All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SOOTLAND YAKD, LONDON, S. W. % Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identijied. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. 5. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of n > t less rank than Superintendent; and, if the name of such person is required to be " inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be 7. Announcements concerning stolen property must be guaranteed by an officer of not less rani than Inspector, or analogous thereto. 8. Aniwuncements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received rwt later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDEBSON, Editor. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 8.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of adver- tisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regulations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) That the name and address of the printer appear thereon. ( 32 and 83 Vic., cap. 24, sec. 2.) 2. No expression must be used in such an adver- tisement, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the oflender being brought to trial, or without enquiry. Attention is specially directed to clause ( d), par. 1, as Police Notices are constantly being received by the Metropolitan Police without the printer's name and address, and they are consequently not distributed. NOTE. There are 181 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— N Division.— For obtaining goods by worthless cheques on the London and Provincial Bank— W. BARTON, age 28 to 30, height 5 ft. 6 or 7 in., complexion sallow, thin features, hair and slight moustache dark brown, eyes hazel, swaggering gait, inclines the head forward and swings his arms well away from his body; dress, blue serge suit, long fawn overcoat, bowler or high silkhat A blouse maker. Warrant issued. 2.— N Division.— For stealing ( bailee), 10th ult., a musical album, 1 gold watch, 6 gold rings, 4 lady's silver watches, 4 silver chains— ALBERT JOHN LOVELL, age 26, height 5 ft. 9 ih., com plexion dark, hair dark brown ; dress, dark jacket, light trousers, fawn soft felt hat, lace boots. A native of Trowbridge, Wiltshire. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 3.— For stealing £ 145 2s.— ARTHUR G. LYNN, late of 134, Milkwood Road, S. E., age about 37, height 5 ft. 10 or 11 in., hair ( thin on top) and moustache brown, large front teeth, walks erect; wearing dark overcoat, black hard felt hat, carried an umbrella with knob handle. Has served in the Royal Engineers. Absconded 25th ult. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 4.— Abingdon ( County).— For obtaining £ 1 by false pretences— WILLIAM TURNER ( supposed false), age about 24, height 5 ft. 3 or 4 in., slight build, complexion, hair and slight moustache dark, of good address; dress, dark serge suit, en- gineer's cap. Stated he had been employed at a railway bookstall. Warrant issued. Information to Supt. Heath, Abingdon. 5.— Reading ( County).— For burglary, 4th ult., at Pangbourne, and stealing a pair of worsted cord trousers, nearly new ; 1 black billy- cock hat, " Bull, Reading," marked on lining; 1 black and red spotted handkerchief, and 1 clasp knife— OLIVER STROUD or DYSON, a deserter from the 2nd East Surrey Regiment, age 25, height 5 ft. 8£ in., slight build, complexion, hair and eyes ( rather full) dark ; supposed wearing the stolen clothing and military great coat. Warrant issued. Information to Supt. Davis, County Police Office, Reading. BRECONSHIRE. 6.— Crickhowell ( County).