POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FKIDAY, JULY 30, 1897. VOL. XIV., No. 1418. REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enah e action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all case* where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chiej officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. A nnouncements of all persons to be apprehended or of stolen property bear a number, ar. d art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or sto'enprortrty to be inserted in the POLICE GAZETTE, must, on their appreh ension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In ail cases, the officer signing the request for insertion of any announcement, will be wholly re sponsible for any proceedings which may result from such publicaton. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Xew Scotland Yard, by cheque, crossed " Drummond dk Co.," Post Office Order pay able at Parliament si., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who wilt furnish the rates on application. 14. Cities and Boroughs therein, arranged in Btricfc alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied - will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. IDENTIFICATION OF PRISONERS. THE EDITOR requests that Chief Officers of Police, when forwarding for identifica- tion by the Metropolitan Police the Photo- graphs and descriptive forms of Persons in custody, will please see that the specific offence is stated, e. g. :— Stealing £ 1,000 from bank ; stealing pair of boots from shop door; stealing bale of silk, van unattended, & c., & c. This may often prove a ready means of recognition, and Judges have recently complained of the absence of such particulars in dealing with previous convictions. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— Criminal Investigation Department.— For obtaining money by falce pretences— WTILLIAM HENRY GREEN, alias WILLIAM WALLACE, RUSSELL, COSTELLO, etc., age 20, height 5 ft. 5 in., complexion fresh, hair brown ( worn on fore- head) very slight moustache light, eyes grey, good teeth, 3rd right finger slightly deformed ; dress, dark grey or fawn coloured jacket suit, collar and tie; sometimes wears blue serge suit, and blue cloth cap, with shiny peak. He calls on persons, stating that he is about to join the Royal Marines, and, having had to pay 4s. 7d. for a birth certificate, has no money to return home, and asks for the loan of 5s. He describes him- self as a boat builder's apprentice, and usually gives his address as Ferry House, Ingresta, Chatham, Staines, Windsor, etc. Warrant issued. 2.— C. O.( Convict Supervision Department). — For failing to report, and on a warrant for fraud, at Abergavenny, in 1892— Licence Holder JOHN DAVID ODDY, alias FREDERICK FOAKES, FRE- DERICK HUGHES, FREDERICK FOLKS, GEORGE FREEMAN, and FREDERICK FOULKES, Office No. 1822- 97, age 42, height 6 ft. 2 in., complexion fresh, hair light brown, eyes grey, left arm and hand wasted ( almost useless), mole on left side of belly, bust of woman and wreath on right forearm, scar front of palm of right hand. A painter; native of Stourbridge, Worcester. Sen- tenced at Four Courts, Dublin, 12th April, 1893, to 3 years penal servitude, for sheep- stealing. Liberated on 2nd licence, 29th June, 1897. C660. 3.— F Division.— For larceny— ALFRED DAVIS age 24, height 5 ft, 9 in., complexion fresh, hair and moustache black, e es hazel; dress, dark grey jacket suit, black hard felt hat. DAVIS, father of above, age 48, height 5 ft. 7 in., complexion fresh, hair, beard and moustache brown, eyes grey; dress, dark jacket suit, black hard felt hat. They opened 2 shons, and absconded on 3rd inst., taking with them a couch which had been sold to a customer. Warrant issued. 4.— W Division.— For stealing 1 lady's gold keyless watch. No. 25943; 1 small link gold chain; 2 "< » old rin< rs ( 1 turquoise, 1 set 4 red stones); and £ 8 10s.