XV., No. 1532 REGULATIONS 3 All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SOOTLAND YARD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them bg another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4, In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6, Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15*. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. 6. livery anrvmncement, if for the apprehension of a person, must be guaranteed by the signature of an officer of n < t less rank than Superintendent; and, if the name of such person is reouired to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not lest rani than Inspector, or analogous thereto. 8. Amwuncements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received net later than rnon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotlaiul Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. SPECIAL NOTICE. The amount of stolen property at present " circu- lated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very considerably. It has been decided, therefore, to discontinue the " circulation " in Informations and Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Constables are re- quested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circulation " of the particulars they contain is not desired. The Metropolitan Police and the Essex Con- stabulary have received numerous complaints con- cerning EDWARD HALSALL SEAGER, of Rose House, Little Waltham, near Chelmsford, whose method of doing business appears to be flagrantly dishonest. He obtains possession of articles adver- tised for sale or exchange in the " Bazaar and Mart," and similar papers, but fails to pay for them, and presumably disposes of them for whatever they will fetch. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1— Criminal Investigation Department. — For murder and robbery at Ghent, Belgium, 19th July last— HENRI DE JONG, alias EIRHARD, BERHARD, WASHINGTON, OEERMAN GOL- DONS KRAUS, & c., a Dutchman, age 37, height 5 ft. 7 in., complexion pale, hair dark brown ( may be dyed), eyes light grey, ears pierced, small warts on face, under right eye and near right ear, slightly bow- legged, inclines his head to the right when talking; dress, usually dark grey or black suit. Warrant issued. 2.— Criminal Investigation Department. For stealing, 16th ult., £ 280 ( confidence trick)— C. F. McANALLY, alias C. F. O'CONNELL, age about 35, height 5 ft. 8 or 9 in., complexion very dark, hair and moustache black, eyes dark, nose rather prominent and inclined to red, smart appear- ance ; dress, black frock coat and vest, dark trousers, high silk hat. Supposed a native of Australia. May be found at some seaside resort. Concerned with James Osborne, Case No. 37, 12th ult. 3.— E Division— For obtaining £ 300 by false pretences— WILLIAM LOVELL HURT, age 40, height 5 ft. 7 in., very stout build, complexion florid, full face, hair and heavy moustache dark, eyes grey, nose broken and inclined to right, walks stiffly with right leg; wearing black frock coat and vest, high hat. BERKSHIRE. 5.— Maidenhead ( County).— For stealing, 11th ult., at Bray, a silver keyless crystal watch, " Rogers, No. 4317 " ; 1 18- carat gold albert, close curb pattern, a silver sovereign case attached— A MAN, age about 30, height 5 ft. 8 or 9 in., com- plexion dark, hair dark brown, eyes brown, mole near right eye and left jaw, scar right knee, large scar right calf; dress, black long morning coat, blue cloth vest, dark Irish frieze trousers, blue shirt, black tie, dark grey cap, brown boots. Dorrell, Maidenhead. 6.— Wokingham ( County).— For indecently assaulting a girl, age 9, at Binfield, 27th ult.— GEORGE WESTERN, age 41 or 42, height 5 ft. 8 or 9 in., complexion fresh, hair dark brown, whiskers and moustache ginger ; dress, old black pilot jacket, cord trousers, light felt summer hat or navvy cap. A native of Reading. Has served in the army. A labourer, may be found working at brickyards. Warrant issued. Information to Supt. Molsher, Wokingham. 7.— Windsor ( Borough). — For stealing, 8th ult., a " Humber " bicycle, flat frame, black enamel, chipped, up- turned handles, 28 in. wheels, Dunlop- Welcli tyre front, new Beeston on back wheel, rubber pedals TERRY, age 23, height 5 ft. 8 or 9 in., slight build, complexion fair, hair light, eyes ( full) brown, teeth prominent and discoloured, nose slightly crooked, long neck, of good appearance and address; dress, light tweed suit, white straw hat with black band or cap. Warrant issued. 