All announccAtients for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SOOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if thexj are sufficient to enable action to be taken upon them bg another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsiblefor the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of " is. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of n't less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against h im, the requisition m ust, be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force wh ich causes particulars concerning delinquent* or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the aniwurwement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wlwlly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than iwon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same trill be given on application. R. ANDERSON, Editor. SPECIAL NOTICE. In certain cases questions have arisen as to the payment for photographs applied for bv Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary C< lS6j £ 1 photograph is not necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose; but if a photograph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will Ije charged to the Police Force interested. SPECIAL NOTICE. THE ZUILIA PERFUMERY COMPANY, 13, Rosebery Avenue, E. C., are largely advertising their wares, accompanied by the promise of a prize to any purchaser who pieces together a puzzle square. This is one of the many dishonest artifices now in vogue for pushing the sale of comparatively worthless articles. BEDFORDSHIRE. 9.— Luton ( County).— For stealing, 11th inst., £ 70 at Houghton Regis— ROBERT HENRY PIM, late a lime works manager at Sewell, age about 30, height about 5 ft. 7 in., hair dark brown, moustache brown, eyes ( cast in left) rather weak, scar on left eyelid which causes it to droop, holds his head forward and looks down when walking, takes short quick steps ; dress, when last seen, blue melton overcoat with velvet collar, black trousers with blue stripes. ISLE OF WIGHT. 25.— Ryde ( Borough).— For obtaining £ 15 by a worthless cheque, 7th inst.— CARLDE SCHELIKA, age 80 to 35, height about 6 ft. 1 in., corpulent, hair wavy and brushed buck from forehead, small light moustache, eyes light blue; dress, dark grey over- coat ( racing style), red and fawn check vest with gilt buttons, dark " Monte Carlo" or silk hat, carries a walking stick with gold crutch handle, cornet engraved thereon, and also on a cigarette case which he carries. Visits first- class hotels, and represents himself as a German baron, but speaks English fluently. Warrant issued. Information to Head Constable Hinks, Ryde. KENT. BUCKINGHAMSHIRE. 11.— Fenny Stratford ( County).— For failing to report— Licence holder ALFRED HINE DEAR, alias ALFRED DEAR, Office No. 8022- 97, age 54, height 5 ft. 5 in., complexion fresh, hair brown ( turning grey), eyes blue, scar front forehead, right eyebrow, back right forearm, right upper arm, base left thumb, and two end left eyebrow, mole centre back, right forearm and left upper and forearm. A clerk and native of London. Sentenced at South London Sessions, 9th July, 1895, to 8 years penal servitude for obtaining goods by false pretences. Licenced 14th October, 1897. V 241. CAMBRIDGESHIRE. 12.— Cambridge ( Borough).— For obtaining money by false pretences— HAROLD MARTIN BELTON, age 28 to 80, height 5 ft. 8 in., com- plexion, hair and moustache dark, growing a beard ; dress, dark blue jacket and vest, dark cloth trousers, black felt hat, old lace boots. He represents himself to be an agent of the " Belton Writing Portfolio, Registered, High Street, Hampton Hill, London," and calls upon Hotel Proprietors from whom he obtains the names of tradesmen who are customers, and requests that in the event of his obtaining their sanction to use their names for advertisement pur- poses the proprietor will exhibit the Advertising Portfolios upon his premises. He then obtains sub- scriptions for advertisements from tradesmen, but fails to deliver the portfolios. Warrant issued. Information to Chief Constable Holland, Cam- bridge. CHESHIRE. 13.— Altrincham ( County).— For stealing a silver lever watch, No. 230478, and for fraud— JAMES TIMPERLEY, age 35, height 5 ft. 9 in., complexion fresh, hair dark brown, slight moustache light, eyes hazel, heavy eyebrows, cut mark about an inch long on temple ; dress, brown overcoat, blue coat and vest, grey trousers, black hard felt hat. DEVONSHIRE. 14.— Devonport 1 Borough).— For deserting his wife and family, leaving them chargeable to the parish of Stoke Damerel— FREDERICK HENRY BENDING, age 37, height 5 ft. 4 or 5 in., stout build, complexion, hair and moustache dark ; dress, when he left here in July last, pilot cloth double breasted jacket, cord vest, moleskin trousers. A navvy; native of Ottery St. Mary, Devon. May be found on Public Works. Warrant issued. Information to Chief Constable Matters, Devonport. DORSETSHIRE. 