— ELIZA MINALL, age 28, height 5 ft. 3 in., complexion fair, hair brown; dress, light coloured cape, dark blue skirt, white straw hat trimmed flowers. A native of Salisbury. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 5.— For embezzlement— GEORGE E. COSSAR, late of 1, Gayhurst Road, Dalston, age about 30, height 5 ft. 7 or 8 in., complexion very dark, hair and slight moustache blacl ; short- sighted, and wears pince- nez ; dressed usually in a jacket suit and high silk hat. A traveller, absconded 11th inst. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. McWilliam, 26, Old Jewry, E. C. BERKSHIRE. C.— Clewer ( County).— For larceny ( lodger), 16th inst., and stealing 1 pair black- and- white check trou- sers ; 1 pair braces; 1 silver curb pattern watch- chain ; 1 silver buckle ring— JOHN BENTICK, age about 43, height 5 ft. 10 in., complexion sallow, hair dark brown, moustache brown, slight side whiskers; dress, dark coat, light trousers, straw hat with black band, sidespring boots. A native of Windsor. Carries a carpet- bag, tied with string. Warrant issued. Information to Supt. Read, Clewer. 7.— Reading ( Borough).— For stealing, 30th ult., a new " Courier" safety bicycle, 1897 pattern, " Scott's" standard tyres, rat- trap pedals, with toe- clips, flat handle- bar, 1 in. diameter, felt handles ( fluted), saddle by " E. Lycett, Birmingham," No. LI 1, geared up to 70, " Brampton " \ in. block chain, transfer on head " Chilton Brothers, makers," " Read- ing Gun and Cycle Manufacturing Company " on down tube, pump, bag, and small racer lamp attached. A man, who gave the name of RICHARD H. NOTTLEY, age 21, height about 5 ft. 6 in., complexion fair, hair light brown, slight moustache light; dress, black jacket and vest, light trousers, hard felt hat. Warrant issued. 8.— Reading( Z? orou^ A).— For stealing, 12th inst., 2 safety bicycles. 1st, a " Speedwell," 23- in. wheels, tangent spokes, " Scott's Standard" tyres, diamond frame, drop handles, " Brady's" saddle, rubber pedals, " B. S. A." cranKs, No. 900 stamped near seat post nut, transfer on head, " E Dew and Son, Oxforl Road, Reading," " Speedwell" on down ( ube, " Demon" lamp. 2nd, an " American Crescent," 28- in. wheels, tangent spokes, wooden rims, " Stand- ard " tyres, front forks half plated, " Garford" saiWIe, cork handles, gold plate on head, " The Western Wheel Works, Chicago," thereon. No. 9 stamped near saddle— TWO MEN." 1st, age 25, height 5 ft. 8 in., slight build, complexion very dark, thin face, hair and moustache dark; dress, brown check jacket, grey check breeches, black- and- red mixture stockings, blue shirt, green tie, brown canvas shoes. 2nd, age 30, height 5 ft. 3 in., stout build, complexion fair, round face, moustache light, hooked nose: dress, small brown check cycling suit, with Norfolk jacket, grey mixture stockings, white straw hat with black band, black boots. Both spoke with a foreign accent Warrant issued. Information to Captain Henderson, Chief Con- stable, Reading. BRECONSHIRE. 9.— Brecon ( County).— For forging a bill of exchange for £ 170— THOMAS LUTHER JONES, late manager of the National Provincial Bank, Builth, T I I E POLICE G A Z E T T E. FRIDAY, JULY 30, 1897. age 52 to 55, height 5 ft. 9 or 10 in., stout build, complexion sallow, hair ( turning grey) dark brown, clean shaved, eyes grey, prominent nose, rather thick lips, short neck, walks erect; drees, grey suit or black coat and vest, and grey trousers, soft list, lace boots. A native of Bangor, Carnarvonshire. Has resided at Builth for the past 16 years, which place he left on 21st April last, supposed for London. May endeavour to leave the country. Warrant issued. Not to be arrested out of the United Kingdom. Information to Sergeant Watkins, Builth, Brecon- shire. BUCKINGHAMSHIRE. 10.— Slough ( County).