All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YAED, LONDON, S. W. " 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enab e action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly staled. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chiej officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. A nnouncements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. Theforcewhich causes particulars concerning delinquents or sto'en property to be inserted in the POLICE GAZETTE, must, on their appreh ension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly re sponsible for any proceedings which may result from such publicaton. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Kew Scotland Yard, by cheque, crossed " Drummond ofc Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. SPECIAL NOTICE. THE amount of stolen property at pre- sent " circulated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very consider- ably. It has been decided, therefore, to discontinue the " circulation" in Infor- mations and Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Constables are re- quested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circulation" of the particulars they contain is not desired. The same course will be followed with respect to property lost and persons missing. THEOBALD AND CO., of 19, Farringdon Street, London, vendors of mechanical toys, etc., advertise very freely in provincial newspapers. They appear to do a legitimate business, but the number and fre- quency of the letters received from a'l parts of the country, complaining of the non- delivery of goods paid for, or of the inferior quality of the articles supplied, indicate either great carelessness or actual dishonesty in their dealings. The Metropolitan Police, however, are unable to assist such complain- ants unless someone succeeds in obtaining a warrant against the firm. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. t.— V Division.— For embezzlement— JAMES PARTINGTON, age about 21, height 5 ft. 3 in., complexion fresh, hair and slight moustache brown ; dress, brown jacket suit, black hard felt hat, or cloth cap; a butcher. Is a comic singer, and attends smoking concerts. Warrant issued. 2.— V Division.— For stealing, 21st inst., £ 55 19s.— ERNEST EYLES, age 26, height 5 ft 8 in., complexion dark, hair and moustache dark brown, eyes brown, cut on outside of right leg from thigh to ankle, which causes him to walk flat- footed; wearing long dark overcoat and hard felt hat; carries a stick or umbrella. A booking clerk ; was employed at Clapham Junction, London and South Western Railway ; native of Clapham. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 3.— For obtaining goods by false pretences— J. ROSENBAUM, late of 39, Beresford Road, Canonbury, age about 45, height 5 ft. 8 in., stout build, rather corpulent, full face, hair ( bald on top) and heavy moustache dark. An undischarged bank- rupt. L. de WINDT, age about 45, height 5 ft. 11 in., well built, hair, moustache and imperial black ; of French appearance. Traded as A Rosen- baum and Co., 38, Bow Lane, E. C. Warrant issued. Not to be arrested out of the United Kingdom. 4.— For embezzlement — GEORGE PAYTEN, late of 41, Walsingham Road, Clapton, age 41, height 5 ft. 7 or 8 in., stiff build, hair, beard and mous- tache light; suffers with his throat, which he keeps covered up with a muffler ; small red spot on side of nose ; wearing dark overcoat and hard felt hat. A book- keeper, formerly of 283, Victoria Park Road. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. McWilliam, 26, Old Jewry, E. C. BUCKINGHAMSHIRE. 5.— Aylesbury ( County).