All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SOOTLAND YARD, LONDON, S. VV. 2. Particulars concerning persons whose apprehension is sought mill be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsiblefor the payment must be given, atul the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at u cost of 15s. per portrait, and of Is. ( id. per photo- graph or sketch of a stolen article. ti. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of n it lets rank than Superintendent; and, if the name of such person ix required to be inserted and no warrant is in force against him, the requisition must he signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ATIONS. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. The force which causes particular* concerning delinquents or stolen property to be inxerted i n the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. In all cases the officer signing the requext for the insertion of ung announcement will be wholly responsible for any proceedings which may result from such publication. Announcements fur the Friday ixsue should be forwarded xo ax to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the uxu/ il form, and accompanied by a catering letter. All pagmcntx must he in advance, either at the office. New Scotland Yard, by Poxtal Order or by Post Office Order payable at Parliament Street Post Office. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same irill be given on application. It. BEGINNING with the New Year, the POLICE GAZETTE will, it is hoped, prove more interesting and useful to the Police Forces of the Kingdom, even than in the past. It is intended to use these columns more systematically than before for communicatin"- " " O information respecting business concerns of a fraudulent or doubtful character, such as provoke complaints on the part of the public, and thus give rise to correspondence with New Scotland Yard. And an alphabetical list of these notices will be inserted weekly, referring to the number of the GAZETTE in which they appeared, so that on receiving a complaint of unsatisfactory dealings with any London Firm, it may be ascertained at a glance whether that particular business has been " Gazetted." It is hoped, however, that all such notices will be treated as strictly confidential. In some recent instances they have been communicated to applicants ; and this, of course, is a violation of the official courtesy usual between Police Forces. After this date no trade advertisements will appear in tne GAZETTE. But advertisements of a kind germane to Police duties or enquiries, such, ex gr, as those relating to parsons missing, property lost, & c., if received from a Police Force, will still appear on the same terms as heretofore. A new contract gives promise of better printing than hitherto ; and in future the woodcuts of criminals whose arrest is sought will be grouped upon the middle sheet, for which paper of a superior quality will be supplied. Not to be arrested out of the United Kingdom. 20.— Swansea ( Borough).— For stealing ( bailee) £ 15— WINN THOMAS, age 27. height 5 ft. 6 in., complexion fresh, pimples on face, prominent nose, hair dark, heavy moustache dark brown, scar on centre of forehead, large scar on muscle of one arm. GLOUCESTERSHIRE. 21.— Gloucester ( County).— For housebreaking at Brookthorpe and for failing to report to Metro- politan Police, Licence Holder HENRY WHEELER, alias HENRY CLARK and HENRY CLARKE, Office No. 3576— 97, age 45, height 5 ft. 9 in., com- plexion fair, hair brown, eyes blue, mole on throat, left cheek and right of neck, 2nd and 3rd toes each foot and 2nd and 3rd left fingers webbed, ruptured right side, scar back right hand, right thumb, 2nd right finger, 2 left forearm and left wrist. When last seen was a navvy , may be wearing a stolen coat, viz. rough black cloth, double- breasted, velvet collar. A native of Box, Glos. Sentenced at Gloucester Sess. 27th June, 1894, to 3 years penal servitude and 3 years police supervision for larceny, and at Hereford Assizes 24th February, 1897, to 3 months hard labour and licence revoked for housebreaking as Henry Clarke. HERTFORDSHIRE. 26.— Watford ' County).— For stealing two bi- cycles ( recovered) WILKS, alias WIL- LIAMS ( supposed false), age about 25, height 5 ft. 6 in., stout build, complexion fresh, round face, hair and eyes dark, black abrasion under one eye, husky voice ; dress, light grey jacket and trousers', grey silk muffler, grey cap, old light boots. KENT. 27.— Rochester ( City).— For stealing 22nd ult., 6 lady's silver watches, fancy dials, bassine cases Nos. 226942 to 226946 and 226948; 2 ditto, Nos! 29675 and 29692 ; 1 14- carat gold Swiss open face keyless watch ; 6 silver alberts, patterns various, tassels at ends ; 1 lady's 9- carat gold open link chain — A man who gave the names of RICHARD HOW- ARD and HOLLAND, age about 35 ; height 5 ft. 4 in., complexion dark, clean shaved, 2 upper front teeth deficient; dress, light coat and trousers dark vest, light tie, hard felt hat, old blucher boots;' stated he was a carriage builder. LANCASHIRE. 28.— Kirkham ( County).