REGULATIONS. 1 All annownoements for insertion in the POLICE GAZETTE, and all communicutions relating to them, should be add rested to THE EDITOR OF THE POLICE GAZETTE, NEW SOOT LAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be iinserted • // one issue of the POLICE GAZETTE,- if they are sufficient to enable action to be talien upon them by another force. 3 Particulars us to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of lbs. per portrait, and of Is. Hd. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of n't less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, us the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen, property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. ' lite force wh ich causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at owe transmit to the Editor notice of the fact, referring to the number of the awiutuncement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any amwunrement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly icritten on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same icill be given on application. R. ANDERSON, Editor. SPECIAL NOTICE, APPREHENSIONS SOUGHT. In certain cases questions have arisen as to the payment for photographs applied for bv Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to' enable his Department to identify a prisoner, the measurements and fingerprints being sufficient for the purpose; but if a photograph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will be charged to the Police Force interested. ANGLESEY. 7.— Menai Bridge ( County). — For obtaining food and lodging by false pretences FOLLY, an Irishman, age about 35, height about 5 ft. 7 in., complexion, hair and ( heavy) moustache dark ; dress, dark coat and vest, dark brown trousers, dark mackin- tosh ( no sleeves), cape attached, hard felt hat, heavy nailed boots with iron tips on toes and heels, wears a black leather belt round waist. He stated he was travelling for Singer & Co., repairing machinery. Warrant issued. Information to Inspector Jones, Menai Bridge. BEDFORDSHIRE. 8.— Luton ( County).— For stealing, 11th inst., £ 70 at Houghton Regis— ROBERT HENRY PIM, late a lime works manager at Sewell, age about 30, height about 5 ft. 7 in., hair dark brown, moustache brown, eyes ( cast in left) rather weak, scar on left eyelid which causes it to droop, holds his head forward and looks down when walking, takes short quick steps ; dress, when last seen, blue melton overcoat with velvet collar, black trousers with blue stripes. A native of Llandaff. Is known at Birmingham and Liverpool. May endeavour to go abroad. Warrant issued. Information to Supt. Tydeman, Luton. BERKSHIRE. 9.— Wokingham ( County).— For obtaining 5s. by false pretences, 21st ult.— a man, giving the name of RIEVE, age 30 to 35, height 5 ft. 9 or 10 in., complexion pale, round face, hair dark brown, eyes blue; dress, black jacket and vest, grey trousers, black hard hat, dark brown overcoat. He calls on greengrocers, representing that he has a quantity of potatoes for sale, and obtains a deposit on account. Is wanted elsewhere for similar frauds, see Case No. 13, 29th October, and Case No. 7, 3rd December last. Warrant issued. Information to Supt. Molsher, Wokingham. 10.— Reading' ( Borough).— For stealing, 7th inst. — a safety " Townend" roadster bicycle, high frame, brake and guards, Dunlop tyre front and Beeston tyre back wheel, flat handle bars, black born grips, barrel oil retaining hubs, narrow tread, large black chain wheel, T saddle pin, 5- 16 chain, footrests, rubber pedals, finished black enamel, usual plated parts, No. 25579 on head, dent in lower tube, transfer on head, " T. Baker & Sons "— W. E. PHEY, age 30 to 35, height 5 ft. 3 or 4 in., complexion dark, hair dark brown, moustache slightly ginger ; dress, dark jacket and vest, light trousers, black hard felt hat. CAMBRIDGESHIRE. 11.— Cambridge ( Borough).— For obtaining money by false pretences— HAROLD MARTIN BELTON, age 28 to 80, height 5 ft. 8 in., com- plexion, hair and moustache dark, growing a beard ; dress, dark blue jacket and vest, dark cloth trousers, black felt hat, old lace boots. He represents himself to be an agent of the " Belton Writing Portfolio, Registered, High Street, Hampton Hill, London," and calls upon Hotel Proprietors from whom he obtains the names of tradesmen who are customers, and requests that in the event of his obtaining their sanction to use their names for advertisement pur- poses the proprietor will exhibit the Advertising Portfolios upon his premises. He then obtains sub- scriptions for advertisements from tradesmen, but fails to deliver the portfolios. Warrant issued. Information to Chief Constable Holland, Cam- bridge. CARDIGANSHIRE. 