All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YAED, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. ' 6. Every announcement, if for the apprehension of a person, must be guaranteed by the. signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1. Announcements concerning stolen property must be guaranteed by an officer of not less rank , than Inspector, or analogous thereto. 8. A nnouncements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. Theforcewhich causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the anr. wncementfor insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They * must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond < 5e Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitian Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) That the name and address of the printer appear thereon. ( 32 and 33 Vic., cap. 24, sec. 2.) 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is specially directed to clause ( d), par. 1, as Police Notices are constantly being received by the Metropolitan Police without the printer's name and address, and they are consequently not distributed. NOTE. There are 180 Stations of the Metropolitan Police Force at which Noticcs can be posted. SPECIAL NOTICE. METROPOLITAN POLICE DISTRICT. Criminal Investigation Depart- ment.— Description of a PESTLE with which the murder of Elizabeth Camp was committed on the London and South West- ern Railway on the 11th ult.:— A porcelain and wood pestle, 12 inches long, circum- ference at head 8^ inches, length of wooden handle 7 inches, and of porcelain head 5 inches, figure " 9 " stamped on the porcelain about ~ of an inch from the handle, brass metal streaks on the head, as though it had been used at brass work, probably for pounding in a brass metal mortar. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— E Division.— For stealing, 7th inst., 1 thin plain 15- carat gold snake pattern chain ; 1 small gold locket, chased flowers, attached; 1 lady's gold ring, set large red coral stone; and £ 140 gold— PHILIP ROUMAINE, age 20, height 5 ft. 6 in., stout build, complexion and hair dark, eyes grey, sailor and star left forearm, 10 dots between forefinger and thumb left hand, top of 3rd left finger deficient, scar left cheek; dress, blue serge jacket and vest, dark cloth trousers, black hard felt hat. A sailor; native of London. 2.— H Division.— For absconding from his bail, 22nd January last, charged with receiving barrels of beer— CHARLES WIGGS, age 50, height 5 ft. 5J in., rather stout build, complexion fresh, hair dark ( turning grey); dress ( when last seen), dark overcoat, dark tweed trousers, black harel felt hat. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BEDFORDSHIRE. 3.— Biggleswade ( County).— For obtaining, 1st ult., at Potton Fair, by a forged cheque on J. and C. Simonds and Co., of Reading, a brown { mare, value £ 31— JOHN HAWKES, alias JAMES LOCK, JOHN THORPE, WILLIAM JAMES and HENRY HUD- SON, age 45, height 5 ft. 3 in., complexion fresh, hair and moustache dark ( turning grey), eyes hazel, slightly pock- marked on nose ; dress, dark blue over- coat ( velvet collar), dark cardigan jacket, black cloth vest, brown trousers, black hard felt hat. BERKSHIRE. 4.— Maidenhead ( County).— For stealing, 6th inst., a pneumatic " Swift" safety bicycle, dropped handle- bars very wide, no brake, leather gear case, nearly new rubber pedals, smooth tyre in front, " Dunlop- Welch " tyre back, piece of new rubber let in back wheel, " Smith's" transfer Maidenhead on front head— A MAN, age 20 to 23, height 5 ft. 10 in., slight build, complexion pale, hair light brown, high cheek- bones; dress, blue serge suit, white tie, grey cap, black racing shoes. Dorrell, Maidenhead. 5.— Newbury ( County).— On a warrant for steal- ing a brass cornet ( recovered) ( See GAZETTE, 26th ult., Case No. 8)— Licence Holder ROBERT KNIGHT, alias WELLS and GEORGE WEBB, Office No. 494- 97, age 57, height 5 ft. 8 in. ( without shoes), complexion fresh, hair and eyes grey, bald top of head, mole right cheek close to ear and back of right knee, scar front of chest, right eyebrow, front of 2nd right finger, 2 scars right thumb, 2 back of 1st left finger, large scar from operation inside left thigh, right thumb stiff, nail of 1st right finger deformed, red mole under right shoulder- blade. Has a sister, Mrs. Peters, residing at No. 10, Creeland Grove, Catford, where he may visit. Sentenced, at Ports- mouth Sessions, 4tli July, 1890, to 5 years penal servitude, for stealing clothing; re- convicted, at North London Sessions, on 22nd April, 1895, and sen- tenced to 12 months imprisonment, and licence re- voked, for larcenv. BUCKINGHAMSHIRE. 