— For stealing, 29th ult., a lady's gold geneva watch, No. 104307, and a lady's 9- carat gold ring, set 4 pearls and 3 corals ( 2 corals deficient)— A MAN, age about 28, height 5 ft. 10 in., slight build, complexion fair, high forehead and cheek bones, hair and moustache light; dress rough blue serge jacket and vest, dark grey trousers, black- and- white check tie, black hard hat, brown lace shoes; was wearing 2 silver chains ( one has a silver star, the other a silver match- box, attached), also wore a gold ring, set dark stone on little finger left hand. Stated he was an Engineer on the Great Western Railway. Information to Supt. Sutton, Slough. CAMBRIDGESHIRE. 11.— Cambridge ( Borough).— For stealing, 28th ult., a " Humber" " Model C." lady's bicycle, No. - 1430, " Dunlop- Welch " covers on back wheel, " Bee- slun " cover on front wheel, " Brooks' B85 " saddle— A woman, who gave the name of MISS SMITH, age about 23, height 5 ft. 3 in., slight build, complexion dark, hair brown; dress, black dress, sailor hat, brown shoes. Warrant issued. 12..— Cambridge ( Borough)— For larceny, 11th inst.— A man, known by the name of JACK, age about 19, height 5 ft. 3 or 4 in., hair light brown, slight moustache brown, nose bent to the right; dress,, black jacket and trousers, light brown plaid vest, red- and- white cotton shirt, dark cloth cap, lace boots. Supposed a native of Leicester. May be found at common lodging houses. Warrant issued. Information to Chief Constable Holland, Cam- bridge. CARDIGANSHIRE. 13.— Aberystwyth. — ( County). — For non- pay- ment of bastardy arrears— JOHN LLOYD, alias WILLIAMS, age 48, height 5. ft. 7 in., complexion fresh, hair light brown, eyes grey; lame left leg. Has been employed as a sinker in several parts of South Wales. A native of Trawsfynydd, Merioneth- shire. Warrant issued. Information to Supt. Phillips, Aberystwyth. CARNARVONSHIRE. 14.— Bangor ( County).— Woodcut portrait and description of ROBERT HUGHES, whose apprehen- sion is sought for forging a cheque for £ 400, age 42, height 5 ft. 5 in., complexion pale, hair ( turning grey) - no: and short stiff moustache dark, walks erect with short quick steps; dress, fawn or slate coloured suit, soft black hat. Late Lloyd's shipping agent at Bangor, of which place he is a native. May endeavour to leave the country. Warrant issued. Not to be arrested out of the United Kingdom. Information to Inspector Rowland, Bangor. DERBYSHIRE. 15.— Wirksworth ( County).— For obtaining £ 10 by false pretences, on 3rd inst,-— WALTER JONES ( supposed false), age about 35, height 5 ft. 7 or 8 in., complexion fresh, hair and. moustache brown, ono middle finger deficient; dress, dark brown tweed suit, black peak cap, lace boots. The money was ob- tained on the pretence of selling a horse. Warrant issued. Information to Supt. Ilollingsworth, Wirksworth. DEVONSHIRE. 16.— Exeter ( County).— For obtaining money and food by false pretences— MRS. S. O. STONHAM, alias COLES, STEVENS, ROBINSON, etc., age about 35, height 5 ft. 5 in., . slight build, complexion sallow, hair dark brown, eyes blue; wearing black- and- white sailor hat, trimmed with black tulle, red- and- blue poppies and white osprey, carried a large cream- coloured sunshade. May be found at hotels or lodging houses. Accompanied by a boy, age about 7. Supposed a native of London. Warrant issued. 17.— Exeter ( County).— For obtaining £ 46 by false pretences— J. PEARSON, age about 30, height 5 ft. 6 in., rather stout build, complexion fresh, round face, eyes brown ; dr^ s, light grey or dark suit, black hard felt hat. M. SINCLAIR, age about 30, height 5 ft. 9 or 10 in., slight build, clean shaved; dress, long black cloth coat, light cloth trousers, large tie with pin, high silk hat. Warrant issued. Information to the Chief Constable of Devon, Exeter. DURHAM. — South Shields ( Borough).— For embezzling £ 1 15s.— JOHN NUTMAN, age about 54, height 5 ft. 8 in., rather stout build, complexion fresh, hair brown, has the appearance of a heavy drinker ; dress, dark suit, black soft hat, of good address. May en- deavour to obtain employment as a canvasser, Warrant issued. Information to Chief Constable Morant, South Shields. FLINTSHIRE. 