All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SOOTLAND YARD, LONDON, S. W. % Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be talien upon them by another force. S Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of ios. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. J. Every anmmncement, if for the apprehension of a person, must be guaranteed by the signature of an officer of nut less rank than Superintendent; and, if the name of such person • is reauired to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ATIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than iwon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 8.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of adver- tisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regulations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) That the name and address of the printer appear thereon. ( 32 and 83 Vic., cap. 24, sec. 2.) 2. No expression must be used in such an adver- tisement, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the oflender being brought to trial, or without enquiry. Attention is specially directed to clause ( d), par. 1, as Police Notices are constantly being received by the Metropolitan Police without the printer's name and address, and they are consequently not distributed. NOTE.— There are 181 Stations of the Metropolitan Police Force at which Notices can be posted. SPECIAL NOTICE. THE FREE PORTRAIT FRAUD. The " Tanquerey" circular, mentioned in the POLICE GAZETTE of the 28th ult., is now being issued by F. SCHNEIDER, 39, Rue de Constantinople, Paris. Schneider may be merely an alias of Tan querey's, but in any case the business is identical. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— A Division.— For obtaining £ 12 by a forged telegram — HERBERT ENGLISH, age 28 to 30, height 5 ft. 6 or 7 in., complexion fresh, hair dark brown; wearing dark clothing, black hard felt hat with eyelets at sides. Appearance of a valet; native of Great Yarmouth. Belongs to the Army Reserve. Warrant issued. 2.— C Division.— For stealing, 14th inst., by confidence trick, 4 £ 10 Bank of England notes, Nos- 57250, 62671 to 62673; 8 £ 5 ditto, Nos. 16678 to 16680, 44451 to 44455, dated 20th June, 1898 ; 1 large keyless hunting watch, with months, days, quarters of the moon and stars on dial, strikes hours, minutes, quarters, " D. H. M." on outside case, jewelled 14 rubies, glass dome over works, and a heavy small link chain, gold and platinum links al- ternatively— C. THOMPSON, age 30, height 5 ft. 6 in., complexion fair, full round face, hair light brown; dress, dark grey suit, hard felt hat. Dr. POWERS, age 40, height 5ft. 7 in., square shoulders, complexion sallow, spotted face, rather long, large nose, hair and heavy moustache black, eyes dark and piercing ; dress, black suit, long drab paddock coat. FITZGERALD, age 40 to 50, height 5 ft. 6 in., complexion fresh, large head, hair ( long) brown, thin reddish moustache; dress, dark clothes, long drab coat, silk hat. Not to be arrested out of the United Kingdom. 3.— E Division.— For stealing a piano organ, small size, " Pessaresi & Sons, Warner Street, No. 8," painted on front, view of buildings and mirror on upper part of sides— BILL MOORE, age 27, height 5 ft. 2 in., complexion dark, hair dark brown, eyes brown ; dress, light grey tweed coat, dark trousers, black hard felt hat. A native of London. Warrant issued. 4.— G Division— For embezzling £ 27 18s. 8d., 20th August last— FRED FITZGERALD, age 35 to 88, height 5 ft. 10 in., stout build, complexion fair, hair brown, small scar on forehead; dressed usually in light clothes, black hard felt hat. A commercial traveller in the oil and colour trade; native of Haverhill, Suffolk. Is well known at seaside towns. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 5.