THE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, AUGUST 19, 1898. VOL. XV., No. 1528 REGULATIONS. A, All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOE OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3 Particulars as to stolen property will be liltewise inserted in one issue, if sufficient to enable the article in question to be thereby identijied. 4, In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15I. per portrait, and of Is. 6d. per photo- graph or sltetch of a stolen article. 8. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of n-> t less rank than Superintendent; and, if the name of such person is reauired to be inserted and no warrant is in force against him, the requisition must he signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force wh ich causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Anturuncements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition m> t later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in adcance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for Vie insertion of the same will be given on application. R. ANDERSON, Editor. SPECIAL NOTICE. The amount of stolen property at present " circu- lated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very considerably. It has been decided, therefore, to discontinue the " circulation " in Informations and Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Constables are re- quested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circulation " of the particulars they contain is not desired. CHESHIRE. 10.— Altrincham ( County).— For fowl stealing at Agden, 27th ult.— Expiree THOMAS GAYTER, Office No. 46858, age 35, height 5 ft. 9f in., com- plexion fresh, hair light brown, eyes grey, cut on top and back of head, burn mark outside and innerside calf of left leg, blue spot between each thumb and forefinger; native of Runcorn ; a canal boatman, and usually on canal between Cheshire and Staffordshire. Is a notorious poacher, and well known at Man- chester, Salford and Old Trafford. Sentenced at Chester, 26th July, 1888, to 8 years penal servitude for wounding 0. 311. GLOUCESTERSHIRE. 15.— Stroud ( County).— For obtaining, 27th ult., £ 3 8s. by false pretences ( marking- ink fraud)— T. W. COLLINS ( supposed false), age about 45, height 5 ft. 8 or 9 in., complexion sallow ( bloated), hair, beard and moustache sandy; dress, grey suit, black hard hat. Had with him a brown horse and a dog- cart containing tin boxes. Supposed identical with H. Barker, Case No. 4, 4th February last. Warrant issued. Information to Supt. Harrison, Stroud. HAMPSHIRE. 16.— Fareham ( County).— For obtaining a situation by a forged character— ALFRE D MAY- NARD, age about 40, height 5 ft. 10 or 11 in., com- plexion dark, rather thin features, hair and side whiskers dark, blinks when speaking; dress, usually, dark jacket, white slop, brown check breeches, brown gaiters, cloth two- peak cap. Hack, Fareham. 17-— Kingsclere ( County).— For stealing a plum coloured velvet skirt, slate coloured lining— ELLEN CRESWICK, age 16, looks older, height about 5 ft., complexion fresh, hair and eyes dark; dress, brown linsey dress, white blouse with blue bow, white straw sailor hat with blue band, buttoned boots; left Newbury by rail 29th ult., supposed for London; carries a black Gladstone bag and a brown paper parcel. Daniels, Kingsclere. 18— Southampton ( Borough).— For stealing an ice cream barrow ( recovered) — JOHANNO VOLENTO, age 28 to 30, height 5 ft. 9 or 10 in., stout build, complexion dark, hair ( curly) and moustache dark brown, bald on top of head, throws his hands about when talking; dress, dirty light check coat and vest, dark trousers, cap. An Italian ice cream vendor. Cannot speak English. Warrant issued. Information to the Chief Constable, Southampton. HEREFORDSHIRE. 19.— Weobly ( County).— For stealing, 13th ult., at Lyonshall— a cashbox containing a £ 5 Bank of England note, several bank stamps thereon, the last being " Lloyd's, Leominster " ; £ 17, and a cheque book on the Birmingham and District Banking Company; and a road racer " Rothwell" safety bicycle, Dunlop pneumatic tyres, tangent spokes, long ball head, part rat- trap and part rubber pedals, No. 12202— HAROLD H. CALLAWAY, age 20, height 5 ft. 5 or 6 in., round features, hair and slight moustache dark, walks erect, speaks with London accent; dress, when last seen, black or dark blue jacket and vest, with cap to match, brown mixture trousers, low shoes; a grocer's assistant. Information to Chief Constable Broadbridge, Rochester. 21.— Folkestone ( Borough).— For stealing, 3rd inst., a blue serge coat and vest, and £ 9 10s.— SAMUEL MARDLE, age 44, height 5 ft. 6 in., stout build, complexion and hair ( turning grey) dark, moustache black, bridge of nose flat, pointed at end, very bow- legged; wearing the stolen coat and vest, blue serge trousers, blue cloth cap, black wrap. A bricklayer's labourer. Warrant issued. 22.— Folkestone ( Borough).— For embezzling £ 4 16s., 4th inst.— ALBERT WHITE, age 22, height 5 ft. 1 or 2 in., complexion fair, freckled and sunburnt, hair light; dress, drab dust coat, new dark tweed trousers with light stripes, light check cap, brown boots. Sen- tenced at Preston Quarter Sessions, 6th January, 1892, to 3 years penal servitude for felony. Licenced 6th April, 1894. S. 5. Information to Supt. Barnett, Burnley. 25.— Liverpool ( City).