R E G U L A T I O N S I All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. Particulars concerning persons whose apprehension is sought will be inserted in one i ssue oj the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. , 5 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. I. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6 Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article. I Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rani than Superintendent; and, if the name of such person is reauired to be inserted and no warrant is in force against him, the requisition must he signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or u nalogous thereto. S. Announcements of all persons to be apprehended or of stolen property bear a number, ana, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehend/ •• or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any anno- uncement will be wholly responsible fur any proceed- nqs which may result from such publication. 11. Anmmncemcnts for the Frida, y issue should be forwarded so as to be received not later thou noon on Wednesday, and for the Tuesday edition not later than Saturday morning. Theij must be clearly written on one side of the paper only ; they must be in the usual form, « mi accompanied^ hj a. covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Ordf or by Post Office Order payable at Parliament Street Post Office. 13. THE EDITOR requests that Chief Officers of Police, when forwarding for identification by the Metropolitan Police the Photographs and descriptive forms of Persons in custody, will please see that the specific offence is stated, e. g. :— Stealing £ 1,000 from bank ; stealing pair of boots from shop door.; stealing bale of silk, van unattended, & c., & c This may often prove a ready means of recognition, and Judges have recently complained of the absence of such particulars in dealing with previous convictions. Sentenced at Salop County Sessions, 30th June, 1896, to 12 months hard labour for stealing a bicycle; previously convicted at Burnley, Oldham, Blackburn, Derby, Leicester, Liverpool, and London. ( i. - Reading ( Borough). — For indecent aissault on a little girl on 12th ult.— A MAN, age about 24, height 5 ft. 9 or 10 in., complexion pale, very delicate- looking, hair light brown, slight light moustache, stoops slightly ; dresfe, shabby dark grey suit, dirty white or old blue muffler, • close - fitting dark cap. He obtains a living by selling songs at public houses, etc , and sometimes sings sacred songs in the streets on Sundays. May be found at low public houses or lodging houses. Is accompanied by a man who obtains his living in a similar manner, age about 30, height 5 ft. 8 in., hair and moustache dark ; dress, shabby dark overcoat, dark trousers, black hard felt hat. BRECONSHIRE. 7.— Crickhowell ( County).— For deserting his child— THOMAS WILLIAM MORGAN, age 61, height about 5 ft. 7 in., stout build, complexion fresh, hair and moustache grey. HUNTINGDONSHIRE. 16.— Norman Cross ( County).— For embezzlement— GEORGE KING, age 40, height 5 ft. 6 in., complexion fresh, hair brown, mole on face, walks lame, right leg being shorter than the left, impediment in speech. He will probably seek employment at engineering or cycle works. May be accompanied by his wife, age about 36, height 5 ft. 3 in., complexion fair, hair dark, sharp features. Warrant issued. Sentenced at Liverpool 3rd December, 1890, to 10 years penal servitude for possessing a mould for coining. Licenced 22nd November 1898.— K. Q. 160. HAMPSHIRE. 14.— Winchester ( County).