De- partment.— For obtaining money and goods by false pretences within German jurisdiction.— ANANDSING ADJECTSING ADVANI, Office No. 1869- 99, age 30, height 6 ft. 0£ in., complexion dark ( pockpitted), hair and moustache black, eyes dark brown, scar right cheek bone, mole right side of neck, ears pierced ; dress, brown jacket suit, soft grey felt hat. An indigo merchant; native of Hyderabad, India. Was liberated on licence 24th June last. Photograph may be seen on application. Warrant issued. 2.— A Division•— For embezzling £ 8 16s, — ALEXANDER DURNO WATSON, age 30, height 5 ft. 6 in., complexion fair, hair and mous- tache ( curled at ends) auburn, eyes brown, thick eyebrows, aquiline nose ; dress, bluish grey jacket suit, white straw or black felt hat. G Division.— CHARLES YANOFSKY or YARNOSKI, Case No. 2, 11th inst., not to be Warrant withdrawn. ARGYLLSHIRE. 4.— Lochgilphead ( County).— For steal- ing money— ANDREW McKINLAY, a grocer's vanman; age about 22, height 5ft. 10in., slight build, complexion dark, long thin reddish face, hair brown, clean shaved, eyes hazel, long sharp nose slightly turned up, sharp chin, bad teeth ; dress, dark brown tweed jacket, dark blue serge vest and trousers, blue or dark brown cap, strong boots. Absconded from Campbeltown l. ith ult., and was last seen at Ayr. He is believed to have a considerable sum of money in his possession, and may endeavour to leave for America where he has friends. Warrant issued. Information to the Chief Constable of Argyll- shire, Lochgilphead, N. B. BANFFSHIRE. •<• — Banff ( County). — For stealing the following watches entrusted for repair, viz. :— 1 lady's keyless, No. 102755, yellow metal, carved cases, American make; 1 white metal cased, No. 2732 ; 1 silver lever hunter, number supposed 21503, carved cases, mark on back where initials have been scratched out, long chain, small links, mended in 3 places with larger links attached ; 1 old silver verge, No. 518 ; 1 silver lever, " J. Gray & Sons, Banff and Macduff," on dial; 1 double- cased English lever, supposed to have " Stevenson Oldmeldrum," on works, dent in cases at figure 6 ; 1 lady's silver Geneva; 1 double- cased silver lever, " John Wood, Banff," on dial and move- ment, No. 2989; 1 single- cased English lever, black chapters, gold hands, supposed to have " Neptune " stamped on inside of cases ; 1 silver Geneva, plain cases, gold chapters, black hands ; 1 lady's silver single- cased; 1 silver Geneva hunter — GILBERT MILLER, age 52, height 5 ft. 5 or 6 in., complexion sallow, broad face, hair ( turning grey) and bristly moustache brown, short whiskers turning grey, bald on top of head, eyes sunken, square shoulders, walks erect, military appearance ; may be wearing black coat and vest, tight trousers, black square crow hat, tan boots. A watchmaker, native of Dundalk. He left Banff 25th ult., and was accompanied by his wife, age 50, height about 5 ft. 7 in., hair dark ( turning grey), long face, prominent nose, sharp features, large front teeth, of smart appearance. Both are addicted to drink. Warrant issued. Information to the Chief Constable of Banffshire, Banff. P < fo BEDFORDSHIRE. 6.— Biggleswade ( County). For assault on police at Blunham, 30th ult. - FREDERICK COTTON, age about 25, height 5 ft. 8 or 9 in., complexion fair, hair and small moustache light. A native of Kempston, Beds. Attends fairs, & c., with a set of nine « pins. Warrant issued. Information to Supt. Baldwin, Biggleswade. BERKSHIRE. '.— Wokingham County).— for stealing at Bracknell on 11th inst., a bay horse, 15 hands 2 or 3 in., aged, long mane and tail, white star on forehead, over in front, hoof of off forefoot broken, shoes much worn; a set of black leather harness, brass mounted, and a spare bridle; an old 4- wheel cab, body painted blue lined yellow, wheels yellow lined blue, piece of white calico tacked inside each door — JOHN SHACKLER, alias DARKEY JACK, Office No. 2056- 99, age 19, height 5 ft. 7^ in., complexion fresh, hair dark brown, slight moustache, eyes brown, faint dot on back left forearm and left middle finger, mole back of right forearm, above left eye, and on right eyebrow. A dealer ; native of Ash Hampstead ; last known address 125, Great Knollys Street, Reading. Sentenced at Winchester County Sessions, 4th April last, to 3 months hard labour for breaking a window with intent to steal; previously convicted at Oxford and Caversham. Warrant issued. Information to Supt. Molsher, Wokingham. FRIDAY, AUGUST 18, 1899. BUCKINGHAMSHIRE. 