All announcements for insertion in the POLICE GAZETTE, aiul all communications relating to them, should be addressed to THE EDITOE OF THE POLICE GAZETTE, NEW SOOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue oj the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be give) i, and the exact conditions must he clearly stated. B. Portraits of persons whose apprehension is sought for serums offences, und engravings of stolen property will be inserted at a cost of 15*. per portrait, and of Is. lid. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of mt less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, us the case may be. 7. Announcement* concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any unimuneement will be wholly responsible for any proceedings which, may result from such publication. 11. Announcements for the Friday issue should he forxcarded so as to be received not later than noon on Wednesday, ami for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street. Post Office. 13. Announcements concerning property lost or personx missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. SPECIAL NOTICE. In certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose; but if a photograph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will be charged to the Police Force interested. In the POLICE GAZETTE of 14th May, 1897, a warning notice appeared about the " Game and Puzzle Company," Crouch Hill, London. Two similar swindles are now being advertised by this same, individual. In one he advertises as " Smith & Co," Publishers, Station Road, Finsbury Park, offering prizes for forming the names of birds out of certain letters given. In the other he advertises as the " Resister Co.," Japan Crescent, Crouch Hill. But the man keeps within the letter of the law, and the Metropolitan Police are unable to help his silly victims. APPREHENSIONS SOUGHT. WARWICKSHIRE. 1.— Birmingham { City). — For the murder of Police Constable Snipe, whilst in the execution of his duty, 18th duly, 1897— GEORGE WILLIAMS, alias CLOGGY, age about 22, height 5 ft. 2 or 3 in., stiff build, face blotched, hair light; dress, when last seen, black reefer jacket and vest, dark mixture trousers, black hard felt hat. A glass beveller. Native of Birmingham. Is a member of the Glass Bevellers Society, and is believed to have called on local secretaries. May be working in the name of Smith. Photograph may be seen on application. Warrant issued. Information to Chief Constable Farndale, Birmingham. METROPOLITAN POLICE DISTRICT. 2.— C Division.— For keeping a gaming house — PAUL BELLING, a German, age 29, height 6 ft., powerful build, complexion florid, hair very light, eyes grey ; dress, brown suit, black hard felt hat. Warrant issued. 3.— C Division. — For assisting in keeping a gaming house— WILLIAM SMITH, a German, age 55, height 5 ft. 10 in., stout build, complexion ruddy, hair ( turning grey) light, eyes grey, wears glasses; dress, long black overcoat, dark suit, light brown soft felt hat. Warrant issued. 4.— D Division. — For bigamy — WILLIAM HENRY NIGHTINGALE, age 28, height 5 ft. 8 in., complexion fresh, hair sandy, eyes hazel, scar on chin and over right eye, fleshy growth size of an egg near right ankle, double ruptured ; dress, fawn colour box cloth coat and vest, cord trousers, black and white check cap. A native of Manchester. Warrant issued. 5.— D Division.— For stealing £ 5, 21st inst.— BUTTER WORTH, age about 27, height 5 ft. 6 or 7 in., complexion sallow, hair and eyes dark brown, speaks quickly; dress, blue serge jacket and vest, dark trousers, black hard felt hat. Warrant issued. 