All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable act ion to be taken upon them by another force. 3 Particulars as to stolen property will be likeicise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5, Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 1 as. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. 8. Every announcement, if fur the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is ' required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, o> borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number and as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should he forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payment< must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost, or / lersons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON. Editor. NOTICE. 1— The composition of the Friday No. ot the " Police Gazette" will be found arranged for easy reference as follows:— ( a) Regulations at top of first page. ( b) Apprehensions Sought. ( 1). Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 8.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of adver- tisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regulations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) That the name and address of the printer appear thereon. ( 32 and 33 Vic., cap. 24, sec. 2.) 2. No expression must be used in such an adver- tisement, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is specially directed to clause ( rf), par. 1, as Police Notices are constantly being received by the Metropolitan Police without the printer's name and address, and they are consequently not distributed. NOTE.— There are 181 Stations of the Metropolitan Police Force at which Notices can be posted. SPECIAL NOTICE. Numerous complaints have been received by the Metropolitan Police respecting a man named CAB VER, alias R. B. HAYDON, J. V. WOODS, G. S. VANNER, G. WINGFIELD, G. RAWLINSON, J. R. S. WRIGHT, and G. B. LEFTWICH. See Case No. 17, POLICE GAZETTE, 29th April, 1898, wanted on a warrant by Carnarvon police for fraud. His practice is to send circulars, with samples of serge, to dressmakers in small provincial towns, stating that he is opening a Postal Department for the purpose of securing an effective advertisement, for four days only. He offers serge, as per samples, for Is. and Is. 2d. per yard, stating his usual prices are 2s. 6£ d. and 3s. 9£ d. per yard, and requests that Postal Orders may be forwarded ( as cheques will not be accepted), to addresses which are newspaper shops, & c. The receipt of Postal Orders he acknow- ledges by post cards, stating that he will send parcels on in two or three days, which he fails to do. Chief Constables are requested to cause dressmakers to be warned, as far as practicable, and should any of the above circulars be received, it is desired that im- mediate information may be forwarded to the Assistant Commissioner, Criminal Investigation De partment, New Scotland Yard, S. Warrant issued. 3.— J Division.— For stealing a bay cart horse, 16 hands, long mane and tail, both hind fetlocks white, one more than t^ ie other, white face, saddle marks, in good condition, not recovered— FREDE- RICK PEACHEY, C. Warrant issued. 6.— § N Division. — For failing to appear for trial at the Central Criminal Court Sessions, 20th ult., charged with conspiracy and fraud — GEORGE EMMETT, an Exhibition promoter, age 28, height 5 ft. 9 in., complexion sallow, hair and moustache dark brown, eyes ( very full) dark; dress, when last seen, black and white stripe jacket suit. A native of Holloway. Warrant issued. 7-— X Division.— For larceny ( lodger) and for obtaining a concertina by trick — WILFRED WATERMAN, alias W. WALTERS and SIDNEY RANGER, age 23, height 5 ft. 10J in., complexion fresh, hair dark brown, eyes brown ( cast in left), 2 scars back of right forearm, scar right forefinger, mole left side of chest, 5 scars above left knee, 1 below ; dress, black reefer jacket suit, white tie, light check cap. CHESHIRE. 8.— Hazel Grove ( County). — For stealing a Rothwell bicycle, 1895 make, front tyre Dunlop 30 in., back tyre Seddon 28 in., rubber handles HILL, age about 35, height 5 ft. 5 or 6 in., complexion florid, hair ( bald on top) dark, thick neck, forearms tattooed ; dress, blue serge suit, blue collar and front, felt hat. Oldham, Hazel Grove, near Stockport. 