12.— Aberystwyth ( County).— For deserting his wife and children, leaving them chargeable to the Aberystwyth Union— RICHARD JONES, alias DICK MACHYNLLETH, age 26, height 5 ft. 6 in., complexion dark, hair and eyes brown, scar left cheek. A collier. Native of Machynelleth. May be found in Glamorganshire. Warrant issued. Information to Supt. Phillips, Aberystwyth. CHESHIRE. 13.— Hazel Grove ( County).— For stealing from his lodgings, a lady's gold Geneva watch, white face, engraved with gold, black hands— JOHN THOMAS GIBSON, age about 25, height 5 ft. 2 in., complexion sallow, hair and slight moustache light, eyes blue, rather large head, very small feet; dress, black jacket, 2 black vests, blue stripe trousers, navy blue cap, lace boots. A native of Congleton. Pre- viously convicted of similar offences. Warrant issued. Information to Supt. Oldham, Hazel Grove, Stockport. DEVONSHIRE. 14.— Torquay ( County).— For obtaining money by false pretences— MOSES SMALL, age about 23, height 5 ft. 8 or 9 in., slight build, complexion dark, hair ( curly) and slight moustache black, eyes dark; dress, dark round jacket and vest, dark large pattern cord breeches, brown leather leggings, black and white check skull cap. A horsedealer; native of Newton Abbot. WTarrant issued. Information to Supt. Roberts, Torquay. 15.— Exeter ( City).— For forging and uttering 3 Bank withdrawal notes, thereby obtaining £ 14— ERNEST SYDNEY PRING ( supposed false), age about 38 ( looks older), height 5 ft. 9 in., rather stout build and high shoulders, complexion pale, hair ( brushed over forehead) and moustache dark, dark spot under one eye, deeply pock marked, shot mark near one ankle, carries his head slightly forward, speaks with an up- country accent; dress, brown dust eoat with velvet collar, light, or dark serge trousers, hard hat, or plaid cap. Occasionally employed as a painter, and has sometimes hawked india rubber stamps. Is fond of betting. Stated he was a native of Birmingham. Warrant issued. Information to the Chief Constable City Police, Exeter. 16.— Devonport 1 Borough).— For deserting his wife and family, leaving them chargeable to the parish of Stoke Damerel— FREDERICK HENRY BENDING, age 87, height 5 ft. 4 or 5 in., stout build, complexion, hair and moustache dark ; dress, when he left here in July last, pilot cloth double breasted jacket, cord vest, moleskin trousers. A navvy; native of Ottery St. Mary, Devon. May be found on Public Works. Warrant issued. Information to Chief Constable Matters, Devonport. DORSETSHIRE. 17.— Blandford ( County).— For larceny ( dwell- ing home) and burglariously breaking out of same— Supervisee WILLIAM GREAVES, alias MILLI- GAN and ATKINSON, Office No. 3218- 97, age 38, height 5 ft. in., complexion fresh, hair light brown, eyes grey, clean shaven, lost left arm from above elbow, scar forehead, upper lip, left knee and back 1st right finger; mole right armpit, nape of neck, right of navel and near right nipple. A native of Longtoft. Sentenced at York Sessions, 3rd October, 1893, to 8 years penal servitude and 2 years police supervision for larceny. Licence revoked. Liberated on second licence 26th October, 1897. T 428. Warrant issued. Information to Inspector Brown, Blandford. DURHAM. 18.— Sunderland ( Borough). — For forgery— JOHN NEILSON, late Secretary of the Sunderland Branch of Amalgamated Society of Engineers, age 43, height about 5 ft. 5 in., very stout, complexion fresh, full red face, hair ( bald on top), moustache and small side whiskers ginger, combs his hair over top of head, abscess scar on one side of neck, shoulders contracted, cannot raise his arms ; dress, blue serge jacket suit, blue overcoat velvet collar, round felt hat, wears a gold keyless watch and long fine gold chain. An engineer. Absconded 8th ult. Warrant issued. Information to Chief Constable Carter, Sunder- land. ESSEX. 19.— Braintree ( County). — For burglary— A MAN, age about 35, height 5 ft. 11 in., slight build, complexion and hair dark, whiskers about 3 weeks' growth ; dress, brownish jacket, dark tweed trousers, spotted neckerchief, brown cap. A labourer. Information to Supt. Terry, Braintree. 20.— Harlow ( County).