8.— Windsor ( Borough).— For ieaving his wife and family chargeable to the Poor Law Union— HERBERT LUCK, age 53, height 5 ft. 8 in., complexion fair, hair ( turning grey) brown, eyes grey, long thin nose, high forehead, birthmark ( similar to a slice of bacon) on one leg; dress, dark navy blue jacket, black vest ( with coloured spots), coarse black serge trousers, black hard felt hat, light lace boots. BUCKINGHAMSHIRE. 9.— Fennv Stratford ( County).— For unlaw- fully withdrawing himself from duty as a police constable, 13th ult. — ALFRED H. D. DORSETSHIRE. 11— Weymouth ( Borough).— For stealing, 27th inst., at Red Barracks, a silver watch ( recovered), a grey tweed jacket suit and cap to match, 1 pair flannel trousers with dark stripes, 1 pair new red braces, 1 pair of livery boots ( minus tops)— THOMAS JOHNSTON, age about 19, height about 5 ft. in., complexion fresh, hair ginger or auburn, slight moustache light, eyes grey, scar back of left wrist, woman and snake left forearm, slovenly walk; when last seen was wearing the stolen clothes. A groom; belongs to the Royal Artillery, from which he is an absentee. Information to Chief Constable Eacock, Weymouth. ESSEX. 12.— Southend- OIl- Sea ( County).— For steal- ing £ 40— ALICE HANCE, alias ELIZABETH GUIVER, age 20, height 5 ft. 6 or 7 in., complexion fair, hair light, eyes blue; dress, green skirt and blouse, white straw hat with black band. A domestic servant; native of Stepney, London. Absconded 26th ult. Warrant issued. Information to Supt. Simmonds, Southend- on- Sea FLINTSHIRE. 13.— Mold { County).— For obtaining £ 13 10s. by a worthless cheque— H. TOPHAM, age about 37, height 5 ft. 6 in., complexion fresh, hair and mou- stache dark brown ; dress, brown jacket and vest, black and white plaid trousers, brown cap, lace boots. Has been employed as an insurance agent. Warrant issued. Information to Supt. Davies, Mold. GLAMORGANSHIRE. 14.— Merthyr Tydvil ( County).— For failing to report— Licence holder HENRY WILLIAMS, alias HARRY COBLER, Office No. 2073- 98, age 22, height 5 ft. 2 in., complexion sallow, hair brown, eyes dark grey. A collier, native of Merthyr; scar 3rd right finger, each knee, each ankle and right instep, crown, dagger, star, LILY on left, head and bust of male with E. C. under and head and bust of female with H. W. under on right forearm, anchor back of right, T back of left hand, TYDVIL, bracelet and LILY back of left wrist, star between left thumb and finger. Sentenced at Cardiff Assizes, 13th November, 1895, to 3 years penal servitude for larceny. Licenced 19th July, 1898. V. 360. Information to Supt. Thorney, Merthyr Tydvil. GLOUCESTERSHIRE. 15.— Staplehill ( County).— For stealing tools ( recovered) and a dark overcoat, plaid lining, blue cotton jacket, white soft hat and light cap — WILLIAM THOMPSON, age 38 to 40, height 5 ft. 7 or 8 in., complexion, hair and slight moustache dark, stammers ; dress, blue cotton jacket, corduroy vest, dirty moleskin trousers, stolen cap. A navvy. Warrant issued. Information to Supt. Matthews, Staplehill. 16.— Stroud ( County).— For stealing from his lodgings at Avening— a lady's silver Geneva watch, chased back, white dial, with wreath of forget- me- nots ; 1 gold signet ring, with initials " H. A. D." ; 1 pair brown stockings ; 1 pair brown kid gloves; 1 black hair brush, with mirror at back; 1 black bone comb, " West End " stamped thereon ; 1 small white comb; 1 cherrywood walking stick, silver ferrule and cap on end of crook, initials " H. K." thereon, and £ 2 10s. — CECIL ASHER, alias HAROLD CONNAH, age 17, height 5 ft. 7 or 8 in., complexion pale, hair light brown, eyes blue, cut scar right side of upper lip, walks erect; dress, brown mixture suit, turn down collar and front, blue tie ( with red stripes), grey cloth cap ( paint stains thereon), brown lace boots. A clerk. Native of Rhyl, Flintshire. 17 — Stroud ( County)— For obtaining, 27th July, £ 3 8s. by false pretences ( marking- ink fraud)— T. W. COLLINS ( supposed false), age about 45, height 5 ft. 8 or 9 in., complexion sallow ( bloated), hair, beard and moustache sandy; dress, grey suit, black hard hat. Had with him a brown horse and a dog- cart containing tin boxes. Supposed identical with H. Barker, Case No. 4, 4th February last. Warrant issued. Information to Supt. Harrison, Stroud. HAMPSHIRE. 18.— Southampton ( Borough).— For stealing £ 22 Is. 3d.