6.— Buckingham ( County).— For housebreaking, 1st inst., at Brill, and stealing 1 grey cloth coat, lining torn on inside near shoulder; 1 cord- sleeve waistcoat, nearly new— A MAN, age about 40, height 5 ft. 8 or 9 in., stout build, complexion fresh, hair dark brown, eyes bloodshot and rather weak, earring in right ear, boil right wrist; dress, stolen coat and waistcoat, old moleskin trousers, hard hat or light cap. CARDIGANSHIRE. 7.— Aberystwith ( County).— On commitment warrant, for non- payment , of £ 2 3s. 6d. fine for larceny— JOHN PRICE, age 30, height 5 ft. 9i in., complexion dark, hair black, eyes hazel, long cut scar left side of upper lip. CHESHIRE. 8.— Middlewich ( County).— For stealing an old- fashioned silver lever stop- watch— JOHN WRIGHT, age 28, height 5 ft. 7 or 8 in., complexion fresh, hair dark, heavy moustache black, eyes grey, walks very erect; dress, black frock coat and vest, blue and black striped trousers, lace boots, hard felt hat. Carries a dark plaid mackintosh. A pensioner from 9th Lancers. Warrant issued. Information to Supt. Large, Middlewich. CUMBERLAND. 9.— Brampton ( County).— For deserting his family— JAMES McGREGOR, age 40, height 5 ft. 4 or 5 in., complexion dark, hair dark brown, slight moustache, walks quickly Had in his possession a chimney sweep's certificate, granted at Brampton. Native of Plymouth. May seek employment at gas works. Is " accompanied by a woman, age 28 to 30, medium height,, complexion fresh, hair light brown. Warrant issued. Information to Supt. Hodgson, Brampton. DEVONSHIRE. 10.— Barnstaple ( Borough).— For failing to re- port- Supervisee ROBERT GREEN, Office No. 48676, age 30, height 5 ft. 9J in., complexion fresh, hair light brown, eyes blue, cut scar over right eye- brow, under left eye, under chin, ball of left thumb and 2nd joint right middle finger, " G." back of right arm, 2 dots back of left arm. Native of Dartford, Kent. Sentenced, at Barnstaple Quarter Sessions, 10th April, 1895, to 5 months imprisonment and 2 years police supervision, for attempted larceny. 1360. Information to the Chief Constable, Barnstaple. DURHAM. 11.— Sunderland ( Borough).— For failing to re- ports- Licence Holder HENRY SMITH, Office No. 3098- 96, age 27, height 5 ft. 7£ in., complexion fresh, hair brown, eyes grey, red birthmark back of head, scar left cheek, right of belly, ; scars small of biwk, 4 right buttock, 1 left foreara , back of left thumb, back of right upper arm, righf elbow, front of right hand, outside right thigh, fron< of right leg and front of left knee, right big toe- nail deformed, 2nd left toe overlaps the 3rd, " H." on - ight breast, ruptured right groin. GLAMORGANSHIRE. 12.— Cardiff ( Borough).— For obtaining, 21st ult., 10s. by false pretences— JOHN JOHANSEN, age about 35, neigh t 5 ft. 7 in., complexion - warthy, Lair dark brown, moustache sandy, nose broken and twisted to one side ; dress ( when last seen), blue serge suit, black hard felt hat, lace boots. A seaman. May be found in boarding- houses, or seeking employ- ment on board ship. Warrant issued. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 13.— Gloucester ( County).— For embezzling £ 18 10s.— ARTHUR WILLIAM HORLICK, age about 40, height 5 ft. 5 or 6 in., complexion pale, full face, hair ( turning grey at sides) and moustache dark brown; dress ( when last seen), black overcoat, black diagonal coat and vest, grey trousers, bowler hat, lace boots. A clerk; native of Mitcheldean, Gloucestershire. Absconded 5th inst. Warrant issued. 14.— Gloucester ( County).— For obtaining £ 3 by a worthless cheque, 13th ult.— JAMES WARD, alia* JOHN BURNS, age 53, height 5 ft. 3i in., com- plexion bronze, hair ( cut short) grey, moustache sandy grey, eyes brown, small scar between 2nd and 3rd joint of 1st left finger, scar right knee, and below knee, wart between 2nd and 3rd right toes; dress, blue overcoat, dark grey striped trousers, light grey tie, collar turned down at corners, black bowler hat Attends fairs, and associates with low horse dealers. Has been previously convicted. Warrant issued. 15.— Gloucester ( County).— For assault on a police constable, at Elmore, 30th January.— ALICK SPIERS, age 25, height 5 ft. 6 in., slight build, complexion fair, hair light brown, very slight whiskers and moustache, eyes blue, slight impediment in speech; dress, dirty cloth jacket and vest, cord or moleskin trousers, old dark cap, generally wears u muffler. A notorious poacher. A labourer; native of Elmore, near Gloucester. Warrant issued. Information to Deputy Chief Constable Philpott, Gloucester. HAMPSHIRE. 