GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, NOVEMBER 5, 1897. VOL. XIV., No. 1446. REGU LWA- TIOLSRS- 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enab e action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rankthan Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. A nnouncements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their appreh ension or recovery, at once transmit to the. Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly re sponsible for any proceedings which may result from such publicaton. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond cfc Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTK, may be at once notified to the Editor. SPECIAL NOTICE. THE amount of stolen property at pre- sent " circulated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very consider- ably. It has been decided, therefore, to discontinue the " circulation" in Infor- mations and Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Constables are re- quested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circulation" of the particulars they contain is not desired. The same course will be followed with respect to property lost and persons missing. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— G. Division.— For malicious wounding, 28th ult.— A MAN, age 28, height 5 ft. 10 in., complexion, hair and eyes dark, usually wears a moustache and goatee; di- ess, black velvet jacket and vest, light tweed trousers, light polo cap. An Italian. Warrant issued. 2.— X Division.— For stealing ( bailee), a piano organ, " S. Hood" on front, No. 16 painted on box on barrow, painted red picked out blue— THOMAS JONES, age 20, height 5 ft. 9 in., complexion pale, hair and slight moustache dark ; dress, light over- coat, dark trousers, light cloth cap. Supposed travelling country towns. Warrant issued. 3.— X Division.— For stealing a diamond and emerald brooch and other jewellery— BERTIE PATES, alias GILL, age 17 ( looks younger), height 5 ft. 4 in., complexion fair, hair light, eyes blue, hangs his head slightly ; dress, blue overcoat, velvet collar, blue serge jacket and vest, dark striped trou- sers, black hard felt hat. A native of Kensington. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BERKSHIRE. £ 1 Is. REWARD. 4.— Reading ( Borough).— For deserting his family, leaving them chargeable to the Reading Union — JOSEPH GIBSON, age 50 to 60, height 5 ft, 5 or 6 in., long thin face, hair long, whiskers and mous- tache turning grey, eyes dark brown ( nearly blind), stoops slightly. May be found selling hearthstones. Is accompanied by two children, age 10. The above reward will be paid by the Guardians of the Reading Union for such information as . will lead to the arrest of Gibson. „ Warrant issued. £ 1 Is. REWARD. 5.— Reading ( Borough).— For deserting his wife and family, leaving them chargeable to the Reading Union— ARTHUR KIRBY, age 33, height 5 ft, 8 in., slight build, complexion fresh, hair brown, moustaolie rather light, eyes hazel. A labourer. Maybe found on sewerage works. The above reward will be paid by the Guardians of the Reading Union for such information as will lead to the arrest of Kirby. Warrant issued. Informaton to Capt. Henderson, Chief Constable, Reading. 6.— Windsor ( Borough). — For obtaining, by false pretences, on 17 th August last, a set of black leather brass- mounted harness— ERNEST FOX, age about 26, height 5 ft. 5 or 6 in., slight build, complexion dark, hair dark brown; dress ( when last seen), light tweed suit and cap, brown boots. A studsman. Is believed to have friends at Birmingham. Warrant issued. Information to Head Constable Armour, Windsor. CHESHIRE. 7.— Egremont ( County).