— JOSEPH GEORGE GARDNER, age about 38, height 5 ft. 7 or 8 in., broad shoulders, inclined to be stout, complexion pale, full round face, hair ( bald on top) and slight side whiskers dark brown, dimple on chin and cheeks ; dress, blue serge jacket, black vest and trousers, straw hat. A clerk ; has been temporarily employed by the Southampton Corporation. Was formerly a school- master at Wimborne. Had in his possession a small black handbag ( much worn), containing receipts of the Southampton Corporation Baths. Supposed previously convicted. Information to the Chief Constable, Southampton. KENT. 19.— Sandgate ( County).— For stealing, 15th ult., at Shorncliffe Camp, 1 old fashioned gold watch, plain open dial, no outer case, small plate over keyhole, long link gold chain with gold pencil case and seal with arms and white stone attached by double gold rings ; 2 pink pearl studs, mounted in gold ; 1 gold safety pin with white pearl in front, in brown case; 1 metal watch; 1 pair light tweed trousers and a brown Gladstone bag— JAMES WITHINGTON, a driver of the Royal Artillery, from which he is a deserter, age about 25, height 5 ft. 3 in., complexion fair, hair black, eyes brown, scar back of head and back of left hand. Supposed wearing light suit and cap. A butcher. Information to Supt. Waghorn, Sandgate. 20.— Maidstone ( Borough).— For stealing a bicycle ( recovered)— W. HOLT, age about 26, height about 5 ft. 5 in., complexion dark; dress, brown jacket, dark trousers, black felt hat. A coach builder's labourer. Left on 6th ult., accompanied by his wife, who is very deaf. Warrant issued. Information to Chief Constable Mackintosh, Maidstone. LANCASHIRE. 21.— Chorley ( County).— For failing to report— Licence holder WILLIAM THOMAS CALDER- BANK, Office No. 3092- 96, age 40, height 5 ft. 4$ in., complexion sallow, hair brown, eyes grey, scar left of forehead, back left wrist and right of forehead, bridge of nose broken and scarred, miners' marks right elbow, burn scar back left forearm, 2nd left finger amputated below first joint. A collier, native of Wigan. Sentenced at Liverpool Assizes 7th March, 1891, to 7 years penal servitude ( and remanet of former sentence) for larceny. Licenced 12th October, 1896. M R 245. Norris, Chorley. 22.— Leigh ( County).— For stealing, between 8th and 29th ult., 2 silver cups ( recovered) ; 1 silver communion bottle, 4 in. high, embossed on handle, spout and neck— A MAN, age 45 to 50, height 5 ft. 9 or 10 in., complexion, hair and whiskers ( thin) dark, blind left eye, pupil of which projects; dress, old brown coat, Cardigan jacket, white slop, white moleskin vest, cord trousers, sand shoes. He dis- posed of the cups at Bolton, and was accompanied by a man, age about 45, height 5 ft. 5 or 6 in., wearing old light clothing. Information to Supt. Higginbotham, Leigh. 23.— Blackpool ( Borough).— For obtaining by false pretences £ 1,000, on 20th ult.— JAMES HOPE PARKINSON, age 17, height 5 ft. 7 or 8 in., well built, complexion pale, thick hair parted in centre, prominent nose, wide nostrils, speaks rapidly, of good address; dress, black morning coat and vest, dark trousers, red bow tie, hard hat, may be wearing black ring scarf " J. Winpenny, Hosier, Blackpool," on back. Had with him a new brown Gladstone bag. A bank clerk ; native of Fleetwood. May represent himself as Victor Montaldi, of Forest Hall, New- castle- on- Tyne, or Rupert Vernon. May be accom- panied by a youth, age 18, height 5 ft. 7 in., slight build, complexion fair, hair brown, inclines to left when walking and turns his toes inwards, sharp features, impediment in speech, wears an eyeglass; dress, black jacket and vest, light brown knickers, plaid cap, dark tie. Warrant issued. Information to Chief Constable Derham, Blackpool. LEICESTERSHIRE. 24.— Leicester ( Borough).— For obtaining £ 10 by a worthless cheque— E. LEONARD CLEAVER, age 45, height 5 ft. 9 in., stout build, complexion fair, full beard ( clipped short), walks erect; dress, when last seen, slate- colour frock coat and vest, dark trousers, silk hat, button boots. Attends race meetings. Warrant issued. 25. — Leicester ( Borough).— For stealing, 13th ult., a watch ( recovered) and a gold chain, 3 chains with two hearts in centre, single chain at ends locket and scissors attached— A MAN, age about 40, height about 5 ft. 6 in., hair light, long moustache ( sandy), star tattooed on back of left hand, ring second finger, wreath of flowers both forearms ; dress, dark mottled jacket and vest, navy blue trousers, white neckerchief, hard felt hat, lace boots. Stated he was employed at the goods shed of the Midland Railway Company. Information to Chief Constable Lumley, Leicester. NORFOLK. 