All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOE OF THE POLICE GAZETTE, NEW SOOTLAND YARD, LONDON, S. W. 5. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must, be clearly stated. 6, Portraits of persons whose apprehension is sought for serums offeiwes, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen art icle. S. Every a very announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of n'it less rank than Superintendent; and, if the name of such person is reauired to be inserted and no warrant is in force against h im, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ATIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehensum or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than neon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost, or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. SPECIAL NOTICE. PRISONERS UNDER REMAND. ^° The aid of the Metropolitan Police is frequently sought by other Police Forces to make inquiries respecting the antecedents of prisoners under remand, and such inquiries often result in identifying accused persons as being old offenders. But, in many cases, the time allowed for such inquiries is so brief that effect cannot be given to the request for information, or that it can be complied with only in a perfunctory manner, and at great inconvenience. The Editor would therefore suggest, in the interest of the Provincial Police Forces, that four dear days, at least, should be allowed in cases of the kind, to complete the inquiries asked for. SPECIAL NOTICE. THE SPANISH SWINDLE. The following letter appeared in " The Times and other London newspapers on the 15th ult. It is now inserted here, as the criminals who carry on this fraud are still actively at work :— Sir,— The Commissioner of Police has warned the public from time to time, through your columns, against " the Spanish Swindle," as it is called. But, judging by the number of complaints and inquiries now reaching this Department from various parts of the United Kingdom, it would seem that the mis creants who live by this fraud are unusually active at present, and that their victims in this country are as numerous as ever. The newspapers, therefore, and especially the Provincial papers, would render a timely service by once again calling public attention to the subject. There is generally a prisoner immured in a Spanish gaol, sometimes an orphan daughter to be provided for, but always a large amount of money or treasure, either buried somewhere in this country, or impounded somewhere in Spain ; the bait by which the authors of the swindle attract their dupes is the offer of half of this treasure in return for some help or service pleaded for. When their feelings of cupidity and pity have been thoroughly excited a most plausible appeal is made for money. And then, after an in- terval, the victims write to the police. This has been going on for some twenty years at least, and how much longer I cannot say. I am, Sir, your obedient servant, R. ANDERSON. New Scotland Yard, S. W., Sept. 14. APPREHENSIONS SOUGHT. Warrant issued. 2.— C Division.— For stealing ( bailee) a quan- tity of jewellery— PAUL GODCHAUX, supposed a Frenchman, age 25, height 5 ft. 6 in., complexion sallow, long face, hair black, clean shaved, slightly hesitating in manner, of Jewish appearance; dress, black frock coat and vest, striped trousers, silk hat. Warrant issued. Not to be arrested out of the United Kingdom. 8.— N Division.— For stealing ( bailee) a pony and harness— HENRY HANS, alias COKEY, age 19, height 5 ft. 2 or 8 in., complexion fresh, hair brown, eyes grey, abscess scar on left lower jaw ; dress, dark coat and vest, light trousers, light cloth peak cap. Warrant issued. 4.— N Division— For stealing a quantity of fur- niture— CHARLOTTE RUGG, age 28 to 30, height 5 ft. 5 in., complexion and hair dark, eyes grey. A prostitute; native of Kenton, Devonshire. Is known at Chelmsford, where she was employed as a barmaid. Warrant issued. 5.— p Division.— For stealing £ 1 16s. 7* d.— ALFRED CRANE ARCH, age 33, height 5 ft. 5£ in., complexion fair, hair and moustache ( turning grey) and eyes brown, slightly bow- legged; dress, blue serge suit, brown hard felt hat. An ex- soldier and ' bus conductor. Native of Ely. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 6.— For obtaining cycles by fraud— HENRY R. MOORE, late of 130, Milk wood Road, Loughborough Junction, S. W., age 50, height 5 ft. 9 in., com- plexion fresh, hair and moustache brown ( turning grey) ; dress, dark serge jacket, silk hat. An agent; native of Liverpool. Warrant issued. Information to Supt. BEDFORDSHIRE. 7.— Bedford ( County).— For obtaining ifood and lodging by false pretences, 18th inst.— ALBERT , age about 24, height 5 ft. 5 or 6 in., stout build, round shoulders, complexion fair, hair and slight moustache light brown, eyes grey ; dress, black jacket and vest, light brown mixture trousers, grey cap, brown shoes. Stated he was employed on the Midland Railway. Warrant issued. 8.— Bedford ( County).— For stealing £ 3, 23rd ult.— JACOB HALL, age 23, height 5 ft. 5 or 6 in., complexion fresh, full round face, hair ( curl on fore- head) dark brown, clean shaved; dress, dark cloth jacket and vest, dark grey trousers with light stripe,, hard felt hat, light lace boots. A native of Arlesey. May endeavour to go to America. Warrant issued. Information to Supt. Quenby, Bedford. 9.— Bedford ( Borough).— For obtaining, 4th inst., by false pretences, a double barrelled hammer- less 12- bore gun, with non- automatic safety bolt— A MAN who gave the name of HILL, age about 24, height 5 ft. 10 in., complexion fair, clean shaved, high cheek bones, spoke with Scotch accent; dress., brown rough tweed cycling suit and cap. Represented that he was a farmer. Had in his possession a. Warrior " bicycle, enamel worn off front stay. Warrant issued. T H E POLICE GAZETTE. TUESDAY, NOVEMBER 2 1 . 1898. 10.— Bedford ( Borough).— For stealing, 13th August last, a diamond frame safety bicycle, enamel- led black, usual parts plated, celluloid mud- guard on front wheel, handle bars bent forward, Dunlop tyros, Westwood rims, block chain, odd pedals ( one rubber and one rat- trap), " Shelton & Son, Walsall," on saddle, no brake— JAMES BENNETT, age about 28, height 5 ft. 6 or 7 in., complexion fresh, hair ( inclined to curl) light brown, abscess scar left side of neck, burn scars back of both hands and between fingers; dress, when last seen, dark grey morning coat, black trousers and vest, blue cotton shirt, small black and white check silk neckerchief, midshipman's cap with a red, white and blue badge on front, lace boots. A conjurer, had with him a tortoise shell guinea pig, 3 bamboo canes, 6 or 7 rings, table knife, & c. May be found performing at public houses, markets, & c. Warrant issued. Information to Chief Constable Thody, Bedford. BERKSHIRE. 11.— Newbury ( Coxinty).— For obtaining money by false pretences— a man, who gave the name of Major J. CHALMERS HETHERINGTON, age about 50, height about 5 ft. 7 in., complexion florid, hair grey, moustache ( turning grey) light, prominent eyes; dress, blue suit, black hard felt hat, brown boots, carried a walking s( ick. He represented him- self to be a forage agent for the Army Service Corps. Warrant issued. Information to the Chief Constable of Berkshire, or to Supt. Robotham, Newbury. BRECONSHIRE. 12.— Crickhowell ( County).— For deserting his wife and family, leaving them chargeable to the Hay Union— JOHN BO WEN, age 34, height 5 ft. 9 in., complexion fresh, hair brown, eyes hazel, abscess scars under left jaw. A horsebreaker. Stays at common lodging houses. May be found horsebreak- ing or driving a horse and cart. May be accompanied by a woman, age 28 to 30, height 5 ft. 1 or 2 in., scar on left cheek. Warrant issued. 13.— Crickhowell ( County).— For deserting his wife and family, leaving them chargeable to the Crickhowell Union— WILLIAM JONES, age 55, height 5 ft. in., complexion fresh, hair and full whiskers dark brown ( turning grey), eyes hazel. A shoemaker ; native of Ross, Herefordshire. May be employed as a farm labourer. Stated he was going to North Wales. Warrant issued. 14.— Crickhoweil ( County).— For absconding from Llangattock Union with clothing— RICHARD PRITCHARD, age 37, height 5 ft. 4 or 5 in., slight build, complexion pale, hair, moustache and eyes dark, short neck, hunch back, coal marks on face. A collier. May be found singing in public houses. Well known in Glamorganshire. Recently seen at Blaenavon. Warrant issued. Information to Supt. Winterson, Crickhowell. CARNARVONSHIRE. 