POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, FEBRUARY 12, 1897. VOL. XIV., No. 1370. REG- TJ LATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. • 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon thfm by another force. - 3, Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15 « . per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense • of engraving on wood. < 5. Every announcement, if for the apprehension of a person, must be guaranteed by the. signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in f orce against, him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. V. Announcements concerning stolen property muU be guaranteed by an officer of not less rank than Insjiector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. Theforcewhich causes particulars concerning delinquents or sto'en property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to ike Editor notice of the fact, referring to the number of the anr. * uncementfor insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be dearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond ck Co.," Post Office Order payable at Parliament- it., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the • circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— , 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitian Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly • expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE,— There are 180 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— A Division.— For stealing, 29th ult., a quan- tity of jewellery and a blueserge dress— ANNIE SAN- SOM, age 38, height 5 ft. 6 in., complexion sallow, hair dark brown, eyes brown, very thick hands ( as though deformed or crushed), nails short and black, quiet manner and appearance; dress, blue serge dress, blue blouse with white spots, black bonnet trimmed white flowers. A Cook. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. AYRSHIRE. 2.— Ayr ( County).— Woodcut portrait and description of HUGH McLEAN, or DAVIDSON, alias GRANT and WILSON, whose apprehen- sion is sought for stealing, 15th ult., a pony and cart ( recovered), age 30, height 5 ft. 3 in., stout build, complexion fresh, hair black, slight moustache dark, eyes dark grey, several small cut marks on back of head, one scar extending from crown 2 in. down right side, and one from crown 1 in. down left side of head, tattooed cross on right upper arm, " H. M. L." in hollow of elbow, two anchors, bust of a man, cross with " P. S. P." and " R. C. A. B." underneath on forearm; half bracelet on wrist, " My true love " within circle on back of hand, ring on two middle fingers, cross on left upper arm, ship in full sail, rose, man- o'- war's man, anchor, cross flags, and " In Memory of my Mother " on fore- arm, bracelet on wrist, " II. M. C." between forefinger and thumb, ring on each finger, and patch of tattooing on back of left hand; dress, blue serge jacket and vest, dark tweed trousers, blue spotted cravat, dark tweed cap. A miner. Was discharged with ignominy from the Royal Navy about ten years ago. Warrant issued. Information to the Chief Constable of Ayrshire, Ayr. BERKSHIRE. 3.— Newbury ( County).— For stealing, 30th ult., £ 8 5s.— WALTER HENRY BULL, age 40, height 5 ft. 5 in., complexion fresh, hair and whiskers brown, moustache sandy; dress, dark coat, dark check trou- sers, brown cap, old boots; of dirty appearance, walks lame, and carries a drover's stick. A labourer. Warrant issued. Information to Supt. Robotham, Newbury. 4.— Reading ( Borough).