All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rankthan Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. A nnouncements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The forcewhich causes particulars concerning delinquents or sto'en property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the. Editor notice of the fact, referring to the number of the anr. - mncementfor insertion in the next issue. 10. In all cases, the officer signing the request ( or insertion of any announcement, will be wholly responsible for any proceedings ichich may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond dk Co.," Post Office Order payable at Parliament si., Postal Order, or ill Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. THE EDITOR requests that Chief Officers of Police, when forwarding for identifica- tion by the Metropolitan Police the Photo- graphs and descriptive forms of Persons in custody, will please see that the specific offence is stated, e. g.:— Stealing £ 1,000 from bank ; stealing pair of boots from shop door; stealing bale of silk, van unattended, & c., & c. BERKSHIRE. 10.— Reading ( County).— For embezzlement, at Mortimer— CHARLES GRAINGER, age 40, height 5 ft. 6 in., complexion fresh, hair and eyes grey, round- shouldered; dress, brown check suit, black hard hat. A native of Wokingham. Warrant issued. Information to Supt. Pocock, Reading. 11.— Reading ( Borough).— For stealing from his lodgings, 4th inst., £ 4— A man, who gave the name of DOBSON, age 40 to 45, height 5 ft, 6 or 7 in., complexion and hair ( turning grey) dark, moustache brown, eyes dark ; dress, fawn- coloured covert coat, dark suit, gutta percha collar, broad tie with dark horseshoe pin with white centre, lace boots. Represented himself to be a canvasser for the Prudential Assurance Co., and endeavoured to obtain employment at the local branch ; stated his intention of going to Oxford. Warrant issued. 12.— Reading ( Borough).— For obtaining money by false pretences— ARTHUR DUDLEY JACKSON, age about 23, height 5 ft. 9 or 10 in., hair dark brown, slight light moustache, eyes brown, right foot very flat. Has worked at boot repairing shops, and was recently employed as a canvasser by a firm of watchmakers. Is said to be well known at Petersfield, Slough, Portsmouth, Portsea and Guild- ford. Warrant issued. Information to Head Constable Tewsley, Reading. Lloyd, Cefncoed, near Mer- thyr Tydfil. 14.— Ystradgunlais ( County).— For stealing, 6th inst., a bay cob ( recovered)— JOHN DEWSBURY, alias JOHN THOMAS, age 32 ( looks younger), height 5 ft. 5 in., complexion fair, hair light brown, clean- shaved, thin face, pointed nose, rather bow- legged, and walks slightly lame, one thumb injured; dress, light dust coat, tight- fitting breeches, leather leggings, light cap. A jockey. Native of Swansea. Is well known in South Wales as a groom and horse- clipper. Warrant issued. Information to Sergeant Johns, Ystradgunlais. CHESHIRE. 15.— Altrincham ( County).— For deserting his family— THOMAS HENRY BANNER, age 33, height 5 ft. 10 or 11 in., complexion fresh, hair and moustache brown, eyes grey, face blotched; dress, black jacket, cord trousers, Jjrown cap. A brick- layer's labourer. Warrant issued. Information to Supt. Britton, Altrincham. 16.— Egremont ( County).— For stealing, 30th ult., from an hotel at West Kirby, 1 dull gold brooch, diamond in centre, in an oval- shaped morocco leather case, vacant place for earring at each end; 1 gold brooch, made out of 2 earrings, to match the above, with diamond in centre of each earring; 1 gold chain bracelet; 1 gold bracelet, oval shape, with clasp and chain, in case lined with blue velvet, and stamped " Burns, Bold Street, Liverpool " ; 1 lady's gold ring, set 3 diamonds ; 1 lady's gold ring, set 1 diamond ( set rather high); 1 lady's gold chain ( thin), had attached a watch key and a small gold locket; 1 gold safety- pin, horse- shoe pattern, set pearls; 1 gold ( large size) breast pin, horse- shoe pattern, set 5 diamonds, and a black and red silk tie, in which the breast- pin was fastened; 1 black onyx brooch, about 1 in. in length, oval shape, with shape of bird, con- sisting of pearls in centre; 1 dark grey overcoat, sacque shape, partly lined with black silk, 2 pockets and ticket- pocket inside, and usual pockets outside, which contained several letters and 3 telegrams, ad- dressed " Mr. Seddon, Marysville, King's Gap, Hoy- lake," and some " Mr. Seddon, New Hydro. Hotel, West Kirby "; 1 soft black felt hat, American shape, high crown; 1 black mask, trimmed with black lace, about 2 in. long; 1 dark brown leather purse, con- taining £ 4 or £ 5 in gold; 1 ordinary fold- over purse, containing 10s. in silver, and several postage stamps. — JOSEPH REYNOLDS ( supposed false), age about 37, height about 5 ft. 8 in., complexion dark, face blotched, long thin features, hair ( thin on top) and long moustache brown, one eye bloodshot, mark over left eye, small scar on nose, of dissipated appear- ance; wearing the stolen overcoat and hat, dark grey trousers, patent composition cuffs and collar. Sup- posed a clever hotel thief. Information to Chief Supt. Hindley, Egremont, DEVONSHIRE. 