THE! PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MARCH 4, 1898. REGULATIONS VOL. XV., No. 1480. 1. All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should he addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SOOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by a nother force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be gi ven, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 1 as. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of nit less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against h im, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force wh ich causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which mag result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received iwt later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. A native of Wood Green, Middlesex. Warrant issued. The above reward will be paid by the Chesterfield Guardians for such information as will lead to the arrest of Ransley. SOMERSETSHIRE. 18.— Bridgwater ( County).— For obtaining £ 5 by means of a forged telegram— A MAN, age 35 to 40, height 5 ft 9 or 10 in., complexion fair, hair dark brown, heavy moustache brown, eyes ( full) grey, slight cut scar under right eye; dress, brown cloth knicker suit, drab cloth leggings, long dark overcoat with velvet collar, grey cloth cap, lace boots. He took lodgings at an hotel, representing that he was a traveller for a firm of timber mer- chants in London, and made the acquaintance of a visitor, whose name and address he ascertained, and on the following day telegraphed to his wife for the above sum. SUSSEX ( EAST). 22.— Brighton ( Borowjh).— For obtaining money by fictitious cheques on Parr's Bank— GERALD KENNEDY, age 35 to 40, height about 5 ft. 11 in., slight build, complexion fair, hair dark brown, slight brown moustache; wearing dark overcoat with astrachan collar and cuffs. Was accompanied by his wife, age about 35, rather short, thin features, sharp red nose, dark frizzed hair, and 2 boys, ages 9 and 6 respectively,. They had with them a large quantity of luggage. Absconded 20th ult. Warrant issued. Information to Chief Constable Carter, Brighton. 23.— Hastings ( Borough).— For stealing, 20th Jan., a silver Geneva Swiss keyless watch, No. 1152480; 2 white metal alberts : 3 9- carat gold rings, set green or brown stones; 4 18- carat gold wedding rings, " C B," " C L," « C C," and " C C " scratched in- side; 2 gold half- hoop keeper rings, " C M " scratched inside— ALBERT EDWARD KELSEY, age 23 to 26, height about 5 ft. 9 in., slight build, complexion fair, hair and moustache light, eyes small; dress, black short coat, black dress vest, light stiiped trousers, long rough grey ulster coat, cloth or cord cap, lace boots. A commission agent; native of Birmingham. He left Hastings about 3 weeks ago, accompanied by his wife, age about 21, height 5 ft. 4 or 5 in., complexion and hair dark, wearing black clothes. WARWICKSHIRE. 24.— Coventry ( city).— For stealing bicycles ( recovered)— HENRY BIRD, age 22, height 5 ft. 4it in., complexion sallow, hair light brown, slight moustache, eyes grey, tattooed " E. W, Love, Emily Wills," heart and sword right forearm, anchor, crossed hands and flag lt forearm, half rings on left fingers; dress, light brown jacket and vest, light stripe trousers, brown soft hat, blue and white neckerchief. A native of Birmingham. JOHN BUCKLEY, age 23, height 5 ft. 7 in., complexion fresh, hair dark brown, slight moustache, eyes grey, teeth project, " hand and heart" tattooed on right arm, snake on left, cut mark left knee. Carries one arm in a sling owing to poisoned finger; dressed in dark clothing. A native of Coventry. Both are pugilists and may be found together. Warrants issued. WILTSHIRE. £ l REWARD. 25.— Chippenham ( County).— For deserting his wife and family, leaving them chargeable to the parish of Chippenham— SAM KNIGHTON, age 30, height 5 ft. 8 in., complexion fresh, hair dark brown, eyes brown. A native of Raunds, Northampton. Has been employed on the railway. The above reward will be paid by the Guardians of the Chippenham Union for such information as will lead to the arrest of Knighton. Warrant issued. Information to Supt. Barrett, Chippenham. 9.— Hitchin ( County).— For stealing, 18th tilt., a silver watch, No. 16706 ; 1 white linen shirt; 1 white collar and front; 1 Jubilee 2s. piece ; 1 ditto sixpence— a man ( supposed — BRICE), age 30 to 35, height 5 ft. 2 or 3 in., complexion sallow, hair light, left arm deficient; dress, black diagonal suit, light brown cap, light brown check overcoat, blue and white wrapper. He represented that he was to be employed as a clerk in the Goods Department of the Great Northern Railway. Warrant issued. Information to Deputy Chief Constable, Reynolds, Hitchin. ISLE OF WIGHT. 10.— Ryde ( Borowth).— For obtaining £ 15 by a • worthless cheque, 7th ult.