— For stealing from his lodgings a silver geneva watch, No. 3369191— A man who gave the name of FREDERICK SILVER- STONor SYLVESTER, aged 36, height 5 ft. 7 or 8 in., complexion fair, hair and moustache light, ears large and prominent, large wart right side of forehead; dress, double- breasted dark plaid jacket and vest, lined with blue serge, light tweed trousers, stand up collar, dark tie, black hard hat, nearly new military boots. He represented that he was a tailor, and was travelling for Lewis and Co., Clothiers, London ; and had coupons in his possession, which he gave to persons whom he measured for clothing on payment of 2s. 6d. Stated that he was going to Guildford. Warrant issued. Information to Head Constable Tewsley, Reading. BUCKINGHAMSHIRE. 5.— Aylesbury ( County).— For deserting their wives and children, leaving them chargeable to the Aylesbury Union— DANIEL CHERRY, age 35. height 5 ft. 9 or 10 in., complexion fresh, hair and side whiskers brown. A labourer; native c f West- cott. May be found at the new railway works, St. John's Wood. ROBERT ERNEST BRIDGES, age 21, height 5 ft. 7 or 8 in., complexion fresh, hair ( curly) and moustache dark, very dark thick eye- brows, mole back of neck, walks erect. May be found at Hammersmith. Warrants issued. Information to Supt. Pitson, Aylesbury. CHESHIRE. 6.— Oakmere ( County).— For obtaining, by false pretences, between 1st and 5th inst., at Over, food and lodgings, also a gentleman's silver lever watch, " Presented to Julius Pickstock" and probably " Winsford" scratched inside cafe — A man who gave the name of ERASTUS SAMUEL HOOLE LEWIS, age about 40, height 5 ft. 4 or 5 in., complexion, hair ( bald on top) and beard of about a week's growth, dark; of good ad- dress ; dress, dark jacket and vest of rough material, black worsted trousers ( worn at knees), blue collar and front with white spots, blue muffler with white 2 T H E POLICE G A Z E T T E . . Warrant issued. 7.— Oakmere ( County). — For embezzling £ 29 16s. on 23rd November last-^ IOHN CHALLENOR, age about 36, height 5 ft. 8 in., rather stout build, com- plexion fresh, full face, hair ( cut short) light brown, eyes grey, speaks quickly, sometimes Btammers, swings his right arm freely when walking; dress ( generally), light tweed suit, cap, and brown leather leggings. Native of Frodsham. Late Assistant Overseer of the Township of Frodsham Lordship. Absconded about 1st ult. Warrant issued. Information to Supt. Johnson, Oakmere. DERBYSHIRE. 8.— Glossop ( Borough).— For deserting his wife and family, leaving them chargeable to the Glossop Union— WILLIAM THOMAS RODGERS, age 34, height 5 ft. in., complexion sallow, hair ( bald on top) dark brown, eyes hazel, mole left of neck. A tailor. Is fond of drink. Warrant issued. Information to Chief Constable Hodgson, Glossop. DEVONSHIRE. 9.— Exeter ( County).— Woodcut portrait and description of JOHN HENRY PHILLIPS, a medical herbalist, late of Stonehouse, Plymouth, whose ap- prehension is sought for failing to surrender to his bail, charged with attempted abortion, age about 45, height 5 ft. 7 in., stout build, full blotchy face, red nose, hair ( turning grey) and moustache dark, eyes dark brown, rather large head; appear- ance of a heavy drinker; dress, dark overcoat and suit flat- topped felt hat, wears a ring with ( sup- posed) blue stone on third finger left hand. He left Plymouth by night- mail train on 17th, and was seen at Paddington on morning of 18th ult. ( He looks older than in above portrait.) May endeavour to leave the country. Warrant issued. GLAMORGANSHIRE. 12.— Barry Dock ( County).— Licence Holder THOMAS PEALLCE, Office No. 3^ 06- 96 ( see GAZETTE, 1st ult., Case No. 15), not now wanted. HAMPSHIRE. 13.— Portsmouth ( Borough).— For stealing a dressing- bag ( recovered) — Expiree CHARLES SCHMiDT, alias CHARLES LAMBETH, JOHN ROBERTS and CHARLES ANDERSON, Office No. 3170- 96, ago 69, height 5 ft. 8J in., complexion fair, hair and eyes grey, scar back of neck, left groin and on each knee, wart left side of nose and rignt side of neck, fleshy lump front of right wrist, ruptured both sides; dress, dark blue overcoat, black felt hat ( flat top). Sentenced at Exeter Assizes, 22nd July, 1892, to 3 years penal servitude, for larceny. Licenced 20th October, 1894, and has since been convicted at Hastings, Brighton, and Exeter. G L S 326. Warrant issued. 