15.— Blandford ( County).— For larceny ( dwell- ing house) and burglariously breaking out of same— Supervisee WILLIAM GREAVES, alias MILLI- GAN and ATKINSON, Office No. 3218- 97, age 38, height 5 ft. 5J in., complexion fresh, hair light brown, eyes grey, clean shaven, lost left arm from above elbow, scar forehead, upper lip, left knee and back 1st right finger; mole right armpit, nape of neck, right of navel and near right nipple. A native of Longtoft. Sentenced at York Sessions, 3rd October, 1893, to 3 years penal servitude and 2 years police supervision for larceny. Licence revoked. DURHAM. 16.— Sunderland ( Borough). — For forgery— JOHN NEILSON, late Secretary of the Sunderland Branch of Amalgamated Society of Engineers, age 43, height about 5 ft. 5 in., very stout, complexion fresh, full red face, hair ( bald on top), moustache and small side whiskers ginger, combs his hair over top of head, abscess scar on one side of neck, shoulders contracted, cannot raise his arms ; dress, blue serge jacket suit, blue overcoat velvet collar, round felt hat, wears a gold keyless watch and long fine gold chain. An engineer. Absconded 8th ult. Warrant issued. Information to Chief Constable Carter, Sunder- land. GLOUCESTERSHIRE. 19.— Cheltenham ( County). — For obtaining food, lodging and 10s. by false pretences— JOHN FISHER, age about 60, height 5 ft. 7 or 8 in., hair, whiskers and eyes grey, stoops when walking, is slightly lame and walks with a stick, and is supposed suffering from rheumatism ; dress, old black suit, black hard felt hat, nailed boots. Stated he had some money coming to him from a local solicitor. Warrant issued. Information to Supt. Hopkins, Cheltenham. 26.— Tunbridge Wells ( Borough).— For ob- taining by false pretences, 1 lady's diamond ring ( recovered); 1 ditto gold ring, 3 diamonds in star setting; 1 ditto, set rose diamonds and rubies in cluster— A. RIX, age 25 to 30, height 5 ft. 6 or 7 in., very dark complexion, moustache black; wearing black overcoat and black hard felt hat; of gentlemanly appearance. Stated he was the sou of a well known medical practitioner, and obtained the rings on approval. Warrant issued. Information to Chief Constable Prior, Tunbridge Wells. HADDINGTONSHIRE. 20.- Haddington ( County). — For obtaining food and lodgings by false pretences on the 11th and 12th inst. at Dunbar— a MAN, age 20 to 25, height 5 ft. 7 or 8 inches, complexion fresh, hair and slight moustache light, eyes blue ; dress, black or very dark jacket and vest, grey knickerbockers and hose, blue cotton shirt ( white check), turn- down collar, brown shoes. Stated he was on a cycling tour and had come from New York. Warrant issued. Information to the Chief Constable, Haddington. HAMPSHIRE. 21.— Fareham ( County).— For obtaining money by false pretences— WILLIAM REEVES, age about 35, height 5 ft. 9 or 10 in., complexion fresh, round face, hair brown, moustache light brown ; dress, long dark brown check overcoat, check trousers, black hard felt hat. He calls on greengrocers and offers to supply potatoes, upon which he obtains a deposit. Supposed identical with man, Case No. 9, 31st De- cember last. Warrant issued. 22.— Fareham ( County).— For being concerned with EDWARD JOHNSON, Case No. 59, for housebreaking, 14th inst.— A MAN, age about 20, height about 5 ft. 5 in., complexion very fresh; takes short quick steps, swings his arms in front of body when walking ; dress, blue reefer jacket and vest, blue cloth trousers, light neckerchief, P. and 0. cap, with strap across crown, naval shoes ( plain fronts), wearing a bread brown leather belt, fastened with 3 or 4 buckles. Information to Supt. Hack, Fareham. 23.— Winchester ( Counti/).— For embezzling £ 9, 3rd December last— ALJRED STOKES, late Union Master, Alresford, age 45, height 5 ft. 4 or 5 in., complexion dark ( blotched), hair, beard and moustache dark ( turning grey), eyes grey, eczema on feet; dress, dark tweed suit, grey golf cap " Great Scot" written inside, cloth top boots, wears gold watch and chain. A native of Woodbury, near Exeter. Warrant issued. Information to Deputy Chief Constable Sillence, Winchester. HERTFORDSHIRE. 24.— Hitchin ( County).— For stealing, 18th inst., a silver watch, No. 16706; 1 white linen shirt; 1 white collar and front; 1 Jubilee 2s. piece; 1 ditto sixpence— a man ( supposed — BRICE), age 30 to 35, height 5 ft. 2 or 3 in., complexion sallow, hair light, left arm deficient; dress, black diagonal suit, light brown cap, light brown check overcoat, blue and white wrapper. He represented that he was to be LANCASHIRE. 27.— Blackburn ( County).— For stealing ( bailee) 2 gold watches and chains— TRAFFORD STOTT, alias JAMES TAYLOR, age 34, height 5 ft. 8 in., complexion fresh, hair dark brown, abscess marks both sides of neck, slight impediment in speech ; dressed usually in dark tweed. Supposed a native of London. Warrant issued. Information to Supt. Myers, Blackburn. 