T H E PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MAY 27, 1898. REGULATIONS. VOL. XV., No. 1504. 1. All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be. taken upon them by another force. 3 Particulars as to stolen property will be. likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact condit ions must be clearly stated. R. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15. V. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. 6. Every annmincement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Annouiwements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolenproperty tobe inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Amumncements for the Friday issue should be foi- warded so as to be received iwt later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the }> aper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, ]\' ew Scotland Yard, by Postal Order or bi/ Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property loxt or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. Left London, 80th ult., accompanied by a woman, age about 27. Warrant issued. 6.— For stealing 4 £ 10 Bank of England notes— E. F. MEIER, a Swiss, late of 10, Wembery Road, Highgate, age 28, height 5 ft. 9 in., complexion florid, hair and moustache reddish brown, teeth much discoloured, speaks with a foreign accent; dress, brown or slate colour jacket suit. Is accom- panied by his wife, who cannot speak English, and two children, one only a few months old. Had with them two large wooden boxes. Left Euston 12th inst. Warrant issued. Information to Supt. Heath, AbingdoD. 8.— Windsor ( County).— For larceny, 14th inst. — VALENTINE ROTH, alias JOHNSON, age 21, height 5 ft. 4 or 5 in., complexion pale, thin face, hair brown, clean shaved, prominent nose, of smart appearance ; may be wearing light brown or new dark suit and dark cap. A native of Chelsea. Warrant issued. Information to Supt, Borlase, County Police Station, Windsor. CHESHIRE. 9. — Nantwich ( County). — For obtaining £ 7 10s. by false pretences, 6th ult., at Crewe— W. H. STANLEY ( supposed false), age about 23, height 5 ft. 7 in., slight build, complexion fair, hair light, of good address ; dress, black frock coat with silk facings, black vest and trousers, white bow tie, silk hat. He represents himself as belonging to Dr. Barnardo's Home and to the Society for Prevention o; Cruelty to Children, and gets up Concerts in aid thereof. He also takes rooms under the name of " Eno, the Medical Marvel." Warrant issued. Information to Supt. Meredith, Nantwich. 10.— Runcorn ( County).— For stealing, 9th inst., a silver English lever watch, No. 387, maker " Dickenson, Fleetwood," on dial — WILLIAM WHITEHEAD, age 17, height 5 ft. 4 or 5 in., com- plexion pale, hair brown ; dress, black suit, dark cap. Warrant issued. Information to Supt. Okell, Runcorn. DERBYSHIRE, 11.— Derby ( County).— For stealing a quantity of timber ( recovered)— ARTHUR PORTER, age 28, height 5 ft. G or 7 in., complexion pale, hair dark brown, eyes blue; dress, dark cloth jacket and vest, grey cloth trousers, black hard felt hat. A native of Braintree, Essex. Warrant issued. Information to Supt. Airey, County Police Office, Derby. DEVONSHIRE. 12.— Crediton ( County).— For stealing a saddle and bridle ( recovered)— ALBERT J. LAMBERT, age 30 to 35, height 5 ft. 5 or 6 in., complexion fresh, hair brown, whiskers and moustache ( mous- tache darker), eyes dark; dress, dark coat and vest, grey trousers, brown bowler hat. Information to the Deputy Chief Constable of Devon, Exeter. 14.— Stonehouse ( County).— For stealing, 18th inst., a bicycle ( recovered)— A MAN, age 20 to 25, height about 5 ft. 11 in., complexion pale, thin face, hair dark, wears glasses, stoops slightly when walk- ing ; dress, blue serge suit, high collar, hard felt hat. HAMPSHIRE. 20.— Southampton ( Borough).— For larceny ( tenant) — LEONARD ROWE, age 21, height 5 ft. 10 or 11 in., complexion pale, hair and slight moustache light, speaks with London accent; dress, blue serge coat, black vest, dark blue trousers with black stripes, cap, turndown collar, black and white stripe tie. DURHAM. 