14.— Portsmouth ( Borough).— For obtaining, by false pretences, 29th ult., a coat and vest — GEORGE WILLIAMS, * age ubout 21, height 5 ft. 6 or 7 in., complexion sallow, hair dark, walks badly ; carried one hand in a sling; dress, dark clothes, dark skull cap. Stated he had come from London, where he had been employed at an exhibition. May be found at casual wards or common lodging- houses. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. 15.— Southampton ( Borough).— For stealing 7 £ 5 Bankof England notes, numbers included in the fol- lowing, 29896, 7, 8, 9, 29900, dated 10th August, 1896; 31205, 31521, dated 3rd August, 1896, and 65002, dated 4th August, 1896; 1 gentleman's gold watch; 1 silver- mounted walking- stick, in- scribed " From Will to Jose"; 1 gentleman's gold signet ring, and 1 pair silver links, with crest " A demi- lion"; 1 gold- mounted umbrella; 1 silver- mounted umbrella, and a quantity of household linen, marked " L. Hepworth "— DANIEL DAVID WEBB. alias JEWETT and TAFF WEBB, age 37, height 5 ft. 7 or 8 in., complexion very florid, hair, whiskers and moustache ( closely cropped) sandy, eyes blue; dress, fawn- colour dust- coat ( with velvet collar), blue serge suit, yachtsman's peak cap, brown boots. A seaman. Will probably be wearing the stolen watch and ring, and carrying the walking- stick. May be accompanied by his wife, age 36, height 5 ft. 2 or 3 in., complexion, hair and eyes dark, sharp features, turn- up nose; dress, black three- quarter length jacket with puff sleeves, dark skirt, black felt turban hat, sable band, trimmed with feathers. Warrant issued. Information to the Chief Constable, Southampton. DURHAM. 10.— South Shields ( Borough).— For stealing, 6th inst., a lady's gold geneva watch, No. 110816, white dial, black figures, flowered back, a lady's small round link pattern gold chain attached— JOHN DAGLISH, alias TRACEY, age 40 to 50, height 5 ft. 9 or 10 in., complexion fair, hair ( inclined to curl and turning grey) and moustache ginger, slightly bald; dress, black jacket and vest, dark brown check trousers, dark cap, blue muffler. Has in his possession a workman's tin bottle, " J. D." on brass plate thereon. He takes lodgings, represent- ing that he is working for the Telephone Company. Information to Chief Constable Morant, South Shields. ESSEX. 11.— Southend- on- Sea ( County).— For stealing 4 pairs of seamen's top- boots ( recovered)— GEORGE HRANS0N, alias BRANSCOMBE, age 31, height about 5 ft. 6 in., complexion, hair, slight moustache ( clipped) and eyes dark, hollow face, high cheek- bones, cut scar on lip, of military appearance; dress, ? u ™ ey jacket> drab fustian and black vests, tight- fitting dark check trousers, dark blue soarf with white spots, black cap ( small knob on top), navvy s boots. Native of Gravesend, Kent. Warrant issued. Information to Supt. Simmonds, Southend- on- Sea. other 7 months; and 3 boys, ages 10, 6, and 5 years respectively). Warrant issued. Information to Chief Constable Mackintosh, Maid- stone. » 19.— Tunbridge Wells ( Borough).— For stealing, a £ 10 Bank of England note ( recovered), and a £ 5 note, No. 31281— HARRY YEATES, age 38, height 5 ft. ll'J in.,' complexion dark, hair, whiskers and moustache dark brown, eyes blue; dress, grey cloth jacket and vest, corduroy trousers, black hard felt hat, or grey cap. A shoemaker; has been working- as a sale porter. Absconded 5th inst. Warrant issued. Information to Chief Constable Prior, Tunbridge- Wells. ISLE OF ELY. 16.— Wisbech ( County).