6. — P Division. — For embezzlement — JOSEPH CHAMPION, age 45, height 5 ft. 7 in., hair, whiskers and moustache brown ; dress, dark coat and trousers, black hard felt hat, lace boots. A company promoter. Warrant issued. Not to be arrested out of the United Kingdom. 8.— For obtaining £ 6,000 • by false pretences— ALFRED GEORGE RAIKES, late of 4, Copthall Chambers, E. C., and 13, Carlton Road, Ealing, age 45 to 50, height 5 ft. 10 or 11 in., complexion sallow, hair, moustache and eyes brown; of smart military appearance. A Stockbroker ; absconded about 15th November last. Warrant issued. 9.— For being concerned with a man in custodv for fraud — EDGAR RODRIGNEZ SAVIGNY", supposed a Spaniard, age 40, height 5 ft. 5 or 6 in., complexion sallow, hair ( glossy) black, moustache dark, speaks with a foreign accent; dress, black frock coat suit, dark overcoat silk facings, high hat. Has used the names of Nathan, da Costa, Hermann, Herz and Batzer. BERKSHIRE. 10.— Reading { Borough).— For larceny, 18th and 21st ult.— HELEN or ELLEN HUCKER, age 20 to 25, height 5 ft. 1 or 2 in., complexion fair, nose deformed, apparently only one nostril, top missing, the remaining portion very much on one side; dress, dark green cloak, witb high collar, dark dress, black felt hat trimmed red, or black sailor hat with dark ribbon. She took lodgings and obtained various articles by false pretences from shopkeepers. Information to Captain Henderson, Chief Constable, Reading. BUCKINGHAMSHIRE. 11.— Buckingham ( County).— For arson, 21th ult.— NORMAN GUEB1NS, age 46, height 5 ft. 3 in. complexion fresh, hair brown, eyes hazel; dress, pilot cloth coat, light cord trousers, peak cap. A native of Brill. Warrant issued. Information to Supt. Clarke, Buckingham; or Inspector Knight, Brill. CARDIGANSHIRE. » 12.— Aberystwyth ( County).— For deserting his wife and children, leaving them chargeable to the Aberystwyth Union— RICHARD JONES, alias DICK MACHYNLLETH, age 26, height 5 ft. 6 in., complexion dark, hair and eyes brown, scar left cheek. A collier. Native of Machynelleth. May be found in Glamorganshire. Warrant issued. Information to Supt. Phillips, Aberystwyth. CHESHIRE. IB.— Middlewich ( County). — For larceny ( person)— 101IN CARTY, an Irishman, age 38, height 5 ft. 7 in., complexion fresh, hair black, eyes ( rather sore) blue, right eyebrow larger than left; dress, black morning coat, vest and trousers, red and black plaid scarf, black peak cap, heavy nailed lace boots ( new). Warrant issued. £ 2 REWARD. 14.— Middlewich ( County).— For deserting his wife and family— WILLIAM CULLEN, age 32, height 6 ft., stout build, complexion fresh, hair light brown, moustache sandy, eyes blue. A labourer. Warrant issued. The above reward will be paid by the Guardians of the Northwich Union for such information as will lead to the arrest of Cullen. Information to Supt. Large, Middlewich. 15.— Nantwich ( County).— For stealing, 6th inst., a quantity of wearing apparel and £ 4 15s. at Crewe— A WOMAN, age about 22, height about 5 ft., complexion pale, hair ( fringe in front) and eyes brown, point of chin prominent; dress, black three- quarter jacket, black skirt, brown felt sailor hat, trimmed brown velvet band and brown feathers, black spotted veil. A domestic servant. She obtains situations, and during the temporary absence of the family, commits a larceny and decamps. Information to Supt. Meredith, Nantwich. CUMBERLAND. 16.— Whitehaven ( County). — For larceny ( bailee), 8th November, 1897— ARTHUR FORBES STANLEY, alias SANDOR SAGAWA and DR. VERNE, age about 13, height 5 ft. 6 or 7 in., rather stout build, complexion, hair and ( bushy) moustache dark, eyes dark brown, full round face; dress, dark rough black frock coat, grey striped trousers, brown waiters, black soft felt hat, usually « arries an umbrella. Supposed a native of Gloucester or Birmingham. Is a quack doctor and visits market places. Was employed a few years ago as agent for the firm of Sequah, at Kingston- on- Thames and Richmond. May be accompanied by a woman, age about 17. slight build, a native of Swansea. Warrant issued. 