— For stealing ( bailee) a pneumatic bicycle, diamond frame, usual parts plated, " Clincher " tyres, " Coventry Royal Eagle " on plate fastened by two screws to front bar, leather gear case, transparent side, steel mudguard to front wheel, American flexible on hind wheel SCOTT, age about 24, height about 5 ft. 10 in., complexion fresh, hair and eyes brown; dress, brown tweed jacket anil vest, brown breeches, brown leather gaiters, brown cap ; appearance of a stableman. SMITH, age 30, height about 5 ft. 6 in., complexion ruddy, hair ( bald on top) and heavy moustache ginger; dress, light pepper and salt coloured tweed suit, skull cap. ISLE OF WIZSHT. 17.— Newport ( County).— For stealing £ 5, 20th ult., at Freshwater — HARRY WILLS ( supposed false), age about 17, height about 5 ft. 5 in., hair light brown, eyes grey; dress, brown check jacket and vest, blue serge trousers, light skull cap, new shoes. A tramp; frequents common lodging houses ; plays a mouth organ. Warrant issued. Information to Supt. Hale, Newport. KENT. 18.— West Mailing ( County).— commitment warrant, having been sentenced to 15 days imprisonment for drunkenness— HARRY FIELD, age about 35, height 5 ft. 7 or 8 in., complexion fresh, hair light brown, large head and mouth, one upper front tooth broken ; dress, dark suit, light dust coat, brown hard felt hat, light boots. May be found with butchers. 19. — West Mailing ( County). — For deserting his wife and family — JAMES MANTLE, age about 50, height about 5 ft. 6 in., complexion fair, hair light, eyes grey. Warrant issued. Information to Supt. Hoare, West Mailing. 20.— Maidstone ( Borough).— For obtaining £ 20 by fraud— JOSEPH FRANKS, alias POOLE, age 45 to 50, height 5 ft. 3 or 4 in., stout build, complexion ruddy, full face, broad features, hair, whiskers and moustache ( turning grey) light, heavy eyebrows; dress, light brown' mixture coper's coat and vest, dark trousers, white tie, leather gaiters, grey skull cap. He advertises horses for sale and warrants them to be sound, & c., but they are afterwards found to be worthless. Warrant issued. Information to Chief Constable Mackintosh, Maidstone. LANCASHIRE. 21. - Bolton ( County).— For carnally knowing his daughter aged 15 — expiree, JOHN LEE, alias JOHN HENRY LEE and LANK. Office No. 39510 ; age 38, height 5 ft. 3 in., complexion fresh, hair brown, sandy moustache, eyes blue, deep dimple in chin, cut mark over eye and right cheek ; dress, when last seen, dark jacket, corduroy trousers, light cap, strong lace boots, black and white silk neckerchief. Left Bolton 23rd ult., saying he was going to Piatt Bridge, or Wigan. Has relatives living in Shuttle Street, Castle Street, and Jig Row, Tyldesley, and formerly lodged at Toy Top Mew Mells, Derbyshire. Sentenced at Leeds Assizes, 13th May, 1886, to 5 years penal servitude for rape, liberated 2nd May, 1890. M. 213. Warrant issued Information to Supt. Leeming, Bolton. MONMOUTHSHIRE. 23.— Newport ( Borough). — For embezzling over £ 200, 7th Dec.— HENRY VINCENT PITMAN, age 23, height 5 ft. 3 in., hair ( rather short) • brown, moustache light, peculiar eyes, stutters, carries his head forward, stoops and turns his toeS inwards when walking, two front upper teeth deficient ; dress, dark brown jacket suit, fawn colour covert coat, bow tie, black soft felt hat. A clerk, book- keeper and shorthand writer. He was a street preacher, and may endeavour to obtain employment through Young Men's Christian Associations or ministers, or may join the Salvation Army. Absconded 28th Dec. He may be accompanied by his wife, age 22, short, slight build, fair complexion, brown hair, grey eyes ; dress, short green jacket, black dress, brown felt hat trimmed brown velvet. Warrant issued. Information to Head Constable Sinclair, Newport. NORFOLK. £ 1 REWARD. 24.— Loddon ( County).— For deserting his wife and family, leaving them chargeable to the Loddon and Clavering Union— GEORGE WOODS SMITH, age 46, height 5 ft. 9 in., complexion and hair dark, eyes dark brown, slight scar on forehead. A native of Norton Subcourse, Norfolk. The above reward will be paid by the Guardians of the Loddon and Clavering Union to any person giving such information as will lead to the arrest of Smith. Warrant issued. Information to Supt. E; igling, Loddon. NOR THA MPTONSHIRE. 