— For converting to his own use £ 308 15s. ( Fraudulent Trusteeship)— LLOYD REDDING, age 38, height 5 ft. 7 or 8 in., stout build, complexion fresh, hair dark brown, moustache dark, eyes hazel; dress, when last seen, dark overcoat, grey trousers, black hard felt hat; an auctioneer and land agent. Native of Great Missenden. Absconded 5th inst. Warrant issued. Information to Supt. Pitson, Aylesbury. 6.— Buckingham ( County).— For deserting his children, leaving them chargeable to the Common Fund of the Buckingham Union — JOHN WHITE, age 57, height 5 ft. 6 in., complexion pale, hair ( turning grey) brown, eyes blue, high cheek bones; dress, dark suit, black hard felt hat, all very old and greasy. A butcher. Native of Steeple Claydon. Warrant issued. Information to Supt. Clarke, Buckingham. CAMBRIDGESHIRE. 7.— Cambridge ( Borough).— Woodcut portrait and description of WILLIAM PEED, a solicitor, whose apprehension is sought for forging 2 transfers of stock of the value of £ 1,250, embezzling £ 5,000, and stealing £ 111 10s. 6d. Age about 62, height 5 ft. 7 in , complexion rather florid, hair, whiskers and moustache ( cut close) lightish brown turning grey), round shouldered, looks downward when walk- ing. CHESHIRE. 8.— Egremont ( County).— For stealing, 12th inst., at New Brighton, a pneumatic safety bicycle, plated handle- bars, rubber handles, with white bone rings at end, " Dunlop- Welch " tyres, rubber pedals, geared to 72 in., roadster saddle, " King of the Road " lamp attached; 1 blue serge jacket; 1 black felt hat — A YOUTH, age 18, height 5 ft. 1 or 2 in., com- plexion fresh, thin features, hair ( long) dark, speaks with American accent; dress, black coat and vest, light trousers and cap, or may be wearing stolen coat and hat. Information to Chief Supt. Hindlev, Egremont. DENBIGHSHIRE. 9.— Wrexham ( County).— For stealing, 16th inst., a pair of lady's boots and a pair of men's calf- skin boot uppers— JOHN WILSON, alias FLAN- NAGAN, age 60, height 5 ft. 6 in., slight build, whiskers and moustache grey, chin shaved, right foot deformed, wears a cork heel, and walks on his toes ; dress, brown jacket and vest, dark broad cord trousers, blue and white stripe neckerchief, dark cap. A tramping shoemaker; may be found at common lodging- houses or charitable institutions. Warrant issued. Information to Deputy Chief Constable Jones, Wrexham. DEVONSHIRE. 10.— Exeter ( County).— For failing to appear at last Devon Sessions, on a charge of fraud— JOHN BUTLER, age about 28, height 5 ft. 6 in., complexion, hair, slight moustache and eyes dark; dress, double- breasted blue serge coat, blue vest, trousers and cap. A hawker. ALFRED HENRY SCAINES CRUSE, age about 29, height 6 ft., complexion fresh, rather long features, hair, long moustache and eyes, brown. A draper's assistant; native of Ide, Exeter. Is known at Cheltenham. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable of Devon, Exeter. 11.— Devonport ( Borough).— For housebreaking, 22nd inst., and stealing 2 gold watches, Nos. 26313 and 21197; 4 silver watches, Nos. 145222, 25648, 95386, and 27731; 1 18- carat gold curb albert, graduated from centre, with coloured stone as pend- ant ; 1 diamond cluster ring, convertible into stud ; 1 small white silk handkerchief, " R" worked in coloured silk in corner— RICHARD ALLEN, age 17, height 4 ft. 7 in., complexion fair, small face, hair brown, eyes grey ; dress, dark mixture coat and vest, dark cord trousers, black skull cap, old boots ; native of Bevonport. Was recently liberated from prison at Bristol. Information to Head Constable Matters, Devon- port. ESSEX. 12.— Southend- on- Sea ( County).— For stealing, 13th inst.— 1 pair white corsets, 2 pairs hose, 1 white petticoat, 2 pairs brown kid gloves, 2 woollen shawls white bodiccs, 2 chemises, 2 pairs knickers, 1 combination, 2 night gowns, 2 black veils, 3 yards ribbon all new and of good quality, marked " Madame Powers, Park Road, Southend- on- Sea," in gold letters, NELLIE HAYWARD, alias ELLEN MOORE, age 24, height 5 ft. 1 or 2 in., complexion very pale, hair very light, gold- tinted fringe, eyes supposed grey, high cheek bones ; dress, black skirt, imitation seal skin cape, black hat and veil, brown kid gloves. FLINTSHIRE. 