THE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JUNE 17, 1898. VOL. XV., No. 1510 REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should he addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SOOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be tahen upon them by another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warfant is in force against him , the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less ranh than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable, they are alphabet ically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to beinserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. E. ANDERSON, Editor. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of adver- tisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regulations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( ib) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. (</) That the name and address of the printer appear thereon. ( 32 and 33 Vic., cap. 24, sec. 2.) 2. No expression must be used in such an adver- tisement, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is specially directed to clause ( d), par. 1, as Police Notices are constantly being received by the Metropolitan Police without the printer's name and address, and they are consequently not distributed. NOTE.— There are 181 Stations of the Metropolitan Police Force at which Notices can be posted. SPECIAL NOTICE. The Metropolitan Police receive numerous com- plaints about a dealer in dogs, named ASTORIA, of 52, Maida Vale, London, whose method of doing business appears to be flagrantly dishonest. He receives dogs from the country for sale and sells them but makes no return. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1-— J Division.— For stealing a bay mare, age 6, 15 hands, slight scar outside near hock, scar on one ear, docked tail, near hind fetlock white, little white on off hind fetlock— — NEWMAN, age 35, height 6 ft., complexion and hair dark, wears his hat over his forehead ; dress, grey check suit, tight fitting trousers. Warrant issued. 2-— K Division.— For embezzling £ 2 Is. 3d.— HARRY WEST, age 23, height 5 ft. 3 in., com- plexion and hair dark, clean shaved, large flower in blue ink with 2 red spots on right forearm; dress, light jacket and vest, dark trousers, black cloth cap, lace boots. Absconded 24th ult. May be found at Ramsgate or Margate. Warrant issued. 3.— V Division. — For deserting their wives and families— FRANK DEVONSHIRE, age 30, height 5 ft. 8 in., complexion fair, hair and moustache light brown, scar on left wrist; dress, black pilot coat and vest, cord trousers. A native of Teddington. — WILLIAM ALBERT EXCELL, age 40, height 5 ft. 8 in., complexion fresh, hair, whiskers and mous- tache inclined to ginger ( turning grey), eyes hazel, A native of Brighton.— JOHN SYMES, age 38, height 5 ft. 6 in., complexion fair, hair, whiskers and moustache brown ; dress, black coat and vest, cord trousers, black soft felt hat; all old. A native of Kingston.— GEORGE BIRD, age 27, height 5 ft. 8 in., complexion fair, hair and moustache light brown, cast in left eye ; dress, blue cloth coat, light cord vest and trousers, cloth cap. BERKSHIRE. 4.— Windsor ( County).— For larceny, 14tli ult. — VALENTINE ROTH,' alias JOHNSON, age 21, height 5 ft. 4 or 5 in., complexion pale, thin face, hair brown, clean shaved, prominent nose, of smart appearance ; may be wearing light brown or new dark suit and dark cap. A native of Chelsea. Warrant issued. Information to Supt, Borlase, County Police Station, Windsor. BRECONSHIRE. 5. — Crickhowell { County). — For obtaining goods by false pretences— ANNIE WOODHOUSE, age about 25, height 5 ft. 1 or 2 in., complexion pale, hair very light ( supposed false), eyes blue ; dress, black dress and jacket, white sailor hat with black band. Warrant issued. Information to Supt. Winterson, Crickhowell. CARNARVONSHIRE. 6.— Pwllheli ( County). — For attempted rape, 21st ult.— THOMAS PARRY, age 30 to 35, height 5 ft. 4 to 6 in., rather stout build, complexion fresh, hair ( short) dark brown, slight moustache light, eyes grey, teeth irregular and much decayed. Is fond of drink. A painter. Warrant issued. Information to Supt. Jones, Pwllheli. CHESHIRE. 7.— Nantwich ( County). — For stealing a new blue serge suit ( jacket and vest double- breasted); 1 dark grey vest; 1 pair tan boots, size 7, watertight, machine stitched— ANDREW JONES, age 39, height about 5 ft. 4 in., complexion pale, hair light, eyes blue ; dress, black coat and vest, light trousers, grey peak cap, old lace boots, or may be wearing the stolen clothing. A tramping hairdresser, native of Liverpool. Warrant issued. Information to Supt. Jones, Nantwich. DENBIGHSHIRE. 8.— Abergele ( County). — For deserting his family, whereby his wife became chargeable to the Common Fund of the St. Asaph Union— ROBERT CONWAY, age about 45, height 5 ft. 10 or 11 in , well built, hair ( turning grey) light, moustache sandy. A labourer, native of Belfast. Warrant issued. Information to Supt. Jones, Denbigh, or Inspector Roberts, Abergele. DORSETSHIRE. 