— For embezzling, 10th February last, £ 250, WILLIAM DANGER, a solicitor, late clerk to the Wallasey Urban District Council, age about 50, height about 6 ft., rather slight build, eomplexion fresh, hair dark brown, full whiskers and moustache, has a pleasant expression, very good address, fluent of speech, stoops slightly ; dress, usually black morning coat and vest, light tweed trousers, dark hard felt high flat top hat; generally carries a walking- stick or umbrella; is fond of golfing. Is known at Carrog, Corwen. Warrant issued. Information to Chief Supt. Hindley, Egremont, DEVONSHIRE. S.— Exeter ( City).— For stealing, 7th ult, a bicycle ( recovered)— A man who gave the name of HARRY PARSONS, age about 22, height 5 ft. 3 or 4 in., complexion fresh, hair dark brown, clean- shaved; dress, blue serge jacket suit, red tie, black hard felt hat, lace boots. He calls at cycle shops, asks the price of a bicycle, and obtains a billhead, which he afterwards uses as a receipt when pledging a machine hired from another shop. Warrant issued. Information to the Chief Constable, City Police, Exeter. DUMFRIESSHIRE. 9.— Dumfries ( County). — For housebreaking, 16th ult., at Lockerbie, and stealing, 1 filigree silver- plated trinket- box, about 4 by 3 in., " Pot Pourri" pattern ; 1 silver thimble ; 1 pair carved gold sleeve studs; 1 pair silver plated sleeve studs, set light brown marled stones; 1 silver brooch, size Sf a half- crown, " Maggie" thereon— GEORGE DALGLEISH, age 32, height 5 ft, 9J in. ( without shoes), com- plexion fresh, hair dark brown, eyes brown, figure of a woman and tihistle right arm, figure of woman and cross flags left arm, scars, on back and hips: dress ( supposed), brown faded tweed jacket, dark tweed trousers and cap. A native of Selkirkshire. He served in the 1st King's Own Scottish Borderers from 1881 to 1888. Has been convicted of theft at Gala- shiels and Edinburgh. Warrant issued. Information to the County Chief Constable, Dum fries. ESSEX. 10.— Witham ( County).— For unlawfully wound- ing a police sergeant, with intent to do grievous bodily harm, 30th ult,— ERNEST THOROGOOD, age 22, 2 T H E POLICE GAZETTE. TUEHDAY, SEpTeMBER 2, 1897. height 5 ft. 11 in., or 6 ft., slight build, complexion fresh, hair light brown, lost right eye, left grey, weak knees; dress, drab coat and vest, cord trousers, cloth peak cap, lace boots. A native of Braintree, Essex. Warrant issued. Information to Supt. Gillis, Witham. GLAMORGANSHIRE. 11.— Swansea { Borough). — For unlawfully wounding— GEORGE EDWARDS, age 28, height 5 ft. 7 or 8 in., slight build, complexion dark, hair dark brown, clean shaved ; dress, usually in a grey mixture suit, black hard felt hat, A ship's steward. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Swansea. GLOUCESTERSHIRE. 12.— Dursley ( County).— For larceny— ALLAN DALE, age about 40, height 5 ft. 7 or 8 in., hair and heavy moustache dark; dress, black double- breasted frock- coat, striped trousers, ( hard felt hat, elastic side- boots ( much worn). He represents himself as a doctor, and has been employed by a travelling quack named " Sequah." Warrant issued. 13.— Dursley ( County).— For obtaining £ 3 by false pretences— SAMUEL EGERTON ( supposed false), age about 35, height 5 ft. 6 in., slightly round shouldered, complexion fair, hair and moustache sandy; dress, light brown or plaid suit, turned down collar and front, dark tie, soft brown felt hat. He represented himself as an agent for a brewery company. Warrant issued. Information to Supt. Hopkins, Dursley. HAMPSHIRE. 14.— Basingstoke ( County).— For attempting to obtain, 29th ult., £ 600 by false pretences— JAMES TURELL ( supposed false), age about 30, height 5 ft. 5 or 6 in., complexion ruddy, hair ( inclined to be sandy) brown, moustache sandy, eyes brown; dress, dark grey slate- coloured Isuit, overcoat to match, woollen shirt, with red stripe, white turn- down collar, dark tie, white cuffs, with miniature gold links, low shoes. He represented that the money was required on freehold property, and produced forged deeds. Warrant issued. Information to Inspector Hale, Basingstoke. 15.— Kingsclere ( County).