All announcements for insertion in the POLICE GAZETTE, and. all communications upon them, should be addressed to THE EDITOR OF TILE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. • 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6cI. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the. signature of an officer of not less rankthan Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, < rr his immediate deputy, of the county, city, or boroitgh, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements ofaV f^ ersons to be apprehended or of stolen property bear a number, and are alphah'. tically arranged by counties. 9. Theforcewhich causes particulars concerning delinquents or stolen property to bt inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the anr. mncemeidfor insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque crossed " Drummond cb Co.," Post Office Order payable at Parliament- st., Postal Order or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 126, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at onoe notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of • crime, whether printed and issued by the Metropolitian Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly • expressed in relation to the following points— fa) The amount of the reward. ( b) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 180 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— F Division.— For obtaining money by false pretences— A MAN, age 25, height 5 ft. 7 in., com- plexion fresh, clean- shaved, hair dark, eyes grey; dress, dark jacket suit, black felt hat. He represents himself to be a carman, in the employ of the Great Western Railway Company, and calls at houses with a parcel, for the carriage of which he obtains pay- ment. The parcel, on being opened, is found to con- tain bricks, etc. Warrant issued. 2.— S Division.— For embezzling £ 2 Cs. 8d. and other sums— ALBERT PANGBOURNE, age 23, height 5 ft. 4 or o in., complexion fair, hair light, eyes grey; dress, blue serge suit, light tweed cap, lace boots. Native of Tring, Herts. Warrant issued. 3.— W Division.— For embezzling £ 30— W. J. TAYLOR, age 30, height 5 ft. 7 in., complexion and hair brown; dress, dark clothes, round felt hat. Native of Gestingthorp, Essex. Warrant issued. 4.— Y D i v i s i o n.— For embezzlement— ANDREW WOOD SMITH, age 40, height 5 ft. 7 in., complexion fresh, hair, side whiskers and moustache light sandy; dress, blue melton overcoat with velvet collar, black diagonal jacket and vest, dark tweed trousers, black hard felt hat, lace boots. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. HAMLYN, alias HENRY MILLER, A. H. STONE, etc., late of 14, Hoi born, and Matford Hall, Exeter, whose apprehension is sought for failing to surrender to his bail, 12th ult., charged with fraud ; age about 30, height 5 ft. 7 in., slight build, complexion fair, hair and moustache light, eyes ( rather sunken) hazel, mumbles when speaking; dresses well. DEVONSHIRE. 11.— Exeter ( County).— Woodcut portrait and description of JOHN HENRY PHILLIPS, a medical herbalist, late of Stonehouse, Plymouth, whose ap- prehension is sought for failing to surrender to his bail, charged with attempted abortion, age about 45, height 5 ft. 7 in., stout build, full blotchy face, red nose, hair ( turning grey) and moustache dark, eyes dark brown, rather large head; appear- ance of a heavy drinker; dress, dark overcoat and suit, flat- topped felt hat, wears a ring with ( sup- ISLE OF WIGHT 21.— Newport ( County).— For stealing, 22nd ult., £ 13 10s. from her lodgings, at Yarmouth, Isle of Wight— ADA CANNELL, age 29, height 5 ft. 4 or 5 in., slight build, complexion pale, hair dark brown, eyes dark, one tooth decayed on left side of upper jaw ; dress, green dress, fawn jacket, or crimson cloth cape lined light fur and black fur collar, green hat with white hoops; a school- teacher. Supposed to have left Portsmouth for Victoria by the 12.10 p. m. train, 22nd ult. May be accompanied by her two stepdaughters, ages 19 and 16 ; 2 girls, ages 8 and 6, and 2 boys, ages 4 and 2. LANCASHIRE. 22.— Bolton ( Borough).— Portraits and descrip tions of CHARLES SMITH HANLON and EMILY BERKSHIRE. 8.'— Newbury ( County).— For stealing, 30th ult., £ 8 5s.