Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. . 5 Particulars as to stolen property mill be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. i. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6, Portraits of persons whose apprehension is sought for serious offences, and engravings of stoleit property will be inserted at a cost of 15 « . per portrait, and of Is. 6d. per photograph or sketch of a stolen article. . S Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is reouired to be inserted and no warrant is in force against him, the requisition must he signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Annmncements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehensiv » or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announceinent, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the. Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, aiui accompanied by a covering letter. All payments must, be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON. SPECIAL NOTICE. F U G I T I V E OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. A native of Ringwood, Hants. 2.- C Division. - For stealing ( bailee), a gold bracelet, set about 20 diamonds ( 1 missing), sapphire in centre; 2 gold brooches ( 1 bow pattern, set rose diamonds, sapphire in centre ; 1 scroll pattern set 9 large diamonds); 2 gold rings ( 1 set 2 diamonds and 1 sapphire ; 1 set turquoise); 3 ladies' gold rings ( 1 set single diamond ; 1 half hoop, set 7 diamonds ; 1 half hoop, set 4 diamonds and 1 sapphire) ; 1 pair gold earrings, set diamonds, pearl in centre ; 1 gold scarf pin, figure 3 in diamonds; 1 plain gold bangle; 1 lady's gold Geneva hunter watch ; 1 gold hunter watch, strikes hours, inscription in French inside; 1 gold double albert, long link pattern, masonic charm, set diamonds, ruby in centre, attached ; 1 gold chain purse— FRANK MORSE, age 32, height 5 ft. 9 in., complexion fresh, hair light, eyes grey ; dress, brown and black check jacket suit, black overcoat, fawn colour waterproof, black hard felt hat. Warrant issued. 3.— C Division.— For obtaining £ 200 by worthless French promissory notes — PIERRE JOUFT COLLETTE, a Frenchman, age 28, height 5 ft. 9 or 10 in., slight build, complexion fair, long face, hair ( short) and moustache light, eyes grey ; dress, black diagonal coat and vest, grey check trousers, brown and grey mixture cheviot overcoat. Warrant issued. 1 H Division. For forgery— GEORGE HENRY WILSON, age 30, height 5 ft. 6 or 7 in., complexion fair, hair light, clean shaved, eyes blue ; dress, dark suit, high silk hat. A clerk; native of Chelsea, London. May be found at Newmarket. Warrant issued. 5.- R Division.— For being concerned with MARGARET MORRIS ( in custody), for highway robbery with violence, 12th inst.— HARRY MORRIS, age 33, height 5 ft. 2 or 3 in., complexion and eyes dark, hair black; dress, dark overcoat, brown cord trousers, light skull cap. May be working at Tilbury Docks, and staying at common lodging houses. ' THOMAS MORRIS, age 26, height 5 ft. 4 in., complexion and eyes dark, hair black; dress, brown overcoat, light olive cord trousers, dark skull cap. Natives of Woolwich. Supposed in company of above. CITY OF LONDON. 6.— For falsification of accounts— COLONEL GEORGE RAYMOND BIRT, late of 58, Compayne Gardens, South Hampstead, N. W., age 69, height 5 ft. 10 in., complexion fair, hair ( partly bald), close cut beard and whiskers, and heavy moustache ( pointed), grej, false teeth; dress, black frock coat and trousers, silk hat with deep mourning band, side spring boots, under linen marked G. R. Birt, had with him a Gladstone bag, containing dress clothes. Late Chairman and Managing Director of the Millwall Dock Company, Limited. Absconded 9th inst. Warrant issued. Information to Supt. Id., 15th inst.