8.— Slough { County).— For obtaining, 4th inst., by false pretences, a pair of guns ( recovered) — H. WINDSOR, alias LEONARD, age 60, height 5 ft. 7 in., complexion fresh, hair white, square- cut moustache, eyes light blue, small birthmark side of right eye, quiet manner ; dress, blue serge coat and vest, grey trousers, brown soft felt hat. Warrant issued. Information to Deputy Chief Constable Sntton, Slough. CHESHIRE. 9- Egremont { County).— For stealing, 19th ult., at New Brighton, a road racer bicycle, 24 in. frame, 28 in. wheels, Palmer 1898 tyres, double butted spokes, plated, B. S. A. 1898 fittings, 189!) chain wheel, rat trap pedals, part of left toe- clip broken off, ramshorn handle bar, felt grips, black saddle— GEORGE HARPER, age about 20, height 5 ft. 5 in., complexion dark, hair dark brown, appears stiff in legs ; dressed as an able seaman of H. M. S. Wildfire, with white crown cap, " H. M. S. Wildfire " in front, rifle and cannon on arm, lace boots cut at sides. Warrant issued. Information to Supt. McDonald, Egremont. 4V/ f £ 2 REWARD. W.— Middlewich ( County).— For deserting his wife— HENRY RAYNOR, age 32, height 6 ft. ] 7, in., complexion fresh, hair brown, eyes grey, one leg shorter than the other, walks lame. A native of Northwich. Warrant issued. The above reward will be paid by the Guardians of the Northwich Union for such information as will lead to the arrest of Raynor. Information to Supt. Large, Middlewich. CORNWALL. 11.— Launceston ( County).— For obtaining money by false pretences, 6th ult. — GEORGE LEVEY ( supposed false), age about 40, height 5 ft. 6 or 7 in., complexion dark, face slightly bloated, hair ( cut Bhort and inclined to curl in front) darli brown, supposed small dark moustache, twitches his face and draws his mouth to one side when speaking, front teeth decayed and several missing, a fluent speaker ; dress, black jacket and vest, grey tight- fitting trousers, Alpine hat, Jubilee tie, turn- down collar, tan shoes, wears two silver or white metal rings on right hand. He calls on farmers, forage dealers, etc., and states that he represents a circus for which he requires a field ; he orders large quantities of fodder at high prices, and after signing an agreement, draws a commission on the orders and decamps. Is believed to be carrying on similar practices in the West of England. Warrant issued. Information to Supt. DERBYSHIRE. 13.— Derby ( County).— For rape at Aston- on- Trent, lst ult. — EDWARD WILKES, age about 35, height 5 ft. 9 or 10 in., complexion fresh, hair brown; dress, blue serge coat and vest, grey striped trousers. A painter. Warrant issued. Information to Deputy Chief Constable Airey, Derby. " f U.— Wirksworth ( County).— For stealing 25th ult., at Darley Dale, a lady's gold watch and chain ( recovered): 1 gold cross ; 1 gold locket one side glass with photograph of a lady inside ; 1 gold pencil case— ELLEN or HARRIET ELLEN SMITH, age 35, height 5 ft. 0£ in., complexion sallow, hair very dark brown, eyes brown ; dress, navy blue dress with cream coloured cord silk front, dark navy blue jacket, light colour straw hat, trimmed gauze, 3 feathers ( 2 white, 1 same colour as hat), a bunch of polyanthus flowers in velvet under left side. A native of Wicklow. Warrant issued. Information to Supt. Hollingworth, Wirksworth ESSEX. 15- Colchester ( County).— For stealing ( bailee) a bicycle ( recovered)— JOSEPH REED, age 21, height 5 ft. 6 in., complexion rather dark, fat red face, hair brown, clean shaved, eyes ( sunken), blue ; dress, black morning coat and vest, dark grey striped trousers, blue shirt with black spots, brown cap, brown lace boots, wearing a gold chain with locket attached. Warrant issued. Information to Supt. Ackers, Colchester. HAMPSHIRE. l6.~ Andover County) — For embezzle- ment— GEORGE ROBEY, age about 26, height 5 ft. 4 or 5 in., complexion dark, small round features, hair black, eyes brown ; dress, black serge suit, double breasted coat, black hard felt hat. A shop porter ; native of Andover. Warrant issued. Information to Inspector Bowles, Andover 17- Bournemouth ( County).