15.— Darlington ( County).— For stealing, 9th inst., two pneumatic safety bicycles, 1st, brass plate on head " Sherbone" thereon, front wheel Warwick tyre, back Scott's standard, drop handle bar, rat- trap pedals, black enamelled frame, usual parts nickel- plated, bell and inflator, no mudguards ; the other, 30 in. front wheel, Scott's standard tyre, 28 in back with Dunlop Welsh tyre, flat handle bar with bone handles, rubber pedals, no transfer, number under saddle, no mudguards— A MAN, age about 25, height 5 ft. 10 or 11 in., slight build, hair and slight mou- stache light; dress, Norfolk jacket, dark trousers with blue stripe, light cap, white tie, lace boots, of good address, stays at first- class hotels. Stated he belonged to Bolton and was travelling for a firm of sponge cloth merchants. Information to Supt. Davison, Darlington. ESSEX. 16.— Southend- on- Sea (' > mnty).— For stealing chairs ( recovered)— JAMES or CHARLIE BURTON, age about 30, height about 5 ft. 2 in., complexion fresh, hair and moustache dark, eyes brown, cut mark on top of head, in centre; dress, black jacket and vest, with satin stripe, moleskin trousers, blue striped flannelette shirt, lace boots ; may be wearing a cardigan jacket— THOMAS SMITH, alias TOM BURTON, age about 21, height about 5 ft. 9 in., complexion fresh, hair ( curl on forehead) brown, eyes grey, tattooed on one forearm ; dress, black jacket and vest, dark cord trousers, mixture silk neckerchief, dark grey cap with black stripe, light lace boots. FLINTSHIRE. 17.— Holywell ( County).— For child stealing at Rhyl, 12th inst.— ANN MURPHY, age about 24, height 5 ft, 1 or 2 in., complexion pale, hair ( fringe on forehead) dark, eyes ( supposed) brown ; dress, dark plaid shawl, dark serge dress, dark straw hat with feather, strong lace boots. A native of Flint. Sings in the streets. Description of child— Elizabeth Ann Evans, age 8, complexion fresh, dark wavy hair ; dress, dark cloth jacket with cape, dark winzey dress, dark brown tam o' shanter cap, black stockings, button boots. GLOUCESTERSHIRE. 18.- Staplehill < • ounty).— For larceny— JAMES BAKER, age 38 to 40, height about 5 ft. 7 in., com plexion fresh, hair light brown, long sandy mous- tache, eyes blue; dress, black morning coat and vest, light cloth trousers. A native of Hackney, London. He was employed by the Kingswood Urban District Council in laying Patent Victoria Paving, disposed of a quantity of same and appro- priated the proceeds to his own use. Matthews, Staplehill. 19-— Stroud ( County).— For obtaining money by a worthless cheque on the London and County Bank- ing Company, Croydon branch— CHARLES C'UTH- BERT, alias FRANK ASHMAN and ARTHUR LLOYD, age about 35, height 5 ft. 7 or 8 in., hair ( turning grey) dark, cut short, moustache light, pro- minent nose and cheek bones, speaks with north country accent; dress, morning coat and vest, side pockets with flaps, striped trousers, black hard felt hat, lace boots. Stated he was an advance agent for HERTFORDSHIRE. 21.— Hatfield ( Cotmti/).— For stealing. 23rd inst., at St. Michael's, a bridle ( recovered)— FREDERICK CLARK, age about 32, height 5 ft. 8i or 9 in., com- plexion fresh, hair light brown, moustache light, slouching gait; dress, light check jacket, cord trousers, brown cap. A native of North Bucks. He left St. Albans 28rd inst, stating he was going to Epsom. Supposed previously convicted of burglary. Was accompanied by a man, age about 70, whiskers and moustache ( yellowish) white, stoops. Warrant issued. Information to Supt. Reynolds, Hatfield. 22.— St. Albans ( City).— For obtaining food and money by false pretences, 13th inst.— ALBERT WILSON, age 27 to 30, height 5 ft. 5 or 6 in., com- plexion fair, hair sandy, slight moustache light, upper front teeth discoloured ; dress, dark coat and vest, light brown check trousers, black hard hat. brown boots, blue check front and collar, wore a metal chain with 2 silver medals attached, carried a brown wicker basket. KENT. 23.