16.— Aldershot ( County).— For falsification of accounts— CHARLES LAWTON, age about 32, height about 5 ft. 4 in., slight build, complexion dark, thin features, hair[( slightly turninggrey) and moustache dark brown, slight side whiskers, of smart appear- ance, walks erect; dressed, generally, in a blue serge or brown tweed suit, blue melton overcoat, brown cap and boots. Wholesale grocer's cashier; absconded 21st ult. May be accompanied by his wife, age about 28, height 5 ft. 4 in., slight build, complexion sallow, hair light brown; dressed, generally, in a blue cape, dark dress, small black hat with feather on one side. Warrant issued. Information to Supt. Miller, Aldershot. 17.— Winchester ( City).— For stealing 25s.— GEORGE WILDING, a Lance- Corporal of the Hamp- shire Regiment, age 21, height 5 ft. 7 J in., com- plexion fair, hair light brown, eyes hazel, 3 moles left arm ; dress, dark brown cloth, suit, soft felt hat, low shoes; carried a thick walking- stick with crooked handle, a brown leather Gladstone bag containing a dark grey suit. Had in his possession a railway warrant, No. 13/ 9781, signed " Nicholson, Recruiting Officer," but not filled in. He left on 8th inst., ac- companied by Lance- Corporal Erwood, Hampshire Re"; iment, age 30, height 5 ft. 9 in., slight build, complexion fresh, hair brown, moustache light brown, sharp features, Roman nose; dress, black coat and vest ( open front), light cloth trousers, Scotch plaid tie, soft felt hat; carried a thick walking- stick with crooked handle. Both are deserters. 18.— Winchester ( City).— Woodcut portrait and description of ALFRED OFFER, whose apprehension is sought for embezzlement, age 47, height 5 ft. 5 in., stout build, complexion fresh, hair ( cut short, turning grey), moustache and eyes brown, full face, high forehead, several pock- marks on face, short neck and legs; dress ( when last seen, 7th January), dark blue chesterfield " overcoat ( black velvet collar), dark cloth trousers, dark brown soft felt hat with wide brim. Had with him a new brown leather portmanteau, a small black hand- bag, and 3 paper parcels, containing a new grey worsted cloth suit ( morning coat), a black serge suit, 2 pairs of lace boots, a black mackintosh, walking- stick, umbrella and a large pair of field- glasses. A master painter; native of Winchester. A Past Provincial Grand Master of the Manchester Unity of Oddfellows ; late Secretary of the Industry of Hants Lodge, and had in his possession about £ 200 belong- ing to that Society. Associates with, betting men. Is fond of billiards. Warrant issued. Information to Supt. Felton, Winchester. 19.— Portsmouth ( Borough).— For embezzlement — FRANK EVENDEN, age 27, height about 5 ft., complexion sallow, hair, moustache and eyes dark ; dress, light dust coat, brown jacket and vest, dark striped trousers, black hard felt hat, black lace boots. Warrant issued. Information to the Chief Constable, Town Hall Portsmouth. 20. - Portsmouth ( Borough). — AMELINA BARNEY, Case No. 16, 5th ult., not now wanted. HEREFORDSHIRE. 21.— Bromyard ( County).— For misapplying cer- tain moneys, on 1st October last— AUGUSTUS JOHN MULLINGER, age 37, height 5 ft, 10 in., stout build, complexion fresh, hair and moustache dark brown, has a swaggering gait; dress ( when last seen), dark jacket and vest, grey striped trousers, black hard hat. Was formerly a porter at the Aston Union, near Birmingham. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Supt. Lewis, Bromyard. KENT. 22.— Canterbury ( County).— For false pretences, 6th ult., at Whitstable— WILLIAM BENNETT, age 31, height 5 ft. 7 or 8 in., complexion freckled, moustache ginger, " I love Emily White" tattooed on arm ; dress, long dark overcoat, cord trousers, light skull cap. An Army Reservist; native of Bought on, near Faversham, Kent. Warrant issued. Information to Supt. Wood, Canterbury. 23.— Chatham ( County).— For stealing, at Old Brompton, 1 yellow- and- black carriage- rug, blue binding; 1 lady's black cloak, f- length; 1 dark brown boa ; 1 scarlet- and- blue table- cloth, with fringe • 1 white table- cloth; 2 ladies' night- dresses; 2 chemises; 2 pairs of drawers; 2 gentlemen's white* cotton shirts; 1 white linen sheet; 2 dark rosewood workboxes; 1 light- coloured inkstand, with drawers, and 2 ink- bottles; 6 nickel- silver tablespoon • ; 6 nickel- silver dessert- spoons; 1 light green cloth dress and jacket, with pink silk, vest ( quite new) ; 1 drab dress, with velvet round bottom; 1 melton cloth bodice; 4 yards of alpaca— TWO MEN. 1st, age 30, height 5 ft. 5 in., complexion fresh, hair ( cut. short)- brown, eyes blue, birthmark left breast, " Love Kitty P " on left arm, " Love M " right wrist; dress, light dust coat, dark vest, military trousers, with stripe taken out, black silk neckerchief, dark cap, light boots ( all old) ; a flower seller. 