All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOB OF THE POLICE GAZETTE, NEW SOOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them bg another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of lbs. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. 8. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of n < t less rank than Superintendent; and, if the name of such person is i required to be inserted and no warrant is in force against him, the requisition must he signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rani than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied bg a covering letter. 12. All payments must be in advance, either at the office, Xew Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on ptryment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. Has in his possession a gold watch. Stated he was a deserter from the German army and that he wanted to prepare a home for a sister who is following him from Germany. Warrant issued. Supposed wanted elsewhere for similar offences. 17-— Staplehill County).— For larceny— JAMES BAKER, age 88 to 10, height about 5 ft. 7 in., com- plexion fresh, hair light brown, long sandy mous- tache, eyes blue; dress, black morning coat and vest, light c'oth trousers. A native of Hackney, London. He was employed by the Kingswood Urban District Council in laying Patent Victoria Paving, disposed of a quantity of same and appro- priated the proceeds to his own use. Ormerod, Kirkham. 23.— Liverpool ( City).— For obtaining £ 15 10s. on 14th and 16th ult. by false pretences— JOSEPH ROSSITER, age 25 to " 28, height 5 ft. 5 in., com- plexion fresh, hair and moustache light; dress, dark jacket and vest, black and white plaid trousers, light tweed cap, or light suit and hard hat, of smart ap- pearance. He obtained the money from an auctioneer in advance for furniture obtained ou a hire agree- ment, and produced a bogus receipt purporting to have been given by " J. C. Blackmore, Furniture Dealer, Bradford." Warrant issued. Information to the Head Constable, Detective De- partment, Liverpool. 24.— Blackpool ( Boroiu/ h).— For stealing, 2nd inst., £ 68 15s. 3d.— REGINALD CRYER, age 21. height 5 ft. 7 in., complexion fresh, hair ginger, long crooked nose, has been broken ; dress, black coat and vest, slate colcur trousers, stand- up collar, black bow tie. A native of Manchester. 25.— Blackpool ( Borough).— For embezzlement — WILLIAM PROPYN, age about 32, height 5 ft. 9 in., complexion fresh, hair ginger, clean shaved, walks erect; dress, when lust seen, black coat find vest, striped trousers, blue cap. An ex- soldier and ex- police constable. May seek employment as a doorman at a seaside town. Warrant issued. Warwick tyres, 28 in. wheels, block chain, rat- trap pedals, small bell, long rubber patch on back tyre, transfer on head and bottom tube, " Midland Cycle Co., Established 1879, The Carlton, Worcester Street, Birmingham," no brake or mudguards— a man giving the name of J. MERIONETHSHIRE. 31.— Festiniog ( County).— For deserting his wife and family, leaving them chargeable to the Common Fund of the Festiniog Union— THOMAS BROOKS, age 89, height 5 ft. 9 in., hair, moustache and eyes dark brown, black scar on left side of fore- head, large scar on back of left hand ; dress, when last seen, grey cloth suit and sailor cap. A miner; native of Llandudno. Warrant issued. 82.— Festiniog ( County).— For larceny— RO- BERT RICHARDS, age 38 to 35, height 5 ft. 5 or 6 in., complexion fresh, hair and moustache light brown or sandy, eyes grey, short neck, broad fore- head, slightly bow- legged, scars on right side of fore- head ; dress, when last seen, grey jacket, cord trousers, light tweed peak cap, stroDg lace boots. A farm labourer; native of Festiniog. May be found at public works or farm houses. Is well known in South Wales. Warrant issued. Information to Inspector Morgans, Festiniog. MIDLOTHIAN. 33.— Edinburgh ( County). — For embezzle- ment— ROBERT SPEEDY WATSON, a Flour and Grain Merchant's traveller, age 45, height 5 ft. 7 in., complexion pale, full face, hair ( slightly mixed with grey) brown, moustache sandy, short sighted and uses an eyeglass when reading or writing, speaks fast and loudly, walks with very short steps and stoops; dress, usually brown check tweed jacket suit, black hard felt hat. A native of Clackmannanshire. Is believed to be well known in the North of England. Warrant issued. Not to be arrested out of the United Kingdom. Information to Col. NORTHUMBERLAND. 31.— Berwick- on- Tweed ( Borough). — For stealing a butcher's steel, 4 ditto knives, 1 black felt hat, a butcher's blue jacket, £ 5 5s. 6d. and a cheque for £ 2 16s. Od.— HENRY SHWEND, a German, age 50, height about 5 ft. 10 in., complexion pale, hair dark and moustache turning grey, tender feet. Absconded 30th ult. Warrant issued. METROPOLITAN POLICE DISTRICT. 85.— p Division— Woodcut portrait and des- cription of Expiree JOSEPH THOMBLIN, alias BENJAMIN OTWAY, FRANCIS, VINCENT, TOMPKINS, and " UNCLE BEN," Office No. 88838, whose arrest is sought for murder at Peckham on 19th August, 1897, age 48 ( looks older), height 5 ft. 6 in., without shoes, complexion florid, hair light sandy ( very bald), eyes grey and sunken. May now be clean shaven, but usually grows a close- clipped ginger moustache, bristly eyebrows, top lip short and thick, large nose with enlarged bridge, carries head forward and stoops slightly, scars bridge of nose, both eyebrows, back of head, right knee, side of left knee, and bottom of first left finger ( cut) ; two moles left of neck, mcle right upper arm, left shoulder blade, and outerside left buttock. Sentenced at Chester Assizes, 21st April, 1882, to 10 years penal servitude for burglary at a pawnbrokers, and shooting at police at Macclesfield. Released on licence 26th December, 1889. On 6th February, 1890, he shipped as A. B. at Birkenhead on ss. Oratava to Valparaiso, South America, and back, and on the same vessel at Tilbury Docks, 6th June, 1890, he shipped as a coal trimmer, deserted at Williamstown, Australia, 17th July, 1890, and went to Creswick, Victoria, where he remained until April, 1896, when he returned to his relatives at Forest Gate, London, and from April, 1897, until the date of the murder he lived at Peckham on the prostitution of . the murdered woman. Two days after the murder he is said to have been in Great Grimsby; on 80th Sep- tember last at Aldgate, City of London, and on 9th October last, and 9th ult., at Leytonstone, London. Prior to last conviction he was connected with the " Gipsy Coopers," and visited Kingston, Surrey, Liverpool and Birmingham. Is a native of Shore- ditch. When he absconded he left behind house- breaking implements, including wood wedges. He is known as an expert and dangerous shooting burglar. Warrant issued. Necklets ; 1 pearl string with paste fastener; 1 very fine scaley pattern gold ; 1 gold square link pattern, different kinds of gold. Chains: 1 long fine openwork ( watch chain length) ; 1 long, heavier pattern, with swivel as used for muff or heart chain ; 1 safety pin and chain attached. Bracelet: 1 wire gold bangle with green chrysophase stone, with initial B in diamonds, heart- shaped stone and gold C. T. C badge hanging on the bangle. Sleeve Links : 1 pair gold balls ; 1 pair torpedo- shape and grenade. Lockets: 1 gold heart with a diamond in centre ; 1 gold cross, set with diamonds and black enamel edge; 2 flag brooches, enamelled flags. Jewellery was all contained in square red Russian leather box, lined velvet. Also long lady's pale green crushed morocco purse, silver mounts, initials " M. G.
