POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MAY 28, 1897. VOL. XIV., No. 1400. REGU LATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. A 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enab e action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature ( of an officer of not less rank than Superintendent; and, if the name of such person be requirei to be inserted, and no ivarrant is in force, against, him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property mutt be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. A nnouncements of all persons to be apprehended or of stolen property bear a number, ard are alphabetically arranged by counties. t ® 9. The forcewhich causes particulars concerning delinquents or sto'en property to be inserted in t the POLICE GAZETTE, must, on their appreh ension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly re sponsible for any proceedings which may result from such publicaton. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond < k Co ," Post Office Order payableat ParliamerU- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the for in set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. The amount of stolen property at pre- sent " circulated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very consider- ably. It has been decided, therefore, to discontinue the " circulation" in Infor- mations and Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Constables are re- quested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circulation" of the particulars they contain is not desired. The same course will be followed with respect to property lost and persons missing. SPECIAL NOTICE. METROPOLITAN POLICE DISTRICT. ! Letters relating to criminal business, addressed by other Police Forces to Scotland Yard, are very frequently de- layed, owing to the envelopes containing them being directed incorrectly or inade- quately. In such cases prompt attention cannot be assured unless the letters are addressed, " The Assistant Commissioner of Police, Criminal Investigation Depart- ment, New Scotland Yard, London, S. W." GRIF- FITHS, Office No. 702- 97 ( see GAZETTE, 15th April, 1897, Case No. 9), wantedfor failing to report, and sus left side of head, and several upper part of back, scar from shot each side of left leg ( below knee), mole over right eye, star and anchor back of left hand, ring on 1st, 2nd and 3rd left fingers. A physician. Native of New York. Sentenced at North London Sessions, 23rd July, 1894, to 3i years penal servitude for obtaining money by false pretences. Licenced 6th March, 1897. U 380. 3.— Criminal Investigation Department.— Woodcut portrait and description of a man known as DB. FREMONT, CHARLES ALBERT DEL- MAS, AUGUSTUS D. VILLERS, < fcc., whose apprehension is sought for obtaining £ 300 by false pretences, and also causing a false entry to be made in a marriage register, age 49, height 5 ft. 10 in., complexion florid, hair and moustache dark brown ( slightly grey), supposed now wearing goatee; wears pected of committing offences in tin West- end of London, age 55, height 5 ft. 10 in., complexion fresh, pock- marked, hair brown, eyes blue, scar palm of right hand, right side of head, 2 palm of left hand, 1 outside left wrist, over left eye, left of forehead, 2 gold pincenez eyeglasses, which fit close to the eyes, is slightly flat- footed ; well dressed in dark clothes and silk hat, frequently wears a scarf- pin set with large amethyst. Has the appearance of a French- man, but represents himself as a outh American. He is known to have recently married two ladies, whom he has deserted after obt aining all their money. Supposed well known at Brighton and Manchester. Warrant issued. 4.— B Division.— For stealing, between October lastand 11th inst., £ 111 13s.