2nd, age 29, height 5 ft. 7 or 8 in., complexion pale, hair auburn, mous- tache light ginger, eyes grey; dress, dark jacket, cardigan jacket or guernsey, cord trousers, dark cap, heavy lace boots, military appearance ; a hawker. Both frequent low lodging- houses. Information to Supt. Lacy, Chatham. 24.— Canterbury ( City).— For stealing, 23rd ult., 2 new ladders ( 1 recovered) ; a market salesman's light mackintosh coat; 1 pair of leggings; and marking wins— JOHN ALLEN, alias LONG JACK, age 30 to 35, height about 5 ft. 11 in., slight build, complexion fresh, hair and small moustache light. A cattle drover. Well known at markets and fairs. Stays- at common lodging- houses. Warrant issued. Information to Chief Constable Farmery, Canter- bury. 25.— Folkestone ( Borough).— For stealing fronv, lodgings, between 16th and 22nd ult., 6 silver teaspoons; 3 old- fashioned silver tablespoons; 2 sil- ver dessert spoons ( all plain pattern) ; 1 gold bracelet; 1 square gold brooch, set green stones ; 1 gold minia- ture brooch, with dark hair; 1 long gold chain, small link pattern; 1 coral brooch, with gold rim— A manj who gave the name of CHAMP BIRCH, alias BUR- TON, age about 30, height 5 ft. 8 or 9 in., slight, build, complexion sallow, hair and slight moustache dark; dress, light brown jacket ( with dark brown velvet collar), dark trousers, black hard felt hat, lace boots. Left for Charing Cross on 22nd inst. Ac- companied by his wife, age 26, height 5 ft. 4 in., complexion fair, hair dark, eyes blue ; dress, greenish cape ( with 2 rows of brown fur on collar), black dress, black hat trimmed black velvet and feathers; and a child about 2 years old. Had with them a fancy brown wicker mail cart, with brown hood; a child's bath; a black box, with white letters " B. K. B." : a long portmanteau, with letters " B. K. B."; and w small black hand- bag. Warrant issued. Information to Supt. Taylor, Folkestone. LANCASHIRE. MURDER. 26.— Burnley ( County).— Woodcut portrait and description of FREDERICK NOWELL, whose apprehension is sought for murder, age 34, height 5 ft. 5 or 6 in., complexion fresh, hair sandy ( bald on front of head), clean shaven ( supposed wearing a false beard and moustache, imitation black hair mixed with grey, and reaches 3 or 4 in. below the chin), eyes blue, F. N. tattooed inside left forearm ; FMOAY, MARCH 12, 1897. - T H E POLICE GAZETTE. 3 dress, black serge reefer jacket and vest, dark brown check trousers, black and green tie, low shoes. Is supposed to have gone to Scotland. The photograph was taken a few years ago. Information to Supt. Barnett, County Police Office, Burnley. 27.— Bolton ( County).— For stealing, between 17th and 18th ult., a dark Irish frieze over- coat, velvet collar, usual pockets, breast pocket on left side, coat has been turned, grey flannel mix- lure lining, no sleeve linings— A MAN, age about 27, complexion pale, thin features ; dress, dark jacket, grey mixture trousers, dark cap and clogs. He took lodgings, stating he was a labourer at the Wigan • Coal and Iron Company, Aspull. Information to Supt. Leeming, Bolton. 28.— Kirkham ( County).— For stealing 5 ewes •'( recovered)— A MAN, a<; e 22, height 5 ft. in., com- plexion fresh, hair sandy, eyes blue, mole lower part of belly ; wearing a brown overcoat and cap, lace boots. May be found at common lodging- houses. Information to Supt. Ormerod, Kirkham. LEICESTERSHIRE. 29. — Leicester ( Borough).— For stealing, 17th • ult., from lodgings, a brown Gladstone bag; 1 black oxydised watch, enamelled face; 1 pair grey tweed trousers; 1 pair brown plaid cycling knickers; 1 pair grey cycling stockings; 1 pair grey box- cloth leggings; 1 pair brown leather ditto; 1 crocodile skin cigar- case; 1 five- chambered revolver, centre fire; 1 silver watch, chased back ; 2 gold rings ( 1 chain, 1 keeper) WOOLLEN, alias WAG- STAFF, age 22, height 5 ft. 9 or 10 in., slight build, complexion fair, large nose, clean- shaved, prominent eyes, slight impediment in speech; dress ( when last seen), black jacket and vest, grey trousers, black- and- white check cap.
