REGULATIONS, 2 All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SOOTLAND YAED, LONDON, S. W. . 3. Particulars concerning persons whose apprehension is sought will be inserted in one issue oj the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. . B Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and, the exact conditions must be clearly . stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. S. Every cwnunincement, if for the apprehension of a person, must be guaranteed by the signature of an officer of n" t. less ranlt than Superintendent; and, if the name of such person is required to be inserted « nd no warrant, is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of net less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE," must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which nuiy- result from such publication. 11. Announcements for the. Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, a nd accompanied by a covering letter. 12. All payments must, be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. NOTICE. 1. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender Is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT 1.— D Division.— For obtaining goods to the value of £ 24 3s. 2d. by a worthless cheque on John & Charles Simmond's Bank, Reading— ASTON BLOUNT, age 40 to 4.3, height 5 ft. 8 in., complexion inclined to sallow, hair ( turning grey) brown, heavy moustache, square jaws and chin ; dress, black frock coat, grey stiiped trousers, high silk hat, patent leather boots, carried a silver- mounted malacca stick. Warrant issued. 2.— D Division.— For stealing, 9th inst., 1 large oblong diamond and sapphire pendant, sap- phire has a flaw across centre, surrounded by rows of large diamonds and small brilliants, also a row round edge; 1 pair star diamond earrings, about 118 stones in pendant and earrings ; 1 small diamond and carbuncle pendant; 1 ancient British gold arm- let, trumpet ends with herringbone work, weight about 3 oz.; 3 gold bracelets ( 1 half plain and half plaited, 1 flexible, ruby in centre, 1 made of 7 coins, 4 Russian the others English and Dutch); 7 gold brooches ( 1 Russian coins, 1 large set amethyst, 1 small set amethyst, 1 set topaz, 1 set paste heart, 1 set moonstone in shape of trefoil, I shape lizard and toad set turquoise) ; 1 silver gilt brooch, liligree dagger ; 1 flexible gold bangle ; 2 gold buckles ( 1 set paste stone, 1 shape of 2 horse- shoes) ; 2 neckchains ( 1 large link, 1 small); 3 necklaces ( 2 Roman pearl in boxes, 1 silver coin, Russian and English graduating, several small ones hanging in front); 2 gold rings ( 1 emerald set 5 stones, 1 pearl set 5 or 6 stones) ; 1 small gold cross, set topaz ; 2 ladies' gold watches 1 hunter, double case, " A. S. P." in gold on back, engine turned cases, Swiss make, " Vevay, Switzerland " on inner case, a small piece of chain, about 4 in., long flat links, attached ; the other Geneva, English double lever movements); 1 gold locket, blue enamel cross, containing hair and a portrait; 2 pairs sleeve links ( 1 pair gold onyx, 1 do. silver coins); 1 silver chased cigarette case, W. L. R. in monogram thereon ; 1 pair gold pince nez, fine gold chain with safety pin attached, in case, " J. B. Cole, optician," therein ; 1 gilt carriage clock in red leather case, " Bedford, Regent St.," thereon ; 2 sable boas ; 1 brown suit; 1 pair light striped flannel trousers ; 1 fawn colour vest, flat gilt buttons ; 1 blue serge single breasted coat and vest, " W. L. Ridley" sewn inside right breast pocket, " G. Miller, maker" on tab; 1 Eastman's No. 4 bullet camera in leather case ( snap fastening broken), film 5 by 4, containing photographs of Oxford College, etc.