— Sittingbourne ( County).— For 11011- pay- ment of bastardy arrears— ALFRED EDWARD BENNETT, age about 30, height 5 ft. 6 or 7 in., complexion fair, hair light brown, eyes grey, rather long nose ; dress, when last seen, cord jacket and trousers, cap. May be working as a carter. Warrant issued. 24.— Sittingbourne ( County).— For failing to appear to a summons, charged with neglecting his child— ERNEST BRETT, alias JURY, age about 50, height about 5 ft. 6 in., complexion swarthy, hair dark brown, eyes grey; dress, when last seen, black jacket, cord trousers patched at knees, P. and 0. cap, heavy lace boots, all old. Turner, Sittingbourne. 25.— Canterbury ( City).— For stealing, 13th inst.— a jacket, suit, small black and grey check pattern, and a white and blue silk handkerchief— ROBERT LOVETT, age 18, height 5 ft. 2 in., com- plexion fresh, hair dark brown, eyes blue, tattooed on right wrist; dress, dark grey suit, black reefer coat, dark cap, lace boots. Has recently been discharged from the Reformatory ship Cornwall. Warrant issued. Information to Chief Constable Farmery, Can- terbury. 26.— Dover ( Borough).— For stealing a coat and pair of trousers— ROBERT LOVETT, age 18, height 5 ft. 2 in., complexion fresh, hair dark brown, eyes blue, tattoo marks on right arm; dress, dark grey suit, black reefer jacket. Recently discharged from the Reformatory ship (' ornwall. Information to Supt. Sanders, Dover. • LANCASHIRE. 27.— Bootle ( Borough).— For stealing, 9th inst, — a pneumatic safety bicycle, No. 2 Milton, diamond frame, " Westwood " rims, " Dunlop " tyres, dropped handle bar, 28- inch wheels, B. S. A. fittings, transfer on head and bottom tube; " The Milton, Milton Cycle Works, W. Burningham White, Ltd., Liver- pool," no brake or mudguards. A man who gave the name of R. W. JOHNSTON, age about 25, height 5 ft. 4 or 5 in., complexion sallow, thin face, hair brown, clean shaved, eyes dark ; dress, dark grey ( coat) suit, blue and white check shirt, hard felt hat, wearing a ( supposed) gold watch and curb albert, and a gold breast pin set diamond or brilliant. Stated he was a music hall artifit. Warrant issued. Information to the Chief Constable, Bootle. LINCOLNSHIRE. 28.— Stamford ( County). — For embezzling lis. 9d.— FRANK COY, age 19, height about 5 ft., slight build, complexion pale, hair black ; dress, dark overcoat with cape, black jacket, brown mixture cloth vest, light cloth trousers, white rubber collar, red tie, brown mixture cloth cap, heavy lace boots ( nearly new). A baker's apprentice. Stated he was going to seek employment at stables at Newmarket. Ab- sconded 2nd inst. Warrant issued. Information to Inspector Swaby, Stamford. NORTHAMPTONSHIRE. 29.— Wellingborough (< ' ounty).— For larceny — ALBERT EDWARD WILSON ( supposed false), age 25 to 30, height about 5 ft. 5 in., complexion fair, hair ( inclined to ginger) and slight moustache light, upper front, teeth black, end of 2nd left finger injured; dress, black jacket and vest, light cloth trousers, dark tie, black hard felt hat " Dixon, London," inside, was wearing a metal watch in horn case, steel or metal chain, two silver medals attached with gold centre. Carried a brown wicker basket, oval top, containing a silver match box, mouth organ and towel. Stated he was a native of Preston, Lan- cashire, and that he was a goods checker on the Mid- land Railway. Warrant issued. Information to Supt. Alexander, Wellingborough. OXFORDSHIRE. 30.— Caversham ( County).— For embezzlement — FREDERICK GASH, age 16, short and stout, complexion fresh, hair dark brown, eyes dark, right thumb deficient; dress, blue jacket and vest, grey trousers and cap, white shirt, blue stockings, strong nailed boots. A butcher's boy. May seek employ- ment at training stables. Native of Caversham. Warrant issued. Information to Inspector Hope, Caversham. 31.— Oxford ( County).