26.— Holt ( County). — For stealing a donkey ( recovered) — JOHN WILSON, age 35, height 5 ft. 7 in., complexion very dark, hair and whiskers ( about 3 weeks' growth) dark, eyes brown ; dress, dark brown coat, cord trousers, grey hat, light boots, A native of Upton, Norfolk. Warrant issued. Information to Inspector Willmott, Holt. NORTHAMPTONSHIRE. 27.— Oundle ( County).— For stealing a 3- pint wood bottle— SAMUEL MEADOWS, age 45 to 50, height 5 ft. 9 or 10 in., complexion fresh, hair and whiskers dark brown, tinged with grey; dress, dark coat and trousers, dark peak cap, white muffler. A tramping harvester, carries a bundle in a red handkerchief. Warrant issued. Information to Supt. Phenix, Oundle. SOMERSETSHIRE. £ 1 REWARD. 28.— Frome ( County).— For deserting his wife and family, leaving them chargeable to the Common Fund of ' Frome Union— FRANCIS COX, age 37, height 5 ft. 8 in., slight build, complexion pale, hair and eyes brown; walks quickly, a basket maker, native of London. Warrant issued. The above reward will be paid by the Guardians of the Frome Union to any person giving such informa- tion as will lead to the arrest of Cox. Information to Supt. Rawlings, Frome. STAFFORDSHIRE. 29.— Stone ( County).— For obtaining food and lodgings by false pretences, 23rd ult.— WILLIAM ARTHUR JACKSON ( supposed false), age 30, height 5 ft. 7 in., complexion, hair, beard and mou- stache dark, slightly bald on forehead, eyes hazel, slightly bow- legged ; dress, dark mixture tweed suit, brown tweed cap, turn- down collar, grey tie, carried a cherry- wood walking stick straight handle and a pair of field glasses. He stated that he be- longed to the Royal Engineers, that he wanted lodgings for his master and himself and that they were going to survey the district. Warrant issued. Information to Supt. Bishop, Stone. SURREY. 30-— Chertsey ( County).— For deserting his wife and family, leaving them chargeable to the Chertsey Union— GEORGE ROSE, alias DICKER, age 32, height 5 ft. 9f in., stout build, complexion dark, round face, hair brown, moustache dark brown, eyes grey. A labourer. May be found on sewerage works, & c. Warrant issued. Information to Supt. Hackman, Chertsey. SUSSEX ( EAST). 31-— Brighton ( Borough).— For embezzlement — DANIEL OUGHTON, age about 36, height 5 ft. 6 or 7 in., stout build, complexion fair, hair light, mou- stache ginger ; dress, grey diagonal cloth suit, white straw hat. He is known as an expert and dangerous shooting burglar. Warrant issued. 34.— P Division— Woodcut portrait and descrip- tion of Expiree THOMAS BARROW, alias THOMAS JOHNSON, Office No. 2180- 97 ( See GAZETTE, 1st July last, page 6), whose arrest is sought for house breaking and cheque frauds, age 33 ( looks older), height 5 ft. 10J in. ( without shoes), complexion very dark, eyes ( sunken) hazel, hair black and curly, heavy dark moustache ( which he is in the habit of twisting), can grow a strong beard, small scar left marine insurance brokers. ' May endeavour to leavo the country. Warrant issued; extradition, if necessary, will le demanded. He now has in his possession ( the proceeds of house- breaking) a cheque book issued by the London and County Bank ( Chiswick branch), Nos. 41133 to HI50, which he will doubtless try to pass. He and his wife visit seaside and other provincial towns, take lodgings at a private hotel or louse, their luggage consisting of a brown leather Hadstone bag, which has their initials on side, apposed " T. W. B." They usually tender a worth- ; ss cheque in payment for their lodgings, and receive i balance in cash. They also commit larcenies at j swellers shops when pretending to make a purchase. On 6th February, 1890, he shipped as AB at Birken- head, on ss. Oratava to Valparaiso, South America, and back, and on the same vessel at Tilbury Docks, 6th June, 1890, he shipped as a coal trimmer, de- serted at Williamstown, Australia, 17th Jul}, 1890, and went to Creswick, Victoria, where he remained until April, 1896, when he returned to his relatives at Forest Gate, London, and from April, 1897, until the date of the murde. i he lived at Peckham on the prostitution of the murdered woman. Two days after the murder he is said to have been in Great Grimsby ; on 30th September last at Aldgate, City of London ; and an 9th October last, and 9th inst., at Leytonstone, London. Prior to last conviction he was connected with the " Gipsy Coopers," and visited Kingston, Surrey, Liverpool and Birmingham. Is a native of Slioreditch.
