All announcements fur insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OP THE POLICE GAZETTE, NEW SOOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought tvill be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of n< t less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and. as far as practicable, they are alphabet ically arranged by count ies. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than •/ won on Wednesday, and for the Tuesday edition m< t later than Saturday morning. Thru must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Xeic Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted' in payment, and the charges for the insertion of the san/ e will be given on application. R. ANDERSON, Editor. WILSON, Office No. 229- 98, age 68, height 5 ft. 11 in., complexion fresh, hair grey ( baldon top), eyes hazel, scar leit of forehead, right eyebrow, and lower part left leg. An engineer. Native of Cowlairs, Lanark; dress, brown cloth suit, black Trilby hat, flannel shirt, white collar and cuffs. Liberated from Wakefield Prison, 18th January last, having under- gone 15 months hard labour for fraud. Warrant issued. Information to Supt. Pitson, Aylesbury. CARNARVONSHIRE. 9.— Carnarvon ( County).— For obtaining food and lodgings by false pretences— A MAN, age about 40, height 5 ft. 4 or 5 in., rather long features, hair ( bald on top) light or sandy, moustache and side whiskers ( cropped short) sandy; dress, dark suit, hard felt hat, old thin lace boots, white tie, drab Inverness mackintosh. He represented that he was in the employ of the Civil Service, and was about to make a survey of the neighbourhood. Information to Supt. Harris, Carnarvon. A native of Derby. The above amount had been invested in the firm of Seddon & Piatt, Accountants and Money Lenders, of which he was a partner. Warrant issued. Information to Supt. Meredith, Nantwich. DERBYSHIRE. £ 2 REWARD. 11.— Chesterfield ( County).— For neglecting to deliver up the accounts, books and papers of the Rural District Council of Chesterfield— HENRY CHARLES RANSLEY', late Surveyor of Highways, age 30, height 5 ft. in., complexion ruddy, hair ( parted down centre) dark, clean shaved, stoops slightly. A native of Wood Green, Middlesex. Warrant issued. The above reward will be paid Guardians for such information arrest of Ransley. Information to Deputy Chief Constable Carline, Chesterfield. by the Chesterfield as will lead to the DEVONSHIRE. 12.— Bovey Tracey ( County).— For obtaining £ 5 by false pretences, 4th inst.— E. T. SMITH, alias E. T. GUINNESS, age about 35, height 5 ft. 9 or 10 in., complexion fresh, hair brown, heavy moustache reddish brown, eyes brown ; dress, brown knicker suit, black bowler hat, white neckerchief, drab cloth leggings, lace boots. Of good appear- ance, stated he had just returned from India. Warrant issued. Information to Supt. Williams, Bovey Tracey. 13.— Exeter ( County).— For disobedience of a maintenance order— GEORGE BURRINGTON, age 48, height 5 ft. 4 in., complexion fresh, hair light ( iron grey), may be wearing grey moustache and tuft on chin, eyes hazel; dress, dark brown mixture suit, bowler hat, worn slightly on right side. A leather cutter; native of Exeter. Warrant issued. Photograph may be seen on application. Information to the Deputy Chief Constable of Devon, Exeter. ESSEX. 14.— Chelmsford ( County).— For stealing, 11th Inst., an old cushion tyre bicycle, straight spokes, hammock saddle, block chain, bent handle bar— SMITH ( supposed false), age about 14, thin build ; dress, grey jacket, cord trousers, cap, tan shoes. He rode in the direction of London. Information to the Deputy Chief Constable, • Chelmsford. GLAMORGANSHIRE. 15.— Swansea ( Borough).— For stealing, 12th inst., a " Gazelle " road racer bicycle, 1897 make, flat handle bar, " Warwick" tyres, no mud guards or brake— a man, giving the name of FRANK BERRY, age 30, height 5 ft. 4 or 5 in., stout build, heavy moustache light, hair ( curly) and whiskers ( about 3 weeks' growth) dark; dress, dark suit and cap. Speaks with a foreign accent. Warrant issued. Foster, Bournemouth. 18.— Gosport ( County).