REGULATIONS L All announcements for insertion in the POLICE GAZETTE, and all commu/ nioations relating to them, should be addressed to THE EDITOR OK THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. ' i Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 1 In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. R, Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. 1 Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of n< t less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the ease may be 7. Announcements concerning stolen property must be guaranteed by an officer of not less rani than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be insertedin the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. SPECIAL NOTICE. The amount of stolen property at present " circu- lated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very considerably. It has been decided, therefore, to discontinue the " circulation " in Informations and Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Constables are re- quested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circulation" of the particulars they contain is not desired. CHESHIRE. 12.— Altrincham ( County).— For forging and uttering a cheque for £ 140, 14th inst.— R. STROSG ( supposed false), age about 23, height 5 ft. 5 or G in., complexion pale, hair black, eyes dark; dress, black suit, short dark overcoat, black felt hat, turn- down collar, black knot tie, button boots, wore a gold watch and brown leather guard, carried an umbrella. He called at a shop and after making a purchase ob- tained a cheque for £ 2 made payable to " R. Shaw," which he stated he wanted to send to a friend. The cheque was afterwards altered to £ 140, payable to " R. Strong," the original sum and name having apparently been erased by the aid of chemicals. Warrant issued. Information to Supt. Appearance of a labourer. He asked for a postal order and on receiving same placed a button on the counter and decamped. Information to Supt. Matthews, Staplehill, Bristol. HAMPSHIRE. 22.— Basingstoke ( County).— For obtaining a mare pony, 26th ult., by false pretences— HENRY WINDEBANK, age 45 to 50, height 5 ft. 9 or 10 in., complexion fair, hair and moustache light brown ( turning grey); dress, dark overcoat, dark grey mixture suit, coloured silk neckerchief, black hard felt hat or light cloth cap. A native of Farnham, Surrey. Has served in the lst Royal Dragoons. Warrant issued. BRANDON, age about 25, height 5 ft. 7 or 8 in., complexion fair, light mous- tache ( cut close), square chin, rose on right forearm; dress, black coat and vest, striped tweed trousers, tweed overcoat, light cloth cap; recently discharged from the Royal Navy. May endeavour to obtain a situation as groom. 25.— Portsmouth ( Borough).— For stealing £ 1, 12th inst— PATRICK DALY, age about 53, height 5 ft. If in., complexion fresh, hair dark brown, moustache dark, eyes blue; dress, dark tweed coat, dark blue vest, brown tweed trousers, white scarf, fawn cap. Served several years as a merchant Seaman. May be found at common lodging- houses. '• 26.— Portsmouth ( Borough).— On a warrant for larceny ( bailee)— Licence holder HENRY LEE, alias THOMAS LEWIS and GEORGE PEARCE, Office No. 3307- 98, age 66, height 5 ft. 1 in., com- plexion sallow, hair, beard and moustache grey, eyes grey, left ring finger deformed, scars front right fore- finger, right side and back of neck, centre and left of chest; dress, black lounge suit, black hard felt hat, red and black scarf, carries small black bag and crooked handle walking stick. Stated his intention of tramping to Waterloo. Has cards printed des- cribing himself as a watch and clock repairer; native of Shepton Mallet. Sentenced at Gloucester Assizes, 12th February, 1895, to 5 years penal servitude for larceny. Licenced 11th ult. V 27. Information to the Chief Constable, Town Hall, Portsmouth. 27.— Southampton ( Borouqli).— For being concerned v. ith a woman ( in custody) in stealing a rug ( recovered)— JOHN WILLETT, age 25, height 6 ft., complexion fair, hair brown, small moustache light brown; dress, pepper and salt coloured coat, cord trousers, blue neckerchief with white spots, thick lace boots. A dealer. May be found in com- pany of low horse dealers. Information to the Chief Constable, Southampton. HERTFORDSHIRE. 28.— Hemel Hempstead ( County). — For larceny— MAUD GINN, age 34, height 5 ft. 2 or 3 in., stout build, very red face; dress, dark dress, black cape, black straw bat. Warrant issued. 29. — Hemel Hempstead ( County). — For obtaining food and lodgings by false pretences— HENRY CR > SS ( supposed false), age about 60, height 5 ft. 5 or 6 in., complexion, hair and moustache dark ( turning grey) ; dress, black coat and vest, dark striped cloth breeches, brown cashmere gaiters, black hard felt hat, carried a brown mackintosh. He obtained lodgings at a beer house, stating he was buying horses for an American firm of horse dealers. Is accompanied by his wife, ago 35 to 40, height about 5 ft. 1 in., complexion and hair dark, eyes brown, large teeth ; dress, striped bodice, old dark skirt, long hlack jacket ( with brown fur collar), black sailor hat; and a daughter, age about 17, complexion and hair ( frizzed in front) dark, round face ; dress, navy blue dress, short black jacket, spotted sailor hat, button boots. KENT. 30.— Canterbury ( City).— For stealing ( bailee), 16th inst., a " Quadrant" road racer cycle, black enamelled 24- in. frame, 30- in. front, 2rf- in, back wheel, 1^- in. Dunlop Welsh ron- slipping tyres, rat- trap single bearing pedals, dropped handle- bar, 43476 on back, no mudguards or brake— RICHARD BATES, age 40 to 45, height 5 ft. 7 or 8 in., complexion fresh, full features, hair brown, heavy moustache ( ginger), of military appearance; sup- posed wearing brown jacket and black and white straw hat. A native of Stecliford, near Birmingham. Has been employed as a cycle agent. Warrant issued. 31.— Canterbury ( City).— For stealing £ 30, 8th inst.— JOHN WILLIAMS, Squadron Quarter- Master Sergeant, 10th Hussars, age 38, height 5 ft. 6J in., complexion fresh, hair light brown, eyes ( small) blue, spot tattooed on left wrist; dress, brown jacket suit, grey cap, lace boots. Had with him a brown leather portmanteau and a pair of brown boots. A native of Abergavenny. Absconded 8th inst. Warrant issued. Information to Chief Constable Farmery, Canter- bury. 32.— Gravesend ( Borow/ h).— For obtaining £ 10 by false pretence* on 31st October last— EDWIN JAMES MASTERS, age 48 to 50, height 5 ft. 8 or 9 in., stout build, complexion fresh, hair and whiskers ( chin shaved) dark, eyes hazel, slightly knock- kneed, walks badly, as if suffering from bunions. He represented that he had an office in London, in which he could give a position, and asked for a deposit as security. He advertises in several London and provincial papers in the name of Masters & Co., Mechanical Experts, & c., and is sup- posed to have carried on a similar bogus business in the name of Newell. Warrant issued. Information to Chief Constable Thornton, Graves- end. 33.— Tun bridge Wells ( Borouqli).— For em- bezzlement— FREDERICK LEACH, age 34 to 36, height 5 ft. 10 or 11 in., hair brown, moustache light brown ; dress, light grey jacket suit, soft felt hat, cycling shoes or brown boots. Absconded 15th ult. Warrant issued. Information to Chief Constable Prior, Tunbridge Wells. A." engraved on back; 1 lady's silver albert, with tassel; 1 silver bracelet, band pattern, H in- wide, bird engraved on front; 1 plain silver cigarette case, match- box at bottom; 2 embossed silver snuff- boxes ( one 3 in. by 2 in., one 21- in. by H in-)> g° ld plated inside, with a cathedral engraved on top of each.