— JAMES COOGAN, age 45, height 5 ft. uj in., stout build, complexion sallow, hair brown, clean shaved, bridge of nose fiat; dress, brown suit. Carried a cane. May be found at fairs, horse repositories, etc., or in company of low horse dealers. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 6.— For obtaining clothing by false pretences, J. GOLDMAN ( lately trading as T. Haywood & Co., 97, Upper Thames Street, London, E. C.), age 50, height 5 ft. 7 or 8 in., complexion pale, side whiskers grey, prominent nose, three fingers of right hand deficient; wearing dark frock- coat and silk hat. A commission agent. Has lately obtained goods from Birmingham in name of SUMMERFIELD. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. BEDFORDSHIRE. 7.— Bedford ( Borough).— Woodcut portrait and description of FREDERICK GEORGE AYENS, whose apprehension is sought for procuring and ' JITRT IPP. suborning a person to commit wilful and corrupt per- jury, age 31, height 5 ft. 10 in., hair ( inclined to curl) dark brown, slight brown moustache and small side whiskers, eyes ( large) brown, large nose and ears, nose has been broken, turns his toes out. A moneydender's clerk. Well known at Croydon, Chiswick, Mitcham, Balham, Tooting and Hammer- smith. Warrant issued. Information to Chief Constable Thody, Bedford. BERKSHIRE. 8.— Wokingham ( County). — For larceny — PHILIP SCOTT, age 19, height 6 ft. 1 in., com- plexion fair, hair light brown, eyes blue, large nose; dress, long dark morning coat, black trousers, brown hard hat, brown boots. A native of Wandsworth. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Molsher, Wokingham. 9.— Reading ( Borough).— For larceny— AMY JANE OLIVER, alias JANE HART, AMY JANE HEART, AMY MOORE and MARY JANE MOORE, age 34, height 5 ft. 4J in., complexion fair, long thin face, high cheek- bones, hair dark brown, eyes brown ; dress, black three- quarter length jacket, black dress, large black hat; wore black kid gloves. Has recently been employed as cook at an hotel. She has been previously convicted at Bath, Wareham, Salisbury, Reading, etc. Is well known at Weymouth. Information to Head Constable Tewsley, Reading. £ 2 REWARD. 10.— Windsor ( Borough).— For deserting his wife and children, leaving them chargeable to the Windsor Union— GEORGE WILLIAM GARBUTT, age 28, height about 5 ft. 4 in., complexion fair, hair brown, moustache light, eyes blue, scar on chin ; dress, black jacket and vest, blue check trousers, brown cap, nailed boots. A labourer. Warrant issued. The above reward will be paid by Mr. JolinSimms, Relieving Officer, Windsor, for such information as will lead to the apprehension of GARBUTT. CARNARVONSHIRE. 11.— Conway ( County).— For stealing, 10th inst., a bank- book ( recovered) ; 1 cheque on the Bank of England, for 19s.; and £ 11 lis.— OWEN PARRY, age 19, height 5 ft. 3 in., complexion sallow, hair dark brown, eyes grey, thick lips, stoops slightly, and walks w ith shuffling gait; dress, dark coat and vest, dark trousers, light peak cup, lace boots. An iron- monger's assistant.; native of Carnarvon. Warrant issued. Information to Supt. Rees, Conway. CHESHIRE. 12.— Altrincham ( County).— For stealing £ 8, at Partingdon— GEORGE FERRIS, age 25, height 5 ft. 5 or 0 in., . complexion and hair dark, slight light moustache ; dress, sleeved waistcoat with velvet back, tight- fitting moleskin trousers, sailor's cap, blucher boots. A ship's cook or able seaman ; native of Truro. Warrant issued. 13.— Altrincham ( County).— Woodcut portrait and description of AVALTER HOWITT HAD- FIELD, whose apprehension is sought, under Tax Commissions warrant, for failing to account for the sum of £ 72 18s. 8d., received by him as collector of taxes, age 40 to 45, height about 5 ft. 6 in., com- plexion fresh, hair brown, rather heavy moustache and short side whiskers brown. Of good address. Usually di esses in light clothing. Was formerly a reporter, and may seek similar employment. Information to Supt. Britton, Altrincham. 