— For deserting his wife and family, leaving them chargeable to the Crickhowell Union— HENRY HERBERT, alias SMITH and VEDMORE, age about 40, height 5 ft. 6 or 7 in., complexion fresh, hair brown, moustache sandy, eyes blue, shamrock, thistle and rose tattooed on left arm, index finger right hand contracted, walks erect. A blacksmith; native of Llangarren, near Ross. May be hawking fish or working as a labourer. May be found at common lodging houses or casual wards. Previously convicted at Hereford and Shrews- bury. Warrant issued. 7.— Crickhowell ( County),— For absconding with workhouse clothing ( part recovered)— RICH- ARD PRITCHARD, alias HUMPTY BOB, age 37, height 5 ft. 4 or 5 in., complexion pale, hair, mou- stache and eyes dark, short neck, hunch back. Sup- posed a native of Cardiff. Sings at public houses. May be found at common lodging houses or casual wards ( See Case No. 9, 14th October last). Warrant issued. Information to Supt. Winterson, Crickhowell. BUCKINGHAMSHIRE. 8.— Chepping Wycombe ( Borough).— For obtaining food and money by false pretences, 25th ult. WATSON, age 55 ( looks much younger), height about 5 ft. 9 in., broad build, puffed face, hair ( slightly bald), moustache and eyes dark, several front teeth deficient, high- toned squeaky voice; dress, black jacket, brown Cardigan vest, light trousers, fawn colour corduroy cap, white tie, sometimes wore yellow silk neckerchief. He repre- sented that he had been sent to fix a gas engine at a neighbouring corn mill. Warrant issued. Information to Head Constable Sparling, Chepping Wycombe. CARNARVONSHIRE. 9.— Conway ( County).— For stealing ( bailee), 14th ult., at Llandudno, a double- barrelled breach- loading gun— JOHN SMITH, age 28 to 30, height 5 ft. 6 or 7 in., complexion ruddy, eyes grey. Has no hair, eyebrows or eyelashes ; wears a fair wig and dark clothes. Stated that he had been em- ployed as hairdresser on Atlantic liners. Warrant issued. Information to Supt. Rees, Conway. 10.— Pwllheli ( County).— For embezzlement— G WILYM ROBERTS, age about 18, height about 5 ft., complexion fresh, hair ( inclined to curl) light brown, eyes blue or grey, has a peculiar way of raising his heels when walking; dress, dark clothes, black hard felt hat or cap. CHESHIRE. 11.— Altrincham { County).— For stealing, 24th ult., from his lodgings at Ivnutsford— 1 lady's small gold Geneva watch, No. 12611; 1 lady's long gold chain ; 1 round gold brooch, space at back for photo- graph ; 1 long gold brooch ; 1 gold breast pin, oval shape, set red stone; 1 silver brooch; 1 old gold wedding ring— A MAN, age about 25, height 5 ft. 10 in., complexion fresh, hair black, eyes blue ; dress, dark morning coat, large brown plaid vest, dark trousers, silk hat, brown boots ( blacked over). Stated he was a theatrical agent. Warrant issued. 12. — Altrincham ( County). — For obtaining money by false pretences, 25th October— EMILY BROWN, alias CROSS and BERTHA WILSON, age 85, height 5 ft., complexion pale, hair dark brown ( with heavy fringe), eyes brown. A native of Wilmslow. Information to Supt. McDonald, Altrincham. DEVONSHIRE. 13.— Barnstaple ( County). — For obtaining money by false pretences— JOHN PAKENHAM, age about 45, height about 5 ft. 7 in., complexion fresh, hair and moustache brown ( moustache lighter); dress, brown suit, bowler hat, grey overcoat. Sup- posed a native of Cheltenham. Stated he had just returned from India ( See Case No. 9, 4th ult). Warrant issued. Information to Supt. Hobbs, Barnstaple. 14.— Devonport ( Borough).— For deserting his wife and child, leaving them chargeable to the Parish of Devonport— SAMUEL CHARLES STOKES, age 46, height 5 ft. 7 or 8 in., complexion dark, full face, hair dark brown, moustache dark, eyes dark grey; dress, dark double- breasted jacket and vest, bluish striped trousers, black hard hat. May be employed as painter, ostler or groom. Warrant issued. Information to Head Constable Matters, Devon- port. DORSETSHIRE. 15.— Beaminster ( County).