— For larceny ( servant) — WILLIAM HAM- MOND, late of Hazlemere Villa, Ruskin Avenue, Manor Park, E., age about 34, height 5 ft. 6 or 7 in., complexion pale, hair, whiskers and moustache light, eyes blue, wearing dark overcoat, and high silk hat with mourning band. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. BEDFORDSHIRE. 6.— Bedford ( Borough). — For stealing, 5th inst., a grey overcoat, nearly new, black velvet collar, usual pockets, " Wulff, London," supposed on tab, pair of brown leather gloves in pocket— A man, who gave the name of HARRIS, age about 33, height 5 ft. 6 or 7 in., complexion, eyes and short side- whiskers dark, thin face; dress, black morning coat, dark trousers, black tie, black bowler hat; of good address and plausible manner. He obtained lodgings by stating he was employed on the Midland Railway. Supposed a card sharper and race- course thief. 7.— Bedford ( Borough).— For stealing, 4th inst., a bicycle ( recovered)— E. B. F. PRICE, alias GARD, & c., age 21, height 5 ft. 8 or 9 in., com- plexion pale, high forehead, large Roman rose, hair black, clean shaved ; dress, dark morning coat, brown fancy check vest, dark trousers, white fine straw hat fancy Scotch plaid band, white tie, lace boots, wears a clipped light false moustache with wig to match. Has been an actor. Obtains lodgings by falsely re- presenting himself as an agent in advance for a theatrical company. Warrant issued. Information to Chief Constable Thody, Bedford. 8. — Luton ( Borough). — For stealing £ 105 16s. lid.— ALFRED TOYER, a sub- post- master, age 43, height 5 ft. 6 or 7 in., complexion fresh, hair and moustache light brown, eyes blue; dress, light brown dust coat, grey tweed trousers, black tie, black hard felt hat, lace boots. Was seen on 21st ult. in the neighbourhood of West Kensing- ton, London. Warrant issued. Information to Chief Constable Teale, Luton. CHESHIRE. 10.— Egremont ( County).— For obtaining £ 25 by false pretences— WILLIAM SERSON, age about 43, height 5 ft. in., stout build, complexion fresh, hair and moustache sandy, limps slightly ; dress, grey suit, brown overcoat, brown soft felt hat, low shoes, of theatrical appearance. Warrant issued. Information to Chief Supt. Hindley, Egremont. 11.— Runcorn ( County).— For fraud— MARY HAZLEHURST ( supposed false), age about 30, height 5 ft. 1 or 2 in., complexion sallow, hair dark brown, upper teeth missing; dress, black skirt, brown figured cape, black and white blouse, white belt, black sailor hat ( with wide brim). She repre- sented that she had rented a house, which she instructed a painter to paper, paint, & c. Warrant issued. Information to Supt. Okell, Runcorn. CUMBERLAND. 12.— Wigton ( County).— For stealing, 10th inst., a bicycle ( recovered)— A MAN, age 25, height 5 ft. 10 or 11 in., hair dark brown, clean shaved ; dress, dark brown jacket suit, stand- up collar, dark tie, grey cap, lace boots, of good appearance and address. Stated he was about to commence farming. Had in his possession a pneumatic safety bicycle, 85 inch gear, yellow rims; a single- barrel breech- loading rabbit rifle, American make, crack in stock near trigger; a riding bridle and a pair of nickel- plated stirrup irons. He hires a bicycle, which he rides to some place where a person has been advertising for a second- hand bicycle, sells it, and takes the train to where his own bicycle is left and decamps. Sup- posed identical with — Hill, Case No. 6, 28th ult. Information to Supt. Ross, Wigton. DERBYSHIRE. 13.— Gloss op ( Borough).— For stealing, 2nd inst., at Little Padfield, a silver English lever watch, white dial, steel hands, metal albert with pendant, red and green stone setting, attached; 1 lady's gold- plated Geneva watch, Swiss make, gold- coloured dial, steel hands, inner case engraved; 1 prize medal; 2 short metal chains ( 1 with pendant, shape of an old- fashioned water- jug), and 30s.