— For obtaining £ 5 by a worthless cheque, 27th January last— THOMAS MORICE NELbON, age 35 or 36, height 5 ft. 6 or 7 in., complexion pale, hair and moustache brown, eyes hazel, small scar left cheek; dress, dark tweed suit ( coat lighter), stand- up collar, dark tie, black hard- felt hat, brown gloves. Native of Gosport. Warrant issued. Information to Supt. Silver, Gosport. 19.— RingWOOd ( County).— For stealing, 10th inst., 1 painter's distemper brush, 1 dust ditto, 1 small trowel, 1 hacking knife— HARRY HOWARD ( supposed false), age about 26, height 5 ft. 6 or 7 in., complexion pale, hair dark brown, slight moustache and side whiskers dark ; dress, dark suit, soft hat; a tramping painter. He obtains employment and private lodgings, remains 2 or 3 days, and then decamps. Warrant issued. Information to Inspector Courtney, Ringwood. 20.— Portsmouth ( Borough).— For stealing, 26th ult., a dark tweed coat and vest, red stripes forming squares; 1 dark brown felt hat; 1 pair " City K " lace boots, " Last 3, Size 8 " stamped on tab ; 1 grey tweed sac back overcoat, double breasted, dark lining, black bone buttons, usual pockets; 2 razors, 1 with crest on blade, in case lined blue velvet; 1 pair 3- in. blade scissors— RICHARD WAL- TER MILLER, age 27, height 5 ft. 6f in. without boots, complexion dark, hair dark brown, clean shaved, eyes black, anchor tattooed left arm, wearing the stolen clothing. A painter. Is an absentee from H. M. S. Victory. 21.— Portsmouth ( Borough). — For stealing, 16th January last, a pair of Maltese hand- sewn shoes, high heels, round toes, plain fronts, brass eyelet holes, " H. Jones" in blue pencil inside — FREDERICK CHARLES BARBER, alias PAGE, age about 25, height 5 ft. 8 or 9 in., complexion fair, hair light, clean shaved, long features, pro- minent nose. A stoker of H. M. S. Victory, from which he is a deserter. W. WHYBORN, age 40 to 42, height about 5 ft. 6 in., complexion pale, hair and moustache dark ; dress, when last seen, shabby dark suit, soft black hat; an agent or canvasser. Information to the Chief Constable, Southampton. 27.— Ryde ( Borough).— For obtaining £ 15 by a worthless cheque, 7th ult.— CARLDE SCHELIKA, age 30 to 35, height about 6 ft. 1 in., corpulent, hair wavy and brushed back from forehead, small light moustache, eyes light blue; dress, dark grey over- coat ( racing style), red and fawn check vest with gilt buttons, dark " Monte Carlo" or silk hat, carries a walking stick with gold crutch handle, cornet engraved thereon, and also on a cigarette case which he carries. Visits first- class hotels, and represents himself as a German baron, but speaks English fluently. Warrant issued. Information to Head Constable Hinks, Ryde. GLOUCESTERSHIRE. 16.— Cheltenham ( County).— For failing to report— Supervisee ALICE WINTLE, alias ALICE SCANLAN, Office No. 2761- 96, age 35, height 5 ft. in., complexion dark, hair dark brown, eyes brown, scar on left ear, right side of upper lip, out- side right wrist, and left cheek bone. A native of Cheltenham. Sentenced at Cheltenham Quarter Sessions, 8th April, 1896, to 5 months hard labour and 2 years police supervision for larceny. 17- 892. May be accompanied by her husband " Dennis." Information to Supt. Hopkins, Cheltenham. HUNTINGDONSHIRE. 25.— St Ives ( County).— For embezzlement— GEORGE JOHN WEBSTER HOUGHTON, age 37, height about 5 ft. 7 in., complexion fresh, hair and moustache dark, eyes blue, drops slightly on left leg when walking. HAMPSHIRE. 17.— Bournemouth ( County).— For stealing a bicycle ( recovered)— FREDERICK HERBERT, age • 80 to 85, height 5 ft. 4 or 5 in., stout build, com- ISLE OF WIGHT. 26.— Newport ( County).— For an offence under the Debtors' Act, 10th November, 1897— HENRY WYNNSTANLEY, age about 40, height about 5 ft. 8 ins., complexion fresh, hair, whiskers and mous- tache dark brown ; usually wears a dark overcoat with astrachan collar and cuffs. Warrant issued. Information to Chief Inspector Ayres, Newport. KENT. 28.— Chatham \ County).— For arrears of bas- tardy, amounting to £ 2 13s.— WILLIAM MARTIN, age 20, height 5 ft. 6 in., complexion fair; dress, light suit, brown overcoat, black hard felt hat, lace boots. A baker. Warrant issued. 29.