REGULATIONS IC All announcements for insertion in the POLICE GAZETTE, a nd all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. % Particulars concerning persons whose apprehension is sought will be inserted in one issue oj ,, POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. . ? Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. A In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. S Portraits of persons whose apprehension is sought for serums offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of Is. Gd. per photo- graph or sketch of a stolen a rticle, t Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is reouired to be inserted and iw warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be 7. Announcements concerning stolen property must be guaranteed by an officer of not less ran* than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and„ as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concernimj delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehensio » or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. NOTICE. 1. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7tli of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the . Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. | b) The name and address of the person by whom it will lie paid. ( d) That the name and address of the printer appear thereon. ( 32 and 33 Vic., cap. 2- 4, sec. 2.) 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularly directed tothe conditions ( ft) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( ft) and ( 7;). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at which Notices can be posted. Maidenhead ( County).— For stealing, 21st inst., at Cookham, a brown leather handbag about 10 in. long, G in. deep, clasp fastening, con- taining several bunches of keys, a leather purse, and £ 8 10s. DUNN, age ' about 30, height 5 ft. 6 or 7 in., complexion pale, hair brown, slight beard and moustache, wears a dark shade over one eye, wearing long dark rough overcoat, black cap, black and white stripe tie: TOM DUCKETT, alias RICHARDSON, age about 50, height 5 ft. D or 10 in., complexion sallow, hair ( inclined to curl) brown, slight beard and moustache, turning grey, usually wears an old brown overcoat, soft hat and apron. An umbrella mender and china rivetter. They frequent common lodging- houses. Sentenced at Salop County Sessions, 30th Julie, 185) 6, to 12 months hard labour for stealing a bicycle; previously convicted at Burnley, Oldham, Blackburn, Derby, Leicester, Liverpool, and London. D or 10 in., complexion pale, very delicate- looking, hair light brown, slight light moustache, stoops slightly; dress, shabby dark grey suit, dirty white or old blue muffler, close - fitting dark cap. He obtains a living by selling songs at public houses, etc , and sometimes sings sacred songs in the streets on Sundays. May be found at low public houses or lodging 2 houses. Is accompanied by a man who obtains his living in a similar manner, age about 30, height 5 ft,' 8 in., hair and moustache dark : dress, shabby dark overcoat, dark trousers, black hard felt hat. BRECONSHIRE. 10.— Crickhowell ( County).— For desert- ing his child— THOMAS WILLIAM MORGAN, age 61, height about 5 ft. 7 in., stout build, com- plexion fresh, hair and moustache grey. CARMARTHENSHIRE. 11.— Llandilo ( County).— For leaving his wife and family chargeable fo the Llandovery Union— JOHN THOMAS, age 30, height 5 ft. 10 in., complexion fair, hair brown, left eye blue, right hazel. A mason, native of Llanwrtyd Wells, Breconshire. Warrant issued. Information to Supt, Phillips, Llandilo. CHESHIRE. 12 Hyde ( County).— For stealing £ 40, 5th inst, - JOSEPH BIRCHENOUGH, alias JOE BIRCH, age ."> 2, height 5 ft, 7 in., complexion fresh, hair, moustache, and beard on chin sandy, eyes grey ; dress, black cloth suit, drab cord cap, strong lace boots. A native of Hyde. Is addicted to drink. Warrant issued. Information to Supt. Cooper, Hyde. DERBYSHIRE. 13.— Derby ( County).— For obtaining, 20th and 21st ult,, £ 1 2s. ( id. by false pretences at Little- over— A. LLOYD ( supposed false), age about 30, height about ti ft,, complexion fresh, thin face, hair light brown, left arm ( which he carries in a sling or in his coat pocket) contracted ; dress, dark grey tweed suit, black tie, black hard felt hat, Represents himself to be a discharged wounded soldier. He obtained money to take him to Netley Hospital, and stated that he wanted to redeem his war medals. Warrant issued. U. Derby ( County).