19.— Holywell ( County).— Woodcut portrait and description of FRANK WALLACE SPRIGGS, whose apprehension is sought for stealing, with vio- lence, on 13th inst., a gold curb bracelet and a gold ring set five diamonds, and for attempting to ravish, agp. 19 ( looks older), height 5 ft. 6 in., complexion pale, hair ( wavy) dark brown, very slight moustache, eyes blue, teeth badly decayed, upper teeth rather prominent; dress, black rough cloth suit, hard felt hat, tan boots with . white buckskin uppers. Supposed a native of Forest Gate, London. Sentenced at Hereford Quarter Sessions in July, 1.896, to 9 months imprisonment for larceny. Warrant issued. Information to Deputy Chief Constable Hughes, Holywell. GLAMORGANSHIRE. 20.— Cardiff ( Boro) igA).— For stealing a bicycle ( See Case No. 71, 16th i^ t.)— THOMAS EVANS ( supposed false), age about 24, height 5 ft. 4 in., muscular build, complexion fresh, round face, hair and small moustache reddish- brown, recent cut over right eye, which is discoloured, slightly lame on right leg; dress, dark blue serge suit, trousers repaired above right knee, white shirt, with turn- down collar, pale blue tie, black hard felt hat, lace boots. Wore a silver watch and imitation gold double chain. AVarrant issued. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 21. — Fishponds ( County).— For stealing 22 books ( recovered) ; 1 pair opera glasses; and 1 pair boots — FRANCIS LYNCH, age £ 0, height 5 ft. 11 in., complexion fresh, liair brown, eyes grey ; wearing, dark suit and hard felt hat. Warrant issued. Information to Supt. Matthews, Fishponds. 22.— Bristol ( Borough).— For personating an army pensioner, and obtaining £ 3 Us. lid., on 2nd April last— THOMAS ROBERTS, alias EDWARD BRISTO, a navvy, age 40, height 5 ft. 6 or 7 in., hair and moustache brown, has a wound below left knee, and frequently attends workhouses and hospitals for treatment. Warrant issued. 23.— Bristol ( Borough).— For^ larceny ( bailee)— WILLIAM GOULDEN, age 25 to 30, height about 5 ft. 4 in., slight build, hair and slight moustache light. A painter. He rents a house and obtains, on the hire system, furniture, of which he disposes. Warrant issued. Information to the Chief Constable, Bristol. HAMPSHIRE. 24.— Petersfield ( County).— For stealing, 16th inst., a dark leather purse, brass clasp, containing £ 10; 1 silver match- box, chased, " G. F. C." thereon, ring attached; 1 lady's old silver geneva watch ; 1 round morocco ring- case, " Sly, Salisbury" therein, containing lady's gold ring, set rubies and pearls ; 1 imitation gold brooch, in. long, set purple stones— WILLIAM KEEGAN, alias BARNETT ( supposed false), age about 23, height about 5 ft. 3 in., short legs, long body, rather dark complexion, hair dark brown, both wrists tattooed, slightly bow- legged, but walks erect; dress, grey cycling suit lined grey flan- nel, grey stocking's, brown shoes, grey cap, dark check tie. Stated he was a native of Bristol. After committing the larceny, he hired, but did not return, a safety " Swift Popular " bicycle, makers " Coventry Machinist Co.," tangent wheels, " Dunlop- Welch" pneumatic tyres, back tyre slightly cut, felt handles with tips deficient, 30 in. front, 28 in. back wheel, block chain, rat- trap pedals, " A. Rowsell, cycle agent, Petersfield," on frame, brake and bell. Warrant issued. Information to Supt. King, Petersfield. 25.— Winchester ( City).— On Commitment War. rant, having been sentenced, to one months imprison- ment., for violent assault on his wife— JAMES CUL- VERWELL, age 46, height 5 ft. 4 in., complexion fresh ( sunburnt), hair brown, eyes hazel; dress, when last seen, brown jacket suit, blue skull- cap. A pen- sioner from the King's Royal Rifles. Has been em- ployed at Cricket Grounds. A native of Easton, near Winchester. Information to Supt. Felton, Winchester. 26.— Portsmouth ( Borough).