REOUL ATIONS. i All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SOOTLAND YABD, LONDON, S. Particulars concerning persons whose apprehension is sought will be inserted in one issue of < he POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. . . ,7 8 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4, In all cases where a reward is offered, the name and address of some person responsible J or the payment must be given, and the exact conditions must be clearly stated. 5, Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of lbs. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. . S Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is reauired to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. * 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received net later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. NOTICE. 1. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) That the name and address of the printer appear thereon. ( 32 and 33 Vic., cap. 21, sec. 2.) 2. No expression must be used in suchan advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectat ion that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularly directedtotheconditions ( a) to ( d), clause 1. as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( r). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Foree at which Notices can be posted. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT 1.— C Division. - For stealing money ( ringing the changes) — BENELLI, alias REYNON, an Italian, age 35, height 5 ft. 4 in., broad shoulders, well built, complexion dark, hair black, eyes brown, speaks French fluently; dress, dark clothes, black hard felt hat. A music hall artist, travels the country with performing dogs. Warrant issued. Not to be arrested out of the United Kingdom. 5/ 76' S 2.- M Division — For stealing £ 10y ls. 7d., the funds of a loan club, of which he was treas- urer— GEORGE POW, age 45, height 5 ft, 5 in., complexion sallow, hair, moustache and goatee, dark ( turning grey) ; dress, dark clothes, black hard felt hat. 3.- N Division.— For obtaining & quantity of furs by fraud— J. NEWTON BAYLY, alias STEPHENSON, age about 35, height 5 ft. 5 or 6 in., complexion fresh, hair and moustache light, eyes blue, usually wears a frock coat and silk hat. Supposed a native of Great Yarmouth. He was engaged as a traveller ( through an advertise- ment), obtained the above articles, but failed to return them or forward orders. Is well known in the Eastern Counties. Warrant issued. 4.— V Division • — For non- payment of maintenance arrears— ROBERT BENTLEY, age 43, height 5 ft. 4 in., complexion fresh, hair brown, eyes hazel, slightly bow- legged An agent for sewing machines, family Bibles, jewellery, & c., native of Kingston- on- Thames. He is accompanied by a woman, age 30, of slight build, is supposed to be in the Midlands or West of England, and may assume the name of Hall. Warrant issued. 5.- V Division.— For deserting her child. — GEORGINA GIRDLESTONE, age 26, height 5 ft. 3 in., complexion fair, hair brown, pregnant. A native of Godalming. Warrant issued. CITY OF LONDON. 6.— For embezzlement— HARRY SMITHERS, late of 30, Pennearton Road, Brockley, age about 40, height 5 ft. 4 or 5 in., complexion fair, hair and moustache carroty, wearing dark clothes. Menai Bridge ( County).— On com- mitment warrants for non- payment of 25s. each, being fine and costs imposed for allowing their horses to stray on the highway— CAROLINE BATEMAN, age about 60, height 5 ft. 54 in., slight build, complexion dark, face slightly pock- marked, hair black, eyes dark brown ; dress, dark clothes, dark brown shawl, lace boots.— WILLIAM BOSS, age about 28, height 5 ft. 6 in., complexion dark, hair black, moustache, side whiskers, and eyes dark ; wearing a black coat and cord trou- sers.— ALFRED BOSWELL, alias TAYLOR, age 35 to 40, height 5 ft. 9 in., complexion, moustache, and side whiskers dark, hair black, eyes dark brown : dress, dark brown cord suit, hard felt hat. BERKSHIRE. 8.— Windsor ( Borough).— For stealing from his lodgings, between 3rd and 12th ult., an 18- carat gold fetter link watch guard, gold swivel seal at- tached ; 1 lady's gold Geneva watch and long gold guard, " Prince of Wales " pattern— A MAN, age 30 to 33, height about 5 ft. 7 in., complexion, hair, slight moustache and eyes dark, rather high fore head ; dress, black reefer coat and vest, melton cloth trousers, brown overcoat, light check bow tie, brown kid gloves, black billy- cock hat, patent leather shoes. A tailor ; has served in the Royal Irish Fusiliers. Information to Chief Constable Carter, Windsor. CHESHIRE. '• I— Hyde ( County).