— For stealing a tricycle, FRANCIS DALLEY FISHER, age about 45, height 5 ft. 8 or 9 in., complexion ffesh, hair light, rather bald on top, heavy monstache brown; dress, usually light brown suit, brown alpine hat, sometimes wears white flannel trousers and brown shoes. Has been in the army. Is very eccentric in manner. Usually carries a walking- stick on right shoulder. Stays at hotels or boarding houses. Warrant issued. Information to Inspector Daniels, Kingsclere. 16.— Portsmouth ( Borough).— For stealing, 23rd ult., a bicycle ( recovered)— A man who gave the name of J. GRANT, age about 28, height 5 ft. 7 or 8 in., complexion fair, hair very light or ginger, slight moustache; dress, blue or black lounge suit, black hard felt hat. Of good address. He pledged the bicycle in name of Henry Stewart, producing, at the same time, a billhead with " H. G. Andrews, cycle agent, Boscombe and Bournemouth," thereon, which he had filled in as a receipt for money paid by him for the bicycle. Information to the Chief Constable, Town Hall, Portsmouth. 17.— Southampton ( Borough). — For larceny ( lodgings)— WILLIAM COX, age 56, height 5 ft. If in., complexion fresh, hair brown, eyes grey, mole left cheek, scar left of forehead, ship front of left forearm, bracelet left wrist, cut scar, left thumb, scar and ship right forearm, blue stroke back of right wrist, anchor and flags right hand, red spots on chest, stomach, back and shoulders; dress, navy- blue over- coat with velvet collar, black ribbed vest, black or Scotch plaid trousers ( the latter stolen), lace boots. A seaman; and native of Oxford. Sentenced, at Newington Sessions, 10 March, 1896, to' 18' months imprisonment, for larceny. ( See Illustrated Circu- ar No. 51, Fig. 27.) 18.— Southampton ( Borough).— For stealing a hand- truck— WILLIAM STELL, age about 42, height 5 ft. 8 or 9 in., hair dark, moustache brown, Short- sighted, carries his head forward ; dress, dark clothes, black bowler hat. A hawker. Supposed well known at Portsmouth and London. Warrant issued. Information to the Chief Constable, Southampton. HERTFORDSHIRE. 19.— Hemel Hempstead ( County).— For rape, 24th ult., at Chorleywood— WILLIAM DOUGLAS, alias HOAR, age about 30, height about 5 ft. 8 in., hair and moustache brown ; dress, dark overcoat and trousers, black hard felt hat. THOMAS DOUGLAS, age about 24, height about 5 ft. 6 in., complexion fair, hair very light, clean- shaved; dress, long brown over- coat, soft felt hat, dented at top. Joiners. Sup- posed natives of London. They booked to Raker Street, London, on 24th ult. Photographs may be seen on application. Warrant issued. Information to Supt. Frogley, Hemel Hempstead. 20.— Hitchin ( County).— For stealing, 14th ult., a music book, the property of the Hitchin Volunteer and Town Band, GEORGE RUSSELL, age about 23, height about 5 ft, 4 in., complexion fair, hair and moustache dark brown ; star, 2 flags, and crown on back of right hand and wrist; limps slightly on right leg ; dress, dark refer jacket, black tweed trousers, dark cloth peak cap, low shoes. Stated he was dis- charged from the army through varicose veins in legs. May be found playing a brass cornet, middle valve cap loose, dent in outside bend, makers, " R. Town- send, Bradford." Will probably apply to bands for relief. Is a good cornet player. Warrant issued. Information to Supt. Reynolds, Hitchin. KENT. 21.— Chatham ( County).— For absconding from his bail, charged with stealing a euphonium— WIL- LIAM SHAKESPERE PHASEY, age 32, height 5 ft. 8 in., complexion ruddy, full red face, hair light brown, moustache very light, scar on bridge of nose. Is a deserter from the Royal Engineers' band, and will, no doubt, seek employment in other bands. Warrant issued. Information to Supt. Lacy, Chatham. 22— Sandgate( County).