— For indecent assault on children at Nettleswell— JAMES GUNN, age 48, height 5 ft. 11 in., slight build, completion fresh, hair, whiskers and moustache dark ( turning grey), eyes light blue, red nose ; dress, rough black overcoat with velvet collar, dark coat and vest, grey trousers, black hard felt hat, shoes. A schoolmaster. Photograph may be seen on application. Warrant issued. Information to Supt. Womack, Epping, or In- spector Gibbons, Harlow. FLINTSHIRE. 21.— Mold ( County).— For deserting her child, leaving it chargeable to the common fund of the Ilawarden Union— ALICE SARAH PARSONS, age about 35, height 5 ft. 6 in., complexion fair, hair dark brown, eyes small, one or two upper teeth de- ficient. A nurse ; native of Combe Martin, Ufra- combe. Warrant issued. Information to Supt. Davies, Mold. GLOUCESTERSHIRE. 22.— Cheltenham ( County). — For obtaining food, lodging and 10s. by false pretences— JOHN FISHER, age about 60, height 5 ft. 7 or 8 in., hair, whiskers and eyes grey, stoops when walking, is slightly lame and walks with a stick, and is supposed suffering from rheumatism ; dress, old black suit, black hard felt hat, nailed boots. Stated he had some money coming to him from a local solicitor. Warrant issued. Information to Supt. Hopkins, Cheltenham. HADDINGTONSHIRE. 23.— Haddington ( County). — For obtaining food and lodgings Dy false pretences on the 11th and 12th inst. at Dunbar— a MAN, age 20 to 25, height 5 ft. 7 or 8 inches, complexion fresh, hair and slight moustache light, eyes blue ; dress, black or very dark jacket and vest, grey knickerbockers and hose, blue cotton shirt ( white check), turn- down collar, brown shoes. Stated he was on a cycling tour and had come from New York. g^ a Warrant issued. Information to the Chief Constable, Haddington. HAMPSHIRE. 24.— Fareham ( County).— For obtaining money by false pretences— WILLIAM REEVES, age about 35, height 5 ft. 9 or 10 in., complexion fresh, round face, hair brown, moustache light brown ; dress, long dark brown check overcoat, check trousers, black hard felt hat. He calls on greengrocers and offers to supply potatoes, upon which he obtains a deposit. Supposed identical with man, Case No. 9, 31st De- cember last. Warrant issued. 1 Information to Supt. Hack, Fareham. 25.— Gosport ( County).— For stealing 2 £ 5 Bank of England Notes, Nos. 14299 and 14300— JOHN EDWARD WOODMAN, a Private of the Rifle Brigade, age about 19, height 5 ft. 4J in., complexion fresh, hair brown, eyes blue, burn scar right breast, scar tip of chin, PRICE tattooed inside right leg, man with revolver right arm, Buffalo Bill left arm ; wearing fatigue uniform of the Rifle Brigade, with overcoat and belt. A native of Windsor. Warrant issued. Information to Supt. Silver, Gosport. 26. — Petersfield ( County). — For obtaining charitable contributions by false pretences, 31st ult., at Horndean— A MAN, age 30 to 36, height 5 ft. 5 or 6 in., complexion fair, hair ( bald on top) and heavy moustache light, rather thin features ; dress, dark grey overcoat, grey trousers, stand up collar, dark soft felt hat, carried an umbrella; the appearance of a clerk or traveller, of good address. Is belioved to be identical with man, Case No. 22, 7th ult. Warrant issued. Information to Supt. King, Petersfield. 27.— Portsmouth ( Borough).— For stealing, 22nd and 23rd ult., a double case English silver watch, maker " Blundell, Liverpool " ; Maltese silver albert, curb pattern ( unstamped), 2 watch keys and a silver Egyptian coin attached ; 1 pair of hand- sewn elastic side boots, plain block fronts; a black lounge coat and vest; 1 pair light striped trousers; 1 rough brown leather purse, buckle fastening, containing £ 6 10s. Od.; a black enamelled " Swift" diamond frame safety bicycle, " 1896 " pattern, No. 10,404, 30- in. front, 28- in. back wheel, " Dunlop" Welsh tyres, rubber pedals ( piece of rubber cut from both), toe clips fitted, rubber handles, transfer on head and top bar, double crowns to front forks, tangent spokes — PETER HODGENS, age 26, height 5 ft. 8 in., complexion fresh, hair and moustache ( cut short) red; dress, light tweed suit and cap. A gunner of the Royal Artillery, from which he is now a deserter. Native of Ballinasloe. Information to the Chief Constable, Town Hall, Portsmouth. 28.— Southampton ( Borough.)— For stealing a concertina ( recovered)— EGAN, alias BRYAN or BRYANT, age 22 to 24, height 5 ft. 6 or 7 in., com- plexion sallow, hair light; dress, blue cloth pilot coat, black buttons, anchors thereon, blue trousers, blue cloth cap with patent leather peak. A ship's tailor. Recently discharged from Dorchester Prison, where he had been sentenced to 48 days imprisonment for being drunk and absent without leave. Was for- merly on H. M. S. " Boscawen " at Portland. Information to the Chief Constable, Southampton. KENT. 29.