All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OK THE POLICE GAZETTE, NEW SOOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by a/ iwther force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6, Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property urill be inserted at a cost of 15*. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. (. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is reauired to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. AnTiouncements for the Friday issue should be forwarded so as to be received not later than • noon on Wednesday, and for the Tuesday edition not later than Saturday morning. ' They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post, Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON. Editor. SPECIAL NOTICE. PRISONERS UNDER REMAND. The aid of the Metropolitan Police is frequently sought by other Police Forces to make inquiries respecting the antecedents of prisoners under remand, and such inquiries often result in identifying accused persons as being old offenders. But, in many cases, the time allowed for such inquiries is so brief that effect cannot be given to the request for information, or that it can be complied with only in a perfunctory manner, and at great inconvenience. The Editor would therefore suggest, in the interest of the Provincial Police Forces, that four clear / lays, at least, should be allowed in cases of the kind, to complete the inquiries asked for. CITY OF LONDON. 2.— For falsification of accounts— HENRY J. WILLIS, age 50 ( looks younger), height 5ft. 4 or 5 in., complexion ruddy, hair ( parted in centre) and slight moustache light, has a habit of biting his finger nails which are very short; dress, dark clothes, turn- down collar, sailor- knot tie, scarf _ pin, pearl surrounded with diamonds, usually wears a silk hat. Quenby, Bedford. 5.— Bedford ( Borough).— For obtaining, 4th inst., by false pretences, a double barrelled hammer- less 12- bore gun, with non- automatic safety bolt— A MAN who gave the name of - HILL, age about 24, height 5 ft. 10 in., complexion fair, clean shaved, high cheek bones, spoke with Scotch accent; dress, brown rough tweed cycling suit and cap. Represented that he was a farmer. Had in his possession a " Warrior " bicycle, enamel worn off front stay. Warrant issued. 6.— Bedford ( Borough).— For stealing, 13th August last, a diamond frame safety bicycle, enamel- led black, usual parts plated, celluloid mud- guard on front wheel, handle bars bent forward, Dunlop tyres, Westwood rims, block chain, odd pedals ( one rubber and one rat- trap), " Shelton & Son, Walsall," on saddle, no brake— JAMES BENNETT, age about 28, height 5 ft. 6 or 7 in., complexion fresh, hair ( inclined to curl) light brown, abscess sear left side of neck, burn scars back of both hands and between fingers; dress, when last seen, dark grey morning coat, black trousers and vest, blue cotton shirt, small black and white check silk neckerchief, midshipman's cap with a red, white and blue badge on front, lace boots. A conjurer, had with him a tortoise shell guinea pig, 3 bamboo canes, 6 or 7 rings, table knife, & c. May be found performing at public houses, markets, & c. Warrant issued. Information to Chief Constable Thody, Bedford. BERKSHIRE. 7.— Newbury ( County).— For obtaining money by false pretences— a man, who gave the name of Major J. CHALMERS HETHERINGTON, age about 50, height about 5 ft. 7 in., complexion florid, hair grey, moustache ( turning grey) light, prominent eyes; dress, blue suit, black hard felt hat, brown boots, carried a walking stick. He represented him- self to be a forage agent for the Army Service Corps. Warrant issued. Information to the Chief Constable of Berkshire, or to Supt. Robotham, Newbury. 8. — Wokingham ( County). — For obtaining, 19th ult., 5s. Id. by false pretences ROBINSON, age 35 to 40, height 5 ft. 9 or 10 in., complexion dark, hair brown, moustache sandy, eyes grey, nose deformed, speaks with German accent; dress, slate coloured tweed suit, blue and white spotted tie, black hard hat, lace boots. Stated he was an advance agent for Julian's Circus, for whom he ordered forage, & c. Warrant issued. Information to Supt. Molsher, Wokingham. BRECONSHIRE. 