— Cranbrook ( County). — For stealing a horse, cart and a quantity of potatoes ( recovered)— ALBERT WEEKS, age 27, height 5 ft. 8 or 9 in., stout build, complexion fresh, fuli face, hair ( short) and moustache light, eyes grey ; dress, grey tweed jacket, old dark trousers, white neckerchief with blue horseshoes, grey skull cap. new lace boots. A dealer; native of Burwash Common, Sussex. Warrant issued. Information to Supt. Fowle, Cranbrook. 30.— Tonbridga ( County).— For stealing, 4th inst., a pneumatic safety bicycle, " Wulfruna " make, No. 7, 28- in. wheels, " Dunlop" back tyre, " Beeston " front, black leather gear case, mud guards, brake, lamp and bell attached, corrugated handles, rubber pedals, large dent in down tube near gear case, " C. W. Woolley, cycle agent, Tonbridge," in gold letters on back mud guard, " Wulfruna " on head— a man, who gave the name of — WOODS, age 22 to 25, height about 5 ft. 10 in., slight build, com- plexion fair, hair light, clean shaved; dress, brown suit, stand- up collar, grey cap, light boots. Warrant issued. Information to Supt. Bartlett, Tonbridge. 81.— Canterbury ( City).— For embezzlement— HENRY DUNIGAN, age 23 to 25, height about 5 ft. 7 in., complexion fresh, hair dark brown, prominent cheek bones, man's head tattooed on one arm. A grocer's porter. May endeavour to enlist or leave the country. Warrant issued. Not to be arrested out of the United Kingdom. Information to Chief Constable Farmery, Canter- bury. 32.— Folkestone ( Borough).— For failing to appear to summonses, charged with neglecting their children— FREDERICK BRYANT, age 29, height 5 ft. 9^ in,, complexion fair, hair brown, eyes grey, scar left cheek ; a carpenter. BEATRICE BRY- ANT, age 37, height 4 ft. 10 in., complexion fair, hair brown, eyes blue. They are accompanied by their three children ( 2 girls, ages 11 and 3 and a boy, age 7). May be found sleeping out or at common lodging houses. Warrant issued. Information to Supt. Taylor, Folkestone. 33.— Margate ( Borough).— For stealing ( bailee) lis. JACKSON, age about 40, height about 5 ft. 4 in., complexion fresh, hair ( parted in centre) dark ( turning grey), moustache brown, knuckle of 3rd right finger deformed; dress, grey suit, black overcoat, dark grey cap with blue stripes. A picture frame maker ; wears glasses when at work. Stated he had tramped from London. Warrant issued. Information to Chief Constable Clegg, Margate. LANCASHIRE. 34.— Bolton ( County).— For stealing an English silver lever watch, white dial, " H H and other letters scratched inside outer case, long silver chain attached EASTWOOD, age about 30, height 6 ft., complexion fresh, thin face, bair dark brown, slight light moustache, eyes dark, appears short sighted ; dress, when last seen, 9th inst., long over- coat, black coat and vest, dark grey trousers, light cap, carries a black bag and hawks baby linen. He calls on a Jeweller and selects a watch and chain, which he promises to pay for in 4 days if the watcb gives satisfaction. Warrant issued. Information to Supt. Leeming, Bolton. DERBYSHIRE. 85.— Chesterfield ( Borough).— Committed for trial at next Quarter Sessions, charged with being found by night in possession of housebreaking im- plements, 10th inst.— JAMES BROWN, age 63 ( looks younger), height 5 ft. 7J ins., complexion fresh, hair light brown, moustache, side whiskers and eyebrows sandy ( turning grey), scar left eyebrow and left thigh, little fingers contracted, is slightly deaf; wearing a black felt hat, " Cuthbertson, 52, Liverpool St., 28, Ludgate Hill, 203 Strand," there- in. fie was found at the back of a jeweller's shop and had in his possession a brown leather bag, con- taining a web ladder 14 ft. long, skeleton keys, pick- lock, jemmys, brace and bits, & o., and was in the company of a MAN, who escaped, age about 40, height 6 ft., stout build, complexion dark, clean shaved; dress, three- quarter coat, dark trousers, black soft hat; of Jewish appearance. YORKSHIRE ( WEST RIDING). 36.— Bamsley ( Count!/).— Woodcut portrait and description of GEORGE HEATH NAYLOR, late Postmaster at Hoyland Nether, whose apprehension is sought for embezzling £ 66 6s. 5d., age 35 ( looks older), height 5 ft. 6 in., well- built, complexion fair, hair and moustache dark, eyes supposed blue, bad teeth ; dress, blue overcoat with velvet collar, black ccat and vest, light trousers, light lace boots; of good appearance.
