All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should bi addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enal' e action to be taken upon them by another force. 3. Partial ars as to stolen property will be likewise inserted inane issue, if sufficient to enable the article in question to be thereby identified. • i. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not iess rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chiej officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property mud be guaranteed by an officer of nut less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen prope' ty bear a number, ar. dare alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or sto'en pror- erty to beinserted in the POLICE GAZETTE, must, on their appreh ension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, ici'l be wholly re sponsible for any proceedings which may result from such publicaton. 11. Announcements for the Friday issue should be forwarded so as to be received notlaterthan noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond d: Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. THE amount of stolen property at pre- sent u circulated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very consider- ably. It has been decided, therefore, to discontinue the " circulation" in Infor- mations and Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Constables are re- quested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circulation" of the particulars they contain is not desired. The same course will be followed with respect to property lost and persons missing. APPREHENSIONS SOUGHT. Warrant issued. 2.— L Division.— For stealing, 28th ult., a wooden cash- box, containing £ 50— THOMAS KING, age 21 ( looks older), height 5 ft. 7 in., complexion fair, hair and moustache light, eyes brown ( left one glass), " Nell," and several marks tattooed in blue ink on right forearm ; dress, grey mixture coat, dark tweed trousers, black hard felt hat, lace boots. BERKSHIRE. 6.— Newbury ( County).— For deserting his wife and family— WILLIAM BLACKFORD, age 49, height 5 ft. 9 or 10 in., hair light brown ( bald spot on top), whiskers sandy, or may be clean shaved, eyes hazel, walks with right leg straight, several scars on right leg. A tinker, and umbrella repairer. Warrant issued. 7.— Newbury ( County).— For cruelty to a child — HENRY BLACK, age27, height 5ft. 7or Sin., com- plexion fair, full face, hair and moustache light, largo head. A gipsv. Travels with a horse and cart, sleep- ing in a tent in bye- lanes. Is well known in Berkshire and Hampshire. Warrant issued. Information to Supt. Robotham, Newbury. 8.— Windsor ( Borough).— For embezzling, 30th ult., £\ 12s.— DANIEL McCARTHY, age about 24, height 5 ft. 3 in., complexion fair, hair brown, clean- shaved, eyes blue, D. M. tattooed on one arm ; dress, light brown suit, grey cap, red neckerchief. A chim- ney- sweep. Warrant issued. 9.— Windsor ( Borough).— For stealing, 28th ult., 1 silver open English lever watch, No. 20586, makers " Mander and Son, Windsor "; 1 gold brooch, mother- o'- pearl swan in centre; 1 silver scarf- pin, initials " E. D."; and other articles of jewellery — A MAN, age about 25, height about 5 ft. 6 in., com- plexion pale, hair and moustache brown ; dress, black hip coat, black vest, light trousers, dark cloth cap. CARNARVONSHIRE. 10.— Bangor ( County\— For stealing 4 razors, maker " Sprocks"; and a navy- blue overcoat, velvet collar, 2 buttons missing— JOSEPH LLOYD, age 23, height 5 ft. 4 or 5 in., complexion fresh, hair light brown, eyes grey, walks with short quick step ; dress, light brown suit, open vest, black felt hat, tan shoes. A native of Cardiff. Will seek employment as a hair- dresser. Warrant issued. Information to Supt. Rees, Bangor. CHESHIRE. 11— Middlewich County).— For stealing, 27th ult. ( bailee), at Northwich, a " Brookes, Model E 3" safety bicycle, high frame, 1896 make, with patent release saddle, round tool pouch, flat handle- bars, rub- ber shoe- brake, mudguard on front wheel, " Dunlop " non- slipping tyres, tangent spokes, rubber pedals— LIONEL BERESFORD, age about 26, height 5 ft. 9 or 10 in., complexion fair, hair and very slight mous- tache light; dress, double- breasted grey jacket, light tweed knickers, light blue scarf, no collar, dark brown cap, brown stockings, lace boots. J— Wrexham ( County).