All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOB OF THE POLICE GAZETTE, NEW SOOTLAND YARD, LONDON, S. W. % Particulars concerning persons whose apprehension is sought will be. inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and. engravings of stolen property will be inserted at a cost of 15i. per portrait, and of Is. 6d. per photograph or sketch of a stolen article. f . Every announcement, if for the apprehension of a person, must be. guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is reouired to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less ranis than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at, once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may remit from such publication. 11. Announcements for the Friday issue should be forwarded no as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must, be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given nit application. R. ANDERSON. Editor SPECIAL NOTICE. The amount of stolen property at present " circulated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very considerably. It has been decided, therefore, to discontinue the " circulation " in Informations and Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Constables are requested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect, And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circulation " of the particulars they contain is not desired. Supposed a native of Leicester. A butcher, recently in business at Putney. Warrant issued. The above reward will be paid by the Guardians of the Ampthill Union to any person giving such information as will lead to the arrest of Poulter. Information to Supt. James, Ampthill. BERKSHIRE. 5.— Hungerford ( County).— For forging and uttering ail order for 5s., 17th ult.— - SAULTON ( supposed false), age 35 to 40, height 5 ft. 6 in., stout build, complexion fair, hair light brown, slight sandy beard ; dress, grey tweed suit, ( trousers much worn at bottoms), grey cap, thin boots. Had the appearance of a groom. Stated he had served in the Hampshire Regiment. Sup posed known at Devizes, and wanted elsewhere. Warrant issued. Information to Inspector Legg, Hungerford. 6.— Maidenhead ( County).— For leaving their families chargeable to the Maidenhead Union JOHN HODGES, age 42, height 5 ft. 1 in. complexion fresh, hair and moustache light, high cheek bones, eyes sunken. A labourer ; native, of Maidenhead. May be found on public works. THOMAS PAUFFLEY, age 42, height 5 ft. 4 in., complexion fresh, hair brown, eyes grey ; dress, grey tweed jacket and vest, trousers of similar material, black hard felt hat. A labourer; native of Maidenhead. Warrants issued. A REWARD of £ 2 will be paid in each case by W. Weed, Esq., Clerk to the Guardians of the Maidenhead Union, for such information as will lead to the arrest of the above. May be found at common lodging houses. 8.— Reading ( Borough).— For stealing, 25th ult,, a long black, rough cloth overcoat, velvet collar, chain tab ( broken), and a round alarum clock ( alarum broken)— A MAN giving the name of EDWARDS, age :> 5 to 60, height 5 ft. 3 or 4 in., complexion dark, hair, whiskers and moustache grey, bald on top of head, right hand withered ; dress, dirty blue jacket, old trousers and cap. 9.— Reading ( Borough).—¥ or obtaining £ 2 by false pretences— SARAH ANN SMITH, age 45, height 5ft. 5 or 6in., complexion dark ( sunburnt), round face, hair black, eyes dark brown ; dress, black jacket, dress and hat, white apron. Occasionally tramps into Yorkshire ; may be accompanied by his son, age about 15. A hairdresser; native of Belvedere, Kent. Has been employed at Blackpool, Liverpool, Manchester, Buxton and Chesterfield. Warrant issued. Information to Supt. Bowen " thereon— ROWLAND JOHN ROBERT LYONS, age 22 ( looks older), height 5 ft. 9j in., complexion fresh, hair dark brown, eyes brown, Prince of Wales's feathers tattooed on right forearm, brown discolouration outside left knee ; wearing the stolen clothing and blue cloth cap. GLAMORGANSHIRE. 18.— Cardiff ( Borough).— For attempting to obtain £ 2 by false pretences 5th inst.— EDITH HALFORD, age 23, height 5 ft. 5 in., stout build, complexion ruddy, round face, low forehead, short nose, hair and eyes ( cast in one) dark ; dress, black three- quarter length jacket, brown fur trimming, dark blue dress, black and white straw hat. A domestic servant; native of Brecon. Absconded 6th inst. May be found at Salvation Army and other rescue homes, or in company of prostitutes. Warrant issued. Information to Head Constable McKenzie, Cardiff. 