— CARLDE SCHELIKA, age 80 to 35, height about 6 ft. 1 in., corpulent, hair wavy and brushed back from forehead, small light moustache, eyes light blue; dress, dark grey over- coat ( racing style), red and fawn check vest with gilt buttons, dark " Monte Carlo" or silk hat, carries a walking stick with gold crutch handle, cornet • engraved thereon, and also on a cigarette case which he carries. Visits first- class hotels, and represents himself as a German baron, but speaks English fluently. Warrant issued. Information to Head Constable Hinks, Ryde. 15.- Wellingborough ( County).— For stealing, 7th ult., a Waltham lever stop watch, white metal case, three- quarter plate, " Samuels, Manchester," on dial, 2 brass chains ( 1 curb pattern, small brass lock and key, the other long link pattern) attached ; 1 pair lace boots, patent fasteners at top, toecaps, plain bottoms ( one half soled)— A MAN, age about 22, height 5 ft. 7 or 8 in., complexion ( blotched), hair and slight moustache dark, brown scar on one leg, limps slightly; dress, dark striped jacket and vest, dark trousers, light check cap, blue muffler with white spots. A chimney sweep, known as " John." Warrant issued. Information to Supt. Alexander, Wellingborough. PEMBROKESHIRE. 16.— Pembroke Dock ( County).— For desert- ing his wife and family— JOHN LEONARD, age 40, height 5 ft. in., complexion dark, hair black, eyes hazel, scar under and coal mark over right eye, 3 scars on forehead, coal scar left arm. DENBIGHSHIRE. 26.— Wrexham ( Count!/).— Woodcut portrait and description of JOHN GEORGE SAINT, whose apprehension is sought for stealing, on 5th ult., £ 87 10s. Age about 27, height about 5 ft. 7 in., complexion sallow, hair and slight moustache dark brown, very long neck, walks erect; dress, blue double breasted jacket suit, grey cloth cap. A clerk ; native of Ruabon. He may be found with a new " Star " Road Racer bicycle, smooth Dunlop tyres, flat handle- bar, rat- trap pedals, silver " King of the Road " lamp, which he purchased on 5th ult. Warrant issued. Not to be arrested out of the United Kingdom. Information to Deputy Chief Constable Jones, Wrexham. DORSETSHIRE. 27.— Blandford ( County).— Woodcut portrait and description of supervisee WILLIAM GREAVES, alias MILLIGAN and ATKINSON, Office No. 8218- 97, whose apprehension is sought for larceny ( dwelling house) and burglariously breaking out of same. Age 38, height 5 ft. 5J in., complexion fresh, hair light brown, eyes grey, clean shaven, lost left arm from above elbow, scar forehead, upper lip, left knee and back 1st right finger; mole right armpit, nape of neck, right of navel and near right nipple. A native of Longtoft. Sentenced at York Sessions, 3rd October, 1893, to 3 years penal servitude and 2 years police supervision for larceny. Licence revoked. For stealing £ 2 Cs. 5d., 9th ult.— FREDERICK POTTER, age about 15, height about 5 ft., complexion very fresh, hair brown, cut mark right side of forehead, stoops slightly, ruptured and wears a truss; dress, brown and grey mixture jacket and vest, grey striped trousers, black and red plaid scarf, peak cap, black leather leggings, strap and buckle fastenings. Stated he was a native of Liverpool. Warrant issued. Information to Supt. Pugh, Stourbridge. YORKSHIRE ( EAST RIDING). 29.— Welton ( County). — For attempting to defile a girl, under the age of 16— FREDERICK LONSDALE, age 49, height about 6 ft., complexion fresh, face bloated as if addicted to drink, hair ( turning grey), side whiskers and moustache dark brown ; dress, brown jacket and vest, grey striped trousers, stand- up collar, dark tie, grey cloth cap, lace boots. A confectioner; native of Hessle, near Hull. Warrant issued. Information to Supt. Weal, Welton Brough. 30.— Hull( C%).— For absconding wi th workhouse clothing, Jan. 30.— WILLIAM LEWIS, age 57, height 5 ft. 7 or 8 in., complexion fair, hair and moustache grey, eyes blue ; dress, red mixture cloth jacket suit, cap or hat, all stamped W. H. 95. A labourer ; native of Liverpool. Warrant issued. Information to Capt. Gurney, Chief Constable, Hull. YORKSHIRE ( NORTH RIDING). 31— Thornaby - on - Tees ( County). — For stealing, 7th ult., a watch ( recovered) and a blue and white striped silk muffler— HENRY, alias WILLIAM and WALTER THOMPSON, age about 23, height 5 ft. 7 or 8 in., complexion fresh, hair light, small moustache ( ginger), eyes ( rather large) blue, scar corner of left eye ; dress, dark jacket and vest, grey check trousers, grey cap, lace boots, usually wears 2 silk neckerchiefs ( 1 red, the other blue). He takes private lodgings, representing that he is employed on the railway or large works in the neighbourhood. Warrant issued. Information to Supt. Wright, Thornaby- on- Tees. He has been convicted at Liverpool, Hull, Grimsby, Leeds, Ipswich and Lan- caster for larceny, forgery and fraud, and was last sentenced at the Central Criminal Court, 10th December, 1894, to 3 years penal servitude for larceny.
