POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, SEPTEMBER 10, 1897. VOL. XIV., No. 1430. REGU LATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON-, S. W. 2. Particulars concerning persons whose apprehension ii sought will be inserted in one issue of the POLICE GAZKTTE, if they are sufficient to enah e action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose ajyjrrehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent: and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chiej officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property mu> t be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. A nnouncements of all persons to be apprehended or of stolen property bear a number, a r. d art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or sto'en property to be inserted in the POLICE GAZETTE, mw> t, on their appreh ension or recovery, at once transmit to the. Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly re sponsible for any proceedings which may result from such publicaton. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be dearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. New Scotland Yard, by cheque, crossed " Drummond di Co.," Post Office Order payable at Parliament St., PostalOrder, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Announcements concerning property lost or persons missing can only be accepted as advertisements. R. ANDERSON, Editor. SPECIAL NOTICE. THE amount of stolen property at pre- sent " circulated" by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very consider- ably. It has been decided, therefore, to discontinue the " circulation" in Infor- mations and Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Constables are re- quested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circulation" of the particulars they contain is not desired. The same course will be followed with respect to property lost and persons missing. APPREHENSIONS SOUGHT. 3.— lb ia particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. C. being a striking likeness of the person wanted. Fur- ther and amended description :—- Age 50, height 5 ft. 9 in., complexion florid, hair ( very bald) fair, can grow a heavy ginger moustache and a beard, eyes ( sunken) light blue, top lip short and thick, large nose with enlarged bridge, well kept finger nails. Is a good hand at mending hoots. Frequents the 2nd or 3rd rate compartments of public- houses and smokes a clay pipe or cigarettes. He first met deceased on the 11th March last at the " Cart and Horse" P. H. Stratford, and cohabited with her at Leytonstone till the 3rd April, and since then at Peckham. The man wanted may be found in the company of thieves or prostitutes. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 3.— For conspiracy and fraud — WILLIAM HAWKINS, late of Carisbrooke Villas, Hamlet Street, Southend- on- Sea, age about 43, height 5 ft. 6 in., stout build, complexion fresh, hair, moustache, and side whiskers light, has the appearance of a builder's foreman. He traded as " Barnett and Co.," Thames Chambers, Beer Lane, E. C. ; " Borthwick and Co.," 42a, Bow Lane; " Hartridge and Co.," 8, gold hunter, No. 115979 ; 1 keyless 14- carat, No. 143605; 1 S. H. demi- hunter, No. 132010; 1 silver ditto, No. 192158 ; 1 keyless, No. 16239 ; ditto, 3S535 ; ditto, 60048. The following watches have '•' J. BRECONSHIRE. 4.— Crickhowell ( County).— For obtaining money by false pretences— KATE REYNOLDS, alias MITCHELL WATSON WARD, etc., age 48, height 5 ft. 0| in., rather stout build, complexion fresh, hair grey, eyes dark, abscess scar under right jaw ; appears to be well educated ; dress, black skirt, light blouse, with blue- and- red stripes, brown fur necklet, toque bonnet, trimmed violets, black veil, black stockings and slippers. Carried a small brown paper parcel. A native of Stogumber, Somerset. Stated she was the sister of a clergyman. Previously convicted at Bristol, Exeter, Dsvonport, Plymouth, South Molton, and Greenwich of larceny, drunkenness and false pretences. Warrant issued. Information to Supt. Winterson, Crickhowell. Warrant issued. 2.— P Division.— Referring to Case No. 8, 27th ult., the woodcut is not that of the murderer, but of an ex- convict who is said to resemble him. CHESHIRE. 6.— Stockport { Borough).— For rape— JOHN COLLAN or CALLAN, age 28, height 5 ft. 7 in., com- plexion dark, broad features, moustache dark, eyes sunken; walks erect with a swinging gait; dress, black coat and vest, blue striped trousers, black hat. A collier. Supposed a native of Widnes or Wigan. Is well- known in colliery districts of Lancashire and Staffordshire. Warrant issued. 