— HORACE E. MANNING, age 28 to 30, height 5 ft. 10 in., complexion dark, hair dark brown, eyes ( small) grey, scar left side of forehead; dress, dark clothes, or may be wearing cycling suit and cip. Warrant issued. 3.— L Division.— For embezzling £ 20,17th inst.— LEWIS JOSEPH MASSEY, age 30, height 5 ft. 10 in., complexion fair, hair light brown, eyes grey, slightly round shouldered, long legs and arms, scar top of head and centre of mouth ; dress, dark jacket and vest, dark striped ( tight fitting) trousers, or blue serge jacket suit, black hard felt hat. Supposed a native of Birmingham. Warrant issued. 4.— P Division.— For obtaining money by worthless cheques on Llovds Bank, Bexhill- on- Sea—. J. C. HOLMES, alias BROWN, age 54, height 5 ft. 8 in., stout build, complexion pale, hair and moustache ( turning grey) dark ; dress, grey tweed coat with pockets at. hips, grey vest and trousers, turn down collar, " low tie. black hard felt top hat. He represents himself as a book- maker. Warrant issued. Information to be forwarded to the Metro- politan Police Office, New Scotland Yard, S. W. ' CITY OF LONDON. ."> — For conspiring to defraud — GEORGE OWEN, late of 20 Clifton Mansions, Brixton, age 25, height 5 ft., 10 or 11 in., hair dark, clean shaved, bridge of nose slightly deformed, stoops slightly ; dress, grey or blue serge suit, black bowler hat ; an electrical engineer. Absconded about 9th ult. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. G. BERKSHIRE. li.- Wokingham ( County).— For obtain- ing JOs. by false pretences, 12th inst. PYLE, age 40 to 45, height 5 ft. 7 or 8 in., complexion fair; dress, black frock coat, black vest, small stripe trousers, black hat. Warrant issued. Information to Supt. Molsher, Wokingham, /£ b 7.- Windsor ( Borough).— For assault on police, and stealing I4th inst., a navy blue serge coat and trousers ; 1 card case and a Post Office savings bank book in name of Simms ; 1 black jacket and vest; 1 pail" grey trousers, a receipt from the West of England Clothing Company, and some cards in pockets ; 1 blue serge double breasted vest.— CHRISTOPHER CAVANAGH, age 24, height 5 ft. ' J! in., complexion fresh, hair brown, eyes grey, several small scars centre of back and right side; supposed wearing some of the stolen clothing. Is a deserter from the 2nd Scots Guards. Warrant issued. Information to Head Constable Carter, Windsor. BUCKINGHAMSHIRE. 8.— Great Marlow ( County).- For steal- ing, 10th inst., an American double case gold keyless watch, chatsed, 9- ct. gold Albert chain with red and green seal attached ; 1 18- ct. gold scarf pin set pink ruby ; 1 lady's small double- case gold watch, chased, initials " M. L. B." on back ; 1 ditto gold Albert chain, rope pattern, ball in 2 centre, tassel at end ; 1 gold mourning brooch, square pattern, a plait of light hair encased, and an inscription on back ; I lady's 9- ct gold dress ring, set ruby and pearls ( 2 pearls missing) ; £ 6 10s. 0d., and several old 5s. pieces, lion shillings, and fourpenny pieces— ARTHUR WELLAND, age 27 to 30, height 5 ft. 3 in., slight build, com- plexion inclined to sallow, thin face, hair dark, one front tooth missing, rises on his toes when walking, usually have both hands in his trouser pockets ; dress, dark grey suit and cap, tie with pin, brown canvas shoes with india rubber soles, white shirt marked " Marvel." Warrant issued. Information to Supt. Maneely, County Police Office, High Wycombe. ^ CHESHIRE. 9.— Altrincham [ County).