— For stealing £ 46, 5th inst, — JOSEPH BIRCHENOUGH, alias JOE BIRCH, age 52, height 5 ft, 7 in., complexion fresh, hair, moustache, and beard on chin sandy, eyes grey ; dress, black cloth suit, drab cord cap, Btrong lace boots. A native of Hyde. Is addicted to drink. Warrant issued. Information to Supt. Cooper, Hyde. CUMBERLAND. 10.— Whitehaven ( County).— For stealing, 16th ult,, 2 geese— JOSEPH JAMES TINNION, age about 44, height about 5 ft, 10 in., stoops slightly, complexion rather sallow, hair and moustache brown ; very reserved ; dress, brown tweed jacket and vest, grey check tweed trousers, brown cap, lace boots. A collier ; native of Broughton Moor, Cumberland. He resided at Lowca, near White- haven, and is supposed to have gone to work at coal pits in the neighbourhood of Newcastle or Dui- ham. ESSEX. 12.- William ( County). - For stealing £ 20— JOHN BODKIN, age 35 to 40, height about 5 ft, 9 in., complexion fair, hair light brown ( inclined to ginger), eyes blue, large front top teeth ( decayed), twitches his mouth when speaking, of smart appearance; dress, double- breasted jacket, dark trousers, long dark blue overcoat with velvet collar, black hard hat. A butler ; native of Shropshire : has served in the Army. Warrant issued. Information to Supt. Harrington, Witham. HAMPSHIRE. 13.— Alton ( County).— For stealing from his lodgings, a light tweed suit ; 1 blue silk hand- kerchief : 1 dark striped tweed coat and vest : 1 black overcoat, velvet collar, grey lining : 1 pair of light lace boots, size 9 ; 1 lady's silver watch, short chain with tassel, attached — WILLIAM HALFACRE, age 30 to 35, height about 5 ft. 6 in., complexion dark, hair and heavy moustache dark brown, eyes brown. A native of Wandsworth, London. Has served in the Royal Marines. May- seek employment as a labourer on Public Works. Absconded 2nd inst. Warrant issued. Information to Supt. James, Alton. 14- Bitterne ( County). — For uttering a forged banker's cheque for .£ 10 8s. on the 24th ult., at Woolston— HARRY BRYANT RICHARDS, age 22, height 5 ft, 2 in., complexion pale, large mouth, hair brown, eyes blue, scar over right eye, rather round- shouldered: dress, light brown tweed suit, turn down collar, dark tie, black bowler hat; frequently wears a dust coat. A low horse dealer ; native of Shirley, Hampshire. Follows races, fairs, & c. Warrant issued. Information to Inspector Jacobs, Bitterne. ISLE OF WIGHT. 15.- Newport ( County).— For stealing on the 28th ult., at Freshwater, an overcoat ( recovered)— JOHN or JOSEPH WILLETT, age 25, height 6 ft., complexion fair, hair brown, slight moustache light : dress, pepper and salt- colour coat and vest, cord trousers. A gipsy or low horse dealer,; supposed a native of Brighton. Identical with JOHN WIL- LETT, Case No. 22, 6th inst. Warrant issued. Information to Supt. Hale, Newport. _ KENT. 16.- Cranbrook ( County).— For stealing 7 turkeys ( recovered) — JOHN COLEY, age 43, height 5 ft. 4 in., stout build, complexion fresh, hair brown, heavy moustache ginger, eyes blue ; dress, cardigan jacket, knee- breeches and gaiters, skull cap, heavy lace boots. A gamekeeper ; native of Hawkhurst, Kent. Information to Supt. Fowle, Cranbrook, 17 - Canterbury ( City).— For stealing, 31st ult., at the Barracks, a bluefine serge jacketsuit, lined black alpaca, " Marchant and Tubb, Canterbury," on tab ; 1 pair brown lace boots ; 1 pair open tab " Balmoral" plain lace boots ; 1 open face silver Geneva watch, enamelled dial, black hands and figures ; long double silver albert, Jubilee com- memorative silver coin attached; 1 morocco leather cigarette case, silver mounted ; 1 pale blue Oxford shirt ; 1 set of pearl links and studs, silver settings ; 1 light skull cap; 1 fawn coloured covert coat; and £ 1 18 6d.— HOWARD GASTON, age 19,. height 5 ft. 7i in., complexion sallow, hair brown, eyes ( slight inequality of pupils) blue, long scar back right thumb, scar across bridge of nose, may be wearing the stolen clothes. A native of Hastings. Is a deserter from the 3rd East Kent Regiment. Warrant issued. Information to Chief Constable Farmery, Can- terbury. 18.- Ramsgate ( Borough).— For being con- cerned with a man in custody in Stealing 2 silver table spoons ; 2 ditto forks : 1 silver dessert fork and 3 silver tea spoons— FRITZ MILLER; age 21 or 22, height 5 ft, 4 or 5 in., complexion dark, pimples on face, clean shaved ; dress, dark jacket and vest, grey trousers ( tight fitting), grey cap, brown boots ( blacked over). A coachman. Warrant issued. Information to Chief Constable Jones, Ramsgate. 