9.— Crickhowell ( Coutity).— For absconding from Llangattock Union with clothing— RICHARD PRITCHARD, age 37, height 5 ft. 4 or 5 in., slight build, complexion pale, hair, moustache and eyes dark, short neck, hunch back, coal marks on face. A collier. May be found singing in public houses. Well known in Glamorganshire. Recently seen at Blaenavon. Warrant issued. Information to Supt. Winterson, Crickhowell. ESSEX. 12.— S0Uthend- 0Il- f* ea ( County).— For steal- ing, 20th ult., at Leigh- on- Sea, 1 brown leather purse, ball fastening; 1 gold albert chain; 1 silver Geneva watch ; 1 metal watch ; 1 15- carat gold scarf pin, paste diamond in centre, gold knobs round edge ; 1 pair silver- gilt sleeve links ; 1 set silver- gilt studs ; 1 small deal jewellery box ; 1 old silver coin with hole therein; 1 silver locket; 1 gold oval- shaped locket ( chased), containing dark hair, glass broken, with large gold ring ( grooved edge) attached, and £ 3— THOMAS BEAR, alias TOM TAYLOR, age about 24, height 5 ft. 6 in., well built, complexion fresh, full face, hair light, clean shaved, eyes grey, sword piercing flesh about f of an inch, showing point, tattooed on both arms ; dress, black double- breasted jacket and vest, lavender coloured trousers with black stripes, black hard felt hat. A ship builder's labourer; native of Poplar. Is believed to be a naval deserter. Warrant issued. £ 5 REWARD. 13.— Southend- on- Sea ( County).— For steal- ing, 21st ult., a dark bay cob mare, 8 years, 14£ hands, off fore fetlock white, short mane and tail, may have few hairs rubbed off knees ; a set of black leather harness, brass mounts, " F. S." on blinkers, plain snaffle bit, brown leather reins, traces stitched to harness ; and a 4- wheel dog cart, body painted black, wheels and shafts ( bent) painted red, picked out black, " Brigton, Brighton," on wheel caps, con- taining 2 dark brown plaid woollen knee rugs, 2 cocoa foot mats, and whip, white handle, all in good condition— A MAN, age about 23, height about 5 ft. 4 in., well built, complexion dark, hair dark brown, moustache ( slight), and eyes dark ; dress, black jacket suit, black hard felt hat, white collar, black tie. Warrant issued. The above reward will be paid by Messrs. C. & G. Holmes, Jobmasters, Royal Mews, Southend- on- Sea, to any person or persons giving such information as will lead to the recovery of the mare, & c., and apprehension and conviction of the thief. GLOUCESTERSHIRE. 14.— Cheltenham ( County).— For obtaining a quantity of tapestry, & c., by fraud— ALEXANDER STEWART, alias STUART, age 49, height 5 ft. in., complexion fresh, thin features, hair brown, beard and moustache light brown ( turning grey), end of right thumb deformed, speaks with Scotch accent; dress, light covert coat, dark jacket, light grey trousers, blue shirt, black bowler hat. An upholsterer. Stated he was a native of Edinburgh. Stays and works at common lodging houses. Warrant issued. Information to Supt. Hopkins, Cheltenham. 15. — Staplehill ( County).— For an indecent assault on a male person at Shirehampton— HUGH HOLMES GORE, age 35 to 40, height 5 ft. 7 or 8 in., complexion sallow, hair light, eyes grey, usually wears a light plaid suit, cricket shirt and cap. A native of Bristol. Warrant issued. Information to Supt. Matthews, Staplehill, near Bristol. HAMPSHIRE. 16.— Bournemouth ( County).— For embezzling £ 109 8s. 7d.— GEORGE WILLIAM BEVAN, age about 35, height 5 ft. 7 or 8 in., complexion dark, hair, whiskers and moustache dark brown, eyes dark, rather broad face, high cheek bones, is near sighted and wears spectacles ; dress, light tweed Norfolk suit and cap, or dark suit. A coal merchant's clerk. Native of Bournemouth. Warrant issued. Information to Supt. Foster, Bournemouth. 17.— Fareham ( County).— For embezzlement— FREDERICK RICHARDS, age about 45, height 5 ft. 4 in., slight build, complexion sallow, hair ( turning grey), moustache and short beard black, eyes dark ; dress, snuff colour covert coat, dark trousers, straw hat. Has been employed as an agent for the Singer Manufacturing Company. Warrant issued. 