— Forembezzling£ 4 9s. 5d. — EDWIN THOMAS BRIGGS, age 18, height 5 ft. 3 in., complexion dark, hair dark brown, eyes light blue; dress, black coat, blue guernsey, brown cord trousers. Has served in ! the Highland Light In- fantry, was invalided home from Malta about twelve months ago. A native of Ashford. Warrant issued. 23.— Sandgate ( County).— For stealing 1 white cricketing shirt, marked J. E.," and 1 grey flannel- ette shirt— GEORGE SMITH, age 20, height 5 ft. 8 in., complexion fresh, hair red, eyes grey; dress, military trousers, shirt and boots, and a jacket, much too small for him. A deserter from the West York- shire Regiment. Information to Supt. Waghorn, Sandgate. 24.— Tunbridge Wells ( Borough).— For embez- zling £ 1 15s. 6d.— WILLIAM BROWN, age 25 or 26, height 6 ft., complexion fair, hair ( cut close) light or ginger, clean- shaved, eyes ( prominent, cast in one), blue; dress ( when last seen), grey mixture tweed jacket suit. Absconded 11th ult. May be found outside railway stations, offering to carry passengers' luggage. Warrant issued. Information to Chief Constable Prior, Tunbridge Wells. LANCASHIRE. 25.— Ormskirk ( County).— For obtaining, 24th Sept., money by false pretences— A man who gave the name of GEORGE JONES ( supposed false), age about 25, height 5 ft. 5 or 6 in., complexion pale, hair and slight moustache dark brown, eyes blue; dress, dark jacketand vest, blue coloured trousers, with black stripe, light cap, light lace boots. He travels the country, hawk- ing blankets, representing that he is selling them for a well- known local tradesman, and inducing persons to purchase by promising them a pair of sheets. Warrant issued. Information to Supt. Jarvis, Ormskirk. 26.— Blackpool ( Borough).— For obtaining, 25th Sept., a gun by false pretences— CHARLES BEAU- MONT, age about 28, height about 5 ft. 11 \ in., slight build, complexion sallow, hair and slight moustache dark ; dress, fine blue grey check suit, hard felt hat or brown cloth cap. A joiner ; native of Oldham. Left Blackpool 11th inst., accompanied by his wife, age about126, height 4 ft. 6 or 7 in., slight build, thin face, rather freckled,, hair dark ;. dijess, light melton cloth jacket, black dress, white straw hat; and child, age about 13 months; wearing cashmere jacket and wool bonnet. Warrant issued. 27.— Blackpool ( Borough).— For obtaining 2 lpicycles by false pretences— A. HIGHFIELD, alias PRITCHARD, age about 34, height 5 ft 3 or 4 in., stout build, complexion fresh, heavy moustache dark brown; dress ( when last seen), dark navy blue suit, dark cap. A native of Wolverhampton or Birming- ham. He represents himself as a cycle manufacturer, agent or traveller for a firm of cycle manufacturers. Warrant issued. Information to Chief Constable Derham, Blackpool. 28.— Wigan ( Borough).— For failing to report— Licence Holder FRANK FOLEY, alias VICTOR SEYMOUR and WILLIAM CORDUE, Office No. 2495- 97, age 35, height 5 ft. 5 J in., complexion dark, hair and moustache dark brown, eyes grey, slightly pock- marked, scar under left jaw, right side bridge of nose, on occiput, inside left shin, left thumb, 2 inside left leg, burn scars left forearms, vaccination marks- left arm, varicose veins left legs. A tailor. Sen- tenced, at Manchester City Sessions, 4th February, 1892, to 5 years penal servitude and 3 years police supervision, for larceny from railway carriage ; and at Liverpool Sessions, 25th August, 1896, to 2 months imprisonment and licence revoked, for larceny ( per- son). LINCOLNSHIRE. 29.— Sleaford ( County).— For embezzlement— FREDERICK TETSALL, age 25, height 5 ft. 2 or 3 in., complexion pale, hair, slight moustache and eyes dark; usually dressed in black coat and vest, grey trousers, light dust>- coat, black felt hat. A mer- chant's clerk; native of Ipswich. Absconded 24th. September last. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Taylor, Sleaford. MONMOUTHSHIRE. 30.— Tredegar ( County).