7.— Stockport ( Borough).— For malicious injury — JOHN WILLIAM FOX, age 20, height 5 ft. 7 in., wearing dark clothing and brown soft felt hat. A hatter; native of Stockport. Warrant issued. 8.— Stockport ( Borough).— For stealing, 27th ult., a lady's small gold Swiss geneva watch, No. 54492, gold albert chain, with tassel; 1 lady's small gun- metal watch, gilt star between each numeral— A man, who gave the name of EDWARD ADARE FITZGER- ALD, age about 27, height 5 ft. 6 or 7 in., complexion pale, eyelids drawn, peculiar- looking; dress, blue serge suit, blaok 1M » , W » v gfaees. Stated he was a clerk on the railway, and had been transferred from London to Stockport. Information to Chief Constable Jones, Stockport. DEVONSHIRE. £.— Barnstaple ( Borough).— For failing to re- port— Supervisee JAMES HILL, alias JAMES WIL- LIAMS and " CHUGG," Office No. 49006, age 28, height 5 ft. 4 in., complexion dark, hair dark brown, eyes brown, scar back of hand, centre of top lip, and 3rd left finger, abscess scar right shoulder- blade, large wound left shin, varicose veins both legs, lame left leg, oval face : native of Tavistock, Devon. Sen- tenced at Barnstaple Borough Quarter Sessions, 17th October, 1895, to 6 weeks hard labour and 4 years police supervision for fowl stealing. 707. Information to the Head Constable, Guildhall, Barn- staple. GLOUCESTERSHIRE. 10.— Gloucester( County).— For stealing £ 10 4s. 5d. — CHARLES PANTING, age 18, height 5 ft. 7 in., square shoulders, complexion pale, hair and eyes dark brown, takes long steps when walking and gene- rally looking on the ground; dress, dark suit, dark cap, new boots. Native of Gloucester. Previously convicted of larceny ( till). Information to Deputy Chief Constable Philpott, Gloucester. HAMPSHIRE. £ 5 REWARD. 11— Kingsclere ( County).— For deserting his wife and family, leaving them chargeable to the Whitchurch Union — ALFRED, alias ROBERT HENRY MATTHEWS, a navvy, age about 35, height 5 ft. 10 in. to 6 ft., stout build, complexion fresh, full face, hair light brown, side whiskers and mous- tache ( curly), inclined to be sandy, eyes blue, walks erect; dress, old breasted jacket, dark cord vest and trousers, iftrty white neckerchief, brown hard felt hat, heavy nail boots. Has been in the Army. Warrant issued. The above reward will be paid by the Guardians of the Whitchurch Union for such information as will lead to the apprehension and conviction of MAT THEWS. Information to Inspector Daniels, Kingsclere. 12.— Winchester ( City).— For stealing, 3rd inst., 1 silver double- case watch; 1 gold albert chain, very small links, bar at end, 1 gold crucifix, 1 in. by ^ in., attached; 1 lady's silver open- face watch; 1 ditto silver albert ch » in, twjttfce'tf pattern, a Catholic token, bronze cross, gold locket, size of a sixpence, with hair inside, and a small gold seal, with red stone, butterfly in centre, attached; 1 gold signet ring, chased, set dark oval stone— PRUDENCE FITZ- GERALD, age 25, height 5 ft., complexion fresh, full face, rather large nose, hair ( wiry) dark brown, fringe over forehead, eyes ( full) grey, good teeth ; dress, blaok cloth jacket, black dress, white veil, black straw sailor hat, wide brim, black band, brown shoes; car- ried a small umbrella, straight handle, with small knobs of steel at end. A laundress. Sentenced, at Aldershot, to one month imprisonment, 20th May last, and to 6 weeks imprisonment, 22nd July last, for larceny. May be found in company of prostitutes. Warrant isued. Felton, Winchester. 13.— Southampton ( Borough).— For stealing £ 100— HAROLD ALDRIDGE, age 16, height 5 ft. 7 in., complexion rather tanned, hair brown, eyes blue; dress, black Chesterfield overcoat, black morn- ing coat and vest, grey trousers, hard felt hat, low shoes; carried a black hand- bag, containing combs, which he may be hawking. Absconded 25tb ult. May endeavour to go to Montreal, where he formerly resided. 14.-- Southampton ( Borough).— For stealing jewellery— JOHN WHATMOUGH, age 34, height about 5 ft. 7 in., complexion fresh, hair ( very bald and turning grey) light, eyes grey, lame ( supposed) right leg; dress, black morning coat and vest, black trousers, black hard felt hat, old brown boots. A watchmaker and jeweller. Supposed native of Man- chester. Information to the Chief Constable, Southampton. HERTFORDSHIRE. 15.— Bishop Stortford ( County)— For stealing 31st July last, at Much Hadham, £ 4 13s. 9d.