- For obtaining by false pretences, otli inst., at Hale, a " Sunbeam " road racer bicycle, No. 28677, black enamelled, 25- in. frame, 28- in. wheels, tangent spokes, Clincher tyres ( back one has a piece let in) dropped handle bars, cork grips with white tips, black enamelled " Sunbeam'' gear case with a dent in front on top, Brook's or Lamplough saddle, " Sunbeam" on side of gear case— FRED W. RODGERS, alias DENFIELD, age 26, height 5 ft. 6 in., complexion sallow, hair light brown, clean shaved, eyes ( sunken) blue, palm of left hand sore, stoops slightly, turns his feet outwards; dress, grey stable suit and cap, brown leather leggings and boots. He obtains situations by calling upon saddlers. Warrant issued. Information to Supt. Okell, Altrincham. 10.- Macclesfield { County).— For house- breaking, 3rd inst., at Siddington, stealing £ 7 4s., and indecently assaulting a girl aged 11 years— JOHN GREEN, alias VARE, age 21, height 5 ft. 8 in., complexion sallow, pimples on face, hair dark brown, eyes blue, scar on right jaw and back, boil on right cheek and side of neck ; dress, grey jacket, brown cord vest and trousers, grey peak cap, strong lace boots. A farm labourer, native of Poynton, Cheshire. Has been previously con- victed of housebreaking. Warrant issued. & Information to Supt. Downes, Macclesfield. 11.— Oakmere rCounty).— For stealing 15s , 3rd inst., at Frodsham— THOMAS WALKER, age 50, height 5 ft. 11 or 10 in., complexion ruddy, round face, large nose, hair ( turning grey) brown, clean shaved, eyes blue ; dress, black dress coat, cord breeches, brown leather leggings, cloth peak cap ; an ostler, has been employed at seaside resorts during summer months. Absconded 3rtl inst. Warrant issued. Information to Supt. Nield, Oakmere, near Northwich. DERBYSHIRE. 12- Chesterfield { Comity).— For larceny ( bailee) at Shirebrook, 10th inst. — SAMUEL ROEBUCK, age 35 to 40, height 5 ft. 2 in, complexion fair, hair light brown, limps slightly ; dress, navy- blue serge jacket, black vest, brown cord trousers, blue silk neckerchief with large white spots, navy- blue cap, lace boots. Warrant issued. Information to Supt. Faulkner, Chesterfield ESSEX. 13.— Brentwood { County).— For burglary and assault— HENRY BANTOCK, alias HENRY BANTICK, Office No. 241- 99, age 33, height o ft. 0 in., complexion fresh, hair dark brown, eyes blue, scar between eyebrows, above left eye, on left jawbone, right ankle, back of left hand, 1st right finger, on nose, and 2 back of head. A bricklayer, native of Stonham, Suffolk. Dress, light tweed jacket, brown trousers and vest, light cloth cap, white shirt with " J. M. Burrell, No. 4," marked in ink inside. Bantock is supposed to have an injured head and hand received from blows of the barrel of a gun. Sentenced at Essex Quarter Sessions, 19th October, 18118, to 3 months hard labour for larceny. Liberated 18th January, 1800, 0882. Has been several times convicted, including a term of penal servitude for horse- stealing. Information to Supt. Allen, Brentwood. HAMPSHIRE. 14 - Basingstoke { County).— For steal- ing a watch and chain ( recovered)— GEORGE EDWARD MESSENGER, age 20, height 5 ft. 3 in., slight build, complexion fair, hair light brown, eyes grey, delicate appearance; dress, black jacket, dark blue guernsey, fustian or mole- skin trousers, cap with flowers worked on top. A labourer ; native of Wallingford, Berks. Warrant issued. Information to Inspector Hale, Basingstoke. 15 - Fareham ( County).— JOHN STAN- LEY, case No 39, 16th inst., not now wanted. Warrant withdrawn. 16. — Gosport ( County). — For stealing ( bailee) a bicycle -' recovered)— F. GOYALL alias HERBERT GILL, age about 24, height 5 ft. 10 or 11 in., complexion fresh, blotched face, red nose, teeth discoloured, moustache light; dress, fawn coloured ( small plaid) suit, grey tie with white stripe, light cap, brown boots. Warrant issued. Information to Supt. Silver, Gosport. * r- J 17. Portsmouth { Borough).