15.— Conway ( County).— For deserting his wife — OWEN THOMAS, age 44, height 5 ft. 7 in., slight build, complexion fresh, hair brown, heavy moustache light, prominent eyes, tattoo marks on left hand, deep voiee. A native of Gwynfynydd, Dolgelly. May be employed by an omnibus or tram company. Warrant issued. Information to Supt. Rees, Conway. CHESHIRE. 16.— Birkenhead ( County).— For stealing, 10th inst., at Lower Bebington, a bay filly ( recovered)— JOSEPH HAMBLETT, age 22 or 23, height about 5 ft., slight build, complexion dark or swarthy, hair and moustache dark brown; dress, light three- quarter dust coat, black jacket and vest, light striped trousers, dark tie, light tweed peak cap, lace boots. A painter; supposed a native of Liverpool. Warrant issued. Information to Supt. Bowyer, County Hall, Birkenhead. 17.— Middlewich ( County).— For obtaining, by false pretences, a new " Ormonde" Road Racer bicycle, gear 84, enamelled black, rat trap pedals, " Palmer " tyres, bright tangent spokes, dent in top bar ( near centre)— SIDNEY SISSONS, age 30, height 5 ft. 9 or 10 in., complexion florid, hair ( long and frizzed) and moustache sandy ; dress, brown mixture suit, black hard felt hat, carried a cherry- wood walking stick. Recently employed as a clerk at Manchester ; is an inveterate smoker and fond of billiards ; a native of Morley, near Leeds. Warrant issued. Information to Supt. Large, Middlewich. DENBIGHSHIRE. 18.— Denbigh ( County).— For abandoning his three children at Abergele— JOHN ELLIS, age about 31, height 5 ft. 3 or 4 in., complexion pale, hair light brown, eyes hazel; addicted to drink. Is a notorious poacher, and well known at Bangor, Car- narvon, Conway, Llanrwst, Festiniog and some parts of South Wales. Warrant issued. Information to Supt. Jones, Denbigh. DERBYSHIRE. 19.— Wirksworth ( County).— For rape, 13th ult., at Holloway— GEORGE WALKER, age 19, height 5 ft. 2 in., slight build, complexion pale, hair light, thin features; dress, light grey tweed suit, cloth cap. A native of Scarthin, Matlock Bath, Derbyshire. Warrant issued. Information to Supt. Hollingworth, Wirksworth. DORSETSHIRE. 20.— Shaftesbury ( County). — For obtaining money by false pretences— JOHN A. PAKENHAM, age about 45, height about 5 ft. 7 in., complexion fresh, hair brown, moustache light; dress, dark or brown suit, bowler hat, wearing a diamond pin and a gold watch chain. Stated he was the son of the late Captain Pakenham, of Cheltenham, and that he had recently returned from India, where he had been managing a tea plantation. Warrant issued. Information to Inspector Dennett, Shaftesbury. DUMFRIESSHIRE. 21.— Dumfries ( County).— For embezzlement— WILLIAM JOHNSTONE, age 34, height 5 ft. 10 in., well built, complexion sallow, hair brown, clean shaved, eyes dark; dress, greyish tweed suit with red stripes forming large squares, and cap. A native of Langholm, Dumfriesshire. Warrant issued. Not to be arrested out of the United Kingdom. Information to the County Chief Constable, Dum- fries. FLINTSHIRE. £ 2 REWARD. 22.— Holywell ( County).— For deserting his wife and family— ROBERT WILSON, age 28, height about 5 ft. 5 in., complexion sallow, hair ( curly and turning grey) light, eyes blue, dimple in one cheek, one nostril enlarged. A cooper ; native of Holywell. Plays a cornet and side drum. Warrant issued. The above reward will be paid by the Guardians of the Holywell Union for such information as will lead to the arrest of Wilson. Information to Deputy Chief Constable Hughes, Holywell. GLOUCESTERSHIRE. 23.— Cheltenham ( County).— For obtaining a quantity of tapestry, & c., by fraud— ALEXANDER STEWART, alias STUART, age 49, height 5 ft. 5i in., complexion fresh, thin features, hair brown, beard and moustache light brown ( turning grey), end of right thumb deformed, speaks with Scotch accent; dress, light covert coat, dark jacket, light grey trousers, blue shirt, black bowler hat. An upholsterer. Stated he was a native of Edinburgh. Stays and works at common lodging houses. Warrant issued. Information to Supt. Hopkins, Cheltenham. HAMPSHIRE. 