— JAMES BREBNER, jun., age 35, height 5 ft. 7 or 8 in., complexion sallow, hair and moustache ( curled) brown ; dress, dark clerical grey coat and vest, small grey and dark stripe trousers, blue tie with small white spots, bowler hat, lace shoes, brown tweed overcoat. Of pleasant manner and good appearance. Is addicted to drink. A clerk ; native of Lonmay, Aberdeenshire. Usually stays at hotels. May endeavour to emigrate. A YRSHIRE. 8.— Ayr ( County).— For failing to report— Licence holder JAMES McDOWALL, Scottish Prison Register No. 789- 98, age 36, height 5 ft. 2f in., complexion fresh, hair brown ( heavy brown moustache), eyes grey ( yellow spots) ; dress, dark tweed jacket suit and cap, light lace boots. A labourer; native of Stoneykirk, Wigtownshire. Sentenced at Glasgow Circuit Court on 14th June, 1893, to 7 years penal servitude. Licensed from Peterhead Prison on 20th October last. BEDFORDSHIRE. 9— Biggleswade ( County).— For obtaining, 30th ult., at Potton Horse Fair, by a worthless cheque, a dark brown mare, 14 hands 2 in., hog mane, short tail, well bred— T. BISHOP, age about 30, height about 5 ft. 6 in,, rather stout build, hair dark, clean shaved, eyes brown ; dress, long dark overcoat, dark trousers, black hard felt hat. BRECONSHIRE. 10.— Crickhowell ( County). — For nonappearance to a summons for stealing cabbage plants— WILLIAM MORGAN, alias DAVIES, age about 55, height 5 ft. 7 in., complexion fresh, hair dark, full beard ( turning grey); dress, old dark suit and black hard felt hat. A labourer; native of Govilon, Monmouthshire. May be found working at collieries, public works, farm houses, or staying at common lodging houses. Warrant issued. Information to Supt. BUCKINGHAMSHIRE. 11 — Aylesbury ( County).— For long firm frauds— GEORGE STEVENSON, alias GEORGE ISITT, HARVEY, HAWKINS, and MARSH, age 35 to 40, height 5 ft. 7 or 8 in., complexion fresh, hair and moustache light ; ALFRED OSCAR LEESON, alias CARR, age 25 to 28, height .*> ft. 7 in., complexion pale, hair and moustache dark. Both of good address. They advertise in provincial papers for game, etc., and for several months past have obtained large quantities of game and. fish, and have traded in the names of LLOYD & PAYNE, HARVEY & BENTLEY, and GEORGE STEVENSON & CO., Fish and Game Merchants, at Regent's Park, London, Maidenhead, and Aylesbury respectively. Warrant issued. Information to Supt. Pitson, Aylesbury. DORSETSHIRE. n.— Wareham ( County).— For non- payment of fines and costs, amounting to ,-£ 1 15s.— FRANK HERFORD, alias JOHN COOPER, a gipsy, age about 50, height about 5 ft. 8 in., complexion very dark, stubby beard and moustache dark, has lost right hand ; dress, brown jacket and trousers, soft hat. He is accompanied by 4 men, 2 women, and 6 children, and travels the country with 2 small vans ( 1 cocoa- coloured, with tilts made of sacks, " Frank Herford, Kimpton , Hants" thereon, 1 blue, with low white tilt, " John Cooper, Mere, Wilts " thereon), drawn by 3 bay horses, a chestnut colt, and a lightcoloured pony ; has also with him a light- coloured donkey, a goat and 2 dogs. Supposed well known in Hampshire, Wiltshire and Somersetshire. Warrant issued. Information to Supt. Carter, Wareham. OA MBRIDGESHIRE. 12.— Cambridge ( Borough).— For forgery and embezzlement— OSWALD GEORGE SMITH, age 38, height 5 ft. 8 in., complexion fresh, hair, whiskers and moustache very dark, very nearsighted and wears spectacles ; dress when last seen, 24th ult., brown jacket suit, black and white tie, brown peak cap, red, white and black silk muffler, lace boots, black serge Chesterfield overcoat, Avears a gold curb Albert. A shoemaker; native of Cambridge. Recently employed as a ^ secretary to a building society; may endeavour to leave the country. Warrant issued. Information to Chief Constable Holland, Cambridge. CARNARVONSHIRE. 