— For stealing, 21th ult., ' a new " Claremont" safety bicycle, makers Lloyd and Son, Claremont Works, Birmingham," painted on head and mudguards, felt handles, with celluloid ends, " Wardley's" pneumatic tyres, rubber pedals, with old nut on right one, tangent spokes, barrel hubs, black chain, and black oval shape arms — A hian, who gave the name of LIONEL BERES- FOIip, age about 26, height 5 ft. 9 or 10 in., com- plexion fair, very slight moustache light; dress, grey double- breasted jacket, light tweed knickers, dark brown cap, light blue hunting scarf, no collar, sup- posed brown stockings, lace boots. Of military appearance. Stays at hotels, and leaves without paying his bills. Stated he was a lieutenant in the Army. At Llangollen he gave the name of MOSTYN. Warrant issued. DERBYSHIRE. 14.— Ches\ erf\&\ d( Borough).— WToodcut portrait and description of JAMES WRIGHT, whose appre- hension is sought for stealing £ 5, age 30, height 5 ft. 5 or 6 in., complexion fresh, full face ( bloated), hair dark browD, moustache dark. A moulder. Late local secretary to the Friendly Society of Iron- founders. Warrant issued. Not to be arrested out of the United Kingdom. 15.— Chesterfield ( Borough).— For larceny, 28th ult.— A man, known as " HOPPY BILL," age about 35, height 5 ft. 9 or 10 in., moustache sandy, walks lame on one foot, nose very red at the end; dress, old brou'nish suit and black hard hat. Hawks water- cress, and collects rags and bones. Stays at common lodging- houses. Is well- known in Derbyshire and Yorkshire. . Information to Head Constable Emery, Chesterfield. DEVONSHIRE. 16.— Torquay ( County).— For obtaining £ 120 by false pretences— JAMES CHARLES COOPER, late head- master of Paignton School, age about 50, height 5 ft. 6 in., complexion fresh, hair black, whiskers and moustache ( turning grey); dress, usually in bla k clothes, and black clerical hat. Will probably star' a high school in n private house, or seek employment as master in some college or high school. Warrant issued. Information to Supt. Roberts, Torquay. FORFARSHIRE. 17. — Dundee ( City).— Expiree GEORGE GOOD, Office No. 8G4- 97 ( see GAZETTE, 2nd ult., and April list), not now wanted. a 1 and cap, li ht dust- coat, Ion;; oven oat with bolt, or Inverness coat with capo, broad lace i < o: s. A native of Forhill, Ely. Warrant issued. Information to Supt. Matthews, Fishponds. 19.— Gloucester ( County).— For stealing, 20th March, a bicycle ( recovered)— GEORGE MILLER CHIP, age about 25, height 5 ft. 6 or 7 in., complexion fresh, hair and slight moustache brown, stoops slightly; has a chap in centre of upper lip ; dress, dark mixture suit ( trousers worn at knee), hard felt hat. A cycle maker. Has worked in cycle works at Liverpool, Worcester, Manchester, Cheltenham, Coventry, and London. EVA WASIIBOURNE, age 20, height 5 ft., complexion fresh, round face, hair dark brown ( curled in front), very good teeth; dress ( when last seen), loose jacket with large buttons, brown or fawn- coloured serge skirt, white blouse with blue flowers thereon, brown felt hat trimmed with blue velvet, patent leather boots. Warrant issued. Information to Deputy Chief Constable Philpott, Gloucester. HAMPSHIRE. 20.— Aldershot ( County).— For stealing ( bailee), 1st inst., an " Orion" safety bicycle, No. 159 W. stamped on handle - bar, no brake or mudguard, ribbed felt handles, " Orion '' painted in gold letters on head, " Dunlop- Welch" pneumatic tyres— A MAN, age about 25, height 5 ft. 7 or 8 in, complexion very fair, hair and moustacho reddish brown; dress, black frock coat and trousers, high silk hat. He offered the machine for sale at Reading, where he stated he was going to Cardiff. Information to Supt. Miller, Aldershot. 21.— Portsmouth ( Borough).— For obtaining money by false pretences— HERBERT WILKINSON, alias HARRIS, age about 22, height 5 ft. 4 in., com- plexion dark, hair dark brown ; weariilg brown suit. He calls on secretaries of the Amalgamated Society of Engineers, representing that he is a member of the Colne Branch, and requires assistance. Is sup- posed to be in the West of England. He left Tiverton for Gloucester, on 16th or 17th ult. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. 22.— Southampton ( Borough).— For obtaining money by false pretences— Licence Holder FRED- ERICK HENRY CLARKE, alias JOHN RAWLINGS and JOHN FREDERICK WARREN, Office No. 2743- 96, age 54, height 5 ft. 2| in., complexion ruddy, pock- marked, hair grey, eyes blue; scar left side of neck, base of right middle finger, and boil scar inside left forearm, mole right side of face. Sentenced at North London Sessions, 4th June, 1894, to 3 years penal servitude, for obtaining money by false pre- tences. Licenced 2nd September, 1896. U281. HUNTINGDONSHIRE. 23.— Huntingdon ( County).— For stealing, 26th ult., a " Raglan" bicycle, 1894 make, wide handle- bars, rubber handles, No. 22872 on bar, smooth " Dunlop" tyres, no brake or mudguards ( nearly new)— FREDERICK ALBERT DENNISON, alias LITTLEDYKE and WILLIAMS, age 28, height 5 ft. 11J in., complexion fresh, hair and eyes brown, mous- tache dark. A ropemaker; native of Stamford. He represented himself to be a railway clerk. Warrant issued. 24.— Huntingdon"( County).— For obtaining, 20th ult., at Godmanchester, by a worthless cheque, No. G316950, on " J. & C. Simonds & Co., Reading," a £ i- ey mare, 14 hands 3 in., 3 years, white streak down face, near hind fetlock white, toes of hind shoes - cut short, inner side of front shoes cut away, short tail, broken to harness— JOHN HAWKES, alias JAMES LOCK, JOHN THORP, WILLIAM JAMES and HENRY HUDSON, age 45, height 5 ft. 3 in., com- plexion fresh, hair and moustache dark ( turning grey), eyes hazel, nose slightly pock- marked; dress, dark T H E POLICE. GAZETTE blue overcoat, dark cardigan jacket, brown trousers, block hard felt hat. Is identical with the man de- scribed in Case No. 2, 5th March last, and sup- posed identical with the man referred to in Case No. 9, 5th March, and Case No. 57, 23rd ult. A MAN, age about 25, height 5 ft. 5 in., complexion very fresh, small dark moustache; dress, dark clothes, black hard felt hat. He signed the cheque " Chas. Hull." And A MAN, who appears to act as groom, age about 26, height 5 ft. 6 in., white puffy face, clean- shaved; dress, dark suit. The cheques used are from a cheque- book lost in August last, numbered 316921 to 50, on " Messrs. J. and C. Simonds & Co., Bankers, Heading," and which they may continue to pass. LANCASHIRE. 25.— Chorley ( County).— For stealing £ 21 Is. 7d. — JOHN PRESTON, age 16, height about 5 ft. 2 in., slight build, complexion dark, hair and eyes ( large) dark brown, round shoulders, inclined to stoop; dress, black ribbed, overcoat, dark grey jacket and vest, brown cord trqusers, white collar and front, black cap. . Native of, Chorley. Has been employed as messenger at a'cotton factory. Absconded 1st inst. Warrant issued. Information to Supt. Norris, Chorley. 26.— Leigh ( County).— For obtaining food, lodg- ings and money by false pretences, 24th ult.— SAMUEL LEWIS,' alias ASKEW, age about 41, height 5 ft. 5 in., complexion sallow, hair ( bald on top) and moustache grey, large nose, cut mark over left eye, and on left first finger ; dress, dark serge overcoat and vest, brown trousers, blue collar and tie, heavy lace . boo, ts. He represents himself to be in the employ of a telephone company. Warrant issued. Information to Supt. Higginbotham, Leigh. 27.— Liverpool ( City).— Woodcut portrait and description of DUNCAN McLAHEN, whose appre- hension is sought for embezzlement, age 50, height 5ft. in., square build, complexion florid, hair grey, eyes bluish, supposed clean shaved, speak* very low with slight Scotch accent; dress, black overcoat ( velvet collar), dark coat and vest, light or blue trousers, white silk tie ; of gentlemanly appearance. A native of Comrie, Perthshire. Is well known in Edinburgh, Inverness- shire and Ross- shire. Has been a wine and spirit agent and traveller. Is supposed to have a large sum of money in his possession, and may en- deavour to leave the country. Absconded 29th March. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Head Constable, Detective De- partment, Liverpool. 28.— Rochdale ( Borough).