— For leaving his wife and family chargeable to the Bridport Union— MATTHEW KENWAY, age 39, height 5 ft. 5 in., complexion sallow, hair brown, eyes ( cast in one) blue ; dress, old black jacket, light trousers, grey cap. Brooks, Beaminster. 16.— Poole ( County).— For stealing, 9th ult., from a coffee tavern— 3 shirts ( 1 red and white stripe cotton ; 1 blue and white ditto ; 1 flannelette cycling, with blue stripe); 1 red, brown and white silk hand- kerchief ; 1 red and black cotton ditto ; 1 pair red cotton socks, and 3s.— A MAN, age about 30, height about 5 ft. 7 in., complexion, hair and moustache dark, rather thin face ; dress, blue pilot reefer jacket, dirty white cord trousers, black bowler hat, heavy boots, the appearance of a navvy. Warrant issued. Information to Deputy Chief ( Constable Hains, Poole. GLAMORGANSHIRE. 17.— Cardiff ( Borough).— For stealing ( bailee) lis. 4d.— WILLIAM JAMES, age 17, short, stout build, complexion fresh, round face, high forehead, short nose, hair light, eyes ( right prominent) blue ; dress, dark tweed suit, dark blue muffler with red stripes, dark plaid cap, woman's lace boots. A shoe black; native of Bristol. May be found in the vicinity of railway stations. Warrant issued. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 18.— Cheltenham ( County).— For deserting his wife and children, leaving them chargeable to the Tewkesbury Union— ALFRED WILLIAM MILES, age 30, height 5 ft. 5 in., complexion fresh, hair Sindy, heavy moustache red, eyes blue, walks with short quick step; dress, black coat and vest, grey tweed trousers and cap, lace boots ; may be wearing a shabby dust coat. Native of Stonehouse, Glouces- tershire. Is an army reservist, from the Medical Staff Corps. Warrant issued. Information to Supt. Hopkins, Cheltenham. 19.— Stroud ( County).— For obtaining food and lodging by false pretences— Supervisee ARTHUR COLLINS, alias LOVE, LILLEY, CURTIS, CREW, JONES, SMITH, ELDRIDGE and WRIGHT, Office No. 8002- 98, age 48, height 5 ft. 4£ in., com- plexion swarthy, hair brown, eyes brown, long cut scar top part of forehead, small blue mark and recent burn scar left forearm, boil scar upper right buttock, small scar each knee, one dark scar left shin and four outside left lower leg. A showman, native of Norwich. Sentenced at Gloucester 5th January, 1898, to 9 months hard labour and 2 years police supervision for larceny and fraud. Liberated 4 th October, 1893. 688. Dress, black hard hat, dark ribbed overcoat, dark mixture suit of clothes, heavy nailed boots, blue collar ( turned down all round) and front combined ( reversible). This man is also wanted for failing to report at Bath ( see case No. 58, 18th ult.). Warrant issued. Information to Supt. Harrison, Stroud. HAMPSHIRE. 20.— Aldershot ( County).— For absconding, 29th Oct., with workhouse clothing, viz., a dark brown cord suit, stamped " Hartley Wintney Union " on lining; 1 soft billycock hat; 1 white shirt, No. 41 ; 1 blue check neckerchief, No. 41; 1 pair blue socks, " Infirmary " stamped thereon, and a pair of cotton braces— WILLIAM BROWN, age 67, height about 5 ft. 9 in., complexion and eyes dark, hair grey, arms tattooed, limps. A bricklayer's labourer. May seek admission at casual wards. Warrant issued. 21.— Aldershot ( County).— For forging a pro- missory note for £ 65— JOHN BORLASE KEMP- THORNE, late lieutenant and riding master of the 12th Lancers, age 34, height 6 ft. Of in., very stout build, weight 16£ stones, complexion fresh, full face, rather weak knees. He left for London on 2nd ult., and may endeavour to leave the country. Warrant issued. Information to Supt. Hawkins, Aldershot. 22. — Alton ( County). — For night poaching, 25th ult., at Headley— HENRY BR1TTON, alias PURSE and SLEN, age 28, height 5 ft. 11 in., complexion, hair and moustache dark, eyes hazel; dress, tweed coat and vest, cord trousers, hard felt hat. A low horse dealer; native of Lyndhurst. May be found in company of gipsies. Warrant issued. 