REGULATIONS f AU announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OP THE POLICE GAZETTE, NEW SOOTLAND TABD, LONDON, S. W. J, Particular! concerning persona whose apprehension ut sought will be inserted in one issue of tjie POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. S Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4, In all eases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6, Portraits of persons whose apprehension is sought for serums offences, and engravings of stolen property will be inserted at a cost of las. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. fcery annimncement, if for the apprehension of a person, must be guaranteed by the signature of an officer of rv't less rank than Superintendent; and, if the name of such person is required to be inserted end nowarrard is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the ease may be. 1 Announcements concerning stolen property must be guaranteed by an officer of not less ranJt than Inspector, or analogous thereto. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received rwt later than noon on Wednesday, and for the Tuesday edition not later than Saturday nutrning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied, by a coverimj letter. 12. All payments must be in advance, either at the office, Nets Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. SPECIAL NOTICE. PRISONERS UNDER REMAND. The aid of the Metropolitan Police is frequently sought by other Police Forces to make inquiries respecting the antecedents of prisoners under re- mand, and such inquiries often result in identi- fying accused persons as being old offenders. But, in many cases, the time allowed for such inquiries is so brief that effect cannot be given to the request for information or that it can be com- plied with only in a perfunctory manner, and at great inconvenience. The Editor would therefore suggest, in the interest of the Provincial Police Forces, that four clear days, at least, should be allowed in cases of the kind, to complete the inquiries asked for. SPECIAL NOTICE. THE SPANISH SWINDLE. THE complaints which continue with unfailing regularity to reach New Scotland Yard give proof that the " Spanish Swindle " is still rife. This fraud was described in this column in the issue of 21st October, 1898. It has various phases, but what is common to all is a sum of money either buried in the ground or impounded somewhere on account of a debt, which, on being released, is to be divided between the swindler, or his " orphan daughter," and his dupe. Warrant issued. 3.— E Division .— For obtaining £ 100 bv false pretences— JANE LOVETT, alias RIDER, age 42, height 5 ft. 6 in., stout build, complexion florid, hair dark brown, eyes brown ; dress, black dress, black silk cape, black bonnet with small violet flowers. Warrant issued. 4.— E Division.— For stealing a pearl necklet— STEPHEN MATTHEWMAN, age 34, height 5 ft. 8 in., complexion fair, hair, whiskers, and moustache light, eyes hazel; dress, dark grey frock coat and vest, grey stripe trousers, white silk tie, silk hat with mourning band, lace shoes. A traveller ; native of Colchester. Warrant issued. 5 — C Division.— For stealing, 30th ult., a brown leather bag containing diamond rings, brooches, banglea, and pins, and gold Alberts, bracelets, watches, & c., some marked J M M L — WALTER HENRY MEADOWS, age 36, height 5 ft. 7 or 8 in., Btout build, complexion fresh, full round face, hair and moustache ( cut close), brown ; dress, black frock coat and vest, dark tweed trousers, high silk hat; a jewellers' traveller, native of London. 6.— J Division. — For stealing £ 10—• DAVID CONNOLLY, a Welshman, age 27, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes hazel, stoops slightly ; dress, blue serge suit, dark tie, black hard felt hat. Warrant issued. 7.