13.— Holywell ( County).— For deserting his wife and family— ALFRED F1TZPATRICK. age about 50, height 5 ft 9 in., slight build, inclined to stoop, complexion pale, hair ( turning grey) light brown, moustache brown, eyes blue, scald scar left of head, upper front teeth deficient, bottom teeth much decayed; a painter and paperhanger; native of Liverpool. GLAMORGANSHIRE. 14.— Cardiff ( Borough).— For stealing £ 4, 1st inst.— HENRY MORGAN, alias JOHN MORGAN, age 40, height 5 ft. 6 J in., complexion sallow, oval face, hair and moustache dark brown, eyes blue, pro- minent nose, abscess scar under left jaw, large mole left shoulder- blade, small bum scar above left knee; dress ( when last seen), shabby dark coat and vest dark blue trousers, black hard felt hat, lace boots, A marine fireman ; native of Cardiff. Warrant issued. 15.— Cardiff ( Borough).— For obtaining 12s. by false pretences, 2nd inst.— W. WELDON, a ship's steward, age about 50, height about 6 ft., stout build complexion fresh, round face, hair ( turning grey) brown, eyes blue, rather long nose; dress ( when last seen), dark blue coat and vest, greyish trousers, hard felt hat. Warrant issued. Information to Head Constable McKenzie, Cardiff. GLOUCESTER'SHIRE. 16.— Cheltenham ( County).— For stealing £ 4 5s, — WILLIAM STUCKEY, age about 30, height 5 ft. 8 in., complexion fair, hair brown, eyes grey, scar in right cheek, near ear and under right side of chin, dot on one finger of left hand; dress, black coat and vest, dirty cord trousers, light cap, lace boots, plaid neckerchief. A labourer; stated he was a native of Bristol. Warrant issued. 17.— Cheltenham ( County).— For obtaining money by false pretences— ERNEST LOVE ( sup posed false), age about 40, height 5 ft. 6 or 7 ins. complexion dark, hair and eyes dark brown, clean shaved ; dress, dark coat and vest, dark tight- fitting trousers, with narrow light stripe, black diagonal cloth overcoat, grey cap with fancy star on top, blucher boots, of horsey appearance ; was wearing a silver albert guard with four coins attached, and ge gold watch; stated he was a native of Iiroms- grove. Warrant issued. Information to Supt. McRae, Cheltenham. HERTFORDSHIRE. 18.— Ware ( County).— For obtaining £ 2 by false pretences— HARRY BAKER, age about 33, " height about 5 ft. 6 in., complexion florid, hair and mous- tache brown, dress, black morning coat and vest ( coat much faded and worn), light trousers, frayed at bottoms, light cloth cap. Carries a stick. He re- presented himself as an agent for Singer Sewing Machine Company. May be found in company of: Insurance Agents. Warrant Issued. Information to Superintendent Wood, Ware. KENT. 19.— Maidstone ( Borough). — For stealing £ 194 4s. 8Jd— FRANK NEAT, age 30 to 32, height 5 ft. 8 or 9 in., slight build, complexion pale, hair dark brown, slight side whiskers and moustache, eyes ( rather sunken) grey or blue; dress, black morning coat and vest, light plaid trousers, cap, lace boots. A barber. Styled! himself " Professor Neat." Is fond of horse- racing, and may be found with racing men, or may be working at his trade. Late Secretary to the Amalgamated Friendly Societies' Fete Com- mittee. ( See Case No-. 21, 10th September last.) Warrant issued. 20.— Maidstone ( Borough).