— WALTER HENRY BULL, age 40, height 5 ft. 5 in., complexion fresh, hair and whiskers brown, moustache sandy; dress, dark coat, dark check trou- sers, brown cap, old boots; of dirty appearance, walks lame, and carries a drover's stick. A labourer. Warrant issued. Information to Supt. Robotham, Newbury. 9.— Reading ( Borough).— For stealing from his lodgings a silver geneva watch, No. 3369191— A man who gave the name of FREDERICK SILVER- STON or SYLVESTER, aged 36, height 5 ft. 7 or 8 in., complexion fair, hair and moustache light, ears large and prominent, large wart right side of forehead; dress, double- breasted dark plaid jacket and vest, lined with blue serge, light tweed trousers, stand up collar, dark tie, black hard hat, nearly new military boots. He represented that he was a tailor, and was travelling for Lewis and Co., Clothiers, London ; and had coupons in his possession, which he gave to persons whom he measured for clothing on payment of 2s. 6d. ESSEX. 12.— Southend- on- Sea ( County).— For stealing 4 pairs of seamen's top- boots ( recovered)— GEORGE BRANSON, alias BRANSCOMBE, age 31, height about 5 ft. 6 in., complexion, hair, slight moustache ( clipped) and eyes dark, hollow face, high cheek- bones, cut scar on lip, of military appearance; dress, old monkey jacket, drab fustian and black vests, tight- fitting dark chfcck trousers, dark blue scarf with white spots, black cap ( small knob on top), navvy's boots. Native of Gravesend, Kent. Warrant issued. Information to Supt. Simmonds, Southend on- Sea. FIFESHIRE. 13.— Cupar ( County).— For obtaining food and lodgings by false pretences— HENRY LITTLETON, alias CAPTAIN ROBERTSON, STEVENS, RICHARD, etc. ( 1039- 93, and Scottish Register, 47- 96), age 27, height 5 ft. 6J in., full face, hair brown, slight moustache light, eyes dark, rather heavy and sullen expression, burn mark on wrist and back of left hand, 1st and 3rd fingers are con- tracted. Warrant issued. Information to Chief Constable Bremner, Cupar. HAMPSHIRE. 14.— Aldershot( Coun(?/).— For larceny, 21st Dec. — ARTHUR SCOTT, age 27, height 5 ft. 10 in., slight build, complexion pale, hair dark brown, eyes blue, slight moustache, 2 teeth project slightly, cut mark under chin and on right 3rd finger, 2 small moles on right forearm; dress ( when last seen), grey overcoat, light trousers, light blue peak cap. An Army Reservist of the 3rd Dragoon Guards. May seek employment as a waiter, or may be found in company of theatricals. Native of Southwark. His modus operandi is to call at houses, stating he is a collector for the local gas company, and has come to collect the money from the automatic meter, he opens the meter by cutting the lead fastening, and steals the contents. May be carrying a yellowish carpet bag, which is supposed to contain his tools. Warrant issued. Information to Supt. Miller, Aldershot. 15.— Winchester ( City)— Woodcut portrait and description of ALFRED OFFER. whose apprehension is sought for embezzlement, age 47, height 5 ft. 5 in,, stout build, complexion fresh, hair ( cut short, turning grey), moustache and eyes brown, full face, high forehead, right eyebrow missing, several pock- marks on face, short neck and legs ; dress ( when last seen, 7th ult.), dark blue chesterfield overcoat ( black vel- vet collar), dark cloth trousers, dark brown soft felt hat with wide brim. Had with him a new brown leather portmanteau, a small black hand- bag, and 3 paper parcels, containing a new grey worsted cloth suit ( morning coat), a black serge suit, 2 pairs of lace boots, a black mackintosh, walking stick, umbrella and a large pair of field- glasses. A master painter; native of Winchester. A Past Provincial Grand Master of the Manchester Unity of Oddfellows; late Secretary of the Industry of Hants Lodge, and has in his possession about £ 200 belonging to that Society. Associates with betting men. Is fond of billiards. The photograph was taken about 9 years ago. Warrant issued. Information to Supt. Felton, Winchester. 16.— Portsmouth ( Borough).— For obtaining, by false pretences ( telling fortunes) a lady's 14- carat gold watch, No. 551, plain dial, flowered back, gold albert, with bar and swivel, 2 gold hearts attached— A woman, name ( supposed) AMELINA BARNEY, age about ^ 30, he; ght 5 ft. 1 or 2 in., well- built, com- plexion and hair dark; dress, grey shawl and dress, black hat, wears a large white apron. Carried a baby in her shawl, and had with her a small square open basket containing coloured glass ornaments. Travels the country, with her husband, in a dark van, drawn by a brown horse. Information to the Chief Constable, Town Hall, Portsmouth. 