18.— Fareham ( County).— For obtaining money by false pretences— A man, giving the name CAP- TAIN DOUGLAS FRASER, age 35 to 40, height 5 ft. 8 or 9 in., complexion sunburnt, hair ( slightly bald) and moustache ginger, eyes blue, tattooed on right forearm, speaks with foreign accent; dress, blue serge suit, black hard felt hat, brown canvas shoes, carried a walking stick with round knob handle. Ho represented himself as forage master of the 2nd Dragoon Guards. Supposed identical with man described in Case No. 10, 7th inst. Warrant issued. 19.— Fareham ( County).— For obtaining money by false pretences— WALTER ANDREWS, age 33, height 5 ft. 4 in., complexion dark, thin face, hail dark brown, moustache dark, eyes grey, ballet girl tattooed right forearm, crucifix and female left fore- arm, man back of right hand, female back of left hand ; dress, brown mixture suit, light tie ( all shabby), or light jacket, dark fancy vest with light spots, new light cord trousers, cap. A labourer ; native of Fare- ham. May seek employment at brickfields. Warrant issued. Information to Supt. Hack, Fareham. 20.— Portsmouth ( Borough).— For stealing a glazier's diamond ( recovered)— HARRY FRAN- SHAM, age 30, height 5 ft. 8 in., hair auburn, slight moustache ; dress, black lounge coat and vest, black mixture tweed trousers, white straw hat black band, button boots. A picture frame maker. Information to the Chief Constable, Town Hall, Portsmouth. 21.— Southampton ( Borouqh).— For stealing a violin ( recovered)— ROBERT JOHNSON, age 35 to 40, height 5 ft. 9 or 10 in., complexion fair, hair and heavy moustache dark brown; dress, shabby pepper and salt colour suit, turn- down collar. A bass violin or clarionet player ; supposed a native of Christchurch, Hants. Has served as bandsman in the 1st V. B. Liverpool Regiment. Had in his possession an " A. B." discharge from ss. " Umbria," dated 12th April, 1898, Liverpool. May seek employ- ment as bandsman, or may be found playing at public- houses. Warrant issued. Information to the Chief Constable, Southampton. HEREFORDSHIRE. 22.— Ledbury ( County).— For stealing, 13th ult., at Tarrington, a coat and vest ( recovered).— A MAN, age 20, height 5 ft. 7 in., slight build, com- plexion fair, hair and slight moustache light, eyes ( crossed) blue, wore a bandage on one leg; dress, light grey jacket and vest, dark cloth trousers, militia shirt, brown cap, low shoes, all much worn. A Scotchman; stated he had been travelling with a circus, and that he was kicked by a horse, and had been in hospital. May be found with gipsy or brush vans. Information to Supt. Phillips, Ledbury. HERTFORDSHIRE. 23.— Hertford ( County).— For rape, 18th ult., at Digswell— JOHN SHADBOLT, age 18, height 5 ft. 4£ in., complexion dark, hair and eyes dark brown, ruptured, scar left wrist. A native of Tewin. Warrant issued. Information to Supt. Parish, Hertford. 24.— Watford County).— For stealing a bicycle ( recovered)— A MAN, age 30 to 35, height 5 ft. 6 or 7 in., complexion fair, hair and moustache light; dress, dark grey tail coat suit, hard felt hat. Warrant issued. 25.— Watford ( Coun ty) — For deserting their wives and families— HARRY STEWARD, age 30 to 35, height 5 ft. 9 in., complexion fresh, hair brown, moustache sandy, stoops ; dressed as a navvy. A native of Watford. GEORGE WEBBER, age 35, height 5 ft. 7 in., complexion fresh, hair dark brown, heavy moustache brown, small features, prominent teeth ; dress, brown jacket, old cord trousers, brown cap. ISLE OF WIGHT. 26.— Newport ( County).— For stealing, 3rd inst., a Royal Allard road racer bicycle, No. 5222, en- amelled light green, Dunlop- Welch tyres in. smooth, handle bar slightly dropped, felt handles, rat- trap pedals with toe clips, silver- plated spokes, pneumatic brake on back wheel, Salisbury's little champion lamp— THOMAS BROWN, age 22, height 5 ft. 6 or 7 in., complexion fresh, hair and slight moustache dark brown, eyes dark; dress, black coat and vest, pepper and salt colour trousers, black tie, round felt hat, wore imitation gold oval- shape cuff links with imitation diamond in centre. A baker. May enlist. Warrant issued. Information to Chief Inspector Ayres, Newport. KENT. 27.