19.— Neath ( Borough)-— For stealing a chimney sweeping machine — EDWARD CLARKE, age 28 to 30, height about 5 ft. 4 in., slight build, complexion fair, thin features, hair and moustache brown, scar right cheek; dress, dark suit as usually worn by sweeps. DEVONSHIRE. 14.— Cullompton ( County).— For failing to appear at the Petty Sessions, 5th inst, charged with larceny— THOMAS MARKS, age 42, height 5 ft, 4J in., complexion fresh, hair brown, eyes grey, scars on head over both eyes and on bridge of nose; dress, dark monkey jacket, moleskin vest and trousers, peak cap, small dark neckerchief. DORSETSHIRE. 15.— Dorchester ( County).— For nonappearance to a summons, charged with cruelty to his ehildren by neglect- - JOHN GODDARD, age 48, height 5 ft. 7 or 8 in., complexion fresh, hair brown, moustache light brown, eyes hazel, bird and " J. Iti.— Sturminster Newton ( County).— For neglecting to maintain his wife and family, whereby they became chargeable to the Sturminster Union— SAMUEL ROSE, age about 50, height 5 ft. 7 in., complexion, hair, whiskers, and moustache ( turning grey), and eyes dark, reserved in manner ; dress, velvet coat, plush vest, cord trousers, cap. B." in black letters on outside ; 1 dark brown cloth jacket, usual pockets ; 1 dark grey jacket, usual pockets, " Hookham, Oxford," on tabs ; 1 light brown covert coat, " Army and Navy Stores" on tab; 1 black mackintosh, " Bowen 300" on inside near collar; 1 black japanned tin cash box containing £ 6 ; 1 stylographic pen and case, cover has been broken; 1 gold safety pin, gold nugget attached; 1 gold horseshoe pin with 2 blue stones and pearls , 1 gold pin with knob ; 2 or 3 white GLOUCESTERSHIRE. 20— Cheltenham ( County).— For stealing ( bailee) 12 sheep — WILLIAM ARTHUR SPENCER, age 43, height 5 ft. 7 or 8 in., complexion fresh, hair brown, whiskers and moustache rather short, eyes blue, recent scar on nose, slouching gait, is an inveterate smoker; dress, grey coat, roan calf- skin vest with flaps over pockets, dark cloth breeches, brown leather gaiters, blue tie with red stripes, blue cap, which he wears over his eyes. A farmer ; native of Woodmancote, near Cheltenham. Has with him a new black leather trunk with brown leather straps. Absconded 14th inst.; may be accompanied byr a woman, age 30, short and stout. Warrant issued. 21 — Cheltenham ( County)— For obtaining 15s. by false pretences 17th inst., ROBERT ASHWORTH, age 30, height 5 ft. 8 in., complexion fresh, hair light brown, moustache light, eyres dark grey, circular scar back right hand. A quartermaster sergeant of the East Lancashire Regiment from which he is a deserter ; dressed in uniform. A native of Bacup, Lancashire. He calls upon volunteer and recruiting sergeants, stating he has lost his money and requires his fare to enable him to return to his regiment. Warrant issued. Information to Supt. Hopkins, Cheltenham. cord trousers ( patched at knees), black cloth yachting cap, usually carries a dark grey jacket. A labourer; supposed a native of Micheldever, Hants. He obtains lodgings stating he is employed at a large firm in the neighbourhood. Has been previously convicted at Winchester and Chelmsford. Warrant issued. 25.— Winchester ( City).— For stealing, 26th, inst., 3 pneumatic safety bicycles, first, an " Astral," No. 49, 24- in. frame, black" enamelled, ' 99 " Dunlop " tyres, straight handle- bar, cork handles, rattrap pedals, transfer on head, " Astral, Birmingham," makers Linford and Wilson, Birmingham, " Renold's " chain ; 2nd, a " Simpson lever," 26- in. frame, black enamelled, straight handle- bar, ' 98 " Dunlop" tyres ( front tyre worn), fitted with metal gear case, block chain, cork handles, No. 1786 ; 3rd, a " Premier model, S," 26- in. frame, black enamelled, ' 98 " Dunlop " tyres, " Albion " saddle ( light colour), straight handle- bar, cork handles with plated tips, No. supposed 115520— THREE MEN, 1st, age 26 to 30, height 5 ft, 8 to 10 in., complexion rath er dark, clean shaved ; dress, grey tweed jacket, light blue trousers with dark stripes ( bell bottoms), bluish tie, blue socks, brown tweed cap, button boots with toe caps ( right cracked); 2nd, age 26 to 30, height 5 ft. 8 to 10 in., complexion fair, hair light brown, moustache light, wearing dark jacket, light blue muffler with dark stripes, dark tweed cap ; 3rd, age about 20, height 5 ft. 6 or 7 ins., rather stout build, complexion fair, hair light brown, wearing brown trousers, blue muffler with stripes, lightish tweed cap, pulled down over eyes. Felton, Winchester, 26.