19.- Tunbridge Wells ( Borough).— For stealing ( bailee) a costermonger's barrow ( recovered)— THOMAS SANDALLS, age about 32, height 5 ft, 10 in., complexion fresh, hair and moustache dark : dress, brown jacket, cord trousers, grey cloth cap, of military appearance. A coster- monger : native of Croydon. He travels the country hawking flowers, & c. Warrant issued. Information to Chief Constable prior, Tunbridge KIRKCUDBRIGHTSHIRE. 20. - Kirkcudbright ( County). — For stealing three £ 1 Scotch bank- notes, 28th ult.— WILLIAM MITCHELL ( supposed false), age about 25, height 5 ft. 5 in., hair and slight mous- tache brown ; dress, dark tweed jacket, woollen under- jacket, cord trousers, tweed cap, strong lace boots. A labourer. Warrant issued. Information to the Chief Constable, Kirkud- bright, LANCASHIRE. 21.— Leigh ( County).— For stealing £ 3 16s., 2nd inst.— JOHN CONCANNON, age 30, height 5 ft. 9 in., complexion fresh, hair brown, slight moustache dark, eyes grey, " JJ' tattooed on left wrist, wearing an old black cloth suit, white scarf, dark brown cap, clogs. A collier. Warrant issued. Information to Supt. Higginbotham, Leigh. 22.— Salford ( Borough). - - For failing to report — Licence holder GEORGE DUFFY, alias WILLIAM LUTON, RILEY, BRENNAN, WELSH and HOLMES, Office No. 3622- 98, age 69, height 5 ft. 7£ in., complexion fresh, hair grey, eyes blue, a baker, scars back left hand, base right thumb, right forefinger, and between ring and little fingers on back of hand. Scars on neck, inner angle right eyebrow, and right of chest, moles on chest, red mole right side of back. OXFORDSHIRE. 24.— Banbury ( Borough).— Escaped from custody while being conveyed to Oxford Gaol, 9th inst.— THOMAS THORNE, age 19, height 5 ft. 7 in., complexion sallow, hair dark brown, eyes dark, small tattoo marks left arm, scar right side of forehead, deep dimple centre of chin ; dress, dark j acket, brown cord trousers, tweed cap, torn at back. Supposed a native of Leicester. Plays a mouth- organ at low public houses. Information to Head Constable Preston, Ban- bury. SHROPSHIRE. 25.— Shrewsbury ( County).— For sacri- lege at Leaton and Myddle, between 1st and 3rd inst— A MAN, age about 50, height .') ft. 8 or ' I in stout build, complexion sallow, hair and moustache dark brown ( turning grey), nose crooked and rather flat, cut mark on bridge, wears glasses when reading, dress dark jacket and vest, dark cotton cord or serge trousers, light cloth peak cap, strong lace boots, wearing a white metal curb chain across vest. Warrant issued. Information to Inspector Griffiths, Mount Pleasant, Shrewsbury. 26.- Whitchurch ( County). — THOMAS WILLIAMS, Case No. 19, 9th September, 1898, not now wanted. Warrant withdrawn. A native of Glasgow. Has been employed by the Dudley, Sedgley, and Wolverhampton Tramway Company. Is well known at Coventry, Barrow- in- Furness, and Nottingham. Warrant issued. Information to Supt. A butcher and low cattle- dealer ; native of Shavington, near Nantwich, Cheshire ; frequents markets, sales, & c. B. 71- 77991, 27th January, ' 97 D. 27- 30728, 20th July, ' 98, London, and T. 80- 17776, 13th August, ' 97, Birmingham ; £ 15 in cheques and orders, and £ 46 silver entrusted to him to bank on 29th ult.— FREDERICK MALPASS, age 56 ( looks older), height 5 ft 4 or 5 in., round shoulders, complexion swarthy, hair dark brown, full beard ( turning grey), cut mark on one ear, leans forward when walking: dress, blue pilot overcoat, fastened at front with boot lace, dark tweed trousers, old dark muffler, black hard hat or light cap, strong lace boots, carried a walking stick and a dark leather cash bag; a native of Burslem. Age 30 ( looks younger), height 5 ft. 3 in., stout build, hair dark dress, thin may be complexion fresh, round full face brown, turns his feet out, stiff gait dark overcoat, grey trousers, silk hat wearing snuff colour cap and short brown leather leggings. A bank clerk; native of Bradford. He seeks the company of actresses and music hall artistes. May endeavour to leave the country. Warrant issued. Information to Supt. Weightman, Halifax. SUSSEX ( EAST). 36.— Eastbourne ( Borough). - For stealing £ 6 9s. 2d. on 20th nit.— HARRY SWINBURNE, age about 16, height about 5 ft. 3 in., slight build, complexion fresh, rather prominent nose, hair light; dress, brown coat and vest, light trousers and cap, grey flannel shirt, lace boots, clothing may have " Plummer" on white tape, sewn thereon.