— JOHN THOMAS ANTHONY, age 18 height 5 ft., stiff build, com- plexion and hair dark ; dress, new dark blue double- breasted jacket and vest, dirty white cord trousers, dark blue tie ( red and white stripes), black cap, strong lace boots. A farm labourer; supposed native of Birmingham. May be working as a drover. Warrant issued. Information to Chief Constable Hodgson, Glossop. DEVONSHIRE. 14.— Barnstaple ( County). — For obtaining money by false pretences— JOHN PAKENHAM, age about 45, height about 5 ft. 7 in., complexion fresh, hair and moustache brown ( moustache lighter); dress, brown suit, bowler hat, grey overcoat. Sup- posed a native of Cheltenham. Stated he had just returned from India ( See Case No. 9, 4th inst). Warrant issued. Information to Supt. Hobbs, Barnstaple. 15.— Devonport ( Borough).— For deserting his • wife and child, leaving them chargeable to the Parish of Devonport — SAMUEL CHARLES STOKES, age 46, height 5 ft. 7 or 8 in., complexion dark, full face, hair dark brown, moustache dark, eyes ( lark grey; dress, dark double- breasted jacket and vest, bluish striped trousers, black hard hat. May be employed as painter, ostler or groom. Warrant issued. Information to Head Constable Matters, Devon- port. DORSETSHIRE. 16.— Blandford ( County).— For deserting his" children, leaving them chargeable to the Blandford Union— FREDERICK SAMUEL ADAMS, age 28, height 5 ft. 6 in., complexion, hair, small moustache and eyes dark; dress, blue serge suit, dark peak cap. A blacksmith. Is believed to be in Wales. Warrant issued. Information to Inspector Brown, Blandford. 17.— Sherborne ( County).— For deserting his family, leaving them chargeable to the common fund of the Sherborne Union— GEORGE FREDERICK LOADER, age 43, height 5 ft. ins., hair brown, eyes hazel, crossed flags and crown tattooed right arm, 3 dots left arm. Travels the country with a razor grinder's barrow. Warrant issued. Information to Supt. Simpson, Sherborne. ESSEX. 18.— Clacton- on- Sea( CWf « /).— For embezzle- ment— WILLIAM GODDEN, age about 23, height about 5 ft. 9 in., complexion fair, hair and slight moustache light, half of 2nd right finger deficient. A native of Great Coggeshall, Essex. Warrant issued. Information to Inspector Lennon, Clacton- on- Sea. 19.— Epping ( County).— For obtaining 8s. by false pretences, at Harlow, 12th ult.— a man, sup- posed JOHN CLEMENTS, age about 40, height 5 ft. 9 in., complexion, hair, moustache and eyes dark ; dress, short blue jacket, ( supposed) cord trousers, fireman's cap. A wireworker, carries his tools in a flat rush basket. Warrant issued. Information to Supt. Womack, Epping, or to In- spector Gibbons, Harlow. 20.— Mistley ( County).— For obtaining 5s. by false pretences at Manningtree, 15th ult. SPOONER, alias BRUCE, age about 28, height 5 ft. 8 in., thick set, complexion pale, hair and small moustache dark, walks slowly; dress, black cloth morning coat, black felt hat, lace boots. A journey- man tailor, carried a grey paper parcel with leather strap. Warrant issued. Information to Inspector Burrell, Mistley. 21 .— South end- on- Sea ( County).— For stealing 4 pairs of reins ( recovered)— CHARLES PHILLIPS, age 28, height 5 ft. 6 in., complexion pale, sharp features, hair light brown, clean shaved, eyes blue ; dress, grey coat, black trousers, red, black and yellow striped guernsey, grey cap. A native of London. Stated he had been employed as a colt breaker at Edgware, Herts. Warrant issued. 22.— Southend- on- Sea ( County).— For em- bezzlement— GEORGE GRIFFIN, age 28, height 5 ft. 6 in., complexion fresh, hair, slight moustache and eyes dark; dress, dark grey mixture suit and cap. A milkman ; native of Reading; is well known at Uxbridge, Fulham and Hillingdon, where he has been employed at dairies. Warrant issued. Information to Supt. Simmonds, Southend- on- Sea. 23.