14.— Egremont ( County).— For housebreaking, 19th inst., at Liscard, and stealing 1 gentleman's gold watch, white dial, gold fingers; 1 lady's gold hunter watch; 1 lady's gold watch ( very old, and out of re- pair) ; 1 lady's gold chain ( 3 small chains on swivels) ; 1 pair plain gold bracelets, with small gold chain to fasten, attached to each; 1 gold- mounted cat's- eye brooch; 1 gold- mounted brooch, and pair of earrings to match ( tiger's teeth); 1 pair gold- rimmed eye- glasses ; 1 Indian sapphire brooch, and pair of gold earrings to match ( horseshoe and riding whip); 1 large cameo brooch, lady's head and bust ( with lamb's head on bust) in white, on brown ground; 1 seven- stone diamond ring ( 1 missing) ; 1 turquoise ring, broken ( 1 row of turquoise and 2 of pearls) ; 2 gentle- men's silver watches, and £ 10 15s.— A MAN, age 28 to 30, height 5 ft. 8 or 9 in., complexion very pale, thin features, hair and side whiskers dark; dress, dark coat, light colour trousers, black hard felt hat. Hindley, Egremont. 1- 5.— Oakmere ( County).-— Woodcut portrait and description of ARTHUR THOMAS, whose appro- hension is sought for stealing a letter containing a postal order for 20s., age 21, height 5 ft. 5 in., com- plexion fresh, hair dark brown, slight moustache and eyes dark, muscles of left arm wasted and fingers of left hand contracted, 2 red birthmarks back of right wrist, walks quickly and carries his head forward ; may be wearing dark coat and vest, light trousers- and cap, light dust- coat, long overcoat with belt, or Inverness coat with cape, broad lace boots. Lately employed at Kingsley Post Office. Absconded 24th ult. Warrant issued. Information to Supt. Johnson, Oakmere. ESSEX. 16.— Maldon ( County).— For obtaining goods by a fictitious cheque on the London and County Bank, Gth inst.— CAPTAIN JOHN CHAPPELL BENNETT ( supposed false), age 50 to 55, height about 5 ft. 6 in., complexion rather dark, hair and moustache ( turning grey) dark, eyes rather dark; of gentle- manly appearance. Supposed an American. May be accompanied by a woman, age about 20, very short, and a boy, about 5, with fair curly hair. Warrant issued. Information to Supt. Ilalsey, Latchingdon; or In- spector Gibbons, Maldon. 17.— Saffron Walden ( County).— For an unnatu" ral offence— ALBERT LAWRENCE, age 19, height, 5 ft. 2 in., complexion fresh, full face, hair dark brown, slight moustache light brown, eyes brown, piece of white hair over left ear; dress, grey suit, grey peak cap, lace boots. A cowman ; native of Arkesden. Warrant issued. Information to Supt. Pryke, Saffron Walden. 18.— Southend on- Sea ( County).— For stealing, 11th inst., a bay gelding, 13 hands 2 in., aged, hog mane, body clipped, near hind fetlock white; set of brown harness, brass- mounted ; and a dog- cart, dark chocolate coloured body, picked out red, latticed top, dark corded cushion, brown skin mat, black waterproof rug lined black cloth; and a carriage whip, with dark stained handle— A MAN, age about 25, height 5 ft. 2 or 3 in., complexion fair, hair light brown, slight light moustache, eyes grey; dress, dark suit, black overcoat, hard felt hat. Information to Supt. Simmonds, Southend- on- Sea. GLAMORGANSHIRE. 19.— Cardiff ( Borough).— For stealing, 18th ult., £ 80— WILLIAM. DIXON ROYAL RIDER, age 38, slight build, square- shouldered, complexion sallow, angular face, high cheek- bones, hair and heavy mous- tache dark, large scar on one shin ; dress, blue cloth reefer coat and vest, light striped trousers, brown soft felt hat. Is fond of betting. Of good address. Has been in Australia, where he was assistant to a quack doctor. Absconded 1st inst., when he had in his pos- session : A large oak- grained iron trunk; a square black box ; a new brown portmanteau; and an oppos- sum skin rug. He advertised in local newspapers for a partner to place money in a safe and good paying concern ; and on getting a reply he proposed to open a fellmonger's and tallow- boiling business, obtained the money to buy the necessary plant, and absconded. A butcher ; native of Birmingham. Warrant issued. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 20.— Cheltenham ( County).— For obtaining money by false pretences— WILLIAM PHILLIPS, alias SCHEMER, age about 45, height 5 ft. 10 in., com- plexion sallow, hair ( turning grey) brown, cast in left eye, round- shouldered, shuffling gait. A native of Orleton, Herefordshire. He calls on solicitors with letters, representing that he is entitled to money under his mother's will. Previously convicted of larceny at Leominster ( see Case No. 45, 20tli Novem- ber last). May be found at common lodging- houses. Warrant issued. Information to Supt. McRae, Cheltenham. HAMPSHIRE. 21.— Portsmouth ( Borough).— For stealing, 14th inst., 1 lady's gold dress ring, set 4 red stones and some small pearls ( has been enlarged) ; 1 lady's gold mourning ring with hair under glass, and inscription " Mabel Jane Henlock Capes, born 16th Sep., 18G7, died Feb. 7th, 1887 "; 1 18- carat gold flexible bracelet, set 3 rubies or garnets in centre, with hook for appendage; 1 lady's large flat old- fashioned open face, gold watch, chased back, " Harriett Baker " sup- posed engraved inside, black figures; 1 gold small link albert, with small gold locket and cross at- tached; 1 brown leather sovereign- purse, 3 compart- ments; 1 yellow leather ditto, L compartment, con- taining £ 3 3s.— MATTHEW DISIINER, age 22, height 5 ft. 1\ in., complexion fresh, long face, cut scar right side" of nose; dress, double- breasted grey mixture tweed jacket, or brown- and- grey suit, brown TUESDAY, MARch28, 1897. T H E POLICE GAZETTE. 3 - skull cap. Believed to be an American. Will pro- bably endeavour to return to America. Information to the Chief Constable, Town Hall, Portsmouth. HERTFORDSHIRE. 22.— St. Albans { City).— For attempted rape— JOSEPH BATEMAN, alias BRYAN, age 20, height 5 ft. in., complexion fresh, hair dark brown, eyes hazel, anchor, part of man's head, bracelet right arm, ring top of right middle finger, " J. B.," cross- swords, bracelet left arm, " Love" across left thumb; dressed as a labourer, and wears a cap. Dirty appearance. A native of St. Albans. He was discharged with ignominy from Royal Artillery, in May last, after 6 months imprisonment, and was sentenced to 6 weeks imprisonment, at St. Albans, 11th September last, for false attestation. Warrant issued. Information to Head Constable Blatch, St. Albans. HUNTINGDONSHIRE. 23.— Huntingdon ( County).—" Woodcut portrait and description of JOHN HAWKES, alias JAM l£ S LOCK, JOHN THORP, WILLIAM JAMES and HENRY HUDSON, whose apprehension is sought for obtaining, 20tli ult., at Godmanchester, by a worthless cheque, No. G316950, on " J. & C. Simonds & Co., Reading," a grey mare, 14 hands 3 in., 3 years, white streak down face, near hind fetlock white, toes of hind shoes cut short, inner side of front shoes cut away, short tail, broken to harness— age 45, height 5 ft. 3 in., complexion fresh, hair and moustache dark ( turning grey) eyes hazel, nose slightly pock- marked; dress, dark blue overcoat, dark cardigan jacket, brown trousers, black hard felt hat. Is identical with the man de- scribed in Case No. 2, 5th March last and suppos3d identical with the man referred to in Case No. 9, 5th March, and Case No. 57, 23rd ult. Also TWO MEN, lst, age about 25, height 5 ft, 5 in., complexion very fresh, small dark moustache; dress, dark clothes, black hard felt hat. He signed the - cheque " Charles Hall." 2nd, age about 26, height 5 ft. 6 in., white puft'y face, clean- shaved ; - dress, dark suit ; appears to act as groom. The cheques used are from a cheque- book lost in August last, numbered 316921 to 50, on " Messrs. J. and C. Simonds & Co., Bankers, Reading," and which they may continue to pass. Information to Chief Supt. Copping, Huntingdon. ISLE OF ELY. 24.