THE! POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, APRIL 22, 1898. REGULATIONS VOL. XV., No. 1494 1. All aniunmoements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified, i. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will he inserted at a cost of 15s. per portrait, and of Is. 6d. per photo- qraph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must he guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against h im, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 9. 10. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or a/ uilogous thereto. 8. AiuuiuiicemeiUs of all persons to be apprehended or of stolen property bear a number, and, as fur as practicable, they are alphabetically arranged by counties. The force which causes particulars concerning delinquentsor stolenproperty to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. In all cases the officer signing the request for the insertion of any amumncement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so us to be received not later than iwon on Wednesday, and for the Tuesday edition not later than Saturday morning. The;/ must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Xew Scotland Yard, by Postal Order or In/ Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of adver- tisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regulations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) That the name and address of the printer appear thereon. ( 32 and 33 Vic., cap. 24, sec. 2.) 2. No expression must be used in such an adver- tisement, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is specially directed to clause ( d), par. 1, as Police Notices are constantly being received by the Metropolitan Police without the printer's name and address, and they are consequently not distributed. NOTE.— There are. 181 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— G Division.— For stealing, 17th inst., a strawberry roan rough- coated Welsh horse pony, 6 years, 14 hands, scar between shoulders, small white patch on forehead, near hind hoof and fetlock white, ragged mane, in good condition— A MAN, age 20, height 5 ft. 3 or 4 in., complexion fair ; wearing dark vest, brown trousers, black hard hat. 2.— W Division. — For embezzlement, 31st January last— FRANK CHANDLER, age 32, height 5 ft. 6 in., complexion fair, hair and slight moustache light, lame in one leg caused by a diseased hip; supposed wearing dark clothing and soft cap. A milk carrier ; native of Farnham, Hants. Warrant issued. 3.— W Division.— For stealing, 4th inst, £ 27 and a cheque for 12s.— JOHN J AC FABRI, an Austrian, age 20, height 5 ft. 10 in., complexion fair, hair ( curly) auburn, clean shaved ; dress, blue serge jacket and vest, dark grey striped trousers, blue serge cap. A hair- dresser's assistant. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 4.— For stealing £ 103 2s. — FREDERICK A. STONIER, age 40, height 5 ft. 7 or 8 in., com- plexion dark, high cheek bones, hair, moustache and beard dark brown, eyes sunken, walks erect; dress, dark brown overcoat, velvet collar, rough black jacket, dark trousers, black felt hat. A solicitor's clerk. Native of Birmingham. Had in his posses- sion when absconded, 2nd inst., 18 £ 5 Bank of England notes, Nos. 18409 to 26. Warrant issued. 5.— For obtaining money by false pretences — HAROLD PATRICK TRUEFIT, age 30 ( looks younger), height 5 ft. 7 or 8 in., slight build, com- plexion pale, long thin face, hair brown, clean shaved, wearing dark blue sackback overcoat, hard felt hat, of horsey appearance. Has used the name of Bond. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. BEDFORDSHIRE. 6.— Bedford ( Borough). — For burglary, 6th inst., and stealing 1 pair new lace boots, size 8, " Registered 87,002" on straps, " Knight of the Garter " inside tops, straight cut toe- caps, and other property ( recovered) ( see Case No. 6, 15th inst)— a man, giving the names of BELL and JAMES NEWTON, age 30 to 35, height 5 ft. 9 or 10 in., slight build, upright, complexion fresh, rather long features, slight moustache light, left middle finger deficient; dress, greenish plaid coat ( sleeves too short) light trousers, grey mixture cap. Stated he had serv ed in the 3rd Hussars and had been shot through the hand. Warrant issued. Information to Chief Constable Thody, Bedford. BERKSHIRE. 7.