17.— Southampton ( Borough.)— For obtaining goods by false pretences— W. WARD, alias COL- LINS, age 30 to 33, height 5 ft. 3 or 4 in., com- plexion pale, hair ( very thick and frizzy at sides, thin on crown of head) and moustache light; speaks with north country accent. He opens a general dealer's shop, and orders goods from tradesmen ; afterwards disposes of the shop and goods, and de- camps. Warrant issued. IS.— Southampton ( Borough).— For larceny— GEORGE GALPIN, age 14, height 4 ft. 2 rr 3 in., complexion fair, hair and eyes brown, dimple on chin ; dress, grey plaid jacket and vest, check trousers ( patched at knees), light cap, woman's boots. Warrant issued. Information to the Chief Constable, Southampton. HERTFORDSHIRE. 19.— St. Albans ( City).— For obtaining money by false pretences— A WOMAN, age 40 to 50, short, complexion fresh, hair ( grizzled) grey, eyes grey, spoke with very strong Scotch accent; dress, black jacket, dirty drab skirt, black hat, cloth boots or gaiters. Carried a black and white sunshade. Warrant issued. Information to Head Constable Blatch, St. Albans. ISLE OF ELY. 20.— Wisbech ( County).— For larceny ( bailee)— JACK LANGSTAFF, age 35, height 5 ft. 7 or 8 in., complexion fresh, hair, moustache and eyes brown, walks erect; dress, long dark overcoat ( with velvet collar), black diagonal coat and vest, black- and- blue mixture trousers, hard felt hat or light cap, lace boots; usually carries an orange- wood walking- stick with black horn handle, and has with him a small black bag. A draper's assistant; states he is a native of Hull. He has obtained several sums of money by pretending that he is about to receive a large sum, and is also heir to an estate at Whitby. Absconded 30th ult. Warrant issued. Information to Deputy Chief Constable Dockerill, Wisbech. BEDFORDSHIRE. 7.— Ampthill ( County).— For fowl stealing, 15th ult.— FREDERICK WEBB, age 26, height 5 ft. 4 in., complexion dark, hair dark brown, eyes dark, walks badly, carries his head forward ; dress, dirty cord jacket, dark vest, grey trousers, light cloth cap. Native of Maulden, Beds. ' WILLIAM PAGE, age 26, height 5 ft. 6 in., complexion pale, hair dark brown, eyes grey, tattooed cross, dove, etc., on right arm, walks smartly; dress ( supposed), double- breasted blue cloth jacket, brown cord trousers, light cloth cap, lace boots. Native of Marston, Beds. Has served in the Army. Warrant issued. Information to Deputy Chief Constable James, Ampthill. with ignominy from the Royal Navy about ten years ago. Warrant issued. STAFFORDSHIRE. 26.— Burton- on- Trent ( County).— For stealing, between 4th and 12th ult., 3 hand- carts— WIL- LIAM GRETTON, alias WILLIAM SUTTON, age about 33, height 5 ft. 7 in., stout build, complexion fresh, oval face, hair brown, moustache sandy; dress, black cardigan jacket, dark cloth trousers, with grey stripes, white collar and tie, black hard hat. Wore a fishmonger's blue apron. He hired the carts for the purpose of hawking fish, and afterwards sold them. Warrant issued. Information to Supt. Hicklin, Burton- on- Trent. 27.— Sto k e- u po n - Tre n t( County).— For shopbreak ing— FREDERICK TIDESWELL, alias LEVITT, age 43, height 5 ft. 7f in., slight build, complexion fair, hair brown, clean- shaved, eyes grey, scar on top and left side of head, scrofula left side of neck, two scars right side of chest, right wrist, thumb and loin, scar on- right shin, left elbow and knee, and left side of forehead, ulceration on right foot, varicose veins left calf; dress, short dark jacket, white buck- skin or cord breeches, brown cashmere leggings brown cap. A native of Stoke upon- Trent. Carries a bundle tied up in a red- and- white spotted handker- chief. Has been employed in a racing stable, and is now tramping the country, visiting public- houses offering tips for sale. Is accompanied by a woman, age about 18, height 5 ft.; dress, black jacket, red dress, sailor hat, trimmed red- and- black ribbon. Warrant issued. Information to Supt. Harding, Stoke- upon- Trent. 28.— Newcastle- under- Lyme ( Borough).— For obtaining money by false pretences— H. WATSON, age about 40, height 5 ft. 9 in., complexion fresh hair, straggling whiskers and moustache dark plausible manner; dress, dark clothes. He calls upon solicitors, representing himself to be a can- vasser and collector for the " London Directory of Commercial Trades," 92, Queen Victoria Street, obtains ten shillings for a copy of the book, and gives a receipt upon a printed form. Warrant issued. Information to Chief Constable Taylor, Newcastle- under- Lyme. £ 25 REWARD. 