— For steal- ing, 2nd inst., a gold bracelet ( recovered)— NEVILLE CHARLTON, age about 25, height 5 ft. 9 or 10 in., full face, hair brown, clean shaved, carbuncle scar left of neck and on right forearm; dress, brown suit, straw hat, brown boots, of gentlemanly appearance. He stayed at a high- class boarding house with a brother and another man, both of good appearance. Warrant issued. Information to Supt. Forster, Bournemouth^ 18.— Fareham [ County). — For stealing a money order for £ 10, and forging a signature thereto — WILLIAM JONES, age 21, height 5 ft. 6 in., complexion fresh, hair brown, slight moustache light brown, eyes grey, scar and dots left forearm, scar right hip, dress when last seen in regimental clothing of the lst East Lanca- shire Regiment from which he is a deserter. Native of Manchester. Information to Supt. Hack, Fareham. 19 — Kingsclere ( County).— For larceny — HENRY HILLIER ( supposed false) age 35 to 40, height 5 ft. 9 or 10 in., stout build, com- plexion ruddy, hair and moustache light, eyes ( sore) blue, no eyelashes, of military appearance ; dress, dark grey suit, mouse colour cap, worn over eyes. He takes private lodgings representing him- self as an engineer in the employ of a firm in the neighbourhood, remains about a week and de- camps without paying his bill. Warrant issued. Information to Supt. Daniels, Kingsclere. 20.— Lyndhurst ( County).— For embezzle- ment— JAMES GODWIN, age 20, height 6 ft., complexion fresh, hair light brown, eyes blue ; dress, dark coat and vest, bluish grey trousers, brown cap and boots. Supposed a native of Bridgwater. Warrant issued. Information to Supt. Payne, Lyndhurst. 21.— Portsmouth ( Borough).— For desert- ing his wife and family 2nd ult.— ANSTIE THOMAS STRANGE, age 34, height about 5 ft. 6 in., slight build, hair, moustache, and side whiskers light, eyes blue ; dress, brown lounge coat, cord trousers, blue or black cap, heavy lace boots. A bricklayer. Warrant issued. 22.- Portsmouth ( Borough).— For desert- ing his children 29th May last— EDWARD GLANVILLE, age about 40, height 5 ft, 1 or 2 in., hair and moustache light, eyes blue, rather large head. A brushmaker. _ Warrant issued. 23.— Portsmouth ( Borough).— For stealing, 29th ult., a blue serge lounge coat and vest ( a rent book, inventory of furniture, stamped agreement, 2 solicitors' letters, and a rubber stamp, " H. W. Brien" thereon, in coat pocket); 1 pair dark trousers with blue stripes; I pair elastic side boots, size 7 or 8 ; 1 reddish sailor knot tie, horse- shoes thereon ; 1 blue serge skull cap ; 1 white metal stop- watch, black hands, white dial, " Swiss Chronograph" thereon ; a silver curb pattern chain— JOSEPH HILL, age 23, height 5 ft. 8 in., complexion fresh, hair brown, eyes grey, scars on chest, bend of right arm and left forearm. A moulder, native of Harpurhey, Manchester, probably wearing the stolen clothing. Is a deserter from the Royal Marine Artillery. 24.- Portsmouth ( Borough).— Forstealing, 11th ult., a large open face silver Geneva lever watch, black numerals, No. 37123, silver curb pattern Albert with 3 coins ( one a Portuguese shilling) attached— JOSEPH VICAINA, an Italian, age 30 to 35, height 5 ft. 7 or 8 in., slight build,, complexion brown, slight moustache dark, warts on face, speaks very little English ; dress, dark coat and vest, cord trousers, coloured neckerchief, brown Alpine hat. ^.— Portsmouth ( Borough).— Forstealing, 6th inst., a pair of Balmoral boots, kid tops, per- forated toe caps, recently repaired, size 7 ; 1 pair grey mixture tweed trousers, red indistinct stripe running through ; 1 silk tie, brown ground with gold spots ; 1 collar, " Huckvale " marked inside ; 1 pair regimental braces. No. 4903 stamped thereon ; 1 single- breasted blue serge jacket and vest, lined black ( nearly new); 1 blue diagonal skull cap; 1 silver Geneva watch, open face ; silver curb pattern chain with a Jubilee sixpence attached; and 4s. 7d.— THOMAS MAUND, age 182, height 5 ft. 5 in., complexion fresh, hair brown, eyes grey, supposed wearing the stolen clothes. A native of Birmingham. Is a private of the 2nd Shropshire Light Infantry. Information to the Chief Constable, Town Hall, Portsmouth. HER TFORDSHIRE. 26.— Watford .( County).— For obtaining £ 1 by false pretences, 12th ult.— W. CLARKE ( supposed false), age about 35, height 5 ft. 10 in;, complexion and hair dark, one upper tooth defi- cient ; dress dirty check suit, hard felt hat. He represents himself as a farmer's son and obtains orders for eggs, fruit, etc., upon which he obtains a deposit. Warrant issued. Information to Supt. Wood, Watford. HUNTINGDONSHIRE. 