— For larceny ( bailee)— JACK LANGSTAFF, age 35, height 5 ft. 7 or 8 in., complexion fresh, hair, moustache and eyes brown, walks erect; dress, long dark overcoat ( with velvet collar), black diagonal coat and vest, black- and- blue mixture trousers, hard felt hat or light cap, lace boots; usually carries an orange- wood walking- stick with black horn handle, and has with him a small black bag. A draper's assistant; states he is a native of Hull. He has obtained several sums of money by pretending that he is about to receive a large sum, and is also heir to an estate at Whitby. Absconded 30th ult. Warrant issued. Information to Deputy Chief Constable Dockerill, Wisbech. ISLE OF WIGHT. 17.— Newport ( County).— For stealing, 22nd ult., £ 13 10s. from her lodgings, at Yarmouth.— ADA CANNELL, age 29, height 5 ft. 4 or 5 in., slight build, complexion pale, hair dark brown, eyes dark, one tooth decayed on left side of upper jaw; dress, green dress, fawn jacket, or crimson cloth cape lined light fur and black fur collar, green hat with white hoops; a school- teacher. Supposed to have left Portsmouth for Victoria by the 12.10 p. m. train, 22nd ult. May be accompanied by her two stepdaughters, ages 19 and 16 ; 2 girls, ages 8 and 6, and 2 boys, ages 4 and 2. Warrant issued. Information to the Chief Constable, Newport, Isle of Wight. LANCASHIRE. 20.— Chorley ( County).— For larceny— A MAN,, age about 44, height 5 ft. 2 or 3 in., complexion fresh, hair brown, moustache light; dress, light mixture coat and trousers, dark muffler, black velvet cap, odd lace boots. A native of Lancaster. Frequents- common lodging- houses. Information to Supt. Norris, Chorley. 21.— Garstang ( County).— For embezzlement, 2nd inst.— EDWARD ROBINSON, age .28, height 5 ft. 4 or 5 in., complexion fresh, hair light, round shouldered, stoops slightly; dress, grey cloth suit ( trousers are darker than jacket and vest), black and white woollen scarf, brown cap, new lace boots. Native of Hornby, near Lancaster. May seek em- ployment as a farm labourer. Warrant issued. Information to Supt. Bourke, Bowgrave, Garstang. 22.— Liverpool ( City).— For failing to report— Licence Holder THOMAS WOODS, alias GEORGE FAUVEL and CHARLES HAYNES, Office No. 3699- 96, age 33, height 5 ft. 6£ in., complexion dark, hair black, eyes dark brown, flag front of right fore- arm, blue line back of left forearm, E back of left hand, right forefinger deformed at 1st joint. Sen- tenced, at Central Criminal Court, 6th March, 1893, to 5 years penal servitude, for burglary. Licenced 8th December, 1896. N T 522. Information to the Head Constable, Detective De- partment, Liverpool. 23.— Bolton ( Borough).— Portraits and descrip- tions of CHARLES SMITH IIANLON and EMILY SMITH HANLON, against whom Bench Warrants are issued for failing to surrender and take their trial at the Quarter Sessions for this Borough, held on the 14th January, 1897, charged with stealing one umbrella from " the person. CHARLES SMITH HANLON is identical with Expiree GEORGE ROLAND, alias PETER SMITH, WILLIAM BARNES, ARTHUR COOPER, FRANK SMITH, CHARLES HOWARD and GUY HARDIE, Office No. 46781, age 40, height 5 ft. 8 in., complexion sallow, hair brown, eyes brown, white scar right tem- ple, and scar back of neck. A native of Dublin ; and hawks artificial jewellery. Sentenced at Beverley Sessions, 3rd January, 1888, to 7 years penal servi- tude for larceny ( person). Licenced 29th June, KENT. 18.— Maidstone ( Borough).— For neglecting their children— CHARLES BARHAM, age 32, height 5 ft. 7 or 8 in., complexion dark, moustache ginger ; dress, dark coat, corduroy trousers, black hard felt hat. A furnace- hand. ELIZABETH BARHAM, age about 30, complexion dark, very thin ( supposed to be wearing dark clothes). They are accompanied by five children ( two girls, one age 13 years, the 1894. 