All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OK THE POLICE GAZETTE, NEW SOOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15*. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday ixsue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one xide of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Xew Scotland Yard, by Poxtal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of adver- tisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regulations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) That the name and address of the printer appear thereon. ( 32 and 33 Vic., cap. 24, sec. 2.) 2. No expression must be used in such an adver- tisement, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is specially directed to clause ( d), par. 1, as Police Notices are constantly being received by the Metropolitan Police without the printer's name and address, and they are consequently not distributed. NOTE.— There are 181 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— D Division-— For stealing £ 13— JOHN MEYERS, a German, age 25, height 5 ft. 3 in., complexion fresh, hair and moustache light, eyes grey; dress, grey tweed jacket and vest, brown tweed trousers, light corduroy cap, lace boots. Warrant issued. 2.— J Division.— For stealing ( bailee) a quan- tity of furniture— JOHN ROGERS, alias JOHN BOLTON, a Jew, age 25, height 5 ft. ins., com- plexion dark, hair dark brown, eyes hazel, scar on left cheek, several dots in blue ink on left hand. A comedian, may be engaged at Music Halls in the neighbourhood of Nottingham. Is accompanied by his son, age 5, fair, curly hair. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 3.— For stealing 4 £ 10 Bank of England notes— E. F. MEIER, a Swiss, late of 10, Wembery Road, Highgate, age 28, height 5 ft. 9 in., complexion florid, hair and moustache reddish brown, teeth much discoloured, speaks with a foreign accent; dress, brown or slate colour jacket suit. Is accom- panied by his wife, who cannot speak English, and two children, one only a few months old. Had with them two large wooden boxes. Left Euston 12th ult. Warrant issued. Information to Supt. BERKSHIRE. 4.— Windsor ( County).— For larceny, 14tli ult. — VALENTINE ROTH, alias JOHNSON, age 21, height 5 ft. 4 or 5 in., complexion pale, thin face, hair brown, clean shaved, prominent nose, of smart appearance ; may be wearing light brown or new dark suit and dark cap. A native of Chelsea. Warrant issued. Information to Supt, Borlase, County Police Station, Windsor. CHESHIRE. 5.— Nantwich ( County). — For stealing a new blue serge suit ( jacket and vest double- breasted); 1 dark grey vest; 1 pair tan boots, size 7, watertight, machine stitched— ANDREW JONES, age 39, height about 5 ft. 4 in., complexion pale, hair light, eyes blue ; dress, black coat and vest, light trousers, grey peak cap, old lace boots, or may be wearing the stolen clothing. A tramping hairdresser, native of Liverpool. Warrant issued. 6. — Nantwich ( County). — For obtaining £ 7 10s. by false pretences, 6th April, at Crewe— W. H. STANLEY ( supposed false), age about 23, height 5 ft. 7 in., slight build, complexion fair, hair light, of good address ; dress, black frock coat with silk facings, black vest and trousers, white bow tie, silk hat. He represents himself as belonging to Dr. Barnardo's Home and to the Society for Prevention o; Cruelty to Children, and gets up Concerts in aid thereof. He also takes rooms under the name of " Eno, the Medical Marvel." Warrant issued. Information to Supt. Meredith, Nantwich. 7.— Runcorn ( County).\— For stealing, 9th ult., a silver English lever watch, No. 387, maker " Dickenson, Fleetwood," on dial— WILLL4M WHITEHEAD, age 17, height 5 ft. 4 or 5 in., com- plexion pale, hair brown ; dress, black suit, dark cap. DENBIGHSHIRE. 8— Abergele ( County). — For deserting his family, whereby his wife became chargeable to the Common Fund of the St. Asaph Union— ROBERT CONWAY, age about 45, height 5 ft. 10 or 11 in , well built, hair ( turning grey) light, moustache sandy. A labourer, native of Belfast. Warrant issued. Information to Supt. Jones, Denbigh, or Inspector Roberts, Abergele. DERBYSHIRE, 9.