28.— Burnley { County).— For embezzling £ 1,000 whilst acting as secretary to the Barrowford In- dustrial Co- operative Society— PRICE WILLIAM HARTLEY, age 85 or 36, height 5 ft. 8 or 9 in., stout build, complexion fresh, full round face, hair and eyes dark brown, of smart appearance; dress, steel grey suit, brown double- breasted ulster overcoat, white turn- down collar, white silk muffler, black billy- cock hat, 1 brown shoes. A native of Pendle Forest, near Burnley. Warrant issued. Information to Supt. Barnett, Burnley. 29.— Kirkham ( County).— For failing to report — Supervisee THOMAS BANISTER or BANNIS- TER, Office No. 715- 96 and 520- 98, age 60, height 5 ft. 5 in., complexion fresh, hair grey, eyes blue, scar right cheek, mole frout of neck, scar front ' right forearm, mole right thigh, mole back of left upper arm, scar on back, blue scar on both knees. Sen- tenced at Reading Sessions, 16th October, 1893, to 3 years penal servitude and 3 years Police Super- vision, and atJPreston Sessions, 15th February, 1897, to 12 months hard labour, for larceny. J T 338. 30.— Kirkham ( County).— For obtaining, 19th inst., by false pretences, a pair df Derby boots, size 8, half watertight, machine stitched, perforated toe- caps, black eyelet holes, 2 rows square nails in heels— A MAN, age about 35, height 5 ft. 9 or 10 in., complexion fresh, round features, moustache sandy ; wearing dark coat and vest, dark peak cap. Information to Supt. Omerod, Kirkham. 81.— Salford ( Borouqh).— For failing to report and larceny ( dwelling)— Licence holder - WILLIAM WILKINSON, alias GEORGE STANLEY, Office No. 3747- 97, age 40, height 5 ft. 5f in., complexion fresh, hair dark brown, eyes grey; scar centre top of head, right side of head, left chest, outside right thigh, front of right shin, mole right eyebrow, bracelet right wrist, star back right hand, sailor with flag in right hand standing on barrel back right forearm, man inside right forearm, mermaid and heart front left forearm, anchor and true love back left forearm, sailor front right forearm. Sentenced at Manchester City Sessions, 19th December, 1892, to 5 years penal servitude and remnant of a former sentence for housebreaking. DENBIGHSHIRE. 32.— Wrexham ( County).— Woodcut portrait and description of JOHN GEORGE SAINT, whose apprehension is sought for stealing, on 5th inst., £ 87 10s. Age about 27, height about 5 ft. 7 in., complexion sallow, hair and slight moustache dark brown, very long neck, walks erect; dress, blue double breasted jacket suit, grey cloth cap. A clerk ; native of Ruabon. He may be found with a new " Star" Road Racer bicycle, smooth Dunlop tyres, flat handle- bar, rat- trap pedals, silver " King of the Road " lamp, which he purchased on 5th inst. Warrant issued. Not to be arrested out of the United Kingdom. Information to Deputy Chief Constable Jones, Wrexham. LEICESTERSHIRE. 33.— South Wigston ( Comity).— For stealing a grey tweed suit with cap to match; 1 print shirt, " Cottage Homes, Countesthorpe," thereon— ERNEST CRANE, age 15, height 5 ft., complexion fresh, hair light brown, deep scar on right cheek. JOSEPH LIONEL BROWN, age 12 ( looks older), height 5 ft. 1 or 2 in., complexion fresh, hair dark brown; both dressed in stolen clothing as above. Natives of Leicester. Warrants issued. Information to Supt. Ormiston, South Wigston. LINCOLNSHIRE. 84.— Alford ( County).— For obtaining, 3rd inst., by false pretences, a light drab waterproof, light velvet collar, hip and ticket pockets, two faint spots of red paint on bottom of front, " 0,0.0. Prize Medals, 0.0.0. Slazenyers, Tailor framed waterproof, Hygienic manufacture " thereon.— a man who gave the name of BAILEY, age about 26, height 5 ft. 10 or 11 in., complexion fresh, hair and moustache light, rather thick lips, supposed 2 small scars on one cheek, walks erect; dress, blue Norfolk knicker suit, stand- up collar with turned down points, brown stockings red stripes round tops, grey peak cap, old lace boots and the stolen waterproof. He takes lodgings at hotels for one night, and leaves without paying his bill. Was at Thirsk on 8th inst., where he stayed one night and left on the pretence of sending a telegram, after having disposed of a bicycle. See Case No. 25, 11th inst. Warrant issued. A joiner ; native of Hull. This man was traced to Sheffield on the 31st ult., where he bought a large light- coloured tin box, and he also has a square brown leather bag. He stole a cheque book on the York City and County Banking Company, and has obtained several sums of money thereby in this city. He has been convicted at Liverpool, Hull, Grimsby, Leeds, Ipswich and Lan- caster for larceny, forgery and fraud, and was last sentenced at the Central Criminal Court, 10th December, 1894, to 3 years penal servitude for larceny.