17.— Whitehaven ( County). — For stealing, 22nd inst., a lady's gold Geneva watch, No. 6668, blue enamelled back, gold dial, long snake pattern gold chain attached; 1 gold albert, 1 long and 8 short links, seal- shaped key attached ; 1 gold brooch; set red stone; 1 pair drop pattern gold earrings ; 1 gold scarf pin, knot shape; 1 2- blade pocket knife, nickel end, rough black handle; 1 small nickel silver key ; 1 red leather match box; a bunch of keys and £ 3 5s. Od.— SAMUEL SMITH, age about 24, height 5 ft. 7 or 8 in., slight build, complexion fair, tliin face, hair light, clean shaved, eyes light grey or blue, supposed cut mark on upper lip ; dress, black suit, dark overcoat with velvet collar, light tweed cap, light tartan bow tie, brown boots ( blacked). He took lodgings representing himself as foreman on the new dock at Workington; also that he was an electrician and had come from London. Warrant issued. Information to Supt. Kelly, Whitehaven. DENBIGHSHIRE. 18.— Denbigh ( County).— For stealing, lst inst., a new black overcoat, velvet collar; 1 pew black coat and vest; 1 pair ribbed flannel drawers ; 1 pair socks ; 1 collar and front; 1 pair imitation gold studs; 1 silver lever watch, " R. H." inside both cases, maker R. Hughes, Llangollen; 4 Postal Orders ( 2 for 10s. 6d., 1 for 7s. 6d., and 1 for Is. 6d.). — A man who gave the name of — STEPHENSON, age about 26, height 5 ft. 7 or 8 in., complexion fair, hair light brown, clean- shaved, wearing the stolen clothing, light cap, brown lace boots. He took lodgings, stating he was an engineer on the L. and N. W. Railway. Supposed identical with man, case No. 41, 17^ h ult. Warrant issued. Information to Supt. . Tones, Denbigh. DEVONSHIRE. 19.— Exeter ( County).— For obtaining a cheque for £ 75 by false pretences— JOHN SNOW, age 26, height 5 ft. 8 in., complexion fair, hair brown, lost top of one finger, red V corner of one eye; dress, brown coat, white vest with pink squares, dark trousers, brown leggings and boots, drab covert coat. A native of Whimple, Devon. Warrant issued. 20.— Exeter [ County),— For stealing £ 20 10s. — LILY COLLINS, age 21, height 5 ft. 1 or 2 in. complexion pale, thin face, hair dark brown ; dress black dress, brown cloth cape trimmed light brown fur round neck and down front, supposed brown hat. A native of London. Information to the Deputy Chief Constable of Devon, Exeter. 21.— Exeter ( City).-— For forging and uttering 3 Bank withdrawal notes, therebv obtaining £ 14— ERNEST SYDNEY PRING ( supposed false), age about 33 ( looks older), height 5 ft. 9 in., rather stout build and high shoulders, complexion pale, hair ( brushed over forehead) and moustache dark, dark spot under one eye, deeply pock marked, shot mark near one ankle, carries his head slightly forward, speaks with an up- country accent; dress, brown dust coat with velvet collar, light, or dark serge trousers, hard hat, or plaid cap. Occasionally employed as a painter, and has sometimes hawked india rubber stamps. Is fond of betting. Stated he was a native of Birmingham. Warrant issued. DORSETSHIRE. 22.— Dorchester ( County).— For larceny, 10th inst.— WILLIAM SANDERS, age 28, height 5ft. 6 or 7 in., complexion fair, hair brown, eyes ( small) hazel, large dot right forearm ; dress, brown coat, blue guernsey, blue trousers, black silk neckerchief, black cap with bright leather peak. Belongs to the Naval Reserve. Native of Exmouth ; supposed also known at Exeter. Warrant issued. Information to Supt. Burden, Dorchester. DURHAM. 