29.— Walsall ( Borough).— For burglary, 19 th age 25, height 5 ft. 11 in., complexion fresh, hair light brown, eyes ( cast in left) grey, burn scar on right upper arm. A tube drawer, WTALTER PUGH, age 23, height 5 ft. 6 in., complexion fresh, long features, hair and eyes brown, clean shaved, scar outside left eyebrow, tattooed ring on left middle finger and on back of wrist, a painter. JOHN TRAINOR or LESVIS, age 40, height 5 ft. 4| in., complexion fresh, hair dark brown, clean shaved, eyes blue ; a racecourse thief, was con- victed of housebreaking at Leicester Sessions in October, 1894. These men are well- known housebreakers. They may be found at race meetings, or may be charged with being drunk and disorderly, in which case they would purposely abstain from paying the fines in order to be sent to prison out of the way for a few days. ' 1 hey committed similar offences at Coventry and Stone ; directly after the Stone robbery Robey went to Barrow- in- Furness, where he stayed at a common lodging- house. Warrant issued. Information to Chie; Constable Taylor, Walsall, by whom the above reward will be paid for such information as will lead to the arrest of the above men and recovery of the property, or in proportion to the amount recovered. SMITH HANLON, against whom Bench Warrants are issued for failing to surrender and take their trial at the Quarter Sessions for this Borough, held on the 14th January, 1897, charged with stealing one umbrella from " the person. CHARLES SMITH HANLON is identical with Expiree GEORGE ROLAND, alias PETER SMITH, WILLIAM BARNES, ARTHUR COOPER, FRANK SMITH, EMMA HURST, CLARA BAXTER and NORA HAR- DIE, Office No. 43619, age 40, height 4 ft, 11 in., complexion very fresh, hair brown ( bleached yellow), eyes grey, small indentation palm of left hand, mole right of mouth. Born in Queen's County, Ireland. Sentenced at Beverley ( East Riding, Yorkshire) Ses- sions, 3rd January, 1888, to 7 years penal servitude for larceny ( person). Licenced 3rd September, 1892. Ol. Sentenced at Edinburgh, 21st April, 1893, to .60 days and remanent of 851 days, and at Oswestry, 14th December, 1894, to 3 months. , 23.— Bolton ( Borough).— For manslaughter— ERNEST O'NEIL, alias FAT HINEY, age about 29, height 5 ft." 4 or 5 in., stout build, complexion fresh, full features, slightly bald; dress ( when last seen, 9th ult.), light suit, sleeve vest, light overcoat, brown felt hat and boots ; wore a heavy silver buckle ring:. A horse dealer; travels the country with a van, in which he and his wife live. Is well known throughout England, Scotland and Wales. Warrant issued. Information to Chief Constable Holgate, Bolton. MONMOUTHSHIRE. 24.— Tredegar ( County).— For stealing ( bailee) 2 geneva watches, Nos. 106069 and 248269— WIL- LIAM LEWIS, alias JONES, age about 33, height 5 ft. 2 or 3 in., complexion dark, full face, hair dark brown, clean- shaved, slight cast left eye; speaks Welsh; dress,- dark blue serge suit, dark green dust coat, black bowler hat, canvas- top shoes; carries a small bag. Supposed a native of Merthyr. Warrant issued. Information to Supt. Allen, Tredegar. SOMERSETSHIRE. 25.— Dunster ( County).— For larceny, 27th ult., at Luxborough— A man known as SAMMY, correct name suposed to be SAMUEL HART, age about 35, height 5- ft. 5 or 6 in., stout build, complexion and hair dark, moustache brown, may be wearing short beard ; is very talkative; dress, dark jacket, light vest, cord trousers, leggings, and cap; may be wearing old dark cloth trousers "( much patched). A labourer; native - of West Somerset. „ Has worked at lime- kilns rind oil farttis, aiid lias reoeiitly been'ha^ kin^; paper, buttons," hat- pins," fetc^- Cfr exchanging the- toi'fo? rabbit CHARLES HOWARD and GUY HARDIE, Office ' No. 46781, age 40, height 5 ft. 8 in., complexion sallow, hair brown, eyes brown, white scar right tem- ple, and scar back of neck. A native of Dublin ; and hawks artificial jewellery. Sentenced at Beverley Sessions, 3rd January, 1888, to 7 years penal servi- tude for larceny ( person). Licenced 29th June, 1894. 618. Re- convicted at Edinburgh on the 21st April, 1893, and sentenced to 60 days and re- manent of 645 days.