9.— Macclesfield ( County).— For sheep steal- ing, 4th inst., at Rainow ( recovered)— WILLIAM, alias HAROLD HILL and WILLIAM GARDENER, age 22, height 5 ft. 10 or 11 in., complexion fresh, round features, hair and eyes dark, left thumb and tip of left first finger deficient! leans forward when walking; dress, black cloth jacket and vest, grey trousers, bow tie, black hard felt hat, lace boots. Carries a tortciseshell carved walking stick. A native of Rainow, near Macclesfield. May seek employment as a tram conductor, or may endeavour to go to Australia. Warrant issued. Information to Supt. DEVONSHIRE. 11.— Totnes ( Counti/).— For inflicting bodily harm— WILLIAM FARWELL INDO, alias TOR- QUAY BILLY, age 45, height 5 ft. 7 or 8 in., hair ( bald on top) dark brown, beard and moustache light brown, turning grey; dress, long dark coat and vest, cord trousers, bowler hat, lace boots; a tramping umbrella mender ; native of Torquay. ( recovered)— FRANK THOMSON, age about 25, height 5 ft. 11 in., slight build, complexion sallow, hair dark brown, slight moustache, good teeth; dress, black morning coat and vest, light trousers, black hard felt hat, wearing eyeglasses, of good address. On disposing of the bicycle he pro- duced a receipt for £ 11 10s., purporting to have been given by " Frank Poyer, Cycle Manufacturer, Chis- wick High Road." Is identical with man, Cases Nos. 12 and 47, 3rd ult. Warrant issued. 13.— Exeter ( City). — For stealing, 16th ult., 1 snake- pattern gold bracelet, diamond eyes; 1 plain wide gold ditto, with branch of tree engraved thereon ; 1 long pattern gold brooch ; 1 cut coral necklace ; 2 sets of gold enamelled studs; 1 large mourning brooch, set in gold, with hair ; 1 old cameo ring, with two heads; 1 oval- pattern gold brooch, with photo- graph inside; 1 lady's gold open face watch, with long gold chain and two large seals attached ( 1 seal with crest, coat of arms and yellow stone, the other white); 2 ornamental gold buckle keeper rings; 1 large gold brooch, set ruby and pearls ; 1 large gold locket; 1 silver chased spectacle case ; 1 lady's small size silver watch; 1 plated sugar stand, gold gilt inside ; several gold studs; 1 pair gold eyeglasses; 1 pair binocular glasses ( black morocco leather); 2 tortoiseshell purses; 1 yellow leather purse, with letter H outside, containing a watch key ; 1 brown leather purse— THOMAS HITCHINS, age 18, height 5 ft. 5 in., complexion fresh, hair brown, rather long face, scar left of head, over right eye- brow, on right shoulder and inside left knee; dress, dark coat and vest, corduroy trousers, dark mixture overcoat, dark cap. A groom and gardener ; native of Northwich. Liberated from Her Majesty's prison, Exeter, on 14th ult., after serving 6 months im- prisonment for felony. Warrant issued. DORSETSHIRE. 14.-— Shaftesbury ( Countxj). — For deserting their wives and families, leaving them chargeable to the Shaftesbury Union — WILLIAM KIMBER, age 35, height 5 ft. 6 in., complexion fresh, hair light brown, long moustache brown, eyes grey; dancing Scotch woman, flags and bracelet tattooed on arms, rings on fingers; a labourer or painter; native of Shaftesbury. Has served in the South Wales Borderers.— CHARLES HARDIMAN, age 32, height 5 ft. 10. n., complexion fresh, hair and heavy moustache brown, eyes grey, 2 rings tattooed left little finger; a plasterer; native of Iwerne Minster. DURHAM. 15-— Houghton- le- Spring ( County). — For perjury, 30th ult.— WILLIAM HALL, age 28, height 5 ft. 5 or 6 in., complexion sallow, hair ( parted in centre) light brown, slight moustache, eyes brown, slightly bow- legged, depression on one shin caused by a broken bone; dress, light tweed or dark jacket suit. JOSEPH BUCKLEY, age 43, height 5 ft. 7 or 8 in., slight build, complexion and hair dark, long drooping moustache, cast in one eye, gruff voice" walks slightly lame; dress, black jacket and vest, light trousers patched at knees, black cap. Miners ; absconded 2nd inst. Warrant issued. Information to Deputy Chief Constable Wilkinson, Houghton- le- Spring. ESSEX. 16.