24.— Alton ( County).— For embezzling £ 1 5s.— JAMES CHURCH, age 40, height 5 ft. 5 in., com- plexion dark, hair, small side whiskers and eyes dark brown. A groom; native of Newbury, Berks. Ab- sconded 13th ult. Warrant issued. Information to Supt. Tames, Alton. 25.— Bournemouth ( County).— For embezzling £ 109 8s. 7d.— GEORGE WILLIAM BEVAN, age about 35, height 5 ft. 7 or 8 in., complexion dark, hair, whiskers and moustache dark brown, eyes dark, rathor broad face, high cheek bones, is near sighted and wears spectacles ; dress, light tweed Norfolk suit and cap, or dark suit. A coal merchant's clerk. Native of Bournemouth. Warrant issued. Information to Supt. Foster, Bournemouth. 26 . Fareham ( County).— For embezzlement— FREDERICK RICHARDS, age about 45, height 5 ft. 4 in., slight build, complexion sallow, hair ( turning grey), moustache and short beard black, eyes dark ; dress, snuff colour covert coat, dark trousers, straw hat. Has been employed as an agent for the Singer Manufacturing Company. Warrant issued. 27.— Fareham ( County).— For obtaining: money by false pretences— CAPTAIN DOUGLAS FRASER, alias GEORGE ARMSTRONG, CAPTAIN H. R. DAWSON, & c., age 54, height 5 ft. 9J in., complexion sunburnt, hair ( bald on top) light brown, moustache ginger, eyes brown, irregular scar right of nose, " D" on left ribs, small blue anchor back of left hand; dress, blue serge suit, black hard felt hat, brown canvas shoes, carried a walking stick with round knob handle. An actor; native of Kildare. He represented himself as forage master of the 2nd Dragoon Guards. Sentenced, 14th June, 1897, at Worcester, to 12 months imprisonment for stealing jewellery. Warrant issued. 28.— Fareham ( County).— For obtaining money by false pretences— WALTER ANDREWS, age 33, height 5 ft. 4 in., complexion dark, thin face, hair dark brown, moustache dark, eyes grey, ballet girl tattooed right forearm, crucifix and female left fore- arm, man back of right hand, female back of left hand ; dress, brown mixture suit, light tie ( all shabby), or light jacket, dark fancy vest with light spots, new light cord trousers, cap. A labourer ; native of Fare- ham. May seek employment at brickfields. Warrant issued. Information to Supt. Hack, Fareham. 29.— Portsmouth ( Borough).— For stealing a glazier's diamond ( recovered)— HARRY FRAN- SHAM, age 30, height 5 ft. 8 in., hair auburn, slight moustache; dress, black lounge coat and vest, black mixture tweed trousers, white straw hat black band, button boots. A picture frame maker. Information to the Chief Constable, Town Hall, Portsmouth. 30.— Southampton ( Borough).— For stealing £ 22 Is. 3d.— JOSEPH GEORGE GARDNER or JAMES JOSEPH GARDNER, age about 38 ( looks older), height 5 ft. 7 or 8 in., broad shonlders, in- clined to be stout, complexion pale, full round face, hair ( bald on top) and slight side whiskers dark brown, dimple on chin and both cheeks ; dress, blue serge jacket, black vest and trousers, black hard felt hat. A clerk ; has been temporarily employed by the Southampton Corporation. Had in his posses- sion a small black handbag ( much worn) containing receipts of the Southampton Corporation Baths. Is travelling the country representing that he is a master of an industrial school and is in pursuit of a boy who has absconded. Was last heard of at Cambridge, which place he left on 9th inst. Previously con- victed of larceny at Newport Pagnell, on 11th October, and at Berkhampstead on 1st November, 1893, and of forgery, at Dorchester Assizes, 29th October, 1894, and sentenced to 21 days, 1 month and 15 calendar months imprisonment respectively. 31.— Southampton ( Borouqh).— For stealing a violin ( recovered)— ROBERT JOHNSON, age 35 to 40, height 5 ft. 9 or 10 in., complexion fair, hair and heavy moustache dark brown; dress, shabby pepper and salt colour suit, turn- down collar. A bass violin or clarionet player; supposed a native of Christchurch, Hants. Has served as bandsman in the 1st V. B. Liverpool Regiment. Had in his possession an " A. B." discharge from ss. " Umbria," dated 12th April, 1898, Liverpool. May seek employ- ment as bandsman, or may be found playing at public- houses. Warrant issued. Information to the Chief Constable, Southampton.