9.— Poole ( County).— For failing to report him- self at Poole— Supervisee HENRY HOLMES, alias HENRY McDONALD and GEORGE WEBB, Office No. 1646- 98, age 66, height 5 ft. 8i in., complexion fair, hair brown ( turning grey), whiskers and mous- tache grey, eyes hazel, scar front left hand above little finger, outside left thumb, left buttock, right leg, 2 left eyebrow, 2 right buttock, and 4 back neck, varicose veins each calf, red mole right of chest. Trade, Agent; native of Scotland. Sentenced at Poole Quarter Sessions, 8th April, 1897, to 14 months hard labour and 9 months police supervision for larceny ( person). Liberated 7th inst. Cooke, Chipping Sodbury. 18.— Stroud ( County).— For obtaining money by a worthless cheque on the London and County Bank- ing Company, Croydon Branch— CHARLES CUTH- BERT, alias FRANK ASHMAN and ARTHUR LLOYD, age about 85, height 5 ft. 7 or 8 in., hair ( turning grey) dark, cut short, moustache light, pro- minent nose and cheek bones, speaks with north country accent; dress, morning coat and vest, side pockets with flaps, striped trousers, black hard felt hat, lace boots. Stated he was an advance agent for a ventriloquist, & c.; left here on | 6th ult. Supposed identical with man, Case No. 51, 20th ult. Warrant issued. Information to Supt. Harrison, Stroud. HAMPSHIRE. 19.— RingWOOd ( County).— For stealing, Gth inst., a bicycle ( recovered)— A man giving the name of H. WOODS, age about 28, height 5 ft.^ 9or 10 in., slight build, complexion fair, hair brown, slight moustache; dress, reddish brown jacket suit, grey cap. His practice is to hire bicycles and dispose of them to persons advertising. Warrant issued. Information to Inspector Courtney, Ringwood. 20.— Southampton ( Borough).— For stealing a bicycle ( recovered) WEST, age about 22, height about 5 ft. 10 in., clean shaved ; dress, black coat and vest, black and grey stripe trousers, black hard felt hat. 21.— Southampton ( Borough).— For embezz- ling £ 8 5s. 10d.— HARRY DAVIS or SCHULTZ, an American, age about 23, height 5 ft. 7 or 8 in., complexion fresh, freckled, hair ( usually long) very light, slight light moustache, prominent teeth ; dress, when last seen, new slate colour suit, white straw hat with black band, turn down collar, black bow tie ; generally works in greenish plaid cycling suit, brown spats and cycling shoes. An electrician, came from Paris about 2 months ago. Warrant issued. Information to the Chief Constable, Southampton. grey, proportionate build, scar forehead, left cheek, nose deformed, left eye larger than right, wart left of neck and between shoulders, mole on breast, blue dot left wrist, centre of stomach protrudes ( ruptured). HARRISON, JOHN ROBERTSON, THOMPSON, ELLIS, and JOSEPH HILL, age 23, height 5 ft. 4£ in., com- plexion fresh, hair ( long and curly) dark brown, eyes brown, of Jewish appearance ; dress, dark blue serge suit, light cloth cap, sometimes wears light trousers and silk hat. A native of Glasgow. Warrant issued. Information to Supt. Whiteside, Ulverston. 28.— Liverpool ( City).— For obtaining £ 15 10s. on 14th and 16th ult. by false pretences— JOSEPH ROSSITER, age 25 to 28, height 5 ft. 5 in., com- plexion fresh, hair and moustache light; dress, dark jacket and vest, black and white plaid trousers, light tweed cap, or light suit and hard hat, of smart ap- pearance. He obtained the money from an auctioneer in advance for furniture obtained on a hire agree- ment, and produced a bogus receipt purporting to have been given by " J. C. Blackmore, Furniture Dealer, Bradford." Warrant issued. Information to the Head Constable, Detective De- partment, Liverpool. . 29.— Blackpool ( Borough).— For stealing, 2nd inst., £ 68 15s. 3d.— REGINALD CRYER, age 21, height 5 ft. 7 in., complexion fresh, hair ginger, long crooked nose, has been broken ; dress, black coat and vest, slate colcur trousers, stand- up collar, black bow tie. A native of Manchester. 30.— Blackpool ( Borough).'— For embezzlement — WILLIAM PROPYN, age about 32, height 5 ft. 9 in., complexion fresh, hair ginger, clean shaved, walks erect; dress, when last seen, black coat and vest, striped trousers, blue cap. An ex- soldier and ex- police constable. May seek employment as a doorman at a seaside town. Warrant issued. Information to Chief Constable Derham, Blackpool. ESSEX. 10. — Chelmsford ( County). — For house- breaking, 10th inst., and stealing 1 kroner ( Nor wegian), date 1898; 1 silver coin, value about Is.; 1 French franc ; 1 German 50- pfennig, nickel, 6d; 2 5- pfennig, nickel; 1 pair dark striped trousers ( new); 1 ditto grey, leather lining bottom of legs; 1 dark bluo serge single- breasted jacket; 1 black handle razor; 1 black razor strop with white wooden handle— TWO MEN, 1st, age about 24, height 5 ft. 4 or 5 in., hair and slight moustache dark; dress, dark jacket suit, cloth cap. 2nd, age 17 or 18, height about 5 ft., supposed cast in eyes ; dress, dark jacket suit, cloth cap. They left behind a 2- blade knife, buckhorn handle, metal end, maker, " J. Milton, Sheffield." Information to the Deputy Chief Constable, Chelmsford. 