All annwncements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they arc sufficient to enable action to be taken upon them bg aiwther force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsiblefcr the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 1 os. per portrait, and of 7s. ( id. per photo- graph or slietch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of n > t less rank than Superintendent; and, if the name of such person is • required to be inserted and no warrant is in force against h im, the requisition m list he signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of rwt less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be insetted in the POLICE GAZETTE, must, on their apprehension or recovery, ut once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the. officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so us to be received not later than noon on Wednesday, and for the Tuesday edition wit later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or hi/ Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON. Editor. G., No. 1478, February 25th, 1898). SPECIAL NOTICE. The following warning relating to fraudulent ad- vertisements appeared in the London newspapers of the 19th inst. As most of the victims of these frauds live in the Provinces, the Editor would suggest to Provincial Police Forces to bring the matter to the notice of local newspapers, and especially of those that insert advertisements of the kind referred to:— The Commissioner of Police of the Metropolis has, on former occasions, by your courtesy, warned the public against fraudulent advertisements of a certain kind. Such advertisements are more rife at present than at any former period, and he desires to again call public attention to them. They are skilfully framed to keep clear of the criminal law, but their dishonesty is so flagrant that, were it not for the very numerous complaints received about them, it might be assumed that no one could be misled by them. Some of these advertisements offer large money prizes to any purchaser of certain wares— soap, per- fumery, toys, Ac.— who guesses some transparently- simple cipher or puzzle. In a recent case the num- ber of dupes was so large that the share of each successful claimant to a £ 50 prize was one farthing. Another advertisement of a kindred type promises as an absolutely free gift some article which is repre- sented as being of considerable value. The most usual bait is a silver watch, and the condition is that the victim shall purchase a suitable chain. It is needless to say that the price charged for the chain ( generally from 16s. to 25s.) is sufficient to cover the cost of the watch and chain with a very liberal margin for profit. Reference may again be made also to " Home Em- ployment " advertisements, advertisements under- taking to obtain situations for persons on payment of a fee, and especially the well- known " Spanish Swindle," which, in spite of the repeated warnings issued to the public in past years, is apparently as flourishing as ever. Provincial papers will do a service to the community by warning their readers against all such frauds. R. ANDERSON, New Scotland Yard. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1. — A Division. — For embezzling £ 12— EDWARD BALL, age 30, height 5 ft. 5 in., com- plexion fresh, hair brown, eyes blue; dress, dark morning coat and vest, dark mixture trousers, black bowler hat. A baker's carman. Warrant issued. Not to be arrested out of the United Kingdom. 2.— F Division.— For stealing, 25th ult., £ 252 Is. 6d., including two £ 100 Bank of England notes, Nos. 44782- 3— GEORGE WALL, age 44, height 5 ft. 8 in., slight build, complexion fresh, hair ( bald in front) grey, moustache dark, eyes ( sunken) blue, walks with slight limp and hangs his head down, one thumb- nail injured; dress, dark brown tweed suit, black Melton overcoat, black felt hat; a grocer. Warrant issued. 3.— K. Division. — For obtaining by fraud, through the " Exchange and Mart," an incubator, Foster Mother, and book on poultry— A. HARRISON, late of Moor Elm, Nun, Monckton, York, age 33, height 5 ft. 6i in., slight build, delicate appearance, moustache and side whiskers dark brown; dress, grey overcoat, velvet collar, dark suit. Has a dark brown pony and buggy. May be accompanied by his wife and children ( boy, age 6, girl, age 4), and 2 women. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 4.