28.— Alton ( County).— For housebreaking, at Headley— A MAN, age about 25, height 5 ft. 5 in., complexion fresh, pock marked, very broad nose, hair and moustache dark brown, eyes grey; dress, dark cutaway coat, dark vest, dirty brown trousers, cloth cap. A tramping bricklayer ; frequents casual wards and common lodging houses. The following property, supposed stolen, has been traced to his possession ;— 1 black, frieze jacket, " The Tourist" on tab, usual pockets, 1 ditto vest, with collar; 1 black diagonal ditto, and trousers; 1 black frieze overcoat, velvet collar, usual pockets, plaid lining ; 1 old tweed over- coat, usual pockets, black sateen lining; 2 under- vests, natural wool, medium size ; 1 blue check shirt. Information to Supt. James, Alton. 24.— Bournemouth ( County).— For obtaining £ 6 5s. by fraud— WILLIAM PLAYFORD, may assume the names of FRANCIS or COAKE, age 40 to 45, height 5 ft. 6 or 7 in., hair ( turning grey) dark brown, heavy black eyebrows, heavy moustache ginger ; dress, brown cycling suit and stockings or blue serge suit, black hard or soft felt hat. A baker; may endeavour to obtain employment as an assurance or sewing machine agent. He called on shopkeepers and obtained credit to the above amount by represent- ing that he had house property, & c. Warrant issued. Information to Supt. Foster, Bournemouth. 25.— Southampton ( Borough)— For non- pay- ment of fine and costs, amounting to £ 5 16s. 6d.— WILLIAM EDWARD DYER, age 36, height 5 ft. 9 or 10 in., complexion sallow, hair dark brown, slight moustache light; dress, shabby dark blue suit, coat double- breasted, trousers short, black and white check tie, black hard felt hat, lace boots ; a dock labourer; supposed native of Templecombe. Absconded 29th October. Warrant issued. Information to the Chief Constable, Southampton. HEREFORDSHIRE. 26.— Ledbury ( County).— For obtaining, 19th ult,, 3 pairs of women's boots, a quantity of baby's clothes and linen by false pretences— A WOMAN, age about 26, height 5 ft. 2 or 3 in., complexion pale, hair brown, sharp pointed chin, rather small mouth ; dress, black cloth jacket, black fur round neck, black dress, black boat- shaped or sailor hat with red band. Carried a frail with " Hunt" printed thereon. Represented that she had been sent by a lady for goods on ap- proval. Information to Supt. Phillips, Ledbury. HERTFORDSHIRE. 27.— Bishop's Stortford ( County).— For ob- taining food and money by false pretences, between 12th and 14th ult. LEWIS ( supposed false), age 30 to 85, height 5 ft. 2 or 3 in., complexion, and hair ( parted in centre) dark, clean shaved, eyes hazel; dress, navy blue jacket and vest, dark slate- coloured trousers, black hard felt hat. Warrant issued. Information to Inspector Foster, Bishop's Stortford. 28.— Hemel Hempstead ( County).— For ob taining food and lodgings by false pretences— WAL- TER KING, age 49, height 5 ft. 11 in., complexion fresh, hair and moustache ( turning grey) dark, eyes hazel, large nose ; dress, brown mixture coat and vest, old police uniform trousers, brown cap, dust coat. A tramping harness maker, sells laces, & o., and has a pedlar's certificate granted at Maidstone. Warrant issued. Information to Supt. Frogley, Hemel Hempstead. HUNTINGDONSHIRE. 29.— Huntingdon ( County).— For cruelty to a pony, 11th ult.— HERBERT WILBYE, age 25, height 5 ft. 6 in., complexion fresh, has a pedlar's certificate, No. 171, issued at Cambridge— GEORGE KIRK, age 22, height 5 ft. 11 in., complexion fresh, eyes blue, one front tooth deficient; they hawk flowers, plants, & c. ; left here 11th inst. with a living van, body painted chocolate, green shutters, light top, dark wheels, front axle tree badly joined in centre, " G. Kirk, Cambridge," thereon, drawn by a light grey cob and a small grey pony, recently docked. Accompanied by a woman. Last seen at Great Bowden, and stated they were going to Leicester. KENT. 80. — Chatham ( County).