13.- Pwllheli ( County).— For obtaining £ 1 by false pretences — WILLIAM ROWLANDS, : age about 27, height 5 ft. 7 or 8 in., complexion fresh, hair dark brown, clean shaved, eyes grey, sharp pointed nose, thin lips, long neck; dress, grey suit, light colour overcoat, black hard felt hat with large brim. A native of Portdinorwic, near Carnarvon. May seek employment in the ironmongery trade. Warrant issued. Information to Supt. Jones, Pwllheli. CHESHIRE. 14.— Egremont ( County).— For embezzling £ 3— DAVID BROWN, age 23, height 5 ft. 3 in., • complexion and hair dark, clean shaved ; dress, . grey morning ( coat) suit, hard felt hat. DURHAM. 18.— Durham ( City).— For neglecting to maintain his wife and family— THOMAS JONES,, age about 32, height 5 ft. 9 or 10 in., complexion fresh, rather long face, hair black, eyes ( large) dark, is addicted to drink ; dress, usually in dark clothes, small light coloured neckerchief, dark peak cap. A miner ; native of Oakenshaw, Durham. Warrant issued. Information to Chief Constable Smith, Durham. 19.- South Shields ( Borough). — For rape on a girl under the age of 16, on 5th ult.— JAMES SMITH HUME, age 22, height 5 ft. 8 in., stout build, complexion fair, round face, hair brown, clean shaved ; dress, black jacket suit, black cloth cap, black tie. A seaman. Warrant issued. Information to Chief Constable Morant, South Shields. ESSEX. 2 0 . — B r e n t w o o d ( County).— For deserting his wife and children— HENRY BELL, age 40 ( looks younger), height about 5 ft. 10 in , complexion fresh, hair and small moustache dark brown, eyes blue, left thumb deformed ; dress, dark coat, dark speckled trousers, lace boots. A milkman ; native of Dagenham, Essex. Absconded in June, 1898. He was a guard on the London, Brighton, & South Coast Railway in 1892, ancl afterwards sentenced at the Central Criminal Court to 10 months imprisonment for larceny. Warrant issued. Allen, Brentwood. 21-.- Chelmsford ( County).— For failing to report— Licence holder WALTER EVE, Office No. 202- 99, age 29, height 5 ft. 3- J in., complexion fresh, hair brown, eyes blue, mole right of neck and 2 on back, 2 scars back of left hand, scars second and third right fingers and right eyebrow. A boot finisher ; native" of Braintree. Sentenced at Chelmsford 21st October, 1896, to 3 years penal servitude for stealing box and money. Licensed 20th ult. W. 353. 22.— Chelmsford ( County).— For stealing £ 20, 2nd inst., at Brooinfield — WILLIAM BROWN, age 16, height 5 ft., complexion fresh, hair light brown, very thin legs ; dress, rough brown overcoat with large cape, dark knickers and stockings, blue cap, lace boots. Information to Deputy Chief Constable Somerset, Chelmsford. Latchingdon ( County).— For stealing a bag containing 56 lbs. of chaff, 28th alt., at Stow Maries— DANIEL SMITH, age about 39, height about 5 ft. 7 in., complexion fresh, hair light brown, squints. Supposed a native of Epping. Has the appearance of a low horse dealer, travels the country with a bay horse and light spring cart, " Daniel Smith, Dealer, Epping " on side, selling oranges, and gathering rags and bones. Warrant issued. Information to Supt. Halsey, Latchingdon. 26 Southend- on- Sea ( County).— For stealing £ 20 in penny and halfpenny postage stamps, and £ 50 10s.— FREDERICK JAMES COPE, age 32, height 5 ft. 9 in., slight build, complexion fair, hair light brown, side whiskers, eyes b l u e ; wearing a long grey overcoat and black hard felt hat. A grocer's manager; native of Temple Cloud, Bristol ; previously employed ^ Bournemouth. Warrant issued. Information to Supt. Simmonds, Southend- on- Sea. FORFARSHIRE. 21.— Dundee ( City).