— For larceny— THOMAS PULLEN, age 20, height 5 ft. 6^ in., complexion fresh, hair light brown, eyes grey, large blister on one knee; dress, dark serge jacket and vest, light cloth trousers, grey cap or white straw hat, wearing military shirt, braces and boots, " No. 5593." A groom; native of Wokingham, Berks. Is an absentee from the Oxfordshire Light Infantry. Warrant issued. Information to the Chief Constable, Oxford. 32.— Witney ( Counly).— For stealing, 14th inst. — a pneumatic safety bicycle. No. " P. 5203," sup- posed, on top of handle bars, diamond frame, tangent spokes, 28 in. wheels, " Wroodley" tyres, rat- trap pedals, brake and mudguards, cork handles, ivory ferrules ( one missing) — FIENNES BARRETT LENNARD, age about 19, height 5 ft. 9 in., well built, complexion and eyes dark, hair dark brown, carries his head forward ; sometimes ap- pears to be slightly lame; dress, fawn tweed cycling suit ( Norfolk jacket), plaid stockings, cap, low shoes. Has a relative residing in the Isle of Man, where he may visit. Warrant issued. Information to Supt. Cooke, Witney. ROXBURGHSHIRE. 33.— Jedburgh ( County).— For stealing 1 single case silver English lever watch, yellow hands, sunk seconds, figured back, small dent thereon ; 1 ditto, steel hands, sunk seconds, back worn smooth; 1 double case silver verge, maker " Fell, Hexham," yellow hands, capped movement, glass deficient; 1 large size silver Geneva, yellow hands, sunk seconds, figured back, glass deficient; 1 lady's silver Geneva, small size, white dial, steel hands, glass deficient; 1 lady's very small keyless watch, black oxydised cases, white dial, yellow hands; 1 lady's silver Geneva, white dial, steel hands, " L. B." in monogram on back; all entrusted to repair— DAVID JOHNSTONE GLEND1NNING, age 26, height 5 ft. 6i in., very slight build, complexion fresh, hair light or flaxen, slight moustache ( light), eyes grey, left little finger deformed at second joint, right little finger crooked, scar above bridge of nose, circular scar back of left elbow, small scars on both hands, hair on right of chest; dress, when he absconded, 9th ult., black rib morning coat, dark narrow stripe trousers, black felt hat, thin lace boots, sometimes wears brown felt hat and brown gaiters ; of smart appearance. A watchmaker. Native of Dumfries. Has been previously convicted at Wigtown and Ayr. Warrant issued. Not to be arrested out of the United Kingdom. METROPOLITAN POLICE DISTRICT. 34.— P Division.— Woodcut portrait and des- cription of Expiree JOSEPH THOMBLIN, alias BENJAMIN OTWAY, FRANCIS, VINCENT, TOMPKINS, and " UNCLE BEN," Office No. 88838, whose arrest is sought for murder at Peckham on 19th August, 1897, age 48 ( looks older), height 5 ft. 6 in., without shoes, complexion florid, hair light sandy ( very bald), eyes grey and sunken. May now be clean shaven, but usually grows a close- clipped ginger moustache, bristly eyebrows, top lip short and thick, large nose with enlarged bridge, carries head forward and stoops slightly, scars bridge of nose, both eyebrows, back of head, right knee, side of left knee, and bottom of first left finger ( cut); two moles left of neck, mcle right upper arm, left shoulder blade, and outerside left buttock. Sentenced at Chester Assizes, 21st April, 1882, to 10 years penal servitude for burglary at a pawnbrokers, and shooting at police at Macclesfield. Released on licence 26th December, 1889. On 6th February, 1890, he shipped as A. B. at Birkenhead on ss. Oratava to Valparaiso, South America, and back, and on the same vessel at Tilbury Docks, 6th June, 1890, he shipped as a coal trimmer, deserted at Williamstown, Australia, 17th July, 1890, and went to Creswick, Victoria, where he remained until April, 1896, when he returned to his relatives at Forest Gate, London, and from April, 1897, until the date of the murder he lived at Peckham on the prostitution of the murdered woman. Two days after the murder he is said to have been in Great Grimsby; on 30th Sep- tember last at Aldgate, City of London, and on 9th October last, and 9th inst., at Leytonstone, London. Prior to last conviction he was connected with the " Gipsy Coopers," and visited Kingston, Surrey, Liverpool and Birmingham. Is a native of Shore- ditch.