— For steal- ing, 12th inst., a nearly new " Mereader" mando- line, 8 strings, 25 plain brown ribs to back, covered machine end, mother ' o pearl edging, red, blue, and green ribbons attached, in a dark tan coloured leather case lined with red, and about £ 2 — WILLIAM REGINALD BROOKS, alias RAYE, age 22 to 24, height 5 ft. 8 or 0 in., com- plexion fair, hair light brown, brushed up in front and parted rather low on left side, slight mous- tache or clean shaved, eyes rather sunken, dark nnderneath lower lids, strong Midland accent : dress, blue Berge lounge coat, blue ( double breasted) vest, bluish grey striped trousers, black and red tie, black hard felt hat, lace boots. Is fond of billiards. 18. Portsmouth { Borough).— For house- breaking, 6th inst., and stealing a fancy brown grey tweed jacket suit, size 6, and a pair of trousers ( large size)— THOMAS BUCKLEY, age 29f, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes brown ( inner corner of left eye grey). A moulder ; native of Newcastle- on- Tyne. Is a private of the 1st East Lancashire Regiment. Information to the Chief Constable, Town Hall, Portsmouth. 10. - Southampton { Borough). — For stealing from his lodgings— a pink shirt, 1 metal watch " E. Youatt" scratched on inside case, long silver chain attached, and 19s. 2d.— ROBERT WILLIAMS, age 22, height about 5 ft. 1 in., hair and slight moustache dark, scar back of head; dress, black clothes, green tie, hard hat, patent leather shoes, and the stolen shirt. A waiter. Information to the Chief Constable, South- ampton. HERTFORDSHiRE. 20.— Watford { County). — For inflicting grievous bodily harm on his wife, 2nd inst.— JESSE LACEY, age 34, height 5 ft. 5 or 6 in., complexion fresh, hair sandy : dress, black coat and vest, cord trousers, dark cap, lace boots. A labourer. Warrant issued. Information to Supt Wood, Watford. ISLE OF WIGHT. 21.— Newport { County). — For stealing ( bailee), 3rd inst., at Ventnor, a bicycle ( re- covered)— HERBERT WALDRON, alias GILL, GOVALL, and FLANNEL, age about 26. height about 5 ft. 10 in , complexion fair, sunburnt, hair and moustache brown; dress, brownish grey plaid suit and cap, green silk scarf, wore a gold watch chain. Is identical with man cases No. 14 and 78, Oth inst. Warrant issued. Information to Supt. Hale, Newport, KENT. 22.— Dover [ Borough). — For leaving his children chargeable to the common fund of the Dover Union— WILLIAM HENRY FLEMING, gae 37, height 5 ft. 0 or 10 in., complexion ruddy, hair and moustache ( turning grey) and eyes dark brown, " Jerusalem " tattooed on one forearm, cut scar 011 third and fourth letters ; dress, blue pilot cloth suit, Alpine hat, lace boots. An engine- driver, native of Dover. Warrant issued. Information to Chief Constable Sanders, Dover. 23.— Ramsgate ( Borough1— For stealing, 4th inst., a silver keyless Waltham lever watch, " Presented by Lever Brothers, Port Sunlight, makers of Sunlight Soap," inscribed on the dial, partly erased antl much scratched, long link pattern chain with silver locket attached; 1 white- metal cigarette case engraved 11 Paul Lebeter" containing £ 4— A MAN, age about 19, height 5 ft. 3 or 4 in., complexion pale, clean shaved, snake tattooed on left arm, ( supposed) swords and flags on right arm ; dress, dark jacket, brown trousers and vest, bow tie, brown cap. Information to Chief Constable Jones, Ramsgate. 24.— Tunbridge Wells { Borough).— For gross indecency with a male person— HENRY CLIFFORD, age 65, height 6 ft. 2 in., very slight build, complexion florid, hair light, very slight whiskers and moustache, turning grey. Warrant issued. Information to Chief Constable Prior, Tunbridge Wells. LANARKSHIRE. 25.— Glasgow City). - For embezzling £ 82 2s. Od. between Nth April and 10th ult.— ROBERT MURDOCH, age 28, height 5 ft. 5 or 6 in., stout build, complexion ruddy, round face, hair and moustache brown, is addicted to drink ; dress, short light overcoat, blue serge jacket suit, black felt hat, wore a yellow chain. A native of Glasgow ; is believed to be travelling the north of England for a wine and spirit merchant. Warrant issued. Not to be arrested out of the United Kingdom. LANCASHIRE. 