— Derby ( County). — For stealing a quantity of timber ( recovered)— ARTHUR PORTER, age 28, height 5 ft. 6 or 7 in., complexion pale, hair dark brown, eyes blue; dress, dark cloth jacket and vest, grey cloth trousers, black hard felt hat. A native of Braintree, Essex. Warrant issued. Information to Supt. Airey, County Police Office, Derby. DEVONSHIRE. 10.— Crediton ( County).— For stealing a saddle and bridle ( recovered)— ALBERT J. LAMBERT, age 30 to 35, height 5 ft. 5 or 6 in., complexion fresh, hair brown, whiskers and moustache ( mous- tache darker), eyes dark; dress, dark coat and vest, grey trousers, brown bowler hat. A dealer. May be found with wire workers, travelling auctioneers or bookmakers. Warrant issued. Information to Supt. DURHAM. 13.— Darlington ( County).— For stealing, 9th ult., two pneumatic safety bicycles, 1st, brass plate on head " Sherbone" thereon, front wheel Warwick tyre, back Scott's standard, drop handle bar, rat- trap pedals, black enamelled frame, usual parts nickel- plated, bell and inflator, no mudguards ; the other, 30 in. front wheel, Scott's standard tyre, 28 in back with Dunlop Welsh tyre, flat handle bar with bone handles, rubber pedals, no transfer, number under saddle, no mudguards— A MAN, age about 25, height 5 ft. 10 or 11 in., slight build, hair and slight mou- stache light; dress, Norfolk jacket, dark trousers with blue stripe, light cap, white tie, lace boots, of good address, stays at first- class hotels. Stated he belonged to Bolton and was travelling for a firm of sponge cloth merchants. Information to Supt. Davison, Darlington. ESSEX. 14.— Saffron Walden County).— On com- mitment warrant for non- payment of fine and costs for having unlawful control of game eggs— WIL- LIAM BOX, alias LAMB and " ONE- EYED GAS- KIN," age about 55, height 5 ft. 6 in., slight build, complexion fresh, hair brown, few straggling whiskers about chin, lost one eye, speaks quickly ; dress, brown check jacket and vest, corduroy trousers, wide- awake hat, heavy lace boots. A hawker, travels the country with a van, " William Box, Leicester," thereon, and two horses, accompanied by two women who hawk mats, & c., and 8 or 4 children. Is well known in Essex, Cambridgeshire and Hertfordshire. 15.— Saffron Walden ( County).— For having unlawful control of game eggs— JOSEPH LAMB, alias GASKIN, age about 25, height 5 ft. 5 or 6 in., complexion fresh, hair light brown, clean shaved; dress, brown jacket, corduroy trousers, light cap, red neckerchief, lace boots. Travels the country with William Box, described above. Warrant issued. Information to Supt. Pryke, Saffron Walden. 16.— S0Uthend- 0n- Sea ( County).— For stealing chairs ( recovered)— JAMES or CHARLIE BURTON, age about 80, height about 5 ft. 2 in., complexion fresh, hair and moustache dark, eyes brown, cut mark on top of head, in centre; dress, black jacket and vest, with satin stripe, moleskin trousers, blue striped flannelette shirt, lace boots ; may be wearing a cardigan jacket— THOMAS SMITH, alias TOM BURTON, age about 21, height about 5 ft. 9 in., complexion fresh, hair ( curl on forehead) brown, eyes grey, tattooed on one forearm ; dress, black jacket and vest, dark cord trousers, mixture silk neckerchief, dark grey cap with black stripe, light lace boots. FLINTSHIRE. 17.— Holywell ( County).— For child stealing at Rhyl, 12th ult.— ANN , MURPHY, [ age about 24, height 5 ft, 1 or 2 in., complexion pale, hair ( fringe on forehead) dark, eyes ( supposed) brown ; dress, dark plaid shawl, dark serge dress, dark straw hat with feather, strong lace boots. A native of Flint. Sings in the streets. Description of child— Elizabeth Ann Evans, age 8, complexion fresh, dark wavy hair ; dress, dark cloth jacket with cape, dark winzey dress, dark brown tam o' shan ter cap, black stockings, button boots. GLOUCESTERSHIRE. 18.— Staplehill < ' ounty).— For[ larceny— JAMES BAKER, age 38 to 40, height about 5 ft. 7 in., com- plexion fresh, hair light brown, long sandy mous- tache, eyes blue; dress, black morning coat and vest, light cloth trousers. A native of Hackney, London. He was employed by the Kingswood Urban District Council in laying Patent Victoria Paving, disposed of a quantity of same and appro- priated the proceeds to his own use. Matthews, Staplehill. 19.— Stroud ( County).