— For stealing £ 1 on 3rd inst,, at Breadsall — JOHN GREEN, alias GEORGE SCOTT and EDWARD WILLIAMS, age 54, height 5 ft. 4 in., complexion fair, hair ( bald on top) brown, turning grey, clean shaved, eyes grey; dress, light grey dust coat, slate coloured jacket, grey trousers and vest, brown cap. A native of Lincoln. Warrant issued. Information to Deputy Chief Constable, Airey, Derby. ESSEX. 15.- Grays ( County).— For stealing 69 foreign postage stamps, mostly German and Colonial— L. WINCH, alias H. GRICE, age about 25, height about 5ft. 5 in., complexion sallow, hair light brown, slight moustache light, 2 prominent upper false teeth ; dress, short dark serge jacket, long brown overcoat, soft felt hat, lace boots. He goes from town to town under various aliases and answers advertisements for the sale of stamps, & c., which appear in the " Exchange and Mart" ( and probably other papers), representing that he is a purchaser or will exchange canaries, < Sre. He gets the stamps sent to him by post, and upon receiving them leaves the district and sells them at the next place he calls at. Warrant issued. Information to Supt. Jordan, Grays. 16.- Colchester ( Borough).— For leaving his child chargeable to the Colchester Union WILLIAM HENRY NEVILLE EASTWOOD, age 48, height 5 ft. 7 or 8 in., complexion pale, hair brown, eyes dark. HAMPSHIRE. 17.- Alton ( County).— For stealing from his lodgings, a light tweed suit; 1 blue silk hand- kerchief ; 1 dark striped tweed coat and vest • 1 black overcoat, velvet collar, grey lining : 1 pair of light lace boots, size 9 ; 1 lady's silver watch, short chain with tassel, attached - WILLIAM HALFACRE, age 30 to 35, height about 5 ft. 6 in., complexion dark, hair and heavy moustache dark brown, eves brown. A native of Wandsworth. London. * Has served in the Royal Marines. May seek employment as a labourer on Public Works. Absconded 2nd inst. Warrant issued. Information to Supt. James, Alton. 18.- Bitterne ( County). — For uttering a forged banker's cheque for £ 10 8s. on the 24th ult.. at Woolston HARRY BRYANT RICHARDS, age 22, height 5 ft. 2 in., complexion pale, large mouth,' hair brown, eyes blue, scar over right eye, rather round- shouldered: dress, light brown tweed suit, turn down collar, dark tie, black bowler hat; frequently wears a dust coat. A low horse dealer : native of Shirley, Hampshire. Follows races, fairs, & c. Warrant issued. Information to Inspector Jacobs, Bitterne 19.- Southampton ( Borough).- - For steal- ing a coat and muffler- HARRY YOUNG, age about 29, height about 5 ft, 9 in., hair and mous- tache dark, prominent teeth ; dress, blue jacket, dark striped trousers ( much worn), and a grey- cotton shirt, A canvasser. Has served in the Shropshire Light Infantry. Warrant issued. Information to the Chief Constable, South- ampton. HEREFORDSHIRE. 20.- Hereford ( County).— For obtaining 14s. by false pretences— BIRT , age about 45, height about 5 ft, 10 in., complexion, hair and moustache dark, mark on right arm : dress, long dark overcoat, dark jacket, dark cloth vest, dark brown cord trousers, dark cap with blue spots, strong nailed boots, piece of right toecap missing. He took lodgings stating he was employed by the Railway in erecting new telegraph wires. Warrant issued. Information to Supt. Price, Hereford, or to Sergeant Williams, Abbey Dore. HUNTINGDONSHIRE. 21.— Norman Cross ( County).- For em- bezzlement— GEORGE KING, age 40, height 5 ft. 6 in., complexion fresh, hair brown, mole on face, walks lame, right leg being shorter than the left, impediment in speech. He will probably seek employment at engineering or cycle works. May be accompanied by his wife, age about 36, height 5 ft. 3 in., complexion fair, hair dark, sharp fea- tures. Warrant issued. Newport ( Count)/).— For stealing £ 5. 20th inst., at Freshwater — HARRY WILLS ( supposed false), age about 17, height about 5 ft, 5 in., hair light brown, eyes grey ; dress, brown check jacket and vest, blue serge trousers, light skull cap, new shoes. A tramp; frequents common lodging houses ; plays a mouth organ. Warrant issued. Information to Supt. Hale, Newport, KENT. 23. Chatham ( County).— For stealing 1 lady's silver Geneva watch : 1 gentleman's ditto, No. 17151, maker, Dent. London ; 1 silver albert; 1 overcoat; 1 pair black trousers; 1 collar and front and 1 tie— JOHN JOSEPH CLARKE, alias " NOBBY," age 23, height 5 ft. 8 in., complexion fair, hair brown, slight moustache light, eyes grey: wearing the stolen clothing. A labourer. Is a deserter from the 3rd Hussars. MATILDA. BEVAN, age about 21, height about 5 ft. 2 in., complexion sallow, hair dark ; dress, black skirt, light jacket with fur round collar. Kirkcudbright ( County). — For stealing three £ 1 Scotch bank- notes, 28th ult.