— CHARLES BAILEY, age 18, height 5 ft. 6 in., com- plexion and hair dark, eyes hazel; dress, grey jacket and vest, dark cord trousers, woollen shirt, initials " M. C. N." on inside of collar, blue single peak cap, Army boots. Native of Hertford. He belongs to the Herts Militia. May have enlisted. Warrant issued. Information to Supt. Duke, Bishop Stortford. 16. — Hitchin ( County). — For stealing, 21st ult., a pony, car, and harness ( recovered) LAWRENCE, age about 70, height 5 ft. 6 in., complexion sallow, hair, shaggy beard, whiskers and moustache turning grey; dress, black coat and vest, light mixture trousers, black slouch hat, lace boots. He gave addresses at 144, Long Acre, London, and 14, Endland Street, Strand. Warrant issued. Information to Supt. Reynolds, Hitchin. HUNTINGDONSHIRE. 17.— Normancross ( County).— For stealing, 20th ult., an old silver case verge watch, No. 1015, " F. Allen " scratched on inner side case, a common white metal chain, twisted pattern— HARRY" MATTHEWS, alias SYDNEY VAUGIIAN, age 25 to 30, height 5 ft. 8 or 9 in., stout build, complexion florid, hair and moustache brown; dress, black coat and vest, light check trousers, lace boots ( nearly new). Is fond of music and singing. Supposed to have travelled with a theatrical company in name of MATTHEWS. Warrant issued. Information to Supt. Allen, Normancross. KENT. 18.— Sevenoaks ( County). — For embezzling £ 68 9s. 2d.— WILLIAM HENRY SMITH, age 35 to 40, height 5 ft. 8 in., slight build, complexion fair, looks delicate, hair light brown, moustache very light, small side whiskers, eyes blue, teeth much decayed. Lately held the office of Poor Rate collector; a native of Sevenoaks. Is a good musician. Warrant issued. Information to Supt. Ilolman. Sevenoaks. 19.— Tonbridge ( County).— For stealing, 1st ult., 1 old- fashioned gold verge watch, white dial, gold hands, plain back; 1 lady's gold geneva watch, gold dial, with flowers, gold hands, glass broken— A WOMAN, age 30 to 35, medium height, complexion dark, thin sharp features, large nose, supposed false teeth, hair black; dress, black jacket, dark skirt, brown hat trimmed with brown to match ; carried an umbrella. Stated she had resided at Brixton for 13 years. Was accompanied by A GIRL, age about 12, tall, very pale, long light hair; dress, light blue spotted dress with lace on shoulders, black button boots, peculiar shaped light hat. Information to Supt. Bartlett, Tonbridge. 20.— Canterbury ( City).— For stealing, between 25th and 27th ult., a lady's " Premier" juvenile safety bicycle, No. 102019, " Dunlop" pneumatic tyres, rubber pedals, flat handle- bars, cork handles, plated caps at ends, leather gear- case, mud- guards and brake; 1 black vicuna coat and vest; 1 pair light mixture tweed cycling breeches; 1 pair grey trou- sers ; 1 pair lijjht brown mixture cycling hose; 1 grey cloth cap ; 1 white straw hat, with black band ; 1 pair light lace boots, size 8; 1 ivory handle razor; 1 open face silver English lever watch ; 1 nickel Waterbury watch; 1 silver albert, long link pattern; 1 lady s silver albert, fancy pattern ; 2 silver serviette ringa ( 1 marked " J. W. M.," 1 " D. M." or " D. E. M."); 1 silver teaspoon; 1 child's silver set, knife, fork and spoon, engraved " D. E. M." ; and a small gold- plated telescopic button- hook— A MAN, supposed now wear- ing the above described clothing, who left behind— A black diagonal coat: black hard felt hat; collar and a pair of braces; an Army attestation paper, " Arthur King, barman, born in the parish of Horton Kirby, near the town of Dartford, Kent, aged years and 11 months," written in pencil thereon. Warrant issued. Information to Chief Constable Farmery, Canter- bury. 21.— W[ a.\ ds\ or\ e( Borough).— Forstealing,£ 194 4s » 8£ d.— FRANK NEAT, age 30 to 32, height 5 ft. 8 or 9 in., slight build, complexion pale, hair dark brown, slight side whiskers and moustache, eyes ( sunken) grey or blue ; dress ( when last seen), 16th ult., black morning coat and vest, light plaid trousers, cap, lace boots. A barber. May be found at race- meetings. Warrant issued. Information to Chief Constable Mackintosh, Maid stone. LANCASHIRE. 22.— Kirkham ( County).— For stealing, 1st inst a grey cloth jacket and vest, usual pockets, black bone buttons— A MAN, age 38 to 40, height 5 ft. 4 or 5 in., slight build, complexion pale, hair and mous- tache dark sandy, walks erect, of smart appearance; dress, grey- and- brown small check cloth jacket and vest, grey striped trousers, red tie, black hard felt hat., brown lace boots, patch on right. A tramping tailor. Stated he was a native of Nottingham. Information to Supt. Ormerod, Kirkham. 