TBCXS POLICE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, SEPTEMBER 3, 1897. VOL. XIV., No. 1428. REGU LATIONS. 1. All announcements for insertion in the Por. ICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, L. ovoo> f, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enah e action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15S. per portrait, and of " Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not cess rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. A nnouncements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The forcewhich causes particulars concerning delinquents or sto'en property to be inserted in the POLICE GAZETTE, must, on their appreh ension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly re sponsible for any proceedings which may result from such pMicaton. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed '' Drummond <£- Co.," Post Office Order payable at ParliamerU- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rales on application. 14. By desire of the Secretary of State for the Home Department, special attention is directed to the Advertisement appear- ing on page 7, giving particulars of MARTINO DANGELI, an absentee from the Italian Navy.—[ ED.] METROPOLITAN POLICE DISTRICT. 1.— G Division.— For stealing £ 29, 25th ult.— ALBERT VICTOR WEBB, age 30, height 5 ft., complexion pale, hair and slight moustache dark brown, eyes grey, speaks with American accent; dress, dark jacket and vest, dark grey trousers, white collar and tie, horseshoe pin with pearl in centre, black soft felt hat. Has been employed as a clerk at a distillery office. Supposed a native of, and now living at, Plymouth. Warrant issued. 2.— P Division.— Referring to Case No. 8, 27th ult., the woodcut is not that of the murderer, but of an ex- convict who is said to resemble him. It is circulated confidentially for Police information, as being a striking likeness of the person wanted. Fur- ther and amended description :— Age 50, height 5 ft. 9 in., complexion florid, hair ( very bald) fair, can grow a heavy ginger moustache and a beard, eyes ( sunken) light blue, top lip short and thick, large nose with enlarged bridge, well kept finger nails. Is a good hand at mending boots. Frequents the 2nd or 3rd rate compartments of public- houses and smokes a clay pipe or cigarettes. He first met deceased on the 11th March last at the " Cart and Horse" P. H. Stratford, and cohabited with her at Leytonstone till the 3rd April, and since then at Peckham. The man wanted may be found in the company of thieves or prostitutes. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 3.— For conspiracy and fraud — WILLIAM HAWKINS, late of Carisbrooke Villas, Hamlet Street, Southend- onSea, age about 43, height 5 ft. 6 in., stout build, complexion fresh, hair, moustache, and side whiskers light, has the appearance of a builder's foreman. He traded as " Barnett and Co.," Thames Chambers, Beer Lane, E. C.; " Borthwick and Co.," 42a, Bow Lane ; " Hartridge and Co.,'- 8, Duke Street, Adelphi; and " Linton, Mackenzie and Co.," 4, Adelaide Street, W. C. Warrant issued. Information to be forwarded to Supt. McWilliam, 26, Old Jewry, E. C. ABERDEENSHIRE. 4.— Aberdeen { Burgh).— For obtaining £ 320 by fraud— A MAN, age about 30, height 5 ft. 9 or 10 in., slight build, hair light brown, slight moustache light; dress, long black cloth coat, dark lavender colour trou- sers, dark hard felt hat; of smart appearance; speaks with American accent, and a woman, age about 35, medium height, brownish hair. On the 13th ult., the man entered a wholesale merchant's office, and purchased 3 lbs. of tea, which, he said, he was to send to an aunt in town. After paying, he said he wished to send a cheque for £ 2 with the tea, and obtained a cheque for that sum in exchange for £ 2. The cheque was not presented at the bank till the 21st ult., when it was tendered by the woman above described. In the interval, the name " Jessie White" had been inserted as the payee, and the date had been altered to " 20th August, 1897," and the amount to " Three hundred and twenty pounds," chemicals having evi- dently been used. The cheque was endorsed " Jessie White." The money paid included £ 120 in £ 5 notes of the North of Scotland Bank, Limited. Information to Chief Constable Wyness, Aberdeen. BRECONSHIRE. 5.— Crickhowell ( County).