— Chatteris ( County).— For rescuing 7 horses from the custody of an officer of the Court Leet, on 2nd inst.— JAMES READING, alias RED NECK, age 35 to 40, height 5 ft. 10 or 11 in., complexion fresh. A horse dealer; native of Loughton, Essex. Is accompanied by three men. They travel the country with a caravan, " Britina Taylor, Loughton, Essex," thereon, a carved' horse on front and back, and horse ( with rug rolled up on back) painted on each shutter, also a light spring waggon ( covered), a light gig and several horses. Warrant issued. Information to Inspector Bunn, Chatteris. KENT. 25.— Ton bridge ( County).— For stealing, 27th ult., a bicycle ( recovered)— WALTER HUNTLEY, alias WILLIAM HUNTLEY, WALTER DAVIS and EDWARD CHARLES DAVEY, age 25, height 5 ft. in., complexion pale, Roman nose, hair light brown, slight moustache light, eyes blue, boil scar right fore- arm ; dress, black curl cloth jacket and vest, navy- blue cloth trousers, red tie, black cap with fancy work on top. Native of Dover. Has been employed as a milkman, and may seek a similar situation. Warrant issued. Information to Supt. Bartlett, Tonbridge. LANARKSHIRE. 26.— Glasgow ( City).— For obtaining£ 104 0s. 6d. by fraud— CHARLES W. GREY, age 35 to 40, height about 5 ft. 6 in., complexion sallow, small, sharp fea- tures, hair ( long) light ( thin on crown of head), clean shaved, eyes ( supposed) blue, false teeth in front of upper jaw ; dress, black grey tweed jacket suit ( jacket square cut), stand- up collar, bow tie, blue shirt, silk hat, tan shoes. Also had a black vicuna jacket suit. He styles himself a dramatic author and comedian. May assume the name of MAXFIELD or WILSON. VERA GREY, wife of above, age 35 ( looks younger), height about 5 ft., complexion sallow ( uses paint and powder, and blackens eyebrows), hair golden, parted in centre, twisted at back, false upper teeth; dress, bluish- grey half- length jacket, yellow silk scarf, green dress ( Eton coat style), white hat turned up at sides ; wore a small brooch, formed of three keys; carried an umbrella with knob handle. Had with her a blue Skve terrier dog, named " Billy." Supposed natives of Isle of Man. They edited and published a weekly paper, called The Stage News, also advertised in daily papers for young men and women to learn office work, etc. In every case a cash security was required, and, after duping a considerable number, absconded, the former on 26th ult., and the latter on 27th ult. They carried on business as the " London Dramatic and Musical Agency Company; proprietors, Robinson and Grey," and will probably attempt similar frauds elsewhere. Warrant issued. Information to Chief Constable Boyd, Glasgow. LANCASHIRE. 27.— Bolton ( County).— For stealing, 24th inst., at Little Lever, 1 black cloth jacket, black Italian lin- ing, sleeves supposed blue- and- white striped cotton lining, usual pockets, dummy ticket pocket, vest to match; 1 pair greyish- blue rough cloth trousers, lined grey twill cotton, cross pockets ( nearly new) ; 1 pair lace shoes, with toe- caps, 3 hooks in front ( worn) ( all to fit a youth about 18)— A MAN, who lodged at the house since the 22nd inst., and left on the morning of the larceny, age about 27, height 5 ft. 6 or 7 in., stout build, complexion fresh, full face, hair and slight moustache brown ; dress, blue cloth suit, light brown cap, black- and- white silk neckerchief, lace boots; was wearing a leather waist- belt, with several brass ornaments, supposed lions, horse, Prince of Wales's feathers, etc. Information to Supt Leeming, Bolton. 28.— Garstang ( County).— For embezzling £ 24— GEORGE W. JOHNSTON, age 26, height 5 ft. 2 or 3 in., complexion fresh, hair light brown, moustache sandy, eyes blue. A clerk ; native of Blackburn. Warrant issued. Information to Supt.