— Portsmouth ( Borough).— For failing to answer to his recognisances at the Quarter Sessions, 7th inst,— HENRY THOMAS SHEMINENT, alias EVANS and OWENS, age 22, height 5 ft. in., complexion fair, hair light brown, eyes grey. An ostler ; native of Chatham. He is making his way northward, representing himself as a painter, and calling upon Secretaries of Christian Missions and Charitable Institutions, asking for assistance, to enable him to return to Portsmouth, He was at Northampton on the 18th inst. Basingstoke ( County).— On commitbeen sentenced to 6 weeks imprisonment for neglecting to maintain his family — FREDERICK SUMPSTER, age 39, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes hazel, skin discoloured on forehead and under left eye ; dress, brown jacket and cap, moleskin trousers. A native of Tadley, Hants. May be found on public works. Information to Inspector Hale, Basingstoke. 23 .— Gosport ( County). — For stealing ( bailee) £ 10 Is. 3d.— ROBERT JOHNSON, age 18|, height 5 ft. 7f- in., complexion fresh, hair and eyes brown, small scar left cheek, walks slovenly ; dress, blue serge suit, 2 shirts ( 1 military, 1 white), black tie, blue skull cap, military socks and boots, or shoes. Supposed a native of Blackburn. Is a deserter from the Royal Artillery. Warrant issued. Information to Supt. Silver, Gosport. 24. Winchester ( City).— For obtaining money and food by false pretences— WILLIAM WHATMORE, alias HUMPHRIES and GEORGE DAY, age 32, height 5 ft. 6 in., complexion fresh, hair brown, moustache light, eyes grey ; dress, blue serge short jacket, brown cardigan vest, light 27 — Portsmouth ( Borough).— For forgery, 21st ult,— THOMAS MARSH, age 21, height 5 ft. 4^ in. complexion fresh, hair light brown, clean shaved, slig- litly knock- kneed, mole front of neck and back of left arm, scar left shin ; supposed wearing blue jacket suit and hard felt hat. Of smart appearance. A sawyer; native of Kirkdale, Lanes. Is a deserter from the lst East Lanes. Regiment. A member of the Order of Buffaloes. Warrant issued. 28.— Portsmouth ( Borough).— For stealing 2 postal orders ( 1 for £ 1 No. 500162 or 163, 1 for 5s. No. 470725 to 727) issued at Broseley, Salop, 14th inst.; 1 English lever watch, open face, white dial, " F. Lewis" scratched oi> dome in 2 places, and Nos. 21146 and 38987 ( nearly new); 1 black leather purse, 3 compartments, knob fastening, containing a silver curb chain and 12s.— ERNEST DAY, age 19, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes grey, scar on nose. A groom ; native of Handsworth, Birmingham. Is an absentee from the Shropshire Light Infantry. Warrant issued. 29 — Portsmouth ( Borough).— For stealing an eight- day clock, white dial, English figures, black hands, walnut colour case, with three small wooden ornaments on top, glass door, winds at back ; and £ 15 13s.— ELIZABETH CUDMORE, age 46, height 5 ft., complexion pale, hair light brown, 3 false teeth ; may be wearing a blue serge dress. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. HEREFORDSHIRE 30.— Ross ( County).— For obtaining food and lodgings by false pretences, 24th inst., at Upton Bishop WILSON, age 45, height 5 ft. 7 in., complexion fresh, hair whiskers ( close cropped) and moustache ( turning grey) sandy, eyes greyT, two lumps on left side of head ; dress, black suit, black hard hat, small button on top. nail boots ( all nearly new). Stated he was a land surveyor, and had several men in his employ in the neighbourhood. Warrant issued. Information to Supt. Cope, Ross. FRIDAY, FEBRUARY 17, 1899. T H E P O L I C E GAZETTE. 28 PORTRAIT OF A PERSON IN CUSTODY. CHESHIRE. 31.— Hyde ( Borough).— Portrait and description of HENRY, alias HAROLD, G. L. and E. L. CLEAVER, in custody charged with obtaining money by false pretences, age 44, height 5 ft. 8 in., stout build, complexion fresh, round face, hair, whiskers and moustache light brown ( turning grey), eyes blue, scar bridge of nose ; dress, black vicuna frock coat and vest, slate colour trousers, silk hat. States he is a native of Middlesex. He represented himself as a consulting engineer of 52, Bridge Road, Southampton, and advertised for tenders for the erection of an electrical installation at Reading, for which specifications would be forwarded on receipt of £ 1 Is. When arrested a number of letters were found in his possession which had accompanied remittances. Information to Chief Constable Danby, Hyde. PORTRAITS OF PERSONS WANTED.