— Mistley ( County). — For obtaining by false pretences, 15th ult., at Manningtree, about 850 postage stamps, mostly foreign, pasted on sheets of paper; and a half- inch screw driver— THOMAS P. HARDY, an Irishman, age 28 to 30, height 5 ft. 7 or 8 in., very red face, hair and moustache dark, eyes grey ; dress, dark cloth jacket and vest, dark grey trousers, light cap, light tie, lace boots. He obtains lodgings at beer houses, representing him- self as a carpenter or engineer employed on works in the neighbourhood, and leaves without paying. Warrant issued. Information to Inspector Burrell, Mistley. 17.— Colchester ( Borough).— For obtaining, by false pretences, 65 ft. of leather belting— JOSEPH ALFRED UNWIN, age about 40, height 5 ft. 9 or 10 in., corpulent, complexion sallow, hair ( turning grey) dark brown, eyes grey, of slovenly appearance ; dress, light suit, black hard hat or cap, may be wearing brown dust overcoat. A native of Coggle- shall. He represents himself as an engineer and obtains, on credit, goods of which he at once disposes. Warrant issued. 18.— Colchester ( Borough).— For obtaining credit to the amount of £ 20 whilst being an undis- charged bankrupt— ALLAN HAZLERIGG, age about 35, height 5 ft. 11 in., complexion fresh, hair dark brown, heavy moustache sandy, eyes blue, of military appearance; dress, grey check Norfolk suit and cap, brown shoes. Warrant issued. Information to the Chief Constable, Colchester. GLAMORGANSHIRE. 19.— Bridgend { County).— For stealing £ 50— WILLIAM HUGH CLATWORTHY, late Sub- Post- master, Porthcawl, age about 27 ( looks older), height 5 ft. 7 or 8 in., complexion fresh, hair brown, whiskers cut short to a point, eyes full and bloodshot, shows signs of heavy drinking, nervous manner and twirls his moustache when spoken to, slovenly gait; dress, when last seen, dark brown jacket and vest, light trousers, lace boots. Absconded 5th inst. Warrant issued. Information to Inspector Thomas, Bridgend. GLOUCESTERSHIRE. 20.— Cheltenham ( County).— For embezzle- ment— HARRY HALE, age 32,' height 5 ft. 7 or 8 in., complexion fresh, hair light brown, moustache sandy, eyes grey; dress, usually, blue serge suit, bowler hat; a carpenter and joiner; belongs to the Army Reserve. Warrant issued. Information to Supt. Hopkins, Cheltenham. HADDINGTONSHIRE. £ 1 REWARO. 21.— Haddington ( Countxj).— For deserting his children— JOHN McKAY, age' 36, height 5 ft. in., complexion fresh, long face, hair light brown, mou- stache light, eyes grey, cut scar on knuckle of left forefinger and web of left thumb, burn scar under chin both sides; dress, blue pilot jacket, brown moleskin trousers, red and white stripe shirt, brown cap, heavy lace boots. A labourer or foreman navvy. The above reward will be paid by Mr. Robert Masterton, Inspector of Poor, Dunbar, for such in- formation as will lead to the arrest of McKay. Warrant issued. Information to Deputy Chief Constable Mann, Haddington. HAMPSHIRE. 22.— Alton ( County).— For stealing 11 £ 5 Bank of England notes, Nos. C 76/ 09932 to 09940, and C 79/ 87743 and 4 ; and £ 45— ARCHIBALD FORD, age about 35, height 5 ft. 10 in., broad shoulders, weight about 14 stones, complexion fresh, hair ( frizzed) dark brown, eyes blue ; dress, grey tweed suit, white collar, red tie, black hard felt hat. Had in his possession 2 leather hand bags. A solicitor's clerk; formerly of Bury, Lancashire. Absconded 7th inst. May endeavour to leave the country. Warrant issued. Information to Supt. James, Alton. 23.— Portsmouth ( Borough). — For stealing £ 15 Os. 94- d.— HENRY FRANCIS VICTOR BER- NARD, age 23, height 5 ft. 6 in., complexion ruddy, hair dark brown, clean shaved, eyes grey, dots back of both hands, anchor and H B left arm ; dress, rough blue coat and vest, light trousers, white straw hat with black band, carried a portmanteau. Late an able seaman of H. M. S. Vernon. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. 24.— Southampton ( Borough).— For stealing 1 ingot of tin and 2 mats ( recovered)— WALTER JAMES PAINTER, age 28 to 30, height 5 ft. 6 or 7 in., complexion fair, hair and small moustache light; dress ( when last seen), black suit, black hard felt hat, carried a coat on his arm. A foreman plumber; has been in the employ of the Union Steamship Company for a number of years. Had in his possession a very old black portmanteau. Absconded 7th inst. Warrant issued. KENT. 25.