— For housebreaking, 18th inst., and stealing a chased silver match- box ( initials S. V. G. on one side); and a pair of black cloth trousers— DAVID EVANS, age 23, height 5 ft. 8^ in., complexion sallow, thin oval face, hair black, eyes ( small and rather peculiar looking) hazel ; dress, light brown suit and cap. A collier ; native of Monmouthshire. Has served in tho Royal Artillery ; was discharged from Maidstone Prison on 18th inst., after serving 12 months imprisonment; has friends at Newport, Mon., whom he may visit. JOHN WYND- MAN, age 28, height 5ft. 7 in., complexion sallow, oval face, hair dark, eyes grey; dress, blue serge jacket and trousers, was wearing a cricketing belt. A sea- man ; native of Antrim. Was discharged from Maidstone prison 18th inst., after 7 days imprison- ment for drunkenness at Gravesend. They left here by the 1.58 p. m. train for Victoria. Information to Chief Constable Mackintosh, Maid- stone. 21.— Tunbridge Weils ( Borough).— Forstealing a pony and cart ( recovered)— ARTHUR HART, age 27, height 5 ft. 3 in., complexion fresh, hair dark brown, slight moustache and eyes brown, chest deformed; dress, black diagonal overcoat, grey tweed jacket and vest, light grey trousers, white composition collar, turned- down points, black hard felt hat, side- spring boots. A fish and fruit hawker. Warrant issued. Information to Chief Constable Trior, Tunbridge Wells. LANCASHIRE. 22.— Leigh ( County).— For assault on police, 9th. inst.— MARTIN IiANAGAN, or IiALIGEN, age about 22, height 5 ft. 7 or 8 in., complexion sandy, hair light brown, slight moustache light, cross- eyed ; dress, dark coat and vest, dark brown trousers, striped shirty dark cap, lace boots. A collier. PATRICK MUR- PHY, age 29, height 5 ft. 5 in., complexion fresh, hair dark, eyes grey, cut mark both arms and on bridge of nose; dress, dark coat and vest, brown cord trou- sers, dark cap. Warrant issued. Information to Supt. Higginbotham, Leigh. 23.— Rawtenstall ( County).— For uttering coun- terfeit coin, at Rawtenstall, 12th inst.— Licence Holder THOMAS HENRY* HOLD EN, alias THOMAS JONES and ROBERT TAY'LOR, Office No. 2S28- 97, age 64 ( looks younger), height 5 ft. 3 in., complexion fresh, hair light brown, eyes grey, eight- pointed star back left hand, indistinct tattoo mark right forearm, boil scar right forearm, scar right eyebrow and chest. A native of Leyland. Sentenced, at Lancaster Assizes, 17th November, 1891, to 5 years penal servitude, for uttering counterfeit coin. Licence revoked ; liberated on 2nd licence, 2nd November, 1897, which expires 24th January, 1898. I R 1074. Has been several times convicted for coining offences. Information to Supt. Procter, Rawtenstall. 24.— Blackpool ( Borough).— Forstealing 5 boxes; 1 ring ; 1 muffler ; 1 portmanteau ; a quantity of bed- ding; and £ 20— MARGARET HOPKINSON, age 37, height 5 ft. 4 or 5 in., complexion pale, hair dark, eyes brown. PHILIP LEIGHTON, age 29, height 5 ft. 6 in., complexion pale, hair brown, eyes grey, heavy moustache ( curled at ends). A baker and con- fectioner. May be found living together. Warrant issued. 25.— Blackpool ( Borough).— For embezzlement — THOMAS TAYLOR, age about 32, height 5 ft. 6 in., complexion fair, hair and moustache light, several upper front teeth deficient, which causes him to speak as if slightly tongue- tied ; dress, black ribbed jacket and vest, brown cord trousers ( nearly new); black cloth peak cap, blucher shoes. Was formerly pawnbroker's assistant, but has lately been enij ployed delivering coals. Is fond of horse- racing. Warrant issued. 26.— Blackpool ( Borough).— For obtaining by- false pretences, a light bay horse, aged, about ll> hands, rather stiff on forelegs, near eye blind, large belly, shod with heavy flat shoes, in poor condition— JAMES UNSWORTH, age about 25, height 5 ft. 8 or 9 in., slight build, complexion fresh, hair light brown, slight light moustache; dress, black jacket and vest, brown stripe trousers, brown overcoat, heavy lace boots, all much worn. May seek employment as a carter. Warrant issued. ) Information to Chief Constable Derham, Blackpool. 27.-- Rochdale ( Borough).