— For failing to report— Licence holder WALTER EVANS, alias DAVID DAVIES and WILLIAM HALL, Office No. 1984- 98, age 51, height 5 ft. 5£ in., complexion fresh, hair dark, turning grey, eyes grey, scar inner and outer points of left eyebrow, slightly lame left foot from broken leg. Sentenced at Salop Assizes, 5th Feb- ruary, 1887, to 15 years penal servitude and remanet of former sentence for burglary. Liberated on licence 30th June last, which expires 26th November, 1902. x. D. left side. Sentenced at Nottingham, 7th January, 1897, to 12 months hard labour and 2 years police supervision for larceny. Information to the Head Constable, Detective Department, Liverpool. 26.— Manchester ( City).— For obtaining £ 150 by false pretences— ERNEST ARTHUR WAIN- WRIGHT, age 23, height 5 ft. 7 in., complexion dark, clean shaved, pimples on face, well dressed. May be found with actors. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Caminada, Manchester. 27.— Salford ( Borough).— For embezzlement— WILBERFORCE RICHARDS ROTHWELL, age 28, height 5 ft. 9 or 10 in., complexion sallow, hair dark, clean shaved. Of gentlemanly appearance. Was employed as manager of a Cycle Company. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Town Hall, Salford. MONTGOMERYSHIRE. 30.— Welshpool ( County).— For stealing rail- way tickets— JOHN CYNOG JONES, age 22, height 5 ft. 9£ in., complexion fresh, hair dark, eyes grey, wart on left little finger. A native of Towyn. Warrant issued. Information to Supt. Crowden, Welshpool. NORTHAMPTONSHIRE. 31.— Northampton ( Borougli).— For deserting his wife and child, 7th May last— JOHN JAMES SMITH, age 28, height 5 ft. 2 or 3 in., stiff build, complexion fresh, hair and moustache brown, scar on chin, indistinct tattoo marks on left arm, a shoe rivetter. He left on 7th May with Collins's Steam Bicycles and Roundabouts, and may be found travelling with this or some other similar firm. Warrant issued. Information to Chief Constable Mardlin, North- ampton. 32.— Peterborough ( Liberty of)— For obtaining food and lodgings by false pretences— HARRY VERNE HARGREAVES ( supposed false), age 17, height 5 ft. 4 or 5 in., complexion fresh, hair brown, rather prominent teeth, mole back of neck, well educated and of gentlemanly appearance; dress, greyish mixture suit. He writes letters purporting to have been written by his father, stating that board and lodgings are required for a youth, for which £ 14 per month will be paid. Last heard of in London on 13th inst. KENT. 20.— Rochester ( City).— For stealing, 28th ult., 2 18- carat wedding rings; 2 9- carat ditto; 1 blue serge dress; 1 black bodice; 1 black cap; 1 black and white blouse; 1 pair of sheets; 1 pair pillow cases and £ 15— TERESA RAY, age 23 ( looks older), stout build, complexion fresh, eyes ( rather small) grey, wears glasses when reading, front teeth LEICESTERSHIRE. 28.— Leicester ( Borough).— For larceny ( lodg- ings), 26th ult.— a man who gave the name of CYRIL YORK, and stated he was an actor, age 28 to 30, height 5 ft. 9 or 10 in., complexion fair, hair light, eyes blue, clean shaved, full mouth ; dress, black coat and vest, striped flannel tennis trousers, white straw hat with blue band, patent leather shoes; carries a cherry- wood stick with whistle in handle. 29.— Leicester ( Borouqli).— For obtaining £ 10 by a worthless cheque— E, LEONARD CLEAVER, age 45, height 5 It. 9 in., stout build, complexion fair, full beard ( clipped short), walks erect; dress, when last seen, slate- colour frock coat and vest, SOMERSETSHIRE. £ 1 REWARD. 33.— Frome ( County).— For deserting his wife and family, leaving them chargeable to the Common Fund of Frome Union— FRANCIS COX, age 37, height 5 ft. 8 in., slight build, complexion pale, hair and eyes brown ; walks quickly, a basket maker, native of London. Warrant issued. The above reward will be paid by the Guardians of the Frome Union to any person giving such informa- tion as will lead to the arrest of Cox. Information to Supt. Rawlings, Frome. 34.— Bridgwater ( Borough).— For obtaining, 13th ult., by false pretences, a high grade wood rim " Raleigh" bicycle, 28 in. wheels, black tangent spokes, Dunlop Welch tyres, brake and mudguards, gear case, rat trap pedals, cork handles, Brook's B No. 10 saddle, King of the Road lamp, Raleigh trans- fer on front tube and back mudguard, " H. Carver, Cycle Agent, Bridgwater," on top tube— A MAN, age about 21, height about 5 ft. 6 in., complexion fair, hair light brown, clean shaved ; dress, dark brown suit, brown cloth cap, of good address. SUSSEX ( EAST.) 35.— East Grinstead ( County).— For felonious assault, 18th ult.— GEORGE HOLMWOOD, age 18, height 5 ft. 2 or 3 in., complexion sunburnt, hair brown, eyes grey, turns his toes in ; dress, grey mix- ture tweed suit, cloth cap, lace boots. A labourer, native of Forest Row. Warrant issued. 36.— East Grinstead ( County).— For assaulting his wife and ill- treating his child, 9th May— JOHN WILLIS, age 30, height 5 ft. 9 or 10 in., com- plexion fresh, hair dark brown, slight dark mous- tache, eyes grey, cut scar over right eye; dress, grey jacket and vest, brown cord trousers, blue neckerchief with white spots, cloth cap, heavy boots. A low horse dealer, native of St. John's, Sussex. Warrant issued. Information to Supt. Relf, East Grinstead. 37.— Eastbourne ( Borough). — For obtaining food and lodgings by false pretences— J. H. HAM- LIN, age 16 to 18, height 5 ft. 4 or 5 in., slight build, complexion fair, rather round face, hair light; dress, light suit with greenish tint, light shoes. Stays at first- class hotels. Stated he was a lieutenant in the navy, and that a friend was coming on with the luggage. Absconded 15th inst. Warrant issued. Information to Chief Constable Plumb, East bourne.