— For stealing a silver watch- guard, curb pattern, several links broken, and a red leather purse, containing £ 10— CHARLES WILLIAMS, age 38, height 5 ft. 5 or 6 in., com- plexion and hair ( thin in patches and slightly bald on top) dark, supposed blue mark on right side of face, and rose tattooed on breast; dress, black suit, light or brown cap, new light lace boots, plain fronts and goloshed. A native of Tredegar. Has served in the Army. Warrant issued. Information to Supt. Allen, Tredegar. NORTHAMPTONSHIRE. 31.— Wellingborough ( County).— For stealing a gold watoh ( recovered)— FREDERICK WILLIAM ARTHUR ANDREWS, age 33 ( looks older), height 5 ft. 7£ in., complexion sallow, hair dark brown, short moustache dark, eyes grey, slight impediment in speech through loss of teeth ; dress, light cloth jacket, dark vest, light check trousers, dark tie, black round felt hat, elastic side boots; had with him a black sleeveless waterproof. He carries on a business as watch and clock repairer, selling or pledging all he receives, and absconds. Warrant issued. Information to Supt. Alexander, Wellingborough. STAFFORDSHIRE. 32.— Brownhills ( County).— For embezzling £ 5 13s. 8d.— HOWARD MASON, age 27, height 5 ft. 10 in., complexion fresh, hair brown, stoops slightly ; dress ( usually), brown tweed suit. Frequents public- houses and music halls. A native of Huntington, near Cannock. Warrant issued. Information to Supt. Barrett, Brownhills. 33.— Burslem ( County).— For larceny ( bailee\ 23rd ult.— GEORGE KELSALL, age 16, height 5 ft. 2 or 3 in., complexion pale, hair ( frizzed in front) brown, eyes blue, cut; mark on right wrist; dress, black- and- grey mixture cloth suit, black- and- red muffler, fawn corduroy cap, with white spots, low lace shoes. A native of London. Warrant issued. Information to Chief Supt. Hill, Burslem. 34. — Leek ( County). — For stealing JilcO— ARTHUR SPARKS EVERSHED, age about 45, height 5, ft. 5 in., complexion fresh, hair ( bald at back of head) and moustache light sandy, eyes grey, boil scars back of neck ; dress, light tweed suit and round felt'hat, or black coat and vest, blue stripe trousers and silk hat. A native of Guildford. ' Warrant issued. ' Information to Supt.. Breton, Leek. i 33,-^ Wolyerhampton ( Borough).— For embez- zling £ 4 17s'. 6d. and various other sums— JOHN FLINN, age 35 to 38, height 5 ft. 4 or 5 in., stout build, complexion fresh, bridge of nose flat, hair ( curly) dark brown, slight moustadhe dark; dressed usually in a black cloth suit, black hard felt hat with flat top. A wine and spirit merchant's traveller. Native of Wolverhampton. Warrant issued. Information to Capt. Burnett, Chief Constable, Wolverhampton. FRIDAY; NOVEMBER 5, 1897. T H E POLICE GAZETTE. - 3 SURREY. 36.— Guildford ( County).— For embezzlement— WILLIAM HURL, age 35 ( looks younger), height 5 ft. 8 in., slight build, complexion fresh, thin face, hair and slight moustache dark, eyes grey, walks with a swaggering gait; dress, supposed dark clothes, usually wears a cap. A draper's porter; native of Woking. Absconded on or about the 4th ult. Warrant issued. Information to Deputy Chief Constable Guildford. Page, SUSSEX ( EAST). 37.— Hay ward's Heath ( County). — Woodcut • portrait and description of CHARLES MORLEY, late of Burgess Hill, whose apprehension is sought for carnally knowing a girl, age 13 to 16, at Keymer, 26th Sept., age 19, height 5 ft. 8 in., complexion, hair, - slight moustache and eyes dark ; dress, long dark overcoat, dark suit, dark coloured cap, lace shoes. A brown ( bald), eyes grey, large nose, scar over right cheek. A commission agent and betting man. Sen- tenced, at Chester, in 1880, to 15 months imprison- ment, for receiving; on the 7th August, 1884, at Hastings, to 2 months hard labour, for frequenting; on the 22nd November, 1884, at Marlborough Street, to 1 month, for larceny; at tlhe Middlesex Sessions, on the 5th January, 1885, to 6 months, for larceny; and at the North London Sessions, on the 20th January, 1892, to 12 months hard labour, for larceny. 5059.