23.— South Shields ( Borough).— For failing to report— Licence holder JOSEPH SEVERN, age 58, height 5 ft. 2 in., hair dark brown ( getting grey and bald), eyes grey, complexion fresh, crucifixion front left forearm, brig in full sail outside right upper arm, male and female embracing and J. E. right forearm, birthmark below right nipple, large tumour small of back, abscess scar right of navel, left ankle swelled and slightly deformed. A seaman ; native of North Shields. Sentenced at Edinburgh High Court, 8th August, 1893, to 5 years penal servitude for sinking and destroying a ship to defraud insurers. Licenced 29th May, 1897, R. M. 610. Has friends named Severn, farmers, on the borders of Nottingham, and is supposed to have gone there. Information to Chief Constable Morant, South Shields. ESSEX. 24-— Chelmsford ( County).— For stealing, 31st ult., at Writtle Manor, 1 diamond bar brooch, set 5 large diamonds with smaller ones between, in case, " Searles" marked inside; 1 diamond crescent brooch, has been repaired, scratch on bottom, in case, " Goldsmiths Alliance " marked inside ; 1 gold diamond bangle, large cats- eye in centre set diamonds — A MAN, age 40 to 45, height 5 ft. 6 or 7 in., com- plexion very pale, hair grey on temples, clean- shaved, can speak French ; dress, dark rough pilot cloth three- quarter overcoat, silk facings, dark trousers, light cloth peak cap. He called at a house, stating lie was a butler out of employment, and that whilst in an infirmary in London his wife eloped with another man. Information to the Deputy Chief Constable, Chelmsford. 25.— Saffron Walden ( County).— For assault on police— ISRAEL SAVILL, alias BOWY, age 35, height about 5 ft. 3 in., hair brown, moustache sandy, right thigh lias been broken, hip- joint is mis- placed which causes him to limp slightly ; dress, dark coat and vest, cord trousers, black scarf, black or brown hard felt hat, heavy lace boots, all soiled with lime. A labourer. Native of Aldbury, Herts. Warrant issued. Information to Supt. Pryke, Saffron Walden. FLINTSHIRE. 26.— Mold ( County).— For stealing £ 7 18s. 3d. — JOHN THOMPSON alias RUNCORN, age 55, height 5 ft. 6 in., complexion swarthy, hair ( turning grey) dark, moustache iron grey, eyes dark, arms and breast tatooed; dress, black jacket, blue slop, cord trousers, black cap, strong lace boots. A farm labourer. Supposed a native of Runcorn or Warring- ton. Warrant issued. Information to Supt. Davies, Mold. GLOUCESTERSHIRE. 27.- - Gloucester ( County). — For obtaining money by false pretences— WILLIAM HENRY MORRIS, age 23 to 26, height about 5 ft. 2 in., com- plexion sallow, hair and slight moustache dark, eyes ( peculiar looking) hazel, speaks quickly and with London accent; dress, long brown overcoat, dark plaid lining, rough serge jacket, blue serge trousers, black soft felt hat. Has been employed for the last few months as a bus inspector, and formerly for a Sewing Machine Company at Kingswood, Bristol. Absconded 4th inst., accompanied by his wife and child ( about 12 months old). Supposed a native of London. Warrant issued. Information to Deputy Chief Constable Philpott, Gloucester. HAMPSHIRE. 28.— Aldershot ( County).— For stealing, 16th inst., at South Camp, 1 black jacket and vest, rough material, nearly new; 1 pair grey stripe tweed trousers ; 1 ^- length brown overcoat, brown velvet collar, nearly new ; 1 black cloth cap ; 1 pair brown boots, size 0; 1 white shirt; 1 pair brown kid gloves; 1 blue bow tie; 1 white stand up collar; 1 cream colour silk handkerchief; 1 9ct. gold albert, long and short links; 1 pair gold sleeve links; 1 set gold studs, chased; 1 pair plain silver sleeve links, and 1 set silver studs to match; 1 silver scarf pin, shape of fox's head and horse shoe; 1 gold horseshoe pin, set imitation diamond— ROBERT CORLESS, age 21, height 5 ft. 4 ins, complexion fresh, bair brown, eyes grey, scar back of head, right forearm, and little finger left hand ; supposed wearing the stolen cloth- ing. A native of Sandbach. Is a deserter from the Devon Regiment. 