618. The woman is wife to the- above, and is identical with Expiree C'LAllA BLACK, alias EMILY BRENNAN, EMILY WHITE, EMILY CAM- DEN, SARAH WILSON, EMILY ROBINSON, EMMA HURST, CLARA BAXTER and NORA HAR- DIE, Office No. 43619, age 40, height 4 ft. 11 in., complexion very fresh, hair brown ( bleached yellow), eyes grey, small indentation palm of left hand, mole i- ight of month. Born in Queen's County, Ireland. Sentenced at Beverley ( East Riding, Yorkshire) Ses- - sions, 3rd January, 1888, to 7 years penal servitude for larceny { person). Licenced 3rd September, 1892. O 1. Sentenced at Edinburgh, 21st April, 1893, to • 60 days and remanent of 851 days, and at Oswestry, 14th December, 1894, to 3 months. 24— Bolton ( Borough).— For manslaughter— ERNEST O'NEIL, alias FAT HINEY, age about 29, height 5 ft. 4 or 5 in., stout build, complexion fresh, full features, slightly bald; dress ( when last seen, 9th ult.), light suit, sleeve vest, light overcoat, brown felt hat and boots ; wore a heavy silver buckle ring. A horse dealer; travels the country with a van, in which he and his wife live. Is well known throughout England, Scotland and Wales. Warrant issued. Information to Chief Constable Holgate, Bolton. 25.— Salford ( Borough).— For stealing, 4th inst., £ 2 5s. 5d. ( by trick)— A MAN, age about 28, height 5 ft. 10 in., heavy moustache dark ; well- dressed, wear- ing a black overcoat. He calls at a shop, represent- ing himself to be the landlord of a neighbouring hotel, gives an order, and instructs the manager to forward the goods, together with change for a sovereign, also to send one or two pounds in silver, for which he will return gold. He meets the assist ant on his way to the hotel, and obtains tlie money, giving liiin gilded shillings in return. WTarrant issued. Information to the Chief Constable, Town Hall, Salford. MONMOUTHSHIRE. 26.— Tredegar ( County).— For stealing ( bailee) 2 geneva watches, Nos. 106069 and 248269— WIL- LIAM LEWIS, alias JONES, age about 33, height 5 ft. 2 or 3 in., complexion dark, full face, hair dark brown, clean- shaved, slight cast left eye; speaks Welsh ; dress, dark blue serge suit, dark green dust • coat, black bowler hat, canvas- top shoes ; carries a small bag. Supposed a native of Merthyr. Warrant issued. Information to Supt. Allen, Tredegar. MONTGOMERYSHIRE. 27.— Welshpool ( County).— For deserting his • children, leaving them chargeable to the Llanfvllin Union— EDWARD DAVIES, age 47, height 5 ft. in., complexion sallow, hair dark brown ( turning • grey), eyes grey ( right eye rather small), cut mark right side of chin, first finger of right hand deformed. A labourer. May be found in South Wales. Warrant issued. Information to the Deputy Chief Constable, Welsh- pool ; or Sergeant Meredith, Llanfyllin. PEMBROKESHIRE. 28.— Haverfordwest Castle ( County).— For de- serting hie wife and children, leaving them charge- able to the Pembroke Union— JOHN LEONARD, age - 38, height 5 ft. in., complexion dark, hair black, eyes hazel, scar under right eye. A painter; native of Tenby, Pembrokeshire. May be found playing a harp at public- houses, accompanied by his father, - who plays a violin, and his son, aged 16, with bones. ' They are supposed to be in Glamorganshire. Warrant issued. Information to the Chief Constable, Haverford- west Castle. SOMERSETSHIRE. 29.— Dunster ( County).— For larceny, 27th ult., at Luxborough— A man known as SAMMY, correct name suposed to be SAMUEL HART, age about 35, height 5 ft. 5 or 6 in., stout build, complexion and hair dark, moustache brown, may be wearing short beard; is very talkative; dress, dark jacket, light vest, cord trousers, leggings, and cap; may be wearing old dark cloth trousers ( much patched). A labourer; native of West Somerset. Has worked at lime- kilns and on farms, and has recently been hawking paper, buttons, hat- pins, etc., or exchanging them for rabbit skins. Left Barnstaple on 31st ult., and is supposed to have gone in direction of Cornwall. Warrant issued. Information to Supt. Porry, Dunster.