— For stealing, 17th ult., a long navy- blue overcoat, with belt, plaid lining FRED DIXON ( supposed false), age about 24, height 5 ft. 8 or 9 in., complexion fair, hair and slight moustache sandy, rather large eyes, cut on upper lip. 28.— Rochdale ( Borough)— For stealing £ 11— r- ARTHUR SEED, age about 23, height 5 ft. 7 in., complexion fresh, hair brown, rather large eyes; dress, grey jacket and vest, light knee breeches, brown, leggings, grey cap, button boots. A groom; sup- posed native of Bradford. Warrant issued. 29.— Rochdale ( Borough).— For breaking and entering a workshop, and stealing brushes ( recovered) — Expiree EDWARD WELSH, Office No. 25543, age 47, height 5 ft. 5j in., complexion fresh, hair dark, eyes hazel, back covered with pimples and miner's marks, scar inside left thigh and several on forehead, clean- shaven, and very plausible manner. A native of Rochdale. Sentenced, at Salford Sessions, 27th February, 1879, to 7 years penal servitude and 7 years police supervision, for larceny ( person). F 193. Information to Chief Constable Buck, Rochdale. 30.— Salford ( Borough).— For buralary— A man who gave the names of G. SNOWDEN and E. ATKINS, age 45, height 5 ft. 3 or 4 in., complexion earthy, hair ( bald on top) dark brown ( turning grey), clean- sliaved. Appearance of a racing man. Information to the Chief Constable, Town Hall, Salford. 31.— Warrington ( Borough). — For obtaining £ 1 10s. by a false, seaman's advance note, on 11th inst.— JOHN HOLT ( supposed false), age about 35, height 5 ft. 9 in., complexion fresh, hair and mous- tache sandy; dress, brown suit, dark tie, black billy- cock hat. Of good appearance and address. He re- presented that he was first mate of a vessel, which he described as the Chiswich. Warrant issued. Information to Chief Constable Talbot, Warrington 32. LINCOLNSHIRE. - Bourne ( County).— For fraud, 2Sth ult.— TUESDAY, NOVEMBER 16, 1897. T H E POLICE GAZETTE. 3 A man, who gave the name of GEORGE HENRY READ, age about 45, height 5 ft. 10 in., slight build, thin face, Roman nose, hair ( supposed slightly bald on top), beard and moustache dark ( may be turning grey), long thin hands and fingers; dress, dark coat, trousers of rather lighter material, blue neckerchief with white spots, black hard hat. He represented himself as an agent of the Boston Dock Company, and demanded payment on foreign parcels, whioh he stated were at the docks. Warrant Issued. Information to Supt. Arnold, Bourne. 33.— Sleaford ( County).— For embezzlement.— FREDERICK TETSALL, age 25, height 5 ft. 2 or 3 in., complexion pale, hair, slight moustache and eyes dark; usually dressed in black coat and vest, grey trousers, light dust- coat, black felt hat. A mer- chant's clerk; native of Ipswich. Absconded 24th September last. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Taylor, Sleaford. £ 1 REWARD. 34.— Grantham ( Borough).— For deserting his family, leaving them chargeable to the Grantham Union— JOHN TAYLOR, age 40 to 45, height 5 ft. 8 or 9 in., hair sandy, moustache and whiskers ginger, birthmark right side of neck resembling 2 or 3 rows of warts. A clerk; native of Louth, Lincolnshire. Warrant issued. The above reward will be paid by the Guardians of " the Grantham Union for such information as will lead to the arrest of Taylor. Information to Chief Constable Jones, Grantham. LINLITHGOWSHIRE. 35.— Linlithgow ( County\— Woodcut portrait and description of JAMES DUFF, whose apprehen- sion is sought for stealing £ 8 2s. 6d., 9th ult., at Broxburn, oge 25, height 5 ft. 8 or 9 in., slight build, • f - wfe m complexion fresh, full face, high cheek- bones, hair light brown, moustache light, eyes blue, walks erect; • dress ( when last seen), dark tweed suit, black felt hat, brown shoes. A painter; may be found at collieries or oil works. Has resided at Cowdenbeath, Fife, and Quarter Colliery, near Hamilton, Lanarkshire, at which places he was a member' of a pipe band.