— For obtaining money by false pretences— MRS. VIVIAN, alias WATSON and WARD, age about 40, rather stout build, complexion fresh, hair grey; appears to be well- educated; dress, black skirt, light blouse, with blue- and- red stripes, brown fur necklet, toque bonnet, trimmed violets, black veil, black stockings and slip- pers. Carried a small brown paper parcel. Stated • she came from Plymouth. Supposed convicted of a similar offence at Greenwich. Warrant issued. Information to Supt. Winterson, Crickhowell. BUCKINGHAMSHIRE. 6.— Beaconsfield ( County).— For larceny, 20th ult. — CHARLES HENRY STRANGE, age 20, height 5 ft. 5 in., complexion fresh, hair brown, moustache light, eyes blue, arms tattooed; dress, dark check coat, dark vest and trousers, black hard felt hat, plaid neckerchief, lace boots. A collier. Supposed a native of Widnes or Wigan, Is well- known in colliery districts of Lancashire and Staffordshire. Warrant issued. 9.— Stockport ( Borough).— For malicious injury — JOHN WILLIAM FOX, age 20, height 5 ft. 7 in., wearing dark clothing and brown soft felt hat. A hatt'er; native of Stockport. Warrant issued. 10.— Stockport ( Borough).— For stealing, 27th ult., a lady's small gold Swiss geneva watch, No. 54492, gold albert chain, with tassel; 1 lady's small gun- metal watch, gilt star between each numeral— A man, who gave the name of EDWARD ADARE FITZGER- ALD, age about 27, height 5 ft. 6 or 7 in., complexion pale, eyelids drawn, peculiar- looking; dress, blue serge suit, black hat, low shoes. Stated he was a clerk on the railway, and had been transferred from London to Stockport. Information to Chief Constable Jones, Stockport. DEVONSHIRE. 11.— Exeter ( County).— For stealing 1 pair of black trousers; 1 brown jacket and vest; 1 old- fashioned silver lever watch, J- piate— HERBERT FOOT, age 21, heights ft. 8 in., complexion freckled, hair and eyes brown, anchor, cross, cycle, " H. F." left forearm, " II. F." right forearm. A native of St. James's, Dorset. ANDREW EVANS, age 22, height 5 ft. 8| in., complexion fresh, hair light brown, eyes blue, " R. 0." and indistinct marks left forearm, woman, cross and anchor right forearm, scar left of back. A native of Lancashire. They may be wear- ire the stolen pronerty. Gunners of the Royal Ar- tillery, and are deserters. Information to the Chief Constable of Devon, Exeter. DURHAM. 12.— South Shields ( Borough). — For larceny and obtaining food and lodgings by false pretences, 24th ult. PORTER, alias JAMES HEN DERSON, age about 36, height about 5 ft. 10 in. stout build, complexion fresh, full round face, hair light, moustache brown, high forehead, of good ad dress, smart military appearance ; dress, brown jacket suit with thin red stripe forming check, dark grey cap. Warrant issued. 13.— South Shields ( Borough).— For stealing a bicycle ( recovered)— HENRY GILL, age about 23, height 5 ft. 6 or 7 in., complexion fresh, hair light; dress, light jacket, trousers and cap. Speaks with South Country accent. Warrant issued. Information to Chief Constable Morant, South Shields. FLINTSHIRE. 14.— Mold ( County).— For deserting his wife and children, leaving them chargeable to the Holywell Union— MICHAEL CARROL, age 32, height 5 i't. 6 in., complexion dark, mark on right side of nose, hair dark brown, moustache sandy, eyes grey ; dress, black coat and vest, brown cord trousers, peak cap. A native of Carnarvonshire. Warrant issued. Information to Supt. Davies, Mold. HAMPSHIRE. 15.— Aldershot ( County).— For embezzlement— HERBERT BOWELLS, age 19 or 20, height 5 ft. 7 or 8 in., rather stout build, complexion sallow, hair and very slight moustache brown ; dress, dark brown jacket and vest, dark blue serge trousers, dark skull cap. A milk carrier; native of Finstock, near Charl- burv, Oxon. Absconded 25th ult. May endeavour to enlist. Warrant issued. 16.— Aldershot ( County).— For stealing a safety- bicycle ( recovered)— A MAN, age about 35, height 5 ft. 6 in., complexion fair, hair brown, eyes light blue; dress, blue patrol jacket, trimmed black braid and 3 gold stripes on red cloth, blue cycling knickers ( supposed) black braid stripes, field- service cap, dark cycling stockings and shoes. He left the bicycle with a dealer, to be sold by auction, and requested him to send the money by post to " Sergeant Summerfield, Soldiers' Home, Aldershot, till called for." Information to Supt. Hawkins, Aldershot. 