— Witham ( County).— For forging a cheque for £ 133— HAROLD STORRE MARKHAM, alias RYDER and GRESHAM, age 30 to 35, height 5 ft. 11 in. or 6 ft., complexion fresh, hair ( rather thin on top), slight moustache and eyes dark, near sighted, sometimes wears glasses ; when speaking he occasion- ally rolls his eyes up and then partly closes them ; dress, dark blue serge suit, black Newmarket over- coat, silk lining, plain bone buttons, black bowler hat, kid boots ( with patent leather golosh), some- times wears spats. Warrant issued. Information to Supt. Harrington, Witham. GLOUCESTERSHIRE. 24. — Chipping Campden ( County).— For malicious damage to machinery at Moreton- in- Marsh— a man, who gave the name of J. THOMAS, age about 55, height 5 ft. 10 in., complexion fresh, hair ( turning grey), full beard, moustache and eyes grey. An engine fitter; supposed a native of Bir- mingham ; stated he had worked at Clee Hill and Stourbridge. Had in his possession a large black wooden box and tool bag. Warrant issued. Information to Supt. Phelps, Chipping Campden. HAMPSHIRE. 25.— Alder shot ( Cownty).— For absconding, 29th ult., with workhouse clothing, viz., a dark brown cord suit, stamped " Hartley Wintney Union " on lining; 1 soft billycock hat; 1 white shirt, No. 41; 1 blue check neckerchief, No. 41; 1 pair blue socks, " Infirmary " stamped thereon, and a pair of cotton braces— WILLIAM BROWN, age 67, height about 5 ft. 9 in., complexion and eyes dark, hair grey, arms tattooed, limps. A bricklayer's labourer. May seek admission at casual wards. Warrant issued. 26.— Aldershot ( County).— For forging a pro- missory note for £ 65— JOHN BORLASE KEMP- THORNE, late lieutenant and riding master of the 12th Lancers, age 34, height 6 ft. Of in., very stout build, weight 16| stones, complexion fresh, full face, rather weak knees. He left for London on 2nd inst., and may endeavour to leave the country. Warrant issued. Information to Supt. Hawkins, Aldershot. 27.— Alton ( County).— For housebreaking, at Headley— A MAN, age about 25, height 5 ft. 5 in., complexion fresh, pock marked, very broad nose, hair and moustache dark brown, eyes grey; dress, dark cutaway coat, dark vest, dirty brown trousers, cloth cap. A tramping bricklayer ; frequents casual wards and common lodging houses. The following property, supposed stolen, has been traced to his possession ;— 1 black frieze jacket, " The Tourist" on tab, usual pockets, 1 ditto vest, with collar ; 1 black diagonal ditto, and trousers; 1 black frieze overcoat, velvet collar, usual pockets, plaid lining ; 1 old tweed over- coat, usual pockets, black sateen lining; 2 under- vests, natural wool, medium size ; 1 blue check shirt. James, Alton. 28.— Bournemouth ( County).— For larceny— FREDERICK COCKEL, alias GOLDING, age about 20, height 5 ft. 5 or 6 in., complexion pale, thin features, hair brown, clean shaved, Annah, Klondyke, woman, Australia, star and dots tattooed on arms ; dress, blue suit and cap, turn- down collar, small black bow tie; a native of London— SARAH COCKEL, alias ANN GOLDING, age about 21, height 5 ft. 5 or 6 in., complexion pale, thin features, hair black, eyes dark, dots tattooed on arms, ad- vanced in pregnancy ; dress, grey skirt pink or blue blouse, imitation sealskin cape. Foster, Bournemouth. 29.— Kingsclere ( County).— For failing to sur- render to his Dail at Hants Quarter Sessions, 18th ult., charged with indecent assault on a girl, age 13 — HENRY WILKINS, age 60, height 5 ft. 11 in., slight build, complexion fresh, hair ( turning grey) light brown, eyes grey, burn mark right instep ; dress, when last seen, dark clothes and hard felt hat. A farm bailiff; native of Malmesbury, Wilts. Warrant issued. Information to Supt. Daniels, Kingsclere. 