— Newbury ( County). — For attempting to obtain money by a forged letter— JOHN BURK, age about 60, height 5 ft. 10 in., hair and slight whiskers grey, eyes grey or light blue ; dress, shabby black overcoat, black or grey trousers, black felt hat, carries a small black bag. He calls on Roman Catholic priests. May be found at common lodging houses. Warrant issued. Information to Supt. Robotham, Newbury. 8.— Wokingham ( County).— For obtaining 10s. by false pretences MARTIN, age 26 to 28, height about 5 ft. 8 in., complexion ( supposed) dark, hair and moustache dark ; wearing a long dark over- coat. He obtained the above by stating he was collecting money for the widow of a fireman who was injured in January last and had since died. Supposed identical with case No. 39, 8th inst. Warrant issued. Information to Supt. Molsher, Wokingham. 9.— Reading ( Borough). — For stealing, 31st ult., 1 old- fashioned silver lever watch, 1 silver chain ( recovered) and 2 gold signet rings— PATRICK LAWLESS, an Irishman, age 22, height 5 ft. 8 or 9 in., complexion fair, clean shaved, hair fair, cast in one eye; dress, dark coat and vest, light trousers, black hard felt hat, stand- up collar, blue tie with white spots. Information to Captain Henderson, Chief Con- stable, Reading. BUCKINGHAMSHIRE. 10.— Fenny Stratford ( County).— For larceny — HENRY ROADS, age 29, height 5 ft. 4 in., com- plexion fresh, hair and heavy moustache brown, eyes grey; dress, dark jacket, corduroy breeches, brown leather leggings, light cap. A butcher ; native of Winslow. May bo employed as a drover. Warrant issued. Information to Supt. Lait, Fenny Stratford. 11— Chepping Wycombe ( Borough).— For assaulting his wife and child— RALPH LUNNON, age 25, height 5 ft. 7 or 8 in., slight build, com- plexion pale, hair, slight moustache and eyes dark, upper front teeth deficient, scrofula mark right side of neck ; dress, black jacket and vest, light tweed trousers, light peak cap, coloured neckerchief, lace boots. A chairmaker. Warrant issued. Information to Head Constable Sparling, High Wycombe. 2 THE POLICE GAZETTE. TUESDAY, APIRL 12, 1898. CAMBRIDGESHIRE. 12.— Cambridge ( Borough).— For stealing, 2nd ult., a costermonger's barrow ( recovered)— W. SIMP- SON, age 28 to 80, height 5 ft. 4 or 5 in., complexion and hair dark, clean shaved, very high forehead ; dress, black coat and vest, dark trousers, dark grey cap, wears a painter's apron and states he is a painter and glazier. May be found at markets selling car- digan jackets, sham jewellery, & c., but usually tramps from town to town glazing and cleaning windows; carries a glass frame. Has in his possession a rubber stamp with " XV. Simpson, Contractor, Painter and Glazier, Lowestoft," thereon. Warrant issued. 18.— Cambridge ( Boroiujli).— For wilful and corrupt perjury, 17th January last— DENIS LEARY, alias RENNARD, age 28 to 80, height 5 ft. 8 or 9 in., complexion fair, slight moustache light; dress, shabby grey suit and cap. A hawker of plants, & c.; native of Notting Hill, London. Frequents common lodging houses. Is accompanied by a woman whom he represents as his wife, age 28 or 30, height 5 ft. 2 or 3 in., complexion dark, hair black; dress, black dress and black hat trimmed with large black feather, white apron and grey shawl; 2 girls ages 12 and 6, and a boy age about 17 months. Warrant issued. Information to Chief Constable Holland, Cam- bridge. CHESHIRE. 14.— Oakmere ( County). — For stealing, 8th inst., at Frodsham, a " Juno " Roadster bicycle, 1897 pattern, ordinary round handle bars plated, cork handles, Dunlop Welsh tyres, tangent spokes, plated about 2 inches from hub, rubber pedals, cranks sprained, hammer marks on right crank, chain wheel ( 19 teeth) loose, dent in fork over maker's name, enamel partly scratched oft cross bar, " Juno " lamp and old rusty bell attached— A MAN, age 23 or 24, height 5 ft. 6 or 7 in., complexion fresh, hair and slight moustache dark brown ; dress, brown mixture tweed jacket and trousers, low hard felt hat. Information to Supt. Johnson, Oakmere. dark, has very long legs, and leans forward when walking; dress, blue serge coat and vest, brown tweed trousers, lace boots, black hard felt hat. HADDINGTONSHIRE. £ 1 REWARD. 19.— Haddington ( L'otinty).