— J Division•— For carnally knowing a girl under the age of 16— JAMES WILLIS, age 21, height 5 ft. 7 or 8 in., complexion fresh, hair ( curled on forehead) light brown, arms tattooed ; dress, dark jacket and trousers, cloth cap. Has served in the merchant service and has the appearance of a seafaring man. Warrant issued. 8.— N Division>— For stealing 29th ult., a blue serge suit ; 1 9- ct. gold cable pattern chain, small round locket attached containing photo- graph of a lady ; 1 18- ct. gold ring, and £ 6 8s.— GEORGE DEAN, age 21, height 5 ft. 4± in., com- plexion fresh, hair brown, eyes blue, indistinct tattoo marks on left forearm; dress, blue serge jacket suit. A native of Eaton Socon, Bedford- shire. Was discharged for misconduct from the Medical Staff Corps in April last. 9. — R Division. — For withholding moneys of a trade society — FREDERICK WILLIAM TEW, age 34, height 5 ft. 7 in., com- plexion pale, hair and drooping moustache dark, quiet demeanour and downcast look ; dress, when last seen, dark blue serge suit; supposed a native of Manchester. H.— Readintt ( Borough).— For stealing, 24th nit., a gentleman's old fashioned silver Geneva watch ( small size), open face, steel hands, " Strengthened Geneva " printed on dial in plain letters— A MAN, giving the name of MAJOR PARKER, age about 50, height 5 ft. 4 or 5 in , stout build, complexion sallow, round face, hair ( turning grey) and slight moustache light, short neck, rather large teeth, one or two missing in front of upper jaw, scar on forehead near top of nose; dress, grey suit ( tab of jacket stamped " Charles Baker & Co., High Holborn, London "), small dark plaid cap, lace boots. He obtained lodgings, stating that he was engaged as superin- tendent of the Electric Light Co. Information to Capt. Henderson, Chief Constable, Reading. 15.— Windsor Borough).— For assault on police, and stealing 14th ult., a navy blue serge coat and trousers ; 1 card case and a Post Office savings bank book in name of Simms ; 1 black jacket and vest; 1 pair grey trousers, a receipt from the West of England Clothing Company, and some cards in pockets; 1 blue serge double breasted vest.— CHRISTOPHER CAVANAGH, age 24, height 5 ft. in., complexion fresh, hair brown, eyes grey, several small scars centre of back and right side; supposed wearing some of the stolen clothing. He calls on tradesmen, representing himself as agent for a business directory, and obtains money for advertisements. Warrant issued. W— Eckington ( County).— For stealing clothing— EDGAR BOOTH, age 24, height 5 ft. 5 in., complexion fresh, hair dark brown, eyes blue, heart tattooed on right forearm ; peculiarity in speech. Newland, small ring, clasped hands, left fore- arm ; 3 dots between thumb and finger, J dots middle finger, scar little finger, small stroke on left breast; dress, blue pilot cloth coat, old blue trousers, reddish neckerchief, blue cloth cap, old lace boots. GLAMORGANSHIRE. 22.— Cardiff ( Borough).— For fowl stealing, 2nd inst.— WILLIAM BAKER, alias NOBBY WAKEHAM, age 38, height 5 ft. in., complexion sallow, rather long face, hair dark brown, mous- tache ( cut close) and eyes brown, large mouth, bad teeth, scar on crown, back, and right of head, both eyebrows, over left eyebrow, under right eye, on right forearm, and on both shins, right 2nd finger deformed, 3 boil scars left of back, 2 on left thigh, and 1 on left groin, 3 blue dots left forearm ; dressed as a navvy ; a native of Plymouth. May be found on public works. Previously convicted, see " Habitual Criminal Register " 1895, as Edwin Wakeham. Warrant issued. Information to Head Constable McKenzie, Cardiff. HAMPSHIRE. 24.— Andover ( County).— For embezzling £ 33 15s. lid., 29th ult.— VALENTINE ARTHUR DRAYSON, age about 35, height 5 ft. 5 or 6 in., thick set, complexion florid, hair light brown, long, heavy moustache red, eyes hazel, speaks with West Country accent; dress, black serge coat and vest, grey trousers, brown golf cap. A clerk ; native of Portland. Lately employed in the Royal Engineers' Office, Tedworth. Warrant issued. Information to Supt. Miller, Andover. 