— WILLIAM MITCHELL ( supposed false), age about 25, height 5 ft, 5 in., hair and slight, mous- tache brown ; dress, dark tweed jacket, woollen under- jacket, cord trousers, tweed cap, strong lace boots. A labourer. Warrant issued. Information to the Chief Constable, Kirkcud- bright. LANCASHIRE. 25. - Liverpool ( City). — For failing to re- port Licence holder WINIFRED BRENNAN alias DOWLING, DOOLAN, DORAN, BRAN- NON and PERRY, Office No. 3324- 98, age 65, height 4 ft. 10 in., complexion sallow, hair grey! eyes blue, scar outer point right eyebrow, scar inner point left eyebrow, bridge of nose broken and scarred, face, chest and back pitted with small- pox. Sentenced at Liverpool Assizes, 14th Novem- ber. 1896, to 3 years penal servitude for stealing a roll of flannelette. Licenced 12th November, 1898— B. G. W. 251. ('., female head and bust back left hand, right arm amputated. Sentenced at Liverpool Assizes, 9th March, 1806, to 3 years penal servitude for wounding. Licenced lltli June, 1898 W. 110. Information to the Head Constable, Detective Department, Liverpool. LINCOLNSHIRE. 26.- Alford ( Count//). For stealing ( bailee), 26th August last, at Mablethorpe, a child's 4- wheel mailcart, nearly new, painted pale blue, upholstered in blue leather, hood attached with brass folding bars, rubber tyres, bent handles — MARTHA ISABELLA CARTER, alias SISSIE STEVENS, age about 24, height 5 ft. 1 to 4 in., rather stout build, complexion fair, hair and eyes dark; dress, black skirt, blue and white spotted blouse, dark cape, blue straw hat with blue and red band, of good appearance. She had with her a male child about 3 months old. Has been a vocalist, and may be found at theatres or music halls. She may also seek assistance from clergymen and ministers. Convicted at South London Sessions, 15th June, 1808, of obtaining money from clergy- men by false pretences. Photograph may be seen on application. Warrant issued. Information to Supt. Spofforth, Alford. MONMOUTHSHIRE. 27.- Newport ( Borough). - For embezzle- ment, 7th ult. HENRY VINCENT PITMAN, age 23, height 5ft. 3in., hair ( rather short) brown, moustache light, peculiar eyes, stutters, carries his head forward, stoops and turns his toes inwards when walking, two front upper teeth deficient ; dress, dark brown jacket suit fawn colour covert coat, bow tie, black soft felt hat. A clerk, book- keeper and shorthand writer. He was a street, preacher, and may endeavour to obtain employ- ment. through Young Men's Christian Associa- tions. Absconded 28th ult. Warrant issued. Information to Head Constable Sinclair, New- port. NORFOLK. £ 1 REWARD. 28.— Loddon ( County).— For deserting his wife and family, leaving them chargeable to the Loddon and Clavering Union — GEORGE WOODS SMITH, age 46, height 5 ft. 9 in., complexion and hair dark, eyes dark brown, slight scar on forehead. A native of Norton Subcourse, Norfolk. The above reward will be paid by the Guardians of the Loddon and Clavering Union to any person giving such information as will lead to the arrest of Smith. Warrant issued. Information to Supt. Eagling, Loddon SHROPSHIRE. 29. Church Stretton ( County). — For stealing, 7th inst., two pairs of scissors ( recovered) - WILLIAM JONES, age about 40. height oft. 7 or 8 in., complexion fresh, hair, side whiskers and moustache dark ( turning grey), speaks with Welsh accent, is addicted to drink ; dress, blue serge jacket, black cloth vest and trousers, given plaid tie, black hard hat, low shoes. A tramping tailor. Stays at common lodging houses, or low public houses. Is wanted at Bridgnorth for a similar offence. Warrant issued. Information to Supt. Elcock, Church Stretton. 30.- Shrewsbury ( County). For sacri- lege at Leaton and Myddle, between 1st and 3rd inst.— DAVID DAVIES, alias DAI PENLLYS- BACH, age about 50, height 5ft, 6 or 7 in., stout build, complexion sallow, hair and moustache dark brown ( turning grey), nose crooked and rather flat, cut mark on bridge, abscess mark right cheek, burn right thigh, left arm smaller than right, wears glasses when reading : dress, dark jacket and vest, dark cotton cord or serge trousers, light cloth peak cap, strong lace boots, wearing a white metal curb chain across vest. Had a screw- driver in his pos- session. A native of Llanfechan, Montgomery- shire. Tramps the country. May seek employ- ment at farm- houses. Warrant issued.