— For forging and uttering a cheque, thereby obtaining £ 920, also obtaining a cheque book by a forged order— a man who gave the name of W. J. IVE, age about 45, height 5 ft. 8 in., thick set, com- plexion ruddy, round face, hair dark brown, heavy moustache slightly grey; dress, dark blue overcoat velvet collar, high silk hat, of smart appearance. Had with him 2 bags ( 1 a large brown Gladstone, the other, smaller, red). Warrant issued. 5.— For larceny and forgery— HENRY BROWN, late of Englefield Road, Islington, age 46, height 5 ft. 8 in., strong build, weight about 17 stone, complexion pale, hair, side whiskers and moustache turning grey, swaggering gait. Lately employed as a traveller to the American Box Machine Company. Absconded 4th inst. Warrant issued. 6.— For embezzlement to a large amount— MON- TAGUE BENSON JONES, late of 121, Newgate Street, London, E. C., and 36, Dresden Road, Crouch End, N., age 35, height 5 ft. 9 in., rather stout build, hair, whiskers and moustache light, late manager of the London Branch of the North of England School Company, Limited. BERKSHIRE. 7. — Windsor ( Boroiufh). — For unlawfully wounding, 13th inst.— GUISEPPE VACKERI or VACCA, an Italian organ grinder, age 36 or 37, height 5 ft. 4 or 5 in., complexion, hair and mou- stache dark, high cheek bones, slightly knock kneed ; dress, brown cloth jacket and vest, brown cord coarse trousers, red scarf, black hard hat. B. — Altrincham ( County). — For stealing a " Premier, 1895, Roadster" bicycle, No. 92564, " Dunlop Welch " tyres ; a pair of strong lace boots, size 8; and a dark tweed coat and vest— FRANK RICHARD HAMILTON, age 23, height 5 ft. 9 in., complexion fresh, hair dark brown, clean shaved ; wearing the stolen coat and vest, dark trousers, light cap. A groom ; native of Newchurch, near War- rington. Warrant issued. Information to Supt. McDonald, Altrincham. 9.— Nantwich ( County).— For stealing, 16th and 18th ult., £ 38, at' Crewe— FREDERICK GEORGE SEDDON, age 26, height 6 ft., complexion fair, long face, cheeks slightly sunken, hair and mou- stache light brown, eyes light blue, wears gold rimmed spectacles, gold rings on 3rd and 4th left fingers, stoops when walking. A native of Derby. The above amount had been invested in the firm of Seddon & Piatt, Accountants and Money Lenders, of which he was a partner. Warrant issued. Information to Supt. Meredith, Nantwich. DEVONSHIRE. 10.— Bovey Tracey ( County).— For obtaining £ 5 by false pretences, 4th inst.— E. T. SMITH, alias E. T. GUINNESS, age about 35, height 5 ft. 9 or 10 in., complexion fresh, hair brown, heavy moustache reddish brown, eyes brown ; dress, brown knicker suit, black bowler hat, white neckerchief, drab cloth leggings, lace boots. Of good appear- ance, stated he had just returned from India. Warrant issued. Information to Supt. Williams, Bovey Tracey. ESSEX. 11.— Chelmsford ( County).— For stealing, 11th inst., an old cushion tyre bicycle, straight spokes, hammock saddle, block chain, bent handle bar— SMITH ( supposed false), age about 14, thin build; dress, grey jacket, cord trousers, cap, tan shoes. He rode in the direction of London. Information to the Deputy Chief Constable, Chelmsford. GLAMORGANSHIRE. 12.— Swansea ( Borough).— For stealing, 12th inst., a " Gazelle" road racer bicycle, 1897 make, flat handle bar, " Warwick" tyres, no mud guards or brake— a man, giving the name of FRANK BERRY, age 30, height 5 ft. 4 or 5 in., stout build, heavy moustache light, hair ( curly) and whiskers ( about 3 weeks' growth) dark; dress, dark suit and cap. Speaks with a foreign accent. Warrant issued. Information to Chief Constable Colquhoun, Swansea. GLOUCESTERSHIRE. 13.— Cheltenham ( County).— For failing to report— Supervisee ALICE WINTLE, alias ALICE SCANLAN, Office No. 2761- 96, age 35, height 5 ft. OJ in., complexion dark, hair dark brown, eyes brown, scar on left ear, right side ol upper lip, out- side right wrist, and left cheek bone. A native of Cheltenham. Sentenced at Cheltenham Quarter Sessions, 8th April, 1896, to 5 months hard labour and 2 years police supervision for larceny. 17- 892. May be accompanied by her husband " Dennis." HAMPSHIRE. 14.— Aldershot ( County).— For stealing, 19th or 20th inst., 2 suits of clothes ( 1 light check, 1 dark brown); 2 pairs button boots ; 3 light colour flannel shirts, nearly new; 12 white pocket handkerchiefs, coloured borders; 1 silver mounted brown twisted walking stick; 1 clothes brush; 1 set gold sleeve links and studs ; 1 lady's gold ring, set diamond; 1 lady's silver watch and Victoria chain— A MAN, age 23, height 5 ft. 8 in., complexion fresh, hair and slight moustache light brown, eyes grey, cross right forearm, sailor left forearm, bad upper front teeth ; wearing the stolen check trousers, brown jacket and vest, black felt hat, red tie, new button boots, carries a walking stick. May endeavour to enlist. Information to Supt. Hawkins, Aldershot. 