— Sandgate ( County). — For embezzlement and stealing a bicycle— JOHN WINTERS, age 25, height 5 ft. 10 in., complexion fresh, hair dark brown, clean shaved, eyes grey, dancing girl and woman's head on forearms ; dress, light grey suit, white tie, stand up collar, brown Alpine hat. A native of Lisleen, Killen, Castlederg, Tyrone. Warrant issued. Information to Supt. Waghorn, Sandgate. 30.— Tunbridge Wells ( Borough).— For ob- taining by false pretences, 1 lady's diamond ring ( recovered); 1 ditto gold ring, 3 diamonds in star setting; 1 ditto, set rose diamonds and rubies in cluster— A. RIX, age 25 to 30, height 5 ft. 6 or 7 in., very dark complexion, moustache black; wearing black overcoat and black hard felt hat; of gentlemanly appearance. Stated he was the son of a well known medical practitioner, and obtained the rings on approval. Warrant issued. Information to Chief Constable Prior, Tunbridge Wells. LANARKSHIRE. 31.— Glasgow ( City).— For appropriating £ 600 entrusted to him to invest— HERBERT BARCLAY, age 28 to 30, height 5 ft. 9 in., slight build, com- plexion sallow, hair ( bushy and inclined to curl) and moustache dark, long flat feet, walks erect, smart appearance and plausible manner. He carried on business as David Barclay & Co., 48, West George Street, Glasgow, and obtained, through advertise- ments, money to invest under the " cover system." Is believed to be an amateur photographer; absconded 17th ult, may endeavour to go abroad. Warrant issued. Information to Chief Constable Boyd, Glasgow. LANCASHIRE. 32.— Blackburn ( County).— For stealing ( bailee) 2 gold watches and chains— TRAFFORD STOTT, alias JAMES TAYLOR, age 34, height 5 ft. 8 in., complexion fresh, hair dark brown, abscess marks both sides of neck, slight impediment in speech ; dressed usually in dark tweed. AYRSHIRE. 38.— Ayr ( Count;/).— Woodcut portrait and des- cription of DONALD KERR, whose apprehension is sought for wilful fire raising and theft, age 28, height 5 ft. 7 in., complexion fresh, hair dark, moustache reddish brown, eyes ( small and sunken) dark, promi- nent nose, hangs his head when walking, suffers from rheumatism in legs ; dress, dark blue serge jacket suit, black felt hat, wearing gold studs, sleeve links, ring and watch chain. A drapery salesman ; native of Caithness. Is addicted to drink. Has friends in South Africa. May endeavour to go abroad. Warrant issued.- Not to be arrested out of the United Kingdom. Information to the Chief Constable of Ayrshire, Ayr. DENBIGHSHIRE. 84.— Wrexham ( Counti/).— Woodcut portrait and description of JOHN GEORGE SAINT, whose apprehension is sought for stealing, on 5th inst., £ 87 10s. Age about 27, height about 5 ft. 7 in., complexion sallow, hair and slight moustache dark brown, very long neck, walks erect; dress, blue double breasted jacket suit, grey cloth cap. A clerk ; native of Ruabon. He may be found with a new " Star" Road Racer bicycle, smooth Dunlop tyres, Hat handle- bar, rat- trap pedals, silver " King of the Road " lamp, which he purchased on 5th inst. Warrant issued. A joiner ; native of Hull. This man was traced to Sheffield on the 31st ult., where he bought a large light- coloured tin box, and he also has a square brown leather bag. He stole a cheque book on the York City and County Banking Company, and has obtained several sums of money thereby in this city. He has been convicted at Liverpool, Hull, Grimsby, Leeds, Ipswich and Lan- caster for larceny, forgery and fraud, and was last sentenced at the Central Criminal Court, 10th December, 1894, to 3 years penal servitude for larceny. HAMPSHIRE. 80.— Aldershot ( County).— On or about 4th inst., 5 dessert forks, 5 dinner forks, 5 dessert spoons, all silver, engraved with a Sphinx, Egypt and 58; 2 silver snuff boxes ( 1st 6 in. by 3 in., 2 in. deep, with two lids which open inwards, " Presented to the 58th Mess, by Major John Crongey, 1794," or 1795, on front; 2nd, 4 in. by 3 in., 1J inches deep, 2 lids which open inwards, " Presented to the 58th Regiment, by Lieutenant James Duncan, 18th April, 1851," on front), much worn; a silver cup, with two handles, about 11 in. high, " The gift of Lieutenant Jeffries to the Mess of the 58th Regiment, joined them with pleasure and quitted them with regret," dated 1784 or 1785; Irish harp, coat of arms, guarded on either side by a man, one holding sword, the other a club, motto underneath " Sudoret et Sanguine."