— For embezzling £ 400, entrusted to him for investment— PETER KINNEAR WHITE, age 34, height 5 ft. 7 in., com-, plexion fresh, full round face, hair brown, heavy reddish moustache, short sighted and wears glasses ; dress, black corded cloth coat and vest, light trousers, heavy dark overcoat with black velvet collar, satin hat, Melton cloth gsftters, lace boots. A solicitor ; absconded 3rd ult. May be accompanied by his wife. Warrant issued. Information to Chief Constable Dewar, Dundee. DEVONSHIRE. 15.— Exeter ( County).— For larceny— JOHN WILLIAMS, a. lias THOMAS PHILLIPS, age about 19, height 5 ft. 3£ in., complexion fresh, hair light brown, eyes grey, anchor, heart, and H. H. on left arm, wrist and hand ; dress, blue • suit, guernsey and cap, brown muffler, sidespring boots with block fronts. A native of Caerphilly. Previously convicted of larceny and fraud. Warrant issued. Information to the Chief Constable of Devon, Exeter. 16.— Torquay ( County). — For bigamy— EDWIN WILLIAM DIMMER, alias GEORGE SWAN, and WILLETT, age 44, height 5 ft. 8 or 9 in., complexion sallow, hair ( turning grey) and heavy moustache dark, sometimes wears close cut whiskers ; dress, brown mixture tweed suit, reefer coat, tweed cap, heavy lace boots ; may be wearing spectacles, can speak 4 languages. A pedlar, holding certificate issued at Weymouth in the name of GEORGE WILLETT ; native of Portsmouth. May endeavour to obtain contributions . from clergymen. Warrant issued. Information to Supt. Roberts, Torquay. 23.— Epping ( County).— For obtaining goods by false pretences at Harlow, 7th inst.— JAMES SUCKLING ( supposed false), age about 22, height 5 ft. 6 or 7 in., rather thin build, complexion fresh, hair dark brown, slight moustache, and eyes ( full) dark, finger nails very short ; dress, black diagonal coat and vest, brown tweed trousers, dark blue tie, light grey cap, light lace boots ( all new). A cowman. Warrant issued. Information to Supt Womack, Epping, or to Inspector Gibbons, Harlow. leaving Maldon age 52. £ 1 REWARD. 24.— Latchingdon ( County).— For his wife chargeable to the Borough of Poor Law Union— WILLIAM KEEBLE height 5 ft. 7 in., complexion dark, hair, whiskers^ and moustache ( turning grey) dark brown, eyes dark, W. K. tattooed on one arm. -- Hawks cheap jewellery. The above reward will be paid by Mr. John Freeman, Clerk to the Guardians, Maldon, Essex, to any person giving such information as will lead to the arrest of Keeble. Warrant issued. HAMPSHIRE. 28.- Basingstoke ( County). — For larceny, 7th inst.— JAMES HARMSWORTH, age 30 to 35, height 5 ft 6 in., stout build, complexion fresh, hair and moustache light brown ; dress, dark blue reefer jacket, ( supposed) cord trousers, black hard felt hat. A labourer; native of Basingstoke. Usually sleeps out. Warrant issued. Information to Inspector Hale, Basingstoke. 29.- Ringwood ( County).— For neglecting to maintain his wife and family— THOMAS ENGLAND, age 30 to 35, height 5 ft. 5 or 6 in., complexion pale, hair and moustache light brown, weak eyes, is addicted to drink ; dress, an old blue military undress serge twill or fustian trousers, grey cloth cap. A sawyer ; native of Bridgwater. Warrant issued. Information to Inspector Courtney, Ringwood. 30.— Winchester ( Oity).— For failing to report— Licence holder WILLIAM ROBINSON, alias FREDERICK DANIELS, Office No. 497- 99, age 42, height 5 ft. 2 in., complexion sallow, hair dark brown, eyes blue, scar first left and second, right fingers and each forearm, two long clay pipes and crown left upper arm, anchor and several other marks left forearm, circle between left thumb and forefinger, paralysed left hip and leg; pockmarked. A sawyer, native of Portsmouth. Sentenced at Winchester Assizes 29th March, 1892, to 5 years' penal servitude for burglary. Liberated on second Licence 14th inst., which expires 3rd June, 1899. J. GODWIN, age 45 to 50, height about 4 ft. 10 in., stout build, complexion fresh, bloated face, hair ( turning grey) dark; usually wears dark cloak, trimmed black braid, and black toque hat. A dealer in horses. Absconded 10th ult. May be accompanied by a man, age about 50, height about 5 ft., hair, moustache, and side whiskers brown, supposed cast in one eye. Warrant issued. 32.— Portsmouth ( Borough).— For stealing from his lodgings, 5th inst — An old violin in black case lined with green baize or blue cloth, very old and moth- eaten ; 1 flageolet ( supposed 4 keys), dark cocoanut wood, B flat; 1 dark blue mackintosh, nearly new, " A. Cook " in large white letters on inside near collar ; 1 black overcoat, plaid lining, deep velvet collar, usuaV' pockets, single breasted— A MAN who gave the name of WILLIAM SUMMERS, age about 19, height 5 ft. 7 or 8 in., complexion and hair dark, clean shaved; dress, dark blue or black jacket and vest, dark trousers ( supposed of same material), stand- up collar, white silk tie with gold colour horseshoe pin, hard bowler hat, button boots. An electrician, had with him a pneumatic bicycle. He left behind a collar marked " Pelfrey and Brown, Piccadilly," a plaid cap, two shirts marked " H. H. O.," 1 silk handkerchief marked " H. M." Age 45, height about 5 ft. 11 in., heavy build, complexion very sallow, hair thin, whiskers, beard, STAFFORDSHIRE. Mi— Stafford ( County). — Portraits and description of Convict JOHN GARLICK, alias JOHN DIXON, JOHN STUART DIXON, JOHN GRANT, JOHN HENRY, and JOHN MASON, Office No. 2140- 97 ( escaped from in prison garb when ha escaped. A carpenter. See Case No. 71, 9th September, and Case No. 82, 7th October last. Information to the Chief Constable, Stafford. YORKSHIRE ( West Riding). 37 — Bradford ( City).— Portrait and description of Expiree JOHN MALONE, alias PATRICK COX, JOHN WILLIAMS, JONES and SULLIVAN, Office No. 2475- 98, whose apprehension is sought for possessing coining implements. Age 53, height 5 ft. 5 in., complexion fresh, hair light ln'owii ( bald on top), eyes blue, abscess scars left of neck and under chin, brown moles right upper and fore arm, back of right wrist and under right nipple, faint ring 3rd left finger; dress when last seen, snow- flake mixture suit, slate- coloured overcoat, billycock hat. Sentenced at Manchester Assizes, 21st February, 1894, to 3 years penal serand moustache dark, stoops slightly and is rather lame in left leg through rheumatism, clumsy slouching gait, affected tone in speech ; dress, dark coat and vest, tweed trousers, dark twill overcoat, square top felt hat, stand- up collar, wears a gold ring with bloodstone. May assume Stafford Prison, 13th inst.) — Age 39, height 5 ft. IJ in., complexion fresh, hair brown, eyes bluish grey, scars above both eyes, large mole right side of breast and left side of neck, cut mark • each side of forehead, point of second left finger. HAMPSHIRE. £ 5 REWARD. 82.— Winchester ( City).— Between 23rd and 24th December, 1898, by housebreaking— 1 gilt carriage clock, about 5 in. by 3 in., white dial, glass front and back, handle on top ; 1 silver miniature presentation cup with two handles, about 5 in. high, " This fac- simile of the Hants Challenge Cup, won by the Winchester Cricket Club, 1888- 89- 91 and 1892, was presented to A. J. Fort, Esq., M. A., in recognition of his services as Captain of the Winchester Cricket Club, 29th September, 1892" engraved on one side, " The Hampshire Cricket Challenge Cup, presented by A. H. Wood, President,' 1887 " on other side ; 1 bread knife, carved oak handle, Winchester College motto, " Manners makyth Man " carved thereon. The above Reward will be paid by A. J. Fort, Esq., M.