25. — Wellingborough ( County). — For shopbreaking, 14th ult., and stealing about 10s.— FREDERICK HODGES, alias GROOM, age 20, height about 5 ft. 6 in., complexion pale, hair light brown, eyes blue ; will probably have cut scars on right hand: dress, dark blue serge jacket and vest, black cloth trousers, coloured muffler, black hard felt hat. A shoe rivetter; native of Wellingborough. Was invalided from the Royal Artillery at Aldershot about September, 1898. Warrant issued. Information to Supt. Alexander, Wellingborough. 22. - Liverpool ( City).— For failing to report — Licence Holder JAMES MCCARTNEY, alias JAMES McGRATH, GEORGE MAYBERRY, JAMES CARTHEP and JOHN PEARCE, Office No. 17- 99, age 42, height > 5 ft. 2 J in., complexion fresh, hair brown ( bald), eyes hazel; scar right top of head, lost one top and nearly all back teeth, small scar corner of left eye. A tailor, sentenced at Omagh, on 4th July, 1895, to 3 years penal servitude for larceny. Liberated on second licence 3rd ult.— V. 483. Licence holder JOHN HENRY, Office No. 3318- 9*, age 49, height 5ft. ( j| in., hair brown, eyes blue, complexion fresh, small scar centre of back, on back of head and nape of neck, several small scars on nose. Sentenced at Chelmsford, Hh November, 1895, to 4 OXFORDSHIRE. 26.— Woodstock ( County).— For burglary, 25th ult., at Blenheim Park, and stealing a twohandled silver cup, " R. L. Angas, in memory of many kindnesses, from Dr. Seward Webb," inscribed thereon ; 1 silver- plated salver, medium size ; 2 silver- plated ash trays ; 1 pair heavy goldframed spectacles— A MAN, age about 50,' height 5 ft. 4 or 5 in., complexion, hair and whiskers ( turning grey) dark ; left little finger missing from 2nd joint, inclined to stoop, and turns his feet outwards when walking : dress, long dark grey overcoat, dark trousers and cap, white muffler, lace boots ; carried a black handbag ( nearly new) about 15 in. long. Stated he was a phrenologist, and xspoke of Norwich and Birmingham. Warrant issued. Information to Inspector Sorrell, Woodstock. PEMBROKESHIRE. 27 - Haverfordwest Castle ( County).' — For stealing between 28th and 29th ult., at Manorbier, a dark grey mackintosh, with cape, yellowish striped lining ; 1 pair of shoes, size 1, toe capped; 1 light grey cap ; 1 acacia walking stick with metal knob ( cracked) — THOMAS POWELL, age 21, height 5 ft. 8± in., complexion fresh, hair brown, eyes blue, ship in full sail and woman's head tattooed on left forearm; may be wearing the stolen clothes. A gunner of the Royal Artillery, No. 30605, and is now a deserter. Native of Swansea. Warrant issued. Information to the Chief Constable, Haverfordwest Castle. V FRIDAY, FEBRUARY 3, 1899. LANARKSHIRE. 28. — Glasgow •( City).— Portrait and description of ALEXANDER YOUNGER PEATTIE, a writer of the firm of Peattie, Macintyre, and Laird, Glasgow, whose apprehension is sought for theft during the past year of American and other securities to the value of £ 6,820, and for theft of £ 480 on 17th Dec. Age 45, height about 5 ft. 11 in., heavy build, complexion very sallow, hair thin, whiskers, beard, and moustache dark, stoops slightly and is rather lame in left leg through rheumatism, clumsy slouching . gait, affected tone in speech ; dress, dark coat and vest, tweed trousers, dark twill overcoat, square top felt hat, stand- up collar, wears a gold ring with bloodstone. May assume the names of Younger or Black. Absconded 16th ult., and may endeavour to leave the country. Warrant issued. Information to Chief Constable Boyd, Central Police Chambers, Glasgow. WILTSHIRE. 29.- Swindon ( County).- - Woodcut portrait and description of ERNEST COLEMAN, whose apprehension is sought, for failing to appear to his bail charged with indecent assault.