— Eor stealing 4' 20— MARGARET TODD, age about 56, height about 5 ft., stout build, complexion pale, round face, hair grey, no teeth; dress, black dress, old- fashioned dolman, black bonnet trimmed crape flowers and velvet strings. A domestic servant. Stated she was a native of Lancaster. Warrant issued. Information to Supt. Ormerod, Kirkham. 29.— Blackpool ( Borough).— For forging and uttering a cheque and obtaining £ 500 thereby— ARCHIBALD GIRVIN ARMSTRONG, age 19$, height 5 ft 6 or 7 in., stiff build, complexion fresh, thick lips, hair light, eyes brown ; dress when last seen, dark blue close serge suit, light overcoat. A solicitor's clerk. May have in his possession 3 £ 100 Bank of England notes, Nos. 0/ 4/ 71467, dated London, 17th February, 1896: 0/ 7 81006, London 17th June, 1896; Y/ 4/ 61788. Absconded 23rd ult. May endeavour to go abroad. Warrant issued. Information to Chief Constable Derham, Black- pool. LINCOLNSHIRE. 30.— Boston ( County).— For obtaining, 21st and 23rd ult., food and lodgings by false pretences at Shirbeck— a man who gave the name of TOM WILSON, age 30 to 40, height 5 ft. 6 or 7 in., slight build, complexion fresh, hair and moustache dark, speaks with rather a nasal twang ; dress, brown dust overcoat, black coat, imitation sealskin vest, brown trousers, marone tie, black close- fitting cap, lace boots with strips of steel across, tread over nails. Stated he was a dog trainer, and had come to make preparations for receiving and training same. Ab- sconded 23rd ult. Warrant issued. 31.— Boston ( County). — For stealing, 20th November last, at Fishtoft, a dark leather purse, knob fastening, a swallow stamped on front side, and 30s.— GEORGE WILLIAM BESTWICK, alias JOHN BOARDMAN, age about 45, height 5 ft. 8 or 9 in., stout build, hair ( several bald patches) grey, scars on throat which cannot be shaved, scar outside calf of one leg; dress, 2 jackets ( 1 light check, 1 blue serge) nearly new, light lining, dark check vest, dark brown ( rather tight fitting) cord trousers, nearly new, red and black check scarf, black peak cap, lace boots. A cotton spinner. Sup- posed a native of Oldham. Has been employed on a farm at Fishtoft, which place he left on above date. Warrant issued. Information to Supt. Costar, Boston. MERIONETHSHIRE. 32.— Corwen ( County).— For stealing a watch ( recovered)— 10SHUA JONES, an American, age 25. height 5 ft. 6 or 7 in., complexion fresh, hair dark brown, moustache brown ; dress, dark suit, dark felt hat, light lace boots. METROPOLITAN POLICE DISTRICT. 33. — Criminal Investigation Depart- ment. — Woodcut portrait and description of FRANK FLEMING, alias WELSH, whose appre- hension is sought for being concerned with others, in custody, for conspiring to obtain furniture, & c., with intent to defraud. Age 33, height about 5 ft. 10 in., complexion, hair, moustache and eyes dark, supposed a small blue scar near right cheek- bone; wearing dark clothes and black hard felt hat. Sup- posed a native of London. Is believed to have been proprietor of a public- house at Berry Point, Wales, some years ago. ( See Case No. 67, 31st ult.) Warrant issued. 31.— L Division.— Woodcut portrait and de- scription of MAUD GREGORY, alias MAUD ESMERALDA McKENZIE and ALICE ELLIS, whose apprehension is sought on a Coroner's warrant for child murder. Age 25 or 26, height 5 ft. 6 in., complexion and hair^ clark, eyes ( small) grey, rather flat nose, wide mouth ; dress, black skirt and bodice, black jacket or fawn colour cape, black toreador hat. Is believed to have friends at Shrewsbury and Bristol. May be found in the company of prostitutes. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. DURHAM. £ 5 REWARD. 35.— Durham [ City).— Woodcut portrait and de- scription of JOSEPH WHITE, late of South Hetton, Durham, whose apprehension is sought for offences under the Trades' Unions Aot, age 40, height 5 ft. 10 in., stout build, weight about 18 stone, complexion, hair, moustache and eyes dark; dress, usually in black shooting jacket, black vest and trousers. A miner or check- weighman. Was Secretary of the South Hetton Branch Lodge of the Durham Miners' Association. Absconded 25th ult. May endeavour to leave the country. Was seen at Manchester about 4th inst. Warrant issued. The above reward will be paid by Mr. T. H. Cann, Treasurer of the Durham Miners' Association, for such information as will lead to the arrest of WThite. Information to Chief Constable Smith, Durham. ESSEX. 36.— Saffron Walden ( County). — Por- trait and description of THOMAS COLEMAN, whose apprehension is sought for falsification of accounts. Age 31, height 5 ft. 9 in., very slight build, square shoulders, complexion pale, hair ( nearly bald on top) brown, moustache auburn, eyes blue, walks erect and with springing step; dress generally dark suit, stand- up collar, black hard felt hat; an auctioneer's clerk, native of Saffron Walden. He left on 10th ult., accompanied by his wife and 4 children under 7 years of age. Warrant issued. Information to Supt. Pryke, Saffron Walden. MONMOUTHSHIRE. 37.— Tredegar ( County). — For embezzling £ 2 17s. 6d.— FREDERICK SMITH, age 30, height 5 ft. 10 or 11 in.; complexion, hair, and heavy moustache dark; anchor tattooed left arm ; dress, black cloth suit, grey cap, nailed boots ; may be wearing brown leather leggings. A native of Hamp- shire. Warrant issued. Information to Supt. Allen, Tredegar.