— Chatham ( County).— For shopbreaking, and stealing 16 black worsted jackets and 8 youths* tweed suits, various colours— TWO MEN : 1st, age about 24, height 5 ft. 6 or 7 in., complexion fair, moustache light, limps ; dress, dark jacket and vest, lavender colour trousers, light plaid cap; 2nd, age about 20, height about 5 ft. 4 in., complexion dark; wearing dark clothes and cap. May be found singing in public houses. Information to Supt. Lacy, Chatham. 26.— Sandgate ( County).— For stealing a watch and chain ( recovered)— JOHN WILLIAM GIBBS, age 21, height 5 ft. 4£ in., complexion sallow, hair black, eyes brown, scar on upper lip; dress, blue serge jacket, cord trousers, grey skull cap. A native of St. Martin's, London. Is a deserter from the Royal Artillery. 27.— Sandgate ( Countxj).— For obtaining £ 3 by a worthless cheque on the London & County Bank— ARTHUR BOWEN, age 40, height 5 ft. 6 in., stoutish build, thick neck, complexion ruddy, full • face, hair and thick moustache brown, one front tooth missing; dress, blue cloth coat and trousers, vest with brass buttons, blue cotton shirt, light tie with pin, red stone in centre, white straw hat, brown boots. Supposed a native of London. Represented himself to be a civil engineer. Warrant issued. Information to Supt. Waghorn, Sandgate. 28.— Margate ( Borough).— For stealing ( bailee) 2 rugs and a quantity of carpet and linoleum— ROBERT AYLETT, age about 50, height 5 ft. 6 or 7 in., face blotched, ginger side whiskers; dress, brown suit ( or black coat and vest), black hard felt hat, red tie. Hawks linoleum, & c., with a horse and cart, hired locally. Warrant issued. Information to Chief Constable Clegg, Margate. KIRKCUDBRIGHTSHIRE. 29.— Kirkcudbright ( Countxj). — For fraud, 29th ult., at Dalbeattie— A MAN, age 35 to 40, height about 5 ft. 9 in., complexion reddish, hair and moustache light, English accent; dress, brownish tweed knicker suit and cap. He obtained £ 7 10s. 6d. by a worthless cheque on the Bank of Scotland at Annan, payable to Edwin Arunold Jenkins, drawn by E. 0, Critchley. Is believed identical with a man who presented a similar cheque on the 2nd inst. at Larne. Warrant issued. Information the Chief Constable of Kirkcudbright- shire, Kirkcudbright. LANCASHIRE. 30.— Burnley ( County).— For failing to report his change of residence — Supervisee ALBERT MEDCALF, alias METCALFE, Office No. 2947- 97, age 23, height 5 ft. 5J in., complexion pale, hair brown, eyes blue, pierced heart, clasped hands, Ellen and E. C. on left and bust of female right forearm, dot between left thumb and finger, mole back left upper arm; native of Nelson, Lancashire. Sen- tenced at Northampton County Sessions, 8th April 1897, to 6 months hard labour and 2 years police supervision for housebreaking. 2t> 49. Information to Supt. Barnett, Burnley. 31-— Chorley ( County).— For embezzling £ 73— RICHARD RIGBY, age 29, height 5 ft. 6 or 7 in., complexion fresh, hair dark brown, moustache dark sandy; dress, black jacket and vest ( nearly new), dark striped cloth trousers, light cap. A cotton packer. Is fond of betting. He left here 11th inst. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Norris, Chorley. 32.— Kirkham ( County).— For stealing £ 2, 6th inst.— FRANK BAXTER, age about 25, height 5 ft. 10 or 11 in., slight build, complexion fair, hair brown, slight light brown moustache, turned- up nosj, consumptive appearance; dress, black jacket and trousers, grey cap, lace boots. REWARD. Information is desired, for Poor law settlement purposes, as to the identity, birthplace and former residence of HENRY WATKINS ( name probably false), a criminal lunatic, at present chargeable to the Bridport Union, age about 38, height 5 ft. 5 in., complexion sallow, hair brown, eyes grey, supposed a fitter. He was sentenced to 1 month imprison- ment in August, 1897, for begging, and while in Dorset County Goal became insane and was sent to the Asylum. The above reward will be paid for such informa- tion as will lead to a discovery of the proper settle- ment of this man. Information to Mr. John J. Roper, Clerk to the Guardians, Bridport.