15.— Bournemouth ( County).— For stealing a bicycle ( recovered)— FREDERICK HERBERT, age 30 to 35, height 5 ft. 4 or 5 in., stout build, com- plexion, hair ( bald on top) and moustache dark, speaks with an American accent; dress, dark suit and cap, or may be wearing grey nickers. A builder's machinist. Warrant issued. Information to Supt. Foster, Bournemouth. 16.— Gosport ( County).— For obtaining £ 5 by a worthless cheque, 27th January last— THOMAS MORICE NELisON, age 35 or 36, height 5 ft. 6 or 7 in., complexion pale, hair and moustache brown, eyes hazel, small scar left cheek; dress, dark tweed suit ( coat lighter), stand- up collar, dark tie, black hard- felt hat, brown gloves. Native of Gosport. Warrant issued. Information to Supt. Silver, Gosport. 17.— Ringwood ( County).— For stealing, 10th inst., 1 painter's distemper brush, 1 dust ditto, 1 small trowel, 1 hacking knife— HARRY HOWARD ( supposed false), age about 26, height 5 ft. 6 or 7 in., complexion pale, hair dark brown, slight moustache and side whiskers dark ; dress, dark suit, soft hat; a tramping painter. He obtains employment and private lodgings, remains 2 or 3 days, and then decamps. Warrant issued. Information to Inspector Courtney, Ringwood. 18.— Portsmouth ( Borough).— For stealing, 26th ult., a dark tweed coat and vest, red stripes forming squares; 1 dark brown felt hat; 1 pair " City K " lace boots, " Last 3, Size 8 " stamped on tab ; 1 grey tweed sac back overcoat, double breasted, dark lining, black bone buttons, usual pockets; 2 razors, 1 with crest on blade, in case lined blue velvet; 1 pair 3- in. blade scissors— RICHARD WAL- TER MILLER, age 27, height 5 ft. 6f in. without boots, complexion dark, hair dark brown, clean shaved, eyes black, anchor tattooed left arm, wearing the stolen clothing. A painter. Is an absentee from H. M. S. Victory. 19.— Portsmouth ( Borough). — For stealing, 16th January last, a pair of Maltese hand- sewn shoes, high heels, round toes, plain fronts, brass eyelet hoies, " H. Jones" in blue pencil inside— FREDERICK CHARLES BARBER, alias PAGE, age about 25, height 5 ft. 8 or 9 in., complexion fair, hair light, clean shaved, long features, pro- minent nose. A stoker of H. M. S. Victory, from which he is a deserter. Information to the Chief Constable, Town Hall, Portsmouth. 20.— Southampton ( Borough).— For sending a threatening letter— I. W. WHYBORN, age 40 to 42, height about 5 ft. 6 in., complexion pale, hair and moustache dark ; dress, when last seen, shabby dark suit, soft black hat; an agent or canvasser. Warrant issued. 21.— Southampton ( Borough).— For failing to notify his change of residence— Licence holder HENRY THOMPSON, alias HENRY RUSSELL, MICHAEL FEY, JOHN SANDS, and HENRY KING, Office No. 710— 98, age 58, height 5 ft. 5| in., complexion fresh, hair grey, eyes blue ; mermaid, THE, flag, pint pot, barrel, cross, flower, IS, MY, glass, pipe, anchor, M. S. H. S., bird, bracelet, fish, shamrock, man, bust of woman, M. dot, A. dot, FAY, hand and heart, left forearm ; 2 flowers, star and anchor back left hand ; rings on left fore and middle fingers ; scar front left middle finger and thumb and above left eyebrow ; ears pierced ; D left of chest; mole left side of back ; a sailmaker; native of Dublin. Sentenced at Winchester Assizes, 14th November, 1893, to 5 years penal servitude and remanet of former sentence for burglary. Licenced 4th March, 1898, D. I. P. T., 1242. Information to the Chief Constable, Southampton. buttons, dark " Monte Carlo" or silk hat, carries a walking stick with gold crutch handle, cornet engraved thereon, and also on a cigarette case which he carries. Visits first- class hotels, and represents himself as a German baron, but speaks English fluently. Warrant issued. Information to Head Constable Hinks, Ryde. HUNTINGDONSHIRE. 22.— St. Ives ( County).— For embezzlement— GEORGE JOHN WEBSTER HOUGHTON, age 37, height about 5 ft. 7 in., complexion fresh, hair and moustache dark, ayes blue, drops slightly on left leg when walking. A shoemaker. Warrant issued. Information to Supt. Rayner, St, Ives. ISLE OF WIGHT. 23.- Ryde ( Borough),— For obtaining £ 15 by a worthless cheque, 7th ult.— CARLDE SCHELIKA, age 80 to 85, height about 6 ft. 1 in., corpulent, hair wavy and brushed back from forehead, small light moustache, eyes light blue; dress, dark grey over- coat ( racing style), red and fawn check vest with gilt KENT. 24.