All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should he addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SOOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen art icle. 8. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of n't less rank than Superintendent; and, if the name of such person is reauired to be inserted and iw wa rrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ATIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of rwt less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. SPECIAL NOTICE. The amount of stolen property at present " circu- lated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very considerably. It has been decided, therefore, to discontinue the " circulation " in Informations and Pawnbrokers'Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Constables are re- quested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circulation" of the particulars they contain is not desired. SPECIAL NOTICE. MITCHELL'S BLACKMAILING LETTERS. Enquiry has elicited that the blackmailing letters purporting to have come from Charles J. Mitchell, of Trafalgar Buildings, Northumberland Avenue, were in reality the work of a gang of swindlers who operated from addresses within the jurisdiction of the City of London Police, who now hold warrants for the arrest of the conspirators. The whole of the correspondence received by the Metropolitan Police has been handed over to the City Police, and all further communications relating to this matter should be addressed to " The Commissioner of Police of the City of London, Old Jewry, E. ESSEX. 12.— Clacton- on- Sea ( County).— For embezzle- ment— WILLIAM GODDEN, age about 23, height about 5 ft. 9 in., complexion fair, hair and slight moustache light, half of 2nd right finger deficient. Information to Inspector Lennon, Clacton- on- Sea. 13.— Epping ( County).— For obtaining 8s. by false pretences, at Harlow, 12th ult.— a man, sup- posed JOHN CLEMENTS, age about 40, height 5 ft. 9 in., complexion, hair, moustache and eyes dark; dress, short blue jacket, ( supposed) cord trousers, fireman's cap. A wireworker, carries his tools in a flat rush basket. Warrant issued. Information to Supt. SPOONER, alias BRUCE, age about 28, height 5 ft. 8 in., thick set, complexion pale, hair and small moustache dark, walks slowly; dress, black cloth morning coat, black felt hat, lace boots. A journey- man tailor, carried a grey paper parcel with leather strap. Warrant issued. Information to Inspector Burrell, Mistley. 15.— Southend- on- Sea ( County).— For em- bezzlement— GEORGE GRIFFIN, age 28, height 5 ft. 6 in., complexion fresh, hair, slight moustache and eyes dark; dress, dark grey mixture suit and cap. A milkman ; native of Reading; is well known at Uxbridge, Fulham and Hillingdon, where he has been employed at dairies. Warrant issued. Information to Supt. An engine fitter; supposed a native of Bir- mingham ; stated he had worked at Clee Hill and Stourbridge. Had in his possession a large black wooden box and tool bag. Warrant issued. He attends places of worship and represents that he is in bad circum- stances ; on lodging being found for him he gets money from the landlady on the pretence that he has obtained a situation as waiter, and then absconds. HERTFORDSHIRE. 24.— Watford ( County).— For stealing a large sum of money— THOMAS HIGGINS, age 22, height 5 ft. 6 in., complexion very fresh, hair and eyes dark; dress ( usually), blue suit, black hard felt hat, light dust coat, sometimes wears a long light colour mackintosh with cape. HUNTINGDONSHIRE. 25.— Norman Cross ( County).— For stealing two sheep, 23rd ult., at Woodstone — ROBERT WOOLLEY, age about 43, height 5 ft. 8 or 9 ins., complexion fresh, hair light brown; dress, thin drab coat, cord trousers, black hat, heavy boots. ISLE OF WIGHT. 26.— Ryde ( Borough).— For shopbreaking, be- tween 22nd and 24th ult., and stealing about 9s. worth of penny stamps and 3s. half- penny stamps and about £ 2 7s.— GEORGE MUMFORI), age 22, height about 5 ft. 6 in., complexion fresh, hair dark brown, small dark moustache ; dress, blue serge suit and cap. A butcher. ERNEST MUMFORD, age 19, height 5 ft. 5 in., complexion pale, hair light, round shoulders, ; dress, check jacket torn across breast, black trousers, check cap. A labourer. Warrant issued. KENT. 27.— Chatham ( County).— For absconding from his bail— WILLIAM GASCOIGNE, age 27, height 5 ft. 7 in., complexion sallow, hair light brown, eyes blue, a lance- corporal in the band of the Royal Marine Light Infantry ; wearing uniform clothing. LANARKSHIRE. 29.— Glasgow ( City).— For contravention of the Debtors' ( Scotland) Act of 1890— ALEXANDER CROMBIE, age about 40, height 5 ft. 6 or 7 in., complexion swarthy, hair black, moustache and eyes dark; usually wears a black suit and silk hat. A factor and merchant; native of Dalmellington, Ayr- shire. It is believed he will endeavour to go abroad. Warrant issued. LANCASHIRE. 30.— Chorley ( County).— For stealing, 27th ult., at Coppull, a pair of blue pilot cloth trousers, raised seams, nearly new; 1 blue knitted jersey, " H. M. S. Victory " on breast— A MAN, age about 37, height 5 ft. 7 or 8 in., complexion, hair and moustache dark, lame left foot; dress, dark overcoat, pepper and salt trousers ( all much worn), old boots. Norris, Chorley. 31.— Chorley ( County).— Supervisee ELIZA- BETH WILSON, Office No. 2520- 96 ( Case 16, 6th August, 1897), not now wanted. 32.— Hurst ( County).— For larceny— ALFRED HEATON, age 28, height 5 ft. 2 in., complexion fresh, hair dark brown, slight moustache brown, eyes blue, large scar left thumb, small lump back of right hand, right leg shorter than left, limps ; dress, dark coat and vest, grey trousers, black hard felt hat. Ormerod, Kirkham. 34.— Leigh ( County).— For stealing, 24th ult., a lady's silver watch, double cases, hour hand missing, dial cracked, silver chain, ball at ends and in centre, with tassel attached, and £ 1— EDWARD HAWES, age about 22, height 5 ft. 2 or 3 in., complexion fresh, full face, hair light brown, clean shaved ; dress, black worsted suit, brown cap, blue muffler, lace boots. ( without boots), com- plexion fresh, hair dark brown, slight moustache dark, eyes grey, mole left upper arm, 3 on stomach, scar back left forearm, right of forehead, under right nipple, coal mark left palm ; dress, dark brown cloth jacket and vest, light cloth trousers, light grey peak cap, strong lace boots. A fitter, native of Newtown, Montgomeryshire. May be found travelling the country and sleeping in outbuildings. Has been previously convicted. Liberated from Shrewsbury prison 20th ult. Lewis, Oswestry. 36.— Wellington ( County).— For embezzlement on lfith September last at Newport— FRANK VICKERS NEEDHAM, age 44, height 5 ft. 4 in., complexion pale, hair and moustache brown, turning grey, eyes grey, has lost all his teeth except four; dress, dark cloth suit, slate coloured overcoat, flat top black hard felt hat. A clerk and dispenser. Has friends in London, Hull and Bridlington. May assume the name of Roberts. Warrant issued. Not to be arrested out of the United Kingdom. Information to Chief Supt. Edwards, Wellington. 37.— Whitchurch ( County).— For embezzling £ 12 16s.— CHARLES WEL^ S, age 29, height 5 ft. 9 or 10 in., slight build, complexion dark sallow, clean shaved, stoops and turns his toes outwards; dress, black coat and vest, grey trousers with dark stripe, black hard felt hat, light lace boots, also had a mackintosh and a dress suit, late a county court bailiff.