25.— Basingstoke ( County).— For obtain- ing cheques and money by false pretences.— CHARLES BANTEN, age about 50, height 5 ft. 10 in., complexion fair, hair ( turning grey) brown, heavy moustache light brown, may be clean shaved, eyes blue ; dress, dark morning coat and vest, light tweed trousers, black hard hat. Late manager o£ the Newnham Brick and Tile Com- pany. May endeavour to purchase or rent a brickyard, or may endeavour to leave the country. Is probably accompanied by his son, age about 20, height about 5 ft. 5 in , slight build, cheek bones rather prominent; dress, blue suit, straw hat or light cap ; may have with them a Gladstone bag, 24 to 30 in. long, and a small handbag with initials " L. B." thereon. Warrant issued. Information to Inspector Hale, Basingstoke. 26.— Southampton ( Borough).— For fail- ing to report licence holder WILLIAM KEOGH, alias KENNEDY, SMITH, BYRNE, and DOYLE, Office No. 1516- 99, age 45, height 5 ft. 7J in., com- plexion fresh, hair and eyes grey ; scars right eyebrow, scrofula scars round neck, B C right side, G B and dot front left forearm, corporal punishment marks on shoulder; a mason, native of Dublin. Sentenced at North London Sessions, 6th May, 1895, to 5 years penal servitude for possessing housebreaking implements by night. Licenced 20th May, 1899, E. K. V. 731. HERTFORDSHIRE. 27.— St. Albans (' ity)— For embezzle- ment, FRED PROCTOR, age 28, height 5 ft. 8 in. complexion fresh, hair brown, moustache light, large ej'es, black teeth, very bad on his feet; recently employed by the Royal Aylesbury Dairy Company ; was convicted at Leicester in 1898. Warrant issued. Information to Head Constable Blatch, St. Albans. 3 ISLE OF WIGHT. 28.— Newport ( County).— For deserting his wife and children at St. Helens, leaving them chargeable to the common fund of the Isle of Wight Union— GEORGE HENRY CREWS, age 45, height about 5 ft, 10 in., well built, complexion and hair dark, eyes brown, usually dressed as a yachtsman. A mariner and sailmaker. Absconded in February, 1898. Warrant issued. Information to Supt. Hale, Newport, KENT. 29.— Chatham ( County). — For deserting his wife and family — GEORGE WILLIAM WEATHERLY, age about 40, height about 5 ft. 4 in., complexion sallow, hair dark brown, heavy moustache brown, carries his head forward when walking, addicted to drink; dress, black serge jacket and vest, dark cord trousers, P. & O. cap with cloth peak. LANARKSHIRE. 32.— Glasgow ( City).— For stealing a purse £ 15, and a deposit receipt for £ 70, and forgery of a signature to the receipt by which he obtained £ 10 4s. lid.— FRANCIS CARLI, an Italian, age 20, height 5 ft. 5 or 6 in., complexion pale, hair brown, eyes blue, rather prominent nose, portion of one forefinger missing, speaks broken English; dress, dark cloth jacket suit, light check cap, sidy spring boots. Lately employed in an ice cream shop. Absconded 16th ult. Warrant issued. Information to the Chief Constable, City Police, Glasgow. LANCASHIRE. 33.— Liverpool ( City).— For obtaining £ 5 10s. by false pretences— G. MOOR, alias J. JAMES, age about 35, height 5 ft. 6 or 7 in., complexion sallow, oval face, hair brown, moustache light brown ; dress, light dust coat, striped trousers, black hard hat. He makes purchases and gives worthless cheques for a larger amount and receives the balance in cash. Has been using a cheque book on the York City and County Bank- ing Co., Limited. Warrant issued. Information to the Head Constable, Detective Department, Liverpool. 34.— Blackpool ( Borough).— For larceny, 18tli ult., WILLIAM FARTHING, alias CROSS, age 25, height 5 ft. 5 or 6 in., stout build, com- plexion fresh, round features, hair light brown, clean shaved, 2 upper teeth false, woman with sash round waist holding flag tattooed on left forearm, left thumb deformed, speaks with Lon- don accent, may be wearing blue jacket and vest, dark brown check trousers, sailor's cap with glazed peak and strap, " M.