17.— Portsmouth ( Borough). — For obtaining food and lodgings by false pretences— GEORGE COOPER, alias WILLIAM PEARSON, age 18, height 5 ft. 4 in., complexion fresh, hair light brown, eyes blue; dress, brown tweed suit, brown skull cap, with star on top, old brown boots. Warrant issued. 18.— Portsmouth ( Borough). — For obtaining money by fictitious cheques— JAMES C. BENNETT, age about 54, height 5 ft. 5 or 6 in., complexion fresh, hair grey, moustache and side whiskers ( cut short) grey, walks with short quick steps; dress, blue yachting suit and cap, or black coat and vest, light trousers, white straw hat; has the appearance of a retired military officer. He calls on a house agent, representing himself to be a captain just come from America, and that he wishes to take a house for some time, and wants to open an account in a local bank, produces an American credit note for $ 250 on the Washington National Bank of Seattle, made payable at Utah, drawn by J. H. V. Doran, on Dexter, Horton and Company. This he gets endorsed, and then goes to a bank, and opens an account; these notes eventually reach the bank mentioned, and nre returned marked " Fraud." Is accompanied by a woman, whom he re- presents to be his wife, age about 18, height 5 ft. 2 or 3 in., complexion, hair and eyes dark, front teeth supposed false, and a boy, age 6, very fair. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. HERTFORDSHIRE. 20.— Hitchin { County). — For stealing, 21st ult., a ponv, car, and harness ( recovered) LAWRENCE, age about 70, height 5 ft. C in., complexion sallow, hair, shaggy beard, whiskers and moustache turning grey; dress, black coat and vest, light mixture trousers, black sloucb hat, lace boots. He gave addresses at 144, Long Acre, London, and 14, Endland Street, Strand. Warrant issued. Information to Supt. Reynolds, Hitchin. HUNTINGDONSHIRE. 21.— Normancross ( County).— For stealing, 20th. ult., an old silver case verge watch, No. 1015, " F. Allen scratched on inner side case, a common white- metal chain, twisted pattern— HARRY MATTHEWS, alias SYDNEY VAUGHAN, age 25 to 30, height 5 ft. 3 or 9 in., stout build, complexion florid, hair and moustache brown ; dress, black coat and vest, light check trousers, lace boots ( nearly new). Is fond of music and singing. Supposed to have travelled with a theatrical company in name of MAfTHEWS. Warrant issued. Information to Supt. Allen, Normancross. 90 HEREFORDSHIRE. 19.— Ledbury ( County).— For stealing a gold ring ( recovered)— TWO MEN. 1st, Age about 23, height 5 ft. 5 in., complexion, hair and small moustache dark, eyes hazel; dress, dark jacket, grey vest, brown fine cord trousers ( new), boots with toe- caps ( new). Smart military appearance. Native of Coventry or Birming- ham. Carried a basket and tin. 2nd, Age nbout 50, height 5 ft. 8 in., complexion sallow, hair ( turning grey) and moustache brown, eyes crossed ( left nenrly closed) grey; dress, old black suit, very old thin boots, fronts cut to ease feet. Supposed a. native of Birmingham. Stated they were going hop- picking. Information to Supt. Phillips, Ledbury. KENT. Sandgate ( County).— For embezzlement— ARTHUR MILLS, age about 28, height 5 ft. 4 or 5 in., complexion fair, hair and heavy moustache light,, eyes ( supposed) hazel, walks badly on right foot; dress, dark suit, bluish overcoat, hard felt hat, lace boots. A dairyman. Warrant issued. Information to Supt. Waghorn, Sandgate. 23.— Sevenoaks ( County). — For embezzling. £ 68 9s. 2d.— WILLIAM HENRY SMITH, age 35 to 40, height 5 ft. 8 in., slight build, complexion fair, looks delicate, hair light brown, moustache very light, small side whiskers, eyes blue, teeth much decayed. Lately held the office of Poor Rate collector ; a. native of Sevenoaks. Is a good musician. Warrant issued. Information to Supt. Holman. Sevenoaks. 24.— Tonbridge ( Couyity).— For stealing, 1st ult.,. 1 old fashioned gold verge watch, white dial, gold hands, plain back ; 1 lady's gold geneva watch, gold dial, with flowers, gold hands, glass broken— A WOMAN, age 30 to 35, medium height, complexion dark, thin sharp features, large nose, supposed false teeth, hair black; dress, black jacket, dark skirt, brown hat trimmed with brown to match; carried an umbrella. Stated she had resided at Brixton for 15 years. Was accompanied by A GIRL, age about 12, tall, very pale, long light hair; dress, light blue spotted dress with lace on shoulders, black button boots, peculiar shaped light hat. Information to Supt. Bartlett, Tonbridge. £ 2 REWARD. 