— For deserting her children— ANNIE MILLS or PAGE, age about 26, height about 5 ft. 6 in., complexion fresh, hair brown; dress, black dress, brown jacket, wears a white apron. Warrant issued. 81.— Chatham ( County).— For deserting his child — CHARLES WRIGHT, age 40 to 45, height 5 ft. 8 or 9 in., very red face, hair and moustache brown ; dress, old dark jacket and vest, cord trousers, hard felt hat. A cooper. Warrant issued, 32.— Chatham ( County).— For deserting his wife and family— PATRICK CARRON, age 38, height 5 ft. 10 in., complexion fresh, hair and moustache brown, eyes blue; dress, black jacket and vest, tweed trousers, black hard felt hat. A clerk or printer. Has served 12 years in the Royal Engineers. Warrant issued. Information to Supt. Lacy, Chatham. 33.— Dover ( Borough).— For stealing, 27th ult. — 1 lady's gold open- face watch, gold dial, black figures, " K. S." in monogram on outside case, long gold chain attached, and £ 5 lis. 8d.— W. H. GORE, age 35, height 5 fc. 6 in., complexion fair, hair ( short) light brown, heavy moustache light ; dress, slate- coloured coat and vest, black serge trousers— FLORENCE GORE, wife of above, age 27 to 30, hair and eyes ( cast in right) dark ; supposed wearing red bodice and sailor hat. They are believed to have been in service together at Folkestone. Wan ant issued. Information to Supt. Sanders, Town Hall, Dover. 34.— Tunbridge Wells ( Borough).— For em- bezzling various sums of money— WILLIAM WID- DOWSON, age about 32, height 5 ft. 6 or 7 in., complexion pale, hair and moustache dark, front teeth decayed, quick springy gait; dress, usually dark tweed jacket suit. A wine merchant's manager; native of Leicester. May be found in company of betting men and prostitutes. Warrant issued. Information to Chief Constable Prior, Tunbrid^ e W'ells. LANCASHIRE. 35.— Wigan ( County).— For failing to surrender to her bail at Liverpool County Sesssons, 1st ult., charged with obtaining money and goods by false pretences— MARTHA TAYLOR, age 24 ( looks older), height 5 ft., complexion fresh, hair dark brown, eyes blue. A native of Pemberton. Has with her a child, about 8 months old. May be found at common lodging houses. Warrant issued. Information to Supt. Brassington, Wigan. TUESDAY, N O V E M B E R 2, 1898. ESSEX. 36.— Witham { County).— Woodcut portrait and description of Expiree GUY ROYSTON RICHABD PRESTON, Office No. 278- 98 ( see GAZETTE lst April, Case 2, 29th April, 1898, and Case 18, 25th ult.), whose apprehension is sought on a warrant for forging a cheque for £ 138, age 28 ( looks older), height 5 ft. 11 in., complexion pale, hair dark brown, eyes hazel, mole right cheek and 2 left forearm, small scar over right eyebrow, mole and scar under left breast, 2 scars left . of back, near sighted, some- times wears glasses ; when speaking he occasionally rolls his eyes up and then partly closes them ; dress, dark blue serge suit, black Newmarket overcoat, silk lining, plain bone buttons, black bowler hat, kid boots ( with patent leather golosh), sometimes wears spats. Had in his possession the following Bank of England notes:—(£ 10) Nos. K- 54 58976 to 58980, (£ 5) D- 12 44751 to 44766, D- 9 54308 to 54312, which he is disposing of at various post offices in the Provinces. He also has a cheque book on Barclay & Co., Limited, and one on London & County Bank, Balham Branch. Sentenced at Central Criminal Court 19th November, 1894, to 4 years penal servi- tude for forgery. Licensed 22nd January, 1898 U 578. Also wanted on a warrant by Metropolitan Police for failing to report. Information to Supt. Harrington, Witham.