— Cranbrook ( County). — For stealing a horse, cart and a quantity of potatoes ( recovered)— ALBERT WEEKS, age 27, height 5 ft. 8 or 9 in., stout build, complexion fresh, full face, hair ( short) and moustache light, eyes grey; dress, grey tweed jacket, old dark trousers, white neckerchief with blue horseshoes, grey skull cap. new lace boots. A dealer; native of Burwash Common, Sussex. Warrant issued. Information to Supt. Fowle, Cranbrook. 25.— Sevenoaks ( County).— For stealing a bi- cycle, 7th inst. ( recovered) IRVING, age 18 to 20, height 5 ft. 6 or 7 in., complexion fair, face blotched, hair very light, slight moustache, sickly appearance; dress, light jacket and trousers, dark cap, sand shoes. Collects entrails for making sausage skins. Supposed a native of Whitechapel. Warrant issued. Information to Supt. Holman, Sevenoaks. 26 - Sittingbourne ( County).— For leaving his two children chargeable to the Milton Union— PHILIP HEATHFIELD, alias HOPPY, age 44, height 5 ft. 4 in., complexion dark, hair and eyes brown, left leg shorter than the right; dress, cord vest, with fustian sleeves, black cord trousers patched on one knee, dark cloth cap, heavy lace boots. May be employed at a brickfield. Warrant issued. 27.— Sittingbourne ( County).— For leaving his wife and children chargeable to the Milton Union— WILLIAM DEVERSON, age 24, height 5 ft. 3 or 4 in., complexion fair, full face, hair light brown, slight moustache ( light), eyes grey; dress, long black coat with velvet collar, light tweed vest and trousers, blue cap, light lace boots. May be found working in hop gardens. Warrant issued. Information to Supt. Turner, Sittingbourne. 28.— Tonbridge ( County).— For stealing, 4th inst., a pneumatic safety bicycle, " Wulfruna " make, No. 7, 28 in. wheels, " Dunlop" back tyre, " Beeston" front, black leather gear case, mud guards, brake, lamp and bell attached, corrugated handles, rubber pedals, large dent in down tube near gear case, " C. W. Woolley, cycle agent, Tonbridge," in gold letters on back mud guard, " Wulfruna " on head— a man, who gave the name of — WOODS, age 22 to 25, height about 5 ft. 10 in., slight build, com- plexion fair, hair light, clean shaved; dress, brown suit, stand- up collar, grey cap, light boots. Bartlett, Tonbridge. 29.— Canterbury ( Ciu/).— For embezzlement— HENRY DUNIGAN, age 23 to 25, height about 5 ft. 7 in., complexion fresh, hair dark brown, prominent cheek bones, man's head tattooed on one arm. A grocer's porter. May endeavour to enlist or leave the country. Warrant issued. Not to be arrested out of the United Kingdom. Information to Chief Constable Farmery, Canter- bury. 30.— Folkestone ( Borough).— For failing to appear to summonses, charged with neglecting their children— FREDERICK BRYANT, age 29, height 5 ft. 9| in,, complexion fair, hair brown, eyes grey, scar left cheek ; a carpenter. BEATRICE BRY- ANT, age 37, height 4 ft. 10 in., complexion fair, hair brown, eyes blue. They are accompanied by their three children ( 2 girls, ages 11 and 3 and a boy, age 7). May be found sleeping out or at common lodging houses. Warrant issued. Information to Supt. Taylor, Folkestone. 81.— Margate ( Borough).— For stealing ( bailee) lis. JACKSON, age about 40, height about 5 ft. 4 in., complexion fresh, hair ( parted in centre) dark ( turning grey), moustache brown, knuckle of 3rd right finger deformed; dress, grey suit, black overcoat, dark grey cap with blue stripes. DERBYSHIRE. 82.— Chesterfield ( Bo) ough).— Committed for trial at next Quarter Sessions, charged with being found by night in possession of housebreaking im- plements, 10th inst.— JAMES BROWN, age 63 ( looks younger), height 5 ft. 7} ins., complexion fresh, hair light brown, moustache, side whiskers and eyebrows sandy ( turning grey), scar left eyebrow and left thigh, little fingers contracted, is slightly deaf; wearing a black felt hat, " Cuthbertson, 52, Liverpool St., 28, Ludgate Hill, 203 Strand," there- in. He was found at the back of a jeweller's shop and had in his possession a brown leather bag, con- taining a web ladder 14 ft. long, skeleton keys, pick- lock, jemmys, brace and bits, & c., and was in the company of a MAN, who escaped, age about 40, height 6 ft., stout build, complexion dark, clean shaved; dress, three- quarter coat, dark trousers, black soft hat; of Jewish appearance. YORKSHIRE ( WEST RIDING). 33.— Barnsley ( County).— Woodcut portrait and description of GEORGE HEATH NAYLOR, late Postmaster at Hoyland Nether, whose apprehension is sought for embezzling £ 66 6s. 5d., age 35 ( looks older), height 5 ft. 6 in., well- built, complexion fair, hair and moustache dark, eyes supposed blue, bad teeth ; dress, blue overcoat with velvet collar, black ccat and vest, light trousers, light lace boots; of good appearance.