25.— Canterbury ( City).— For stealing, 21st ult.,. a safety bicycle, diamond tall frame, " Eadie" pat- tern " Scott's Standard " tyres, flat handle- bars, with, cork handles, " Brook's" saddle, rat- trap pedals, " Dunlop " nickel pump, " A. Bates, Canterbury," witb eagle cycle wheels, and Canterbury Cathedral on transfer, brown leather bag, containing wrench— A MAN, age 25, height 5 ft. 10 in., complexion fair,, hair light, clean shaved ; dress, blue jacket and vest, light tweed trousers, white straw hat, light tie. Warrant issued. The above reward will be paid by Mr. A. Bates, Sun Street, Canterbury, to any person giving such in- formation as will lead to the apprehension and con- viction of the thief, and recovery of the bicycle. 26.— Canterbury ( City).— For stealing, between 25th and 27th ult., a lady's " Premier" juvenile safety bicycle, No. 102019, " Dunlop" pneumatic tyres, rubber pedals, flat handle- bars, cork handles, plated caps at ends, leather gear- case, mud- guards and brake ; 1 black vicuna coat and vest; 1 pair light mixture tweed cycling breeches; 1 pair grey trou- sers ; 1 pair light brown mixture cycling hose ; 1 grey cloth cap ; 1 white straw hat, with black band ; 1 pair light lace boots, size 8 ; 1 ivory handle razor; 1 open face silver English lever watch; 1 nickel Waterbury watch ; 1 silvetr albert, long link pattern; 1 lady s silver albert, fancy pattern ; 2 silver serviette rings ( 1 marked " J. W. M.," 1 " D. M." or " D. E. M."); 1 silver teaspoon ; 1 child's silver set, knife, fork and spoon, engraved " D. PI M." ; and a small gold- plated telescopic button- hook— A MAN, supposed now wear- ing the above described clothing, who left behind— A black diagonal coat: black hard felt hat; collar and' a pair of braces; an Army attestation paper,. " Arthur King, barman, born in the parish of Horton Ivirbv, near the town of Dartford, Kent, aged 191 venrs and 11 months," written in pencil thereon. Warrant issued. LANCASHIRE. 28.— Wigan { County).— For forgery— RICHARD CHARLES HOLLAND, age 35, height 5 ft. 5 in., complexion fresh, hair and moustache brown, eyes blue; dress, dark brown plaid jacket and vest, dark grey trousers, grey cap, blue print front with white spots, lace boots. An insurance agent; native of Laver Ince, near Wigan. Warrant issued. Information to Supt. Brassington, Wigan. 29. — Manchester { City).— For brothel- keeping— JANE WATSOJS, age" 42, height 5 ft., 5 in., hair brown, eyes blue. MARTHA or ELIZABETH STANLEY, alius BENTLEY, age 32, height 5 ft. ' 2k in., stout build, complexion fresh, hair brown, eyes . grey. Native of New York. Warrant issued. Information to Deputy Chief Constable Smith, " Manchester. 30. — Blackpool { Borough).— For larceny ( bailee) WILLIAM HENRY DUBBIN, age about 40, height 5 ft. 2 or 3 in., complexion, hair, moustache and eyes ( peculiar cast in left) dark, may have grown a beard, very rousjh voice ; dress ( when last seen), black suit, grey cap. An auctioneer. May be found at market places or fairs, Belling cheap jewellery. Is believed to be well known at market places of several Lancashire " towns. Warrant issued. Information to Chief Constable Derham, Blackpool. 31.— Warrington { Borough).— For obtaining, 17th ult., £ 2 by a trick— ROBERT EDWARDS •{ supposed false), age 35 to - 10, height 5 ft. 9 or 10 in., slight build, complexion, rather long face, hair and moustache dark ; dress, light tweed suit and • cap. He called at the local branch of a Liverpool firm of dyers, where a telegram had been received, purporting to have come from the head office of the company, directing the person in charge to pay " Robert Edwards" £ 2, at the same time producing . another telegram, bearing the name of the company, directing him to call at the above branch. He stated he had previously been employed by the company, and was about to start again at Liverpool. Warrant issued. Information to Chief Constable Talbot, Warring- - ton. band ; 1 umbrella, silver fastener, no ferrule at end; 1 sunshade, black handle, gilt top; 1 black silk um- brella, silver top; 1 parasol, shot and gree'i c.' iiour, gold top, supposed engraved " M. Jennings '; i black- and- white check parasol, wood handle; 1 bamboo handle umbrella, steel centre.