— For obtaining money by a worthless cheque on the London and County Bank- ing Company, Croydon Branch— CHARLES CUTH- BERT, alias FRANK ASHMAN and ARTHUR LLOYD, age about 85, height 5 ft. 7 or 8 in., hair ( turning grey) dark, cut short, moustache light, pro- minent nose and cheek bones, speaks with north country accent; dress, morning coat and vest, side pockets with flaps, striped trousers, black hard felt hat, lace boots. Stated he was an advance agent for a ventriloquist, & c.; left here on 6th inst. Supposed identical with man, Case No. 51, 20th inst. Warrant issued. Information to Supt. Harrison, Stroud. HAMPSHIRE. 20.— Southampton ( Borough).— For larceny ( servant) — LEONARD ROWE,' age 21, height 5 ft. 10 or 11 in., complexion pale, hair and slight moustache light, speaks with London accent; dress, blue serge coat, black vest, dark blue trousers with black stripes, cap, turndown collar, black and white stripe tie. A porter; has served in the army. Warrant issued. Information to the Chief Constable, Southampton. HERTFORDSHIRE. 21.— St. Albans ( City).— For obtaining food and money by false pretences, 13th inst.— ALBERT WILSON, age 27 to 30, height 5 ft. 5 or 6 in., com- plexion fair, hair sandy, slight moustache light, upper front teeth discoloured ; dress, dark coat and vest, light brown check trousers, black hard hat, brown boots, blue check front and collar, wore a metal chain with 2 silver medals attached, carried a brown wicker basket. Stated he was a checker at L. & N. W. Railway Station. Warrant issued. Information to Head Constable Blatch, St. Albans. KENT. 22.— Sittingbourne ( County).— For non- pay- ment of bastardy arrears— ALFRED EDWARD BENNETT, age about 30, height 5 ft. 6 or 7 in., complexion fair, hair light brown, eyes grey, rather long nose ; dress, when last seen, cord jacket and trousers, cap. May be working as a carter. Warrant issued. 23.— Sittingbourne ( County).— For failing to appear to a summons, charged with neglecting his child— ERNEST BRETT, alias JURY, age about 50, height about 5 ft. 6 in., complexion swarthy, hair dark brown, eyes grey; dress, when last seen, black jacket, cord trousers patched at knees, P. and 0. cap, heavy lace boots, all old. DAVIS, age about 80, height 5 ft. 5 in., com- plexion fresh, hair and moustache sandy ; dress, blue serge jacket, dark tweed trousers, brown peak cap, shoes ; the appearance of a mechanic. Warrant issued, Information to Chief Constable Cumming, Bootle. LINCOLNSHIRE. 27.— Stamford ( County). — For embezzling lis. 9d.— FRANK COY, age 19, height about 5 ft., slight build, complexion pale, hair black ; dress, dark overcoat with cape, black jacket, brown mixture cloth vest, light cloth trousers, white rubber collar, red tie, brown mixture cloth cap, heavy lace boots ( nearly new). A baker's apprentice. Stated he was going to seek employment at stables at Newmarket. Ab- sconded 2nd ult. Warrant issued. Information to Inspector Swaby, Stamford. MERIONETHSHIRE. 28.— Festiniog ( County).— For larceny— RO- BERT RICHARDS, age 33 to 35, height 5 ft. 5 or 6 in., complexion fresh, hair and moustache light brown or sandy, eyes grey, short neck, broad fore- head, slightly bow- legged, scars on right side of fore- head; dress, when last seen, grey jacket, cord trousers, light tweed peak cap, strong lace boots. A farm labourer; native of Festiniog. May be found at public works or farm houses. Is well known in South Wales. Warrant issued. Information to Inspector Morgans, Festiniog. MIDLOTHIAN. 29.— Edinburgh ( County). — For embezzle- ment— ROBERT SPEEDY WATTON, a Flour and Grain Merchant's traveller, age 45, height 5 ft. 7 in., complexion pale, full face, hair ( slightly mixed with grey) brown, moustache sandy, short sighted and uses an eyeglass when reading or writing, speaks fast and loudly, walks with very short steps and stoops; dress, usually brown check tweed jacket suit, black hard felt hat. A native of Clackmannanshire. Is believed to be well known in the North of England. Warrant issued. Not to be arrested out of the United Kingdom. Information to Col. NORTHAMPTONSHIRE. 30.— Wellingborough (< ounty).