23.— Liverpool ( City).— For failing to report— Licence Holder ALFRED HARRIS, Office No. 1158- 97, age 26, height 5 ft. 0J in., complexion fresh, hair dark brown, eyets brown, " P.," ring and dot front of left forearm, scar on bridge of nose. Sentenced, at Hants Assizes, 16th November, 1894, to 3 years penal servitude, for stack- firing. Licenced 15th April, 1897. U 464. Information to the Head Constable, Detective De- partment, Liverpool. 24.— Blackpool ( Borough).— For larceny ( bailee) WILLIAM HENRY DUBBIN, age about 40, height 5 ft. 2 or 3 in., complexion, hair, moustache and eyes ( peculiar cast in left) dark, may have grown a beard, very rough voice; dress ( when last seen), black suit, grey cap. An auctioneer. May be found at market places or fairs, selling cheap jewellery. Is believed to be well known at market places of several Lancashire towns. Warrant issued. Information to Chief Constable Derham, Blackpool. 25.— Wigan ( Borough).— For failing to report— Supervisee BETSY" JANE DICKENSON. Office No. 39131, age 31, height 5 ft. 0^ in., complexion dark, hair and eyes brown, pock- marks right of forehead, scar inside right hand and right thumb, and back of 1st and 4th left fingers, ears pieroed, 2 small moles back of left wrist. A factory operative; native of Belmont, Blackburn. Sentenced at Preston Sessions, 20th October, 1S86, to 5 years penal servitude, and 7 years police supervision for larceny ( servant). Libe- rated on licence, 20th February, 1890. M 29. Information to Superintendent Barry, Wigan. LEICESTERSHIRE. 26.— Lutterworth ( County). — For stealing,. 24th ult., at South Kilworth, a silver curb pattern albert, with green heart shape stone attached ; a silver horseshoe brooch; 1 old leather purse; 1 drabett purse, and about £ 56— A MAN, age about 20, height about 5 ft. 5 in., slight build, complexion fresh, hair brown, clean shaved ; dress, dark mixture suit ( much worn), trousers believed to- be patched, nailed boots, and supposed two- peak cap. May be found at race- meetings. Information to E. Holmes, Esq., Chief Constable,. Leicester. LINCOLNSHIRE. 27.— Grantham ( Borough).— For housebreaking, 2nd inst., and stealing 1 gold wedding- ring; 1 gold keeper ditto; 1 pair gold drop earrings; 2 ladies' silver watches ( 1 plain, 1 Roman figures) ; 1 gold albert; 1 gilded lion shilling in case, and nbout £ 9 16s. PEARSON, age 40 to 50, height 5 ft. 5 or 6 in., complexion ruddy, very dark hair, clean shaved ; dress, blue serge suit, dark brown peak cap, white tie. Represented himself as an insurance canvasser, and appeared well acquainted with the Prudential Insurance business. Information to Chief Constable Jones, Grantham. FRIDAY, SEPTEMBER 10, 1897. T H E POLICE GAZETTE. 3 NORFOLK. 28.— Walsingham ( County).— On a warrant for obtaining <£ 4 13s. by worthless cheque— Licence Holder ARTHUR EDWARD BROCK, Office No. 862- 97, age 73, height 5 ft. in., complexion fresh, hair grey, eyes grey, pimple over right breast, mole on belly, small lump above left shoulder- blade, long eyebrows, bald crown and front of head, varicose veins both legs, pimple centre of chest, cupping marks centre of chest, lost left eye ( wears a glass one), 3rd and 4th right fingers contracted, left shoulder dis- located, lost use of arm. Sentenced, at Aylesbury Assizes, 22nd June, 1892, to 7 years penal servitude, for forgery. Licenced 17th March, 1897. S 242. Information to Supt. Harvey, Walsingham : or Inspector Basham, Fnkenham. OXFORDSHIRE. 29.— Caversham ( County).— For stealing ( bailee) 16th ult., a lady's bicycle. No. 63, stamped on handle- bar clip, No. 2304, on seat, " Dunlop- Welch" tyres, black leather gear- case— MABEL NELLIE REY- NOLDS, age 20, height 5 ft., complexion fair, hair and eyes brown, mole on left cheek, teeth ( rather promin- ent) good; wearing a black- and- white cape, trimmed beading, black turban, or a white straw hat, trimmed pink riboon and plumes. Native of Wokingham. Is well educated and fond of theatres. Warrant issued. The York Police Force numbers 79 men, and acts as the City Fire Brigade. The Chief Constable will accordingly be appointed Superintendent of the Brigade. He will have to conduct proceedings be- fore the Justices in all ordinary police cases, and generally discharge all the duties devolving upon a Chief Officer of Police. The population of the city is about 72,000 ; area, 3,690 acres.