— For deserting his children— JOHN McKAY, age about 40, height 5 ft. 8 in., hair light brown, moustache light, eyes grey, long face; dress, blue pilot jacket, brown moleskin trousers, brown cap, red and white stripe shirt, heavy lace boots. A labourer or foreman navvy. The above reward will be paid by Mr. Robert Masterton, Inspector of Poor, Dunbar, for such in- formation as will lead to the arrest of McKay. Warrant issued. Information to Deputy Chief Constable Mann, Haddington. HAMPSHIRE. 20.— Basingstoke ( County). — For embezzle- ment— HENRY COOPER, age about 50, height 5 ft. 5 or 6 in., hair ( thin on top) dark brown, beard and moustache dark ( turning grey), prominent fore- head, walks with swinging gait; dress, when last seen, dark morning coat and vest, light trousers, black hard felt hat, low shoes. A grocer's clerk. Warrant issued. Information to Inspector Hale, Basingstoke. HERTFORDSHIRE. 21.— St. Albans ( City).— For stealing, 5th inst., a lady's small silver Geneva watch, No. 0985, and silver albert— ROBERT ALLISON or HARRISON, age about 18, height about 5 ft. 6 in., complexion, hair and eyes dark, full face, snub nose, rather thick lips; dress, dark clothes, fur cap. A native of Man- chester. Information to Head Constable Blatch, St. Albans. DENBIGHSHIRE. 15.— Wrexham ( Coun ty).— For stealing, between 15th and 23rd ult., a quantity of brass fittings ( recovered)— MEREDITH JONES, age about 40, height 5 ft. 7 in., red blotched face, hair and moustache dark brown; dress, old drab dustcoat, repaired at back, grey tweed trousers, muffler, navy blue broad brimmed cap with peak and brass ornament in front. Has the appearance of a fitter, and carries a bass containing tools. A native of Pentre- Braughton, near Wrexham. Warrant issued. Information to Deputy Chief Constable Jones, Wrexham. DERBYSHIRE. 16.— Glossop ( Borough).— For embezzlement, 9th inst.— JOHN WILLIAM ROWE, age 18, height 5 ft. 2 or 3 in., complexion fresh, hair and eyes brown, mark near throat, large mouth ; dress, black reefer acket, sleeves too long and turned in, black vest, grey trousers, blue cap, red and blue silk necker- chief, clogs. Recently in the employ of an ice cream vendor. Warrant issued. Information to Chief Constable Hodgson, Glossop. ISLE OF WIGHT. 22.— Newport ( County).— For an indecent as- sault, 28rd ult., at New Church— FREDERICK CHAMBERS, age 24, height 5 ft. 2 in., stout build, complexion fair, hair light brown, eyes light blue; dress, blue serge jacket and vest, light trousers, skull cap. A labourer ; native of Shanklin. Warrant issued. Information to Supt. Hale, Newport. KENT. 23.— Sandgate ( County). — For embezzlement and stealing a bicycle— JOHN WINTERS, age 25, height 5 ft. 10 in., complexion fresh, hair dark brown, clein shaved, eyes grey, dancing girl and woman's head on lorearms; dress, light grey suit, white tie, stand- up collar, brown Alpine hat. A native of Kisleen, Killen, Castlederg, Tyrone. Is believed to be in Scotland canvassing for a photo- grapher. Warrant issued. Information to Supt. Waghorn, Sandgate. 24.— Folkestone ( Borough).— For embezzling £ 8 13s. Od.— WILLIAM DENNY, age about 30, height 5 ft. 10 in., complexion pale, hair and mous- tache black, heavy eyebrows. A meat purveyor's manager. Warrant issued. Information to Supt. Taylor, Folkestone. 26.— Leigh ( County). — For larceny — MARY ANN STOCKTON, alias MULLEN, age 17, height 5 ft. 4 in., complexion fresh, hair ( hanging down and tied with red ribbon) dark brown, eyes brown ; dress, black jacket, short blue skirt', black felt hat trimmed black feathers. Warrant issued. Information to Supt. Higginbotham, Leigh. 27.— Blackpool ( Borough).— For stealing, be- tween 3rd and 16th inst., a gold bangle, link pattern, with small plain padlock attached— ELIZABETH CLARKE, age about 25, height about 5 ft. 7 in., complexion sallow, full face, prominent lips, hair dark, eyes brown; dress, black dress, brown cape, black hat trimmed violets and green tulle. A do- mestic servant. Information to Chief Constable Derham, Black- pool. LEICESTERSHIRE. 28.— South Wigston ( County).— For stealing a horse ( recovered)— WALTER YATES, age 25 to 30, height 5 ft. 4 or 5 in., complexion fresh, pock marked and freckled face, hair brown ; dress, grey jacket and vest ( too large for him), brown cord trousers, red scarf with white spots, dark cloth cap. A drover ; supposed a native of Birmingham. Warrant issued. Information to Supt. Ormiston, South Wigston. MONMOUTHSHIRE. 29.— Newport ( Borough).