— For larceny — ALBERT EDWARD WILSON ( supposed false), age 25 to 30, height about 5 ft. 5 in., complexion fair, hair ( inclined to ginger) and slight moustache light, upper front teeth black, end of 2nd left finger injured; dress, black jacket and vest, light cloth trousers, dark tie, black hard felt hat " Dixon, London," inside, was wearing a metal watch in horn case, steel or metal chain, two silver medals attached with gold centre. Carried a brown wicker basket, oval top, containing a silver match box, mouth organ and towel. Stated he was a native of Preston, Lan- cashire, and that he was a goods checker on the Mid- land Railway. Warrant issued. Information to Supt. Alexander, Wellingborough. NORTHUMBERLAND. 31.— Berwick- on- Tweed ( Borough). — For stealing a butcher's steel, 4 ditto knives, 1 black felt hat, a butcher's blue jacket, £ 5 5s. 6d. and a cheque for £ 2 16s. Od.— HENRY SHWEND, a German, age 50, height about 5 ft. 10 in., complexion pale, hair dark and moustache turning grey, tender feet. Absconded 30th ult. Warrant issued. Information to Head Constable Garden, Berwick- on- Tweed. OXFORDSHIRE. 32.- Oxford ( County).— For larceny— THOMAS PULLEN, age 20, height 5 ft. in., complexion fresh, hair light brown, eyes grey, large blister on one knee; dress, dark serge jacket and vest, light cloth trousers, grey cap or white straw hat, wearing military shirt, braces and boots, " No. 5593." A groom ; native of Wokingham, Berks. Is an absentee from the Oxfordshire Light Infantry. Warrant issued. Information to the Chief Constable, Oxford. TUESDAY, JULY 19, 1898. T H E POLICE GAZETTE. 3 last.— age about 32, height 5 ft. 6 or 7 in., rather slight build, complexion fresh, hair light brown, eyes ( supposed) blue, round shouldered, and stoops. Is believed to be a groom. A native of Caskhill, Worcestershire. Has recently returned from America. Warrant issued. Information to Capt. Burnett, Chief Constable, Wolverhampton. PORTRAITS OF PERSONS WANTED. METROPOLITAN POLICE DISTRICT. 33.— p Division.— Woodcut portrait and des- cription of Expireo JOSEPH THOMBLIN, alias BENJAMIN OTWAY, FRANCIS, VINCENT, TOMPKINS, and " UNCLE BEN," Office No. 38838, whose arrest is sought for murder at Peckham on 19th August, 1897, age 48 ( looks older), height 5 ft. 6 in., without shoes, complexion florid, hair light sandy ( very bald), eyes grey and sunken. May now be clean shaven, but usually grows a close- clipped ginger moustache, bristly eyebrows, top lip short and thick, large nose with enlarged bridge, carries head forward and stoops slightly, scars bridge of nose, both eyebrows, back of head, right knee, side of left knee, and bottom of first left finger ( cut) ; two moles left of neck, mcle right upper arm, left shoulder blade, and outerside left buttock. Sentenced at Chester Assizes, 21st April, 1882, to 10 years penal servitude for burglary at a pawnbrokers, and shooting and moustache ( cut close) lightish brown ( turning grey), round shouldered, looks downward when walk- ing. He is believed to have had in his possession a quantity of old coins, including Spanish and American and gold coins of the reigns of James I., Charles I., Anne, Geo. II., III. and IV., and Louis XVII. He left Cambridge on 27th September last. May endeavour to leave the country. Warrant issued. Information to Chief Constable Holland, Cam- bridge. CUMBERLAND. 35. — Workington ( County). — Portrait and description of JOSEPH REAY, whose apprehension STAFFORDSHIRE. 37.— Wolverhamnton ( Borough). — Portrait and description of ALFRED WOOD, whose appre- hension is sought fof abandoning his child, 30th April OXFORDSHIRE. at police at Macclesfield. Released on licence 26th December, 1889. On 6th February, 1890, he shipped as A. B. at Birkenhead on ss. Oratava to Valparaiso, South America, and back, and on the same vessel at Tilbury Docks, 6th June, 1890, he shipped as a coal trimmer, deserted at Williamstown, Australia, 17th July, 1890, and went to Creswick, Victoria, where he remained until April, 1896, when he returned to his relatives at Forest Gate, London, and from April, 1897, until the date of the murder he lived at Peckham on the prostitution of the murdered woman. Two days after the murder he is said to have been in Great Grimsby; on 30tli Sep- tember last at Aldgate, City of London, and on 9tb October last, and 9th ult., at Leytonstone, London. Prior to last conviction he was connected with the " Gipsy Coopers," and visited Kingston, Surrey, Liverpool and Birmingham. Is a native of Shore- ditch.