— F or stealing, 12 th inst., a brown leather purse, knob fastening, contain- ing £ 4 10s., a large size wedding ring, and a doctor's receipt— FAITH PRESTON ( supposed false), age 22, height 5 ft. 3 in., slight build, red face, pointed nose, speaks with Irish accent ; dress, striped blouse, brown skirt, yachting cap ; carried a small tin box. 27.— Portsmouth ( Borough).— For stealing, 16th inst., an old silver lever watch, single case, " G. W." engraved inside ; 1 lady's gold fancy ring, set 4 pearls- and 2 blue stones ( 1 stone missing) ; 1 paste brooch, star shape ( 8 points) ; 1 silver anchor brooch, flowered pattern— A MAN, age 28 to 30, height 5 ft. 3 or 4 in. complexion sallow, round face, hair ( cut short) and slight moustachc brown; dress, blue cloth lounge suit, black alpine hat, side spring boots ; wore a plain gold ring. Information to the Chief Constable, Town Hall, Portsmouth. HEREFORDSHIRE. 28.— Ledbury ( County).— For fowl stealing, 8th inst.— THOMAS HOPE, age 44, height 5 ft. 8 in., slight build, complexion dark, pock- marked, hair dark brown, eyes dark, bridge of nose has been in- jured, supposed burn marks on neck and chest, leans forward When walking; dress, blue coat ( turning brown), brown- grey striped trousers, grey cap. A brassfounder, but lately a poultryman. Native of Birmingham. Warrant issued. 29.— Ledbury ( County).— For fowl stealing, 8th inst.— A MAN, age 36, height 5 ft. 7 in., com- plexion dark ( very sunburnt), hair and moustache brown, eyes grey, bridge of nose has been injured ; dress, dark suit, black soft hat, old boots ( fronts cut down). A tramp ; native of Birmingham. 30.— Ledbury ( County).— For larccny, 22nd ult.— LEONARD GOULD, alias DICK SMITH, age 40, height 5 ft. 7 in., complexion sallow, hair and moustache light brown, eyes blue; dress, dark jacket, blue vest, cord or fustian trousers, black cap, with button on top, stronsr lace boots. A labourer; na- tive of Worcester. Has friends residing at Newport, TUESDAY, AUGUST 3 0 , 1897. THE POLICE GAZETTE. ft Cardiff and Rhayader. May be found in company of poachers, harvesters, or timber fellers. Warrant issued. Information to. Supt. Phillips, Ledbury. 31.— Ross ( County).— For bigamy— GEORGE ALEXANDER WATKINS C'OLLEY, age 32, height 5 ft. 7i in., complexion fresh, hair, whiskers and mous tache light brown, eyes grey, female and word " Katie " underneath tattooed on left arm, 2 hearts with spear, and sailor on right arm ; wearing blue serge suit and flat top peak cap. Is accompanied by A WOMAN, age Jl, height 5ft. Gin.; wearing dark clothes, who had been employed with Colley as attendant at a Lunatic Asylum. Warrant issued. Information to Supt. Cope, Ross. KENT. 32.— Tonbridge ( County).— For breaking out of ' Union Workhouse, at Tonbridge, 28th ult., and steal- ing 1 brown tweed cloth suit; 1 white cord suit; 1 black hard felt hat; 1 pair nailed boots ; 1 pair leather slippers; 1 blue neckerchief, marked " T. U. W." ; 2 clasp knives ; 1 pair plyers ; 1 pail- scissors, used for bird- stuffing; 1 pawnticket, for tools pledged at " Wagner's, Tunbridge Wells," and 18s.— SAMUEL TERRY, age 40, height 5 ft. 7 in., complexion sallow, very thin face, hair and moustache ( stubby) dark, suffers much from indigestion, and shows symptoms of same. Supposed wearing some of the stolen cloth- ing. May be found in a Union Infirmary or Hos- pital. Is believed to be a native of Pembury, Kent. 33.— Ton bridge ( County).— For uttering, 8th inst., counterfeit five- shilling- pieces— TWO MEN. 1st, age 28 to 30, height about 5 ft. 8 in., complexion fair, hair light brown, slight moustache light; dress, dark suit, white straw h it with green, yellow- and- white band. 2nd, age 28 to 30, height about 5 ft. 8 in., complexion, hair and slight moustache dark; dress, dark suit, white straw h?. t with band similar to above. Both of good address. Had with them a bay cob, and green painted gig, with shabby hood, and are supposed to be travelling the Provinces, committing similar offences. Information to Supt.