— For obtaining, 5th inst., by false pretences, an 18 carat gold albert chain, open link pattern, and a gold seal pendant, long pattern, with yellow topaz stone— CHARLES GODWIN, age about 25, height 5 ft. 9 in., com- plexion fresh, hair and moustache dark; wearing a long grey overcoat ( tight fitting) with black velvet collar, black hard felt hat. Stated he was a wine merchant's traveller. He called at a jeweller's, selected the chain and seal and gave a worthless cheque for £ 8 18s. 6d. on the Hammersmith Branch of the London and County Bank in payment. May be wanted for similar offences elsewhere. Warrant issued. Information to Head Constable Sinclair, Newport. NORFOLK. 30.— Acle ( County).— For attempting to obtain charitable contributions by fraud— GARRA- WAY, age about 85, height 5 ft. 5 in., complexion fresh, hair and moustache light; dress, long black overcoat, dark trousers, soft felt hat, wearing a signet ring on right hand. Appearance of a Dissenting minister. He calls upon clergymen, & c., and pro- duces a paper, purporting to be a brief, stating he is collecting money for a widow in indigent circum- stances, with a view of starting her in a laundry business. Warrant issued. Information to Supt. Lowe, Acle. NORTHAMPTONSHIRE. 31.— Northampton ( Borough).— For obtaining by a worthless cheque, a light brown kit bag, about 20 inches long, 10 inches wide and 9 inches deep, and £ 4 14s. 8d.— D. DONALDSON, age about 27, height 5 ft. 7 or 8 in., rather slight build, complexion and moustache dark; well dressed, of good appearance and address. Was formerly in the employ of a London firm of stationers, and is now believed to be travelling with stationery. Warrant issued. Information to Chief Constable Mardlin, Northamp- ton. NORTHUMBERLAND. 32.— Hexham ( County).— For stealing, 5th ult., a pony ( recovered)— JOSEPH LAWSON, age about 30, height 5 ft. 5 or 6 in., complexion pale, small features, hair and slight moustache brown, slight cast in eyes; dress, blue jacket and vest, blue and black striped trousers, blue and white spotted necker- chief, light cap. A stableman or helper; native of Penrith, Carlisle. Warrant issued. Information to Captain Terry, Chief Constable, Morpeth, or Supt. Robertson, Hexham. ESSEX. 17. — Saffron Walden ( County).— For stealing from his lodgings a silver watch chain with key and seal, a rough black jacket, usual pockets, and £ 1 2s. 6d.— FREDERICK SKINGLE, age 26, height 5 ft. 9 or 10 in., slight build, complexion fresh, hair dark, thin light moustache, wearing dark clothes, blue neckerchief, hard felt hat. Has served in the army. A native of Little Canfield, Essex. Warrant issued. Information to Supt. Pryke, Saffron Walden. GLOUCESTERSHIRE. 18— Stroud ( County).— For rape— ERNEST FIFIELD, age 19 or 20, height 5 ft. 10 in., com- plexion fresh, clean shaved, hair dark brown, eyes LANCASHIRE. 25.— Chorley ( County).— For stealing, 12thinst., 4 shirts, 1 umbrella, 1 silk square, 1 rug, 1 table cloth, 1 skirt, 4 pairs socks, 2 pairs braces, all new— HARRY REID, age 24 or 25, height 5 ft., com- plexion sallow, hair light brown, sore eyes, end o nose red, very small feet; dress, when last seen, grey mixture jacket suit, long drab Newmarket overcoat, black billycock hat. A horse dealer. He takes pri- vate lodgings and hires stables at a public house, and advertises harness, & c., for sale ; he then orders goods to be sent to his lodgings and on receiving same absconds. He frequently produces a post- dated cheque, stating that he has just sold a horse and will pay for the goods the following morning. Has served in the 6th Dragoons ; a native of Salisbury, Wilts. Warrant issued. Not to be arrested out of the United Kingdom. DEVONSHIRE. 34.— Tiverton ( Borough).— Portrait and descrip- tion of WILLIAM BARKER, whose apprehension is sought for obtaining, 4th inst., coins ( list below) to the value of £ 106 9s., by means of a worthless cheque, No. 97510, on the National Provincial Bank of England, Redland Branch, Bristol; age 36, height 5 ft. in., complexion pale, hair dark brown, eyes brown; scar base of left thumb, left eyebrow and nose; dress, when last seen, light dust coat, dark suit, black bowler hat; carried a brown brief bag, monogram thereon in " black AW/ PE. Supposed wanted at York ( see Case 35, 4th ult.), has been con- victed in the following aliases WILLIAM BEVOIR, BIRK, DUVAL, BELLWOOD, BROWN and BELVEAR.