17.— Exeter ( County).— For stealing ( by trick) 25 fowls— A. J. COOPER, age 36, height 5 ft. 9 or 10 in., hair, side whiskers and moustache dark, large feet, stoops slightly; dress, dark brown plaid suit ( may be wearing striped trousers), long brown over- coat with plaid lining, black or brown felt hat. He advertises for fowls, and after obtaining possession decamps without paying. Left Newton Abbott, for Paddington, 3rd ult. Had in his possession a big chestnut horse. Warrant issued. Information to the Deputy Chief Constable of Devon, Exeter. 18.— Barnstaple ( Borough).— On commitment warrant for non- payment of fines and costs— THOMAS DEANE, age about 35, height 5 ft. 5 or 6 in., stout build, complexion fresh, hair light brown, heavy sandy moustache. HARRY DEANE, brother of above, age 25, height 5 ft. 6 or 7 in., complexion fresh, hair sandy, moustache red. Both are brick- layers, and may be found on public works, etc. Information to Chief Constable Eddy, Barnstaple. DUBLIN. 19.— Dublin ( City).— For embezzling, on 21st September last,'£ 222, the moneys of H. M. Postmaster- General— JAMES BURSLEM LOVEROCK, age about 40, height 5 ft. 7 or 8 in., slight build, com- plexion pale, heavy sandy moustache, prominent nose, large eyes; when last seen wore dark overcoat, black hat. An ex- clerk at the General Post Office, Dublin. Warrant issued. Information to Supt. Lanktree, Detective Depart- ment, Exchange Court, Dublin. ESSEX. 20.— Epping ( County).— For deserting his wife and four children, leaving them chargeable to the Ongar Union - CHARLES HERBERT MARTIN, age 34, height 5 ft. 7 in., complexion ruddy, hair dark, eyes brown. An engine driver. Native of Blackmore. Was last seen at Plaistow. Warrant issued. Information to Supt. Womack, Epping. 21.— Southend- on- Sea( C< mra< i/).— For deserting his wife and family— GEORGE PARTOON, age 35, height 5 ft. 11 in., complexion fresh, hair and mous- tache brown, eyes blue, scars on chin; dress, light tweed jacket and vest, light tight- fitting cord trousers, skull cap. A groom, but may be employed as a labourer on public works. Warrant issued. Information to Supt. Simmonds, Southend- on- Se3, GLAMORGANSHIRE. 22.— Cardiff, Barry Dock ( County).— Forfailing to report— Licence Holder THOMAS PEARCE, alias THOMAS JACKSON and THOMAS CARTER, Office No. 3206- 96, age 41, height 5 ft. 5J in., complexion fresh, hair dark brown ( turning grey, thin on top), scar centre of back of head, outside left eyebrow, left forearm, point of right elbow, between ring and 4th right fingers, numerous scars both sides of belly, scar left side of back, inside and outside right knee, top and inside left knee, front of left shin, front of right instep and left forearm, T. P., cross, N. W. T. and 4 dots back of left forearm, anchor and part of ship back of right forearm. Sentenced at Central Crimi- nal Court, 16th October, 1893, to 4 years penal servitude for burglary. An omnibus conductor; native of Norwich. Has been employed as a mess- room steward on board ship, and may seek similar employment, or as tramcar or omnibus conductor. Absconded 27th ult. Warrant issued. 24.— Cardiff ( Borough).— For shopbreaking— ERNEST , age 24, height 5 ft. 4 in., hair dark brown, small dark moustache; dress, long dark brown overcoat with velvet collar, dark blue jacket and vest, brown stripe trousers, dark blue peak cap, striped silk neckerchief, wore a gold ring set with stone on little finger. GEORGE or HARRY , age 18, height 5 ft., complexion dark, hair light brown, eyes dark, small nose, one upper front tooth broken, knees appear to be weak; dress, short dark blue overcoat, dark jacket and vest, black and brown plaid trousers, seaman's cap, blue silk ncckerchief, wore gold ring with stone on little finger. ( See Case No. 80, 27th November, 1896.) 25.— Cardiff ( Borough).— For stealing, 31st ult., from his lodgings, 1 nearly new dark grey double- breasted Irish frieze overcoat, 4 outside pockets, plaid lining; 1 boy's fawn- coloured overcoat with cape; 1 boy's Oxford print shirt; 1 pair lace boots, size 7, worn; 2 new white butchers' smocks, large size, supposed marked " Tucker & Co., Ld., Bath"; 1 plain silver cup, 6 or 7 in. high— ARTHUR WOODS, age 35, height 5 ft. 6 or 7 in., slight build, bow legged; dress, black ( morning coat) worsted suit, red, white and blue muffler, grey or blue serge cap, and the stolen boots. Information to Head Constable McKenzie, Cardiff. 26.— Cardiