REGULATIONS. i, All announcements for insertion in the POLICE GAZETTE, and all communications re, to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SOOTLAND YARD, LONDON, S W . 3. Particulars concerning persons whose apprehension is sought will be inserted in one issue of ( the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4, In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serimis offences, anil engravings of stolen property will be inserted at a cost of 15.?. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article. t. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is reouired to be inserted and no warrant is in force against, him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by am officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be. inserted * n the POLICE GAZETTE, must, on their apprehens- h— or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be. wholly responsible for any proceediuos which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and, for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, ami accompanied hy a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard,, by Pnstnl Order or by Post Office Order payable at Parliament Street Post Office. 13. SPECIAL NOTICE. F U G I T I V E OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT l Criminal Investigation De~ partment*— For forgery and larceny— FREDERICK MACNABB GOUGH, age 34, height 5 ft. 7 in., complexion pale, round features, hair, whiskers ( cut close) and moustache light, eyes light blue, short nose, scars on face, walks briskly; wearing a blue Melton cloth overcoat, black velvet collar, black hard felt hat. _ Has been employed as an assistant inspector under the Swine Fever Act. Supposed known to police of Chester, Manchester, Cardiff, Penarth, and Pontypool. Warrant issued. 2.- B Division.— For obtaining horses by worthless cheques on the London and Southwestern Bank, Clapham Junction Branch— GERTRUDE COLES, alias ST. JOHN, age 40, height 5 ft. 2 in., complexion fair, hair light, eyes grey ; usually dressed in dark clothes and sometimes wears a brown ulster. May be accompanied by a man who deals in horses. Warrant issued. 3.— C Division. — For stealing £ 47— SAMUEL HARRIS, late secretary to a friendlysociety, age 60, height 5 ft. 6 in., slight build, complexion ruddy, high cheek bones, pointed beard and moustache, hair and eyes grey, closes his eyes when speaking, rolling gait; dress, black morning coat and vest, dark trousers, black soft felt hat. A bootmaker ; native of Plymouth. May seek employment at good- class bootmakers'. Warrant issued. 4.— P Division. For felony- JAMES BAKER, alias WESTERHAM, age 32, height 6ft in., complexion fair, hair dark brpwn, slight light moustache, eyes grey ; B and dot left arm, indistinct marks right, first right finger deformed, scar on chin, over right eyebrow and right cheek, varicose veins both legs ; dress, dark clothes, cap, heavy lace boots. A labourer ; native of Croydon. May be found sleeping in outhouses in Kent or Surrey. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 5.— For embezzlement— WILLIAM WICKS, late of 51, Clifford Gardens, Kensal Rise, age 40, height about 5 ft. 9 in., thick- set, complexion florid, moustache and side whiskers ( turning grey) brown, has the appearance of a heavy drinker. A traveller in the cigar and cigarette trade. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, BEDFORDSHIRE. 6.— Biffgleswatle { County).— For obtaining, 30th ult., at Potton Horse Fair, by a worthless cheque, a dark brown mare, 14 hands 2 in., hog mane, short tail, well bred— T. BISHOP, age about 30, height about 5 ft. 6 in., rather stout build, hair dark, clean shaved, eyes brown ; dress, long dark overcoat, dark trousers, black hard felt hat. BRECUNSHIRE. 7.— Crickhowell { County). — For nonappearance to a summons for stealing cabbage plants— WILLIAM MORGAN, alias DAVIES, age about 55, height 5 ft. 7 in., complexion fresh, hair dark, full beard ( turning grey); dress, old dark suit and black hard felt hat. A labourer; native of Govilon, Monmouthshire. May be found working at collieries, public works, farm houses, or staying at common lodging houses. Warrant issued: Information to Supt. BUCKING HA MS HIRE. 8.— High Wycombe { Borough).— For inflicting grievous bodily harm, 21st ult .— ALFRED PUSEY, alias BRICKEY, age about 40, height 5 ft. 7 or 8 in., complexion very dark, hair, moustache and eyes dark, stoops forward when walking; dress ( supposed), old brown jacket, dark trousers, black hard felt hat, lace boots. A rag and bone gatherer, native of Penn, Bucks. Stays at low beer houses and common lodging houses. Warrant issued. Information to Head Constable Sparling, High Wycombe. CA MBRiDGESHlRE. 9.— Cambridge ( Borough).— For forgery and embezzlement— OSWALD GEORGE SMITH, age 38, height 5 ft. 8 in., complexion fresh, hair, whiskers and moustache very dark, very nearsighted and wears spectacles; dress when last seen, 24th ult., brown jacket suit, black and white tie, brown peak cap, red, white and black silk muffler, lace boots, black serge Chesterfield overcoat, wears a gold curb Albert. A shoemaker ; native of Cambridge. Recently employed as a secretary to a building society; may endeavour to leave the country. Warrant issued. Information to Chief Constable Holland, Cambridge. DERBYSHIRE. 10.— Chesterfield { Borough).— For stealing, 30th ult., a blue pilot cloth overcoat, £ length, plain collar, Chesterfield shape ; 6th inst., a black worsted jacket, fine rib, velvet collar, white sleeve lining with 3 black stripes— THOMAS WILLIAM 2 T H E P O L I C E GAZETTE. DEVONSHIRE. 11.— E x e t e r ( County).— For larceny— JOHN WILLIAMS, alias THOMAS PHILLIPS, age about 19, height 5 ft. 3£ in., complexion fresh, hair light brown, eyes grey, anchor, heart, and EL H. on left arm, wrist and hand; dress, blue suit, guernsey and cap, brown muffler, sidespring boots with block fronts. A native of Caerphilly. Previously convicted of larceny and fraud. Warrant issued. Information to the Chief Constable of Devon, Exeter. 12 — Torquay ( County). — For bigamy— EDWIN WILLIAM DIMMER, alias GEORGE SWAN, and WILLETT, age 44, height 5 ft. 8 or 9 in., complexion sallow, hair ( turning grey) and heavy moustache dark, sometimes wears close cut whiskers ; dress, brown mixture tweed suit, reefer coat, tweed cap, heavy lace boots; may be wearing spectacles, can speak 4 languages. A pedlar, holding certificate issued at Weymouth in the name of GEORGE WILLETT ; native of Portsmouth. May endeavour to obtain contributions from clergymen. Warrant issued. HEREFORDSHIRE. 20.— Ledbury ( County).— For non- payment of fine and costs, amounting to £ 2 5s. 9d., for wilful damage— EDWARD ROBERTS, alias LITTLE TEDDY, age 35, height 5 ft. 4 in., complexion, hair, long moustache and eyes dark ; dress, brown coat, black trousers, black bowler hat, strong lace boots. ESSEX. 14.— Chelmsford ( County).— For stealing £ 20, 2nd inst., at Broomfield — WILLIAM BROWN, age 16, height 5 ft., complexion fresh, hair light brown, very thin legs ; dress, rough brown overcoat with large cape, dark knickers and stockings, blue cap, lace boots. Information to Deputy Chief Constable Somer set, Chelmsford. 15.— Southend- on- Sea \( County).— For stealing £ 20 in penny and halfpenny postage stamps, and £ 50 10s.— FREDERICK JAMES COPE, age 32, height 5 ft. 9 in., slight build, complexion fair, hair light brown, side whiskers, eyes blue; wearing a long grey overcoat and black hard felt hat. A grocer's manager; native of Temple Cloud, Bristol ; previously employed at Bournemouth. Warrant issued. Information to Supt. Simmonds, Southend- on- Sea. 16.— Colchester ( Borough).— For indecently assaulting a girl, age 11— A MAN, age about 40, height 5 ft. 4 or 5 in., stout build, broad shoulders, complexion swarthy, hair and heavy moustache dark brown, bald on top of head dress, black jacket trimmed with black braid, dark grey mixture trousers, brown soft hat. Sentenced at Cardiff, 14th October, 1896, to, 3 years penal servitude for stealing money. Licenced 20th January, 1899. W. 350 Information to the Chief Constable, City Police, Bristol. SMITH, age 30, height about 5 ft. 6 in., complexion ruddy, hair ( bald 011 top) and heavy moustache ginger ; dress, light HERTFORDSHiRE. 21.— Ware ( County).— For obtaining money by false pretences, ls. t inst.—- A MAN, age about 36, short, complexion very pale, hair light brown, sandy whiskers and moustache ; dress, thick black overcoat, black hard felt hat. He collects subscriptions for a person in the neighbourhood whom he represents to be ill, and produces a book containing the names of well- known local residents. Warrant issued. Information to Supt. Duke, Ware. HUNTINGDONSHIRE. 22.— Norman Cross ( County).— For embezzlement— GEORGE KING, age 40, height 5 ft. 6 in., complexion fresh, hair brown, mole on face, walks lame, right leg being shorter than the left, impediment in speech. He will probably seek employment at engineering or cycle works. May be accompanied by his wife, age about 36, height 5 ft. 3 in., complexion fair, hair dark, sharp features. Warrant issued. Allen, Norman Cross, Peterborough. 28.— Blackburn ( Borough).— For failing to report— Licence holder THOMAS ASPIN, alios JOHN THOMAS FIELDING, WILLIAM SMITH, and WILLIAM KNIGHT, Office No. 2244- 98, age 36, height 5 ft, 2i in., complexion dark, hair dark brown ( thin), eyes grey, left thumb nail deformed, brown mole left forearm and right side of back, scars top and back of head, on chin, and left forefinger, varicose veins inside left leg. A labourer or weaver; native of Blackburn. Sentenced at Kendal, 7th April, 1893, to 7 years penal servitude and 5 years police supervision for housebreaking. Licenced 1st August, 1898. J. T. 5. A labourer; native of Edinburgh. Sentenced at Salford on 21st May, 1896, to 3 years penal servitude for larceny. Licenced 14th ult, R. D. W. 592. ( County).— On comhaving been sentenced to J 5 drunkenness— HARRY 2L- West mitinent warrant, days imprisonment for FIELD, age about 35, height 5 ft, 7 or 8 in., com plexion fresh, hair light brown, large head and mouth, one upper front tooth broken; dress, dark suit, light dust coat, brown hard felt hat, light boots. May be found with butchers. 25. — West Mailing ( County). — For deserting his wife and family — JAMES MANTLE, age about 50, height about 5 ft. 6 in. complexion fair, hair light, eyes grey. Hoare, West Mailing. 2 6 . — M a i d s t o n e ( Borough).— For obtaining £ 20 by fraud— JOSEPH FRANKS, alias POOLE age 45 to 50, height 5 ft, 3 or 4 in., stout build, complexion ruddy, full face, broad features, hair, whiskers and moustache ( turning grey) light, heavy eyebrows; dress, light brown mixture coper's coat and vest, dark trousers, white tie, leather gaiters, grey skull cap. He advertises horses for sale and warrants them to be sound, & c., but they are afterwards found to be worthless Warrant issued. Information to Chief Constable Mackintosh, Maidstone. LANCASHIRE. 27.— Leigh ( County).— For embezzlement— JOHN LOUGHLIN, age 15, height 4 ft. 8 to 10 in., complexion pale, thin face, hair dark ; dress, blue cord suit, black stockings, round cap, lace boots ( Warrington Workhouse clothing). Warrant issued. Information to Supt. Higginbotham, Leigh. MONMOUTHSHIRE. 30.— Newport ( Borough).— For embezzling over £ 200, 7th Dec.— HENRY VINCENT PITMAN, age 23, height 5 ft. 3 in., hair ( rather short) brown, moustache light, peculiar eyes, stutters, carries his head forward, stoops and turns his toes inwards when walking, two front upper teeth deficient ; dress, dark brown jacket suit, fawn colour covert coat, bow tie, black soft felt hat, A clerk, book- keeper and shorthand writer. He was a street preacher, and may endeavour to obtain employment through Young Men's Christian Associations or ministers, or may join the Salvation Army. Absconded 28th Dec. He may be accompanied by his wife, age 22, short, slight build, fair com plexion, brown hair, grey eyes ; dress, short green jacket, black dress, brown felt hat trimmed brown velvet Warrant issued. Information to Head Constable Sinclair, Newport. , MONTGOMERYSHIRE. 31— Welshpool ( County)— On commitment warrant, having been convicted of larceny— THOMAS THOMPTSON, alias MATTOSA, MADDOCKS, TURNER and TUNNER, age 28, height 5 ft. 8£ in., complexion fresh, hair and moustache light, eyes hazel, 2 slight cut marks between thumb and 1st finger left hand, on top lip and right cheek, anchor inside right forearm ; dressed as a canal boatman. NORFOLK. 32.— Acle ( County).— For stealing, 1st inst., at Repp, a hamper of kippered herring— WILLIAM GAY, alias BETTS, age 24, height 5 ft. 3 in., complexion swarthy, hair light brown, eyes grey. ALBERT HATCH, age 24, height 5 ft. 6 in., complexion fresh, thick lips, hair and slight moustache light. Both dressed as low dealers; natives of Great Yarmouth. Supposed travelling the country together with a pony and cart, dealing in old iron, & c. Warrants issued. Information to Supt. Lowe, Acle. 33.— Walsingham ( County).