29.— Aldershot ( County).-— For failing to appear to a summons for cruelty to his children— JOSEPH DOYLE, age 33, height 5 ft. 9 or 10 in., face pock marked, hair ( turning grey) dark brown, whiskers iron grey, moustache sandy, silver plate on crown of head ; has a downcast look ; dress, green overcoat, black vest, light trousers, black hard felt hat, Wellington boots with tops cut oil'. A tailor. May seek employment at military barracks. Warrant issued. Information to Supt. Hawkins, Aldershot. 30.— Fareham ( County).— For stealing an open face silver watch PEARCE, age about 45, height 5 ft. 10 or 11 in., stout build, complexion sallow, hair ( cut short) brown, clean shaved, tattooed back one hand, brown stain on finger nails ; dress, blue reefer coat, brown cardigan jacket, blue guernsey, blue cloth trousers, black leather peak cap, gold and red flag encircled by laurel leaves on front. Re- presented himself to be a diver in the employ of the Board of Trade. Warrant issued. Information to Supt. Hack, Fareham. TUESDAY, FEBRUARY 15, 1 8 9 8 . Native of Walton. A notorious housebreaker. Sentenced at dark brown, scar on chin, over upper lip and forehead; nose has apparently been broken. May be found at lodging- houses, beerhouses or in the company of navvies. Warrant issued. Information to Supt. Duke, Bishop's Stortford. ISLE OP WIGHT. 40.— Newport ( County).— For obtaining, 28th October last, 12s. 6d. by false pretences at St. Helens — WILLIAM WALE, age 43, height 5 ft. 5| in., stout build, complexion fresh, hair dark, eyes brown, mole on throat. A farm labourer, native of Wroxall, Isle of Wight. Warrant issued. Information to Supt. Hale, Newport. AYRSHIRE. 81.— Ayr ( County).— Woodcut portrait and des- cription of DONALD KERR, whose apprehension is sought for wilful fire raising and theft, age 28, height 39.— Hitchin ( County).— For uttering a fictitious cheque for £ 1 on the London and Midland Bank, Limited, Tooley Street Branch, 7th inst.— E. W. EDWARDS, alias BURNELL, late of Shillington, Bedfordshire, age 35 to 40, height 5 ft. 6 in., com- plexion fresh, very narrow features, hair and eyes ( full) dark brown, several front teeth deficient, peculiar speech; dress, light brown dress, dark jacket, black sailor hat trimmed black. Is accom- panied by a man, age 40, height 5 ft. 10 or 11 in. Warrant issued. Information to Supt. Reynolds, Hitchin. 5 ft. 7 in., complexion fresh, hair dark, moustache reddish brown, eyes ( small and sunken) dark, promi- nent nose, hangs his head when walking, suffers from rheumatism in legs; dress, dark blue serge jacket suit, black felt hat, wearing gold studs, sleeve links, ring and watch chain. A drapery salesman ; native of Caithness. Is addicted to drink. Has friends in South Africa. May endeavour to go abroad. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable of Ayrshire, Ayr. ESSEX. 32.— Saffron Walden ( County). — Por- trait and description of THOMAS COLEMAN, whose apprehension is sought for falsification of accounts. Age 81, height 5 ft. 9 in., very slight build, square shoulders, complexion pale, hair ( nearly bald on top) brown, moustache auburn, eyes blue, walks erect and with springing step; dress generally dark suit, stand- up collar, black hard felt hat; an auctioneer's clerk, native of Saffron Walden. He left on 10th March last, accompanied by his wife and 4 children under 7 years of age. Warrant issued. Information to Supt. Pryke, Saffron Walden.