27— Huntingdon ( County).— For em- bezzling £ 45— CHARLES THEW, age about 55 ( looks younger), height about 5 ft. 6 in., slight build, complexion, hair and moustache dark, short quick step. A Baptist minister and rate collector. He left St. Gidding, Hunts, for London on 21st ult. Warrant issued. Information to Deputy Chief Constable Copping, Huntingdon. KENT. £ 1 REWARD. 28.— Ashlord County).— For deserting her child— KATE STANDEN, age about 30, height 5 ft, 6 or 7 in., complexion fair, light speck in one eye, fashionably dressed ; a native of Ashford. Warrant issued. The above reward will be paid by the Guardians of the East Ashford Union for such information as will lead to the arrest of the above. Information to Supt. Bailey, Ashford. 29. Canterbury( County).— For leaving his children chargeable to the Blean Union— PORTER AYLMORE, age 39, height 5 ft. 5 or 6 in., com- plexion fresh, hair brown, eyes hazel, woman's head tattooed left forearm. A master mariner; trades between Guernsey, London, and North of England. Native of Bosham, near Chichester. Warrant issued. Information to Supt. Sargent, County Police Office, Canterbury. LANARKSHIRE. 30.— Glasgow ( City).— For obtaining money by fictitious cheques— JOHN GRAY, age 30, height 5 ft. 7£ in., complexion fresh, hair dark brown, eyes dark blue, dot base of left thumb, cut scar above right knee : dress, blue serge jacket suit, sailor's cap. A seaman, native of Aberdeen. The cheque book is on the Union Bank of Scot- land, and numbered B V '.> 31487 to 931498. Warrant issued. Information to Chief Constable Boyd, Glasgow. LANCASHIRE. 31. — Liverpool ( City). — For stealing £ 19 18s., 17th ult. — JAMES WALTER COOK, age 41, height 5 ft. 1 or 2 in., hair and slight moustache ( turning grey) dark, very prominent nose; dress, black suit, hard hat. A butcher's clerk, has also been a ship's steward, and may seek similar employment. Absconded 19th ult. Information to the Head Constable, Detective Department, Liverpool. 32.- Bootle ( Borough).— For stealing 20s., 29th ult.— JOHN LAMBERT, age 35 to 40, height 5 ft. 5 in., complexion sallow, hair ( turning grey) black, moustache sandy, long scar across throat, has a habit of putting his hand to his mouth when speaking, slightly knock- kneed and leans forward when walking ; dress, brown shooting coat and vest, striped cloth trousers, plaid scarf, hard felt hat, lace boots. A milkman ; supposed a native of Wensley Dale, Yorkshire. Warrant issued. Information to the Chief Constable, Bootle, 33.— Warrington ( Borough).— For stealing, 27th ult., a silver watch and chain ( recovered)— JAMES HASLAM, age about 20, height 5 ft. 3 or 4 in., slight build, complexion pale, hair nearly black; dress, black jacket suit, trousers very greasy, dark neckerchief, grey cap, clogB. METROPOLITAN POLICE DISTRICT 34.— C Division.— Portrait and description of ROBERT JONES, whose apprehension is sought for absconding from bail while awaiting trial on charge of larceny ( servant and receiving. age 23, height 5 ft. 4J in., complexion frtsh, hair dark, eyes grey, cut scar left forearm and right middle finger ; dress, black coat and vest, grey trousers, black hard felt or straw hat with fancy band ; a native of Towyn, Wales. Warrant issued. Information to be forwarded to the Metro- politan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 35.— For being concerned in stealing 91 Buenos Ayres Water Supply 5 per cent. Bonds, value £ 10,7( X)— PHILIP LEWIS SOMERS, late of 63, CathcartJRoad, Kensington, age 25, height about 5 ft. 6 in., complexion pale, hair ginger ( may be since dyed), wears glasses ; well dressed. Is fond of billiards ; has in his possession a considerable sum of money in gold which he mav endeavour to deposit; HARRY B. CHRISTIE," a clerk, age 21, height 5 ft. 6 or 7 in., complexion fair, hair light, smooth face, well dressed. Warrants issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. YORKSHIRE ( North Riding). 36. Malton ( Comity).— Portrait and de- scription of JOSEPH McCARTY, whose appre- hension is sought for embezzlement.— Age 19, height 5 ft. 6^ in., rather slight build, complexion pale, freckled face, hair light brown, eyes blue ; dress, drab dust coat, black suit, dark tie, brown cap. A native of Helmsley. May endeavour to enlist. Warrant issued. Information to Supt. Silversides, Malton. f 99 NORFOLK.