11.— Latchingdon ( County).— For stealing, 9th inst., at Southminster— 1 pair of lady's black kid lace boots, " R. Males, 62, Paddington Street, Baker Street, Marylebone," stamped on waist; 8 chemises, some marked " E. S." in red cotton ; 8 pairs of lady's drawers, some marked E. S. in red cotton ; 1 lady's night dress, broad lace trimming; 1 pink flannel petticoat, wide lace on bottom ; 1 cream ditto ; 1 white ditto, deep embroidery round bottom ; 2 blue serge petticoats; 1 broche blouse with front, jet trimming, large fancy buttons ; 1 plain white cam- bric blouse, fastens with hooks and eyes in front; several large linen aprons, marked " E. Strong" in ink ; 1 lady's black felt hat, trimmed black tips, 2 red roses, and 2 green rosettes at side ; several pairs of lady's beehive wool stockings— A WOMAN, age 30, height 5 ft. 5 or 6 in., complexion dark, hair dark brown, eyes brown, scar on left cheek near ear, one or two front teeth deficient, M. S. tattooed on left forearm ; dress, dark green figured dress, black sailor hat, and the stolen boots. Stated she had been employed as a domestic servant in Kent for several years. Supposed an Irishwoman. She left by G. E. R. for Liverpool 9th inst. Warrant issued. Information to Supt. Halsey, Latchingdon. 12.— Saffron Walden County).— On com- mitment warrant for non- payment of fine and costs for having unlawful control of game eggs— WIL- LIAM BOX, alias LAMB and " ONE- EYED GAS- KIN," age about 55, height 5 ft. 6 in., slight build, complexion fresh, hair brown, few straggling whiskers about chin, lost one eye, speaks quickly ; dress, brown check jacket and vest, corduroy trousers, wide- awake hat, heavy lace boots. A hawker, travels the country with a van, " William Box, Leicester," thereon, and two horses, accompanied by two women who hawk mats, & c., and 8 or 4 children. Is well known in Essex, Cambridgeshire and Hertfordshire. 13.— Saffron Walden ( County).— For having unlawful control of game eggs— JOSEPH LAMB, alias GASKIN, age about 25, height 5 ft. 5 or 6 in., complexion fresh, hair light brown, clean shaved; dress, brown jacket, corduroy trousers, light cap, red neckerchief, lace boots. Travels the country with William Box, described above. Warrant issued. Information to Supt. Warrant issued. 15.— Witham ( County).— For embezzlement— HERBERT WILLSIIER, age 20, height 5 ft. 7 in., complexion ruddy, hair light brown, slight moustache, eyes blue ; wearing brown soft felt hat and dust coat. A native of Flint. Sings in the streets. Description of child— Elizabeth Ann Evans, age 8, complexion fresh, dark wavy hair ; dress, dark cloth jacket with cape, dark winzey dress, dark brown tam o' shanter cap, black stockings, button boots. DAVIS, age about 30, height 5 ft. 5 in., com- plexion fresh, hair and moustache sandy ; dress, blue serge jacket, dark tweed trousers, brown peak cap, shoes ; the appearance of a mechanic. Warrant issued, Information to Chief Constable Cumming, Bootle. 32.— Clitheroe ( Borough). — For larceny — THOMAS HARRIS, age 40 to 45, height 5 ft. 7 or 8 in., complexion ruddy, hair ( bald front and top) and moustache sandy, is now growing a beard, eyes brown, near sighted and occasionally wears glasses; dress, when last seen, dark mixture coat and vest, grey striped tweed trousers, may be wearing a pair of white overalls. A blast furnace tenter ; supposed a native of Bolton. Information to Chief Constable Clayton, Clitheroe. MERIONETHSHIRE. 83.— Festiniog ( County).— For deserting his wife and family, leaving them chargeable to the Common Fund of the Festiniog Union— THOMAS BROOKS, age 39, height 5 ft. 9 in., hair, moustache and eyes dark brown, black scar on left side of fore- head, large scar on back of left hand ; dress, when last seen, grey cloth suit and sailor cap. A miner; native of Llandudno. Warrant issued. 34.— Festiniog ( County).— For larceny— RO- BERT RICHARLS, age 38 to 35, height 5 ft. 5 or 6 in., complexion fresh, hair and moustache light brown or sandy, eyes grey, short neck, broad fore- head, slightly bow- legged, scars on right side of fore- head; dress, when last seen, grey jacket, cord trousers, light tweed peak cap, strong lace boots. Division— Portrait and description of GEORGE EDWARD McDONALD, committed for trial at Central Criminal Court Sessions, 20th inst. charged with shooting with intent to murder 2 police officers, age 32, height 5 ft. 6J in., complexion fresh, I T oval face, bair brown, eyes grey, scar back of right shoulder- blade, 2 scars left shoulder blade, small mole left thigh, scar back of left thigh and right side of mouth, ruptured left side and wears a truss. Is well educated; supposed born in Jersey or Germany. A dangerous and expert burglar, and has recently committed offences in the Midland counties.