26.— Chorley { County). — For embezzling £ 3 ( is. od., during January and February last— THOMAS HOUGH, age about 28, height 5 ft. 8 in., rather stout build, complexion fresh, hair dark brown. A labourer or carter ; native of Walton- le- Dale, Lanes. Absconded 8th ult. Warrant issued. . Information to Supt. Norris, Chorley^* 1 ?? 27.— Liverpool { City).— For failing to report — Licence Holder JOHN KELLY, alias THOMAS KERSHAW and JAMES LEGGATT, Office No. 406- 00, age 52, height 5 ft. 3$ in., hair grey, eyes blue, complexion fresh, 3 scars right back and 1 left top of head, right eyebrow, left middle finger slightly contracted, 3 scars back right upper arm, 1 front right forearm and right thumb, brown mole left ribs, pockmarked. Sentenced at Liver- pool Assizes 23rd May, 1892, to 7 years penal ser- vitude for burglary, which with remanet expires 27th April, 1900. Licenced 20th February last. D. I. S. 107. Information to the Head Constable, Detective Department, Liverpool. 28.— Blackpool { Borough).— For stealing £ 11 5s., Oth inst.— FRED WILSON, age about 22. height about 5 ft. 6 in., hair brown, clean shaved, eyes blue— TOM SMITH, age about 19, height about 5 ft. 8 in., slight build, hair light, eyes blue, thick lips, two blue dots back of one wrist, scar near one eye, wearing green mixture tweed jacket suits, black billy- cock hats, patent leather boots, kid gloves. Plasterers ; stated they were brothers. Warrant issued. Information to Chief Constable Derham, Black- pool. 20.— Oldham { Borough).-— For failing to report— Licence holder CHARLES HIRST, alias JAMES SYKES, and JAMES STOKES, Office No. 405- 00, age 41, height 5 ft. 11 in., complexion fresh, eyes grey, bald, scar top middle of forehead, 2 right eyebrow, and above left ear, several acne spots 011 back, scars right shin and hip, burn mark right calf, brown mole centre of chest, 11 dots left wrist, anchor back left forearm, lost top of 2nd left finger. Sentenced at West Riding Sessions. Wakefield, 7th April 1800, to 7 yea^ s penal servi- tude for larceny. Released 011 second licence 11th February last. 30.— Oldham { Borough). — For stealing ( bailee) 12th inst., a safety bicycle, Dunlop tyres, slight drop frame, rat- trap pedals, straight handle bars, cork handles, steel tips, celluloid gear case, marked " Dover," 28- in. wheels, maker's name, " Bradbury," on bottom bar of frame, transfer ( Duke of Wellington) on head, no brake or mud- guards— A MAN, giving the name of GEORGE BODDEN, age about 22, height 5 ft. 5 in., com- plexion dark, hair dark brown, face badly pock marked ; dress, dark suit and cap. Warrant issued. Information to Chief Constable Turner, Oldham. 31.— Rochdale { Borouc/ h).— For larcenv— MARY JANE MARSHALL, age40, height5ft. 5 or 6 in., hair dark brown, long face, wearing blue skirt, green plaid shaw with yellow stripe. MARY ANN MARSHALL, age 20, height 4 ft 10 or 11 in., slight build, complexion pale, hair brown ; wearing black skirt, green plaid shawl with red stripe. 32.- Rochdale { Borough). — For stealing from his lodgings— 1 plain 9- ct. keeper ring, 2 dress rings ( 1 set 5 white stones the other 5 rubies)— GEORGE CHEETHAM, age 45, height 5 ft. 6 in., broad set, complexion sallow, hair dark brown ( turning grey), eyes hazel, blue mark right cheek bone, small scar left of forehead. Leicester { Borough).— For stealing £ 6 12s. 4d.— TOM EDWARDS, alias KNIBB, age 26, height 5 ft. 6 or 7 in., slight build, com- plexion fair, hair ( long in front) and eyes dark, long sharp nose, ring tattooed on left little finger; dress, dark tweed jacket suit, dark overcoat with velvet collar, soft felt hat.