30. — Portsmouth ( Borough).— For stealing, 31st ult., a lady's silver Geneva watch, " Sophia Veare " scratched inside case— EDWARD CLARE, age 28, height 5 ft. 9 ins., hair and moustache light; dress, black jacket and vest, grey trousers, small blue tie. A reservist of the Army Medical Corps. Warrant issued. 31.— Portsmouth ( Borough).— For embezzling £ 5, 28th March last— JOHN' DAVID STRIDE, age 45 to 50, height 5 ft. 4 or 5 in., hair brown, straggling beard and moustache, impediment in speech, swinging gait; dress, when he absconded in June last, dark overcoat, brown jacket and vest, dark trousers, black hard hat. A carpenter and joiner. Warrant issued. Information to the Chief Constable, Detective Department, Town Hall, Portsmouth. 32.— Southampton ( Borough)— For non- pay- ment of fine and costs, amounting to £ 5 16s. 6d.— WILLIAM EDWARD DYER, age 36, height 5 ft. 9 or 10 in., complexion sallow, hair dark brown, slight moustache light; dress, shabby dark blue suit, coat double- breasted, trousers short, black and white check tie, black hard felt hat, lace boots ; a dock labourer; supposed native of Templecombe. Absconded 29th ult. Warrant issued. 33.— Southampton ( Borouah).— For obtaining £ 1 15s. by false pretences— WILLIAM BOND, age about 40, height 5 ft. 9 or 10 in., complexion fair, hair ( cut short) light brown, slight moustache light; dress, black coat and vest, dark trousers with light stripe, brown cap, brown shoes. He attends places of worship and represents that he is in bad circum- stances ; on lodging being found for him he gets money from the landlady on the pretence that he has obtained a situation as waiter, and then absconds. May be found at Soldiers' Institutes, Church Army Homes, & c. Warrant issued. Information to the Chief Constable, Southampton. HERTFORDSHIRE. Hemel Hempstead ( County).— For ob- taining food and lodgings by false pretences— WAL- TER KING, age 49, height 5 ft. 11 in., complexion fresh, hair and moustache ( turning grey) dark, eyes hazel, large nose ; dress, brown mixture coat and vest, old police uniform trousers, brown cap, dust coat. A tramping harness maker, sells laces, & c., and has a pedlar's certificate granted at Maidstone. Warrant issued. Information to Supt. Frogley, Hemel Hempstead. TUESDAY, NOVEMBER 18, 1898. METROPOLITAN POLICE DISTRICT. 85.— J Division.— Woodcut portrait and de- scription of Supervisee JOHN HARRISON, alias JOHN HOBBS and GEORGE CARTER, Office No. 2490- 97, whose apprehension is sought for shooting at police, 7tli inst., at Dalston, when resisting ap- prehension for failing to report, age 34, height 5 ft 7J in., complexion fresh, hair dark brown ( turning grey) » eyes blue, scar both forearms, right of neck, right of back and left cheek, dot right forearm, mole right of back. A bicycle maker ; native of Homerton, London. Has been several times convicted of burg- lary and housebreaking, and was sentenced at Leicester, 7th January, 1891, to 5 years penal servi- tude and 5 years police supervision for warehouse- breaking. Liberated on 2nd licence 24th August, 1897. R 2. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. HERTFORDSHIRE. 86.— Hemel Hempstead [ County). — For leaving his children chargeable to the Berkhampstead Union— PETER MATTHEWS, age 30, height 5 ft. 4 or 5 in., slight build, complexion fair, hair light, clean shaved, eyes blue, walks badly. A butler; native of Dagnall, Bucks. Photograph may be seen on application. Warrant issued. Information to Supt. A ship's fireman ; native of Hartford, U. S. A. He called at a provision merchants, representing to be the captain or one of the crew of a vessel that had just arrived in harbour, ordered a quantity of pro- visions and obtained money, stating that he had not yet taken his wages.