— Sandwich ( County).— For stealing money from offertory boxes— JOSEPH TEBBUTT, age about 36, height 5 ft. 6 or 7 in., slight build, com plexion dark, hair dark brown, curly, bald in front, moustache dark brown, deep forehead, eyes blue; dress, black jacket and vest, dark tweed trousers, high collar, dark tie, light skull cap. Warrant issued. Information to Supt. Chaney, Sandwich. 28.— Dover ( Borough).— For embezzlement— CHARLES STANTON,' age about 40, height 5 ft. 11 ins., complexion fresh, hair and moustache dark may be growing a beard, speaks with slight American accent; dress, dark serge suit, and cap with Ameri- can flag in front, carries a waterproof with cape. Has been a schoolmaster, but recently travelled for a pre- served meat firm. A native of Leicester. Warrant issued. Information to Supt. Sanders, Dover. 29.— Folkestone ( Borough).— For failing to surrender to his bail at Folkestone Quarter Sessions, 10th inst., charged with larceny— TOM ROSTRON HEWART, age 20, height 5 ft. 4f in., complexion fresh, hair dark brown, eyes grey, blue dot between thumb and first finger of left hand, speaks with Lan- cashire accent. A reporter, native of Bury. Warrant issued. Information to Supt. Taylor, Folkestone. 30.— Gravesend ( Borough).— For embezzling about £ 20, 23rd ult. — FRANK SHIRLEY, age about 30, height 5 ft. 6 in., slight build, complexion fan-, sharp features, slight brown moustache ; dress, dark clothes, hard felt hat, high collar. He answered an advertisement which appeared in a daily paper, and, when interviewed, produced testimonials ( sup- posed bogus). After remaining in situation about 4 days, decamped. Warrant issued. LANCASHIRE. 31.— Liverpool ( City).— For failing to report— Licence holder GEORGE HOWELL, alias GLYNN, MYERS and MAPLETON, Office No. 2174- 98, age 32, height 5 ft. 10 in., complexion fresh, hair brown, eyes light blue, small mole front and back of neck, large nose which has been broken and inclines to left, right elbow has been broken, sailor on tub with flag left forearm. Sentenced at Worcester Sessions, 15th October, 1894, to 5 years penal servitude for fraud. Licensed 23rd July, 1898. U 483. 32.— Liverpool ( City).— For failing to report- Licence holder RICHARD McCAULEY, alias Mc- AULEY, Office No. 1760- 98, age 25, height 5 ft. 7 in., complexion fresh, hair brown, eyes blue, scar left eyebrow, both little fingers contracted, 2 crosses, pierced heart and 2 dots left forearm, R. M. back of right forearm, cross between right thumb and finger. Sentenced at Liverpool Assizes, 9th March, 1896, to 3 years penal servitude for wounding. Licensed 18th June, 1898. W 115. Information to the Head Constable, Detective Department, Liverpool. 33. — Accrington ( Borough). — For stealing, 24th ult., a mare ( recovered)— CHARLES HAR- GREAVES, age 42, height 5 ft. 8 in., complexion fresh, thin face, hair light brown, long light moustache, long sharp nose; dress, dark brown shooting coat suit, trousers tight fitting from knees, black billycock hat, white muffler. A stableman ; native of Burnley. Well known at livery stables at Blackburn, Burnley, Chorlej, Darwen, Lancaster, Morcambe, Blackpool and Southport. Warrant issued. Information to Chief Constable Beattie, Accrington. 34.— Rochdale ( Borough).— For stealing, be- tween 28th and 31st August last, an overcoat ( re- covered)— WILLIAM BENTLEY, age about 30, height about 5 ft. 7 in., complexion fresh, hair brown, moustache sandy, supposed boil mark on one cheek; dress, dark jacket and vest, dark brown trousers, bowler hat, lace boots. A weaver; native of Todmorden, Yorkshire. Has been recently employed as a farm labourer. Information to Chief Constable Barry, Rochdale. FRIDAY, SEPTEMBER 30, 1898. A bank accountant; native of Paisley. SOMERSETSHIRE. 42.— Weston- super- Mare [ County). — For obtaining, by false pretences, 12 silver spoons, marked " S. F." and 6 " S.