— For embezzling £ 4, 16th ult, at Helhoughton— HENRY JOHN BRUNTON, age 32, height 5 ft. 5 or 6 in , complexion fresh, hair dark brown, eyes grey, a woman, cannon and peacock, 1895, tattooed both arms ; dress, light jacket and vest, worsted cord breeches, brown leather leggings, light cap. A baker ; native of Helhoughton ; served 4 years in the 2nd Yorkshire Regiment. Warrant issued. Information to Supt. Harvey, Walsingham. NORTHAMPTONSHIRE. 34.— Wellingborough ( County). — For shopbreaking, 14tli ult,, and stealing about 10s.— FREDERICK HODGES, olios GROOM, age 20, height about 5 ft. 6 in., complexion pale, hair light brown, eyes blue ; will probably have cut scars on right hand ; dress, dark blue serge jacket and vest, black cloth trousers, coloured muffler, black hard felt hat, A shoe rivetter ; native of Wellingborough. Was invalided from the Royal Artillery at Aldershot about September, 1898. Warrant issued. Information to Supt, Alexander, Wellingborough. FRIDAY, FEBRUARY 17, 1899. Sentenced at Manchester Assizes, 21st February, 1894, to 3 years penal serside whiskers dark, thick lips, broad nostrils, stoops slightly ; wearing blue overcoat with astrachan collar and cuffs, light gaiters. A jeweller's traveller. Is believed to be travelling the country pledging the stolen property. See Case No. 10, 3rd inst. Warrant issued. Not to be arrested out of the United Kingdom. LANARKSHIRE. 37. — Glasgow ( City)- — Portrait and description of ALEXANDER YOUNGER PEATTIE, a writer of the firm of Peattie, Macintyre, and Laird, Glasgow, whose apprehension is sought for theft during the past year of American and other securities to the value of £ 6,820, and for theft of £ 480 on 17th Dec. Age 45, height about 5 ft. 11 in., heavy build, combrown. A plasterer; belongs to the Plasterers' Society. May be found in London. A Reward of £ 1 will be paid by the Guardians of the Newport Union for such information as will lead to the arrest of Marsh. Warrant issued. Information to Supt. Parry, Risca. YORKSHIRE ( West Riding). 39— Bradford ( City).— Portrait and description of Expiree JOHN MALONE, alias PATRICK COX, JOHN WILLIAMS, JONES and SULLIVAN, Office No. 2475- 98, whose apprehension is sought for possessing coining implements. Age 53, height 5 ft. S in., complexion fresh, hair light brown ( bald on top), eyes blue, abscess scars left of neck and under chin, brown moles right upper and fore arm, back of right wrist and under right nipple, faint ring 3rd left finger; dress when SURREY. 43. Guildford ( County).— For embezzlement at Knaphill— JOHN NORTH, age 20, height 5 ft. 6 in., complexion fair, hair light browu, eyes grey, ring tattooed on third left finger, flowers oil left arm. A butcher's assistant. May endeavour to enlist. Warrant issued. Information to Deputy Chief Constable Page, Guildford. 44.— Reigate ( Borough) — For embezzlement, 18th ult.— HARRY FLOWER, age 15 or 16, height 5 ft. 1 in., slight build, complexion fresh, hair light brown, eyes blue ; dj; ess, dark overcoat, grey tweed jacket and vest, dark trousers and cap, black leather leggings. CHESHIRE. 77.— Macclesfield ( County). — 7th inst., near Chelford Station, on the London and North- Western Railway, having been killed by a train, the body of A MAN, age about 30, length 5 ft. 6 in., full features, brown hair, sandy moustache ; dress, black cloth jacket, buff vest, with red stripes forming squares, narrow cord trousers, recently washed, red socks, red tie, red and blue striped shirt, brown under shirt with two rows of blue feather stitching down front, new braces, wide red stripe down centre, green both sides with yellow stripe, brown cap with red stripes, makers " Norton & Co., 46, Broad Street, Worcester," stamped inside, lace boots. MISSING. 78.— Since 7th October last, from Newlay Grove, Horsforth, JOHN REGINALD ROBSHAW HUSLER, or may give the name of HUSLER REGINALD ROBSHAW, age about 36, height 5 ft. 5 in., stout build, complexion ruddy, hair brown, eyes blue. When last seen was wearing light moustache ; dress, black shooting- coat and vest, grey knickers, brown stockings, brown leather leggings, lace boots, brown plaid cap, stand- up collar, white tie with gold horseshoe pin set pale corals and pearls ; wore a heavy curb pattern gold chain, silver watch, and a thick 18- ct, weddingring. Has been a quarry owner at Park End, Lydney, Forest of Dean. As he has been strange in his manner of late, it is feared that some ill has befallen him, or that he may have been drinking, and enquiries are requested at Infirmaries, Hospitals, Unions, & c.