— For larceny— JANE FENTON, alias CONNOLLY, age about 50. height about 5 ft., complexion pale, hair and eyes ( full) dark, bottom lip droops, stoops slightly, of dejected ap- pearance ; dress, dirty grey shawl ( much worn), old black dress, grey stockings, old shoes ( made from a pair of boots with tops cut down). Some years ago she tramped the country with a man and two boys, visiting public- houses, singing and dancing. Information to Chief Constable Buck, Rochdale. NORFOLK. 29.— Downham Market ( County).— For stealing, 9th ult., a gig umbrella— WILLIAM OSGOTHORPE, alias THORPE and MUSSIE, age 27 or 28, height 5 ft. 4 or 5 in., complexion swarthy, hair dark, eyes brown, face and nose blotched; dress, brown jacket and vest, brown cord trousers with light legs ( split at bottom), black hard felt hat. Of gipsy appearance. Warrant issued. Information to Deputy Chief Constable Mash, Downham Market. STAFFORDSHIRE. 30.— Stoke- upon- Trent ( County).— For stealing, 19th ult., brass ( recovered)— JOHN THOMAS WESTON, alias LITTLE HAND, age 20, height 4 ft. 10 in., slight build, complexion fresh, hair brown, left hand deformed ; dress, 2 dark cloth jackets, dark vest and trousers, black- and- white plaid scarf, dark peak cap, old lace boots. A labourer; native of Adderley Green, Longton. May be found at common lodging- houses or workhouses. Previously convicted at Staf- ford and Hanley. Warrant issued. Information to Supt. Harding, Stoke- upon- Trent. 31.— Tunstall ( County).— For stealing, 19th ult., at Ravensdale, a lady's silver geneva watch, No. 155792, " M. S." engraved on back; and a gentle- man's 18- carat gold albert, curb pattern, a Chilian gold coin as pendant attached— THOMAS ALFRED WOODFINT, age 35, height 5 ft. 4 or 5 in., com plexion dark, hair and moustache dark brown, eyes dark ( heavy eyebrows), a rose tattooed back of right hand, bracelet both wrists; dress, blue tweed suit, black hard felt hat, lace boots. An ironworker or potter ; supposed native of Birmingham. Warrant issued. Information to Supt. Hall, Tunstall. SUSSEX ( EAST). 32. Hove ( Town).— For deserting his farnilv, 30th March last— LANCELOT EDWARD HOWICK, alias GEORGE RICE and WOOD, late of 30, Jersey Street, Brighton, age 33, height 5 ft. 5 or 6 in., com- plexion fair, hair brown, moustache brownish, eyes grey, long nose, mark of large scalp wound left side of head, extending from forehead, tattooed on left forearm ( supposed left) ; dress, grey coat, black vest, navy- blue trousers, clotli peak cap, lace boots, under- clothing marked " L. W." Native of Brighton. Of military appearance; has served in the Royal Sussex Regiment, in name of GEORGE RICE. Absconded 2nd January last, accompanied by a woman, age about 40, and a girl, age about 9. Warrant issued. 33.— Hove ( Tiw. t).— For failing to comply with a maintenance order— HERBERT JESSE FRENCH, late of Maidstone, Kent, age 27, height 6 ft., slight build, complexion sallow, hair and moustache dark, eyes hazel; dress, long dirty brown overcoat, dark vest, dirty cord trousers, dirty cloth peak cap, old lace boots. An Army Reservist, of the 6th Innis- killing Dragoons. Also had a black vicuna jacket suit. He styles himself a dramatic author and comedian. May assume the name of MAXFIELD or WILSON. VERA GREY, wife of above, age 35 ( looks younger), height about 5 ft., complexion sallow ( uses paint and powder, and blackens eyebrows), hair golden, parted in centre, twisted at back, false upper teeth; dress, bluish- grey half- length jacket, yellow silk scarf, green dress ( Eton coat style), white hat turned up at sides; wore a small brooch, formed of three keys ; carried an umbrella with knob handle. Had with her a blue Skye terrier dog, named " Billy." Supposed natives of Isle of Man. They edited and published a weekly paper, called The Stage News, also advertised in daily papers for young men and women to learn office work, etc. In every case a cash security was required, and, after duping a considerable number, absconded, the former on 26th ult., and the latter on 27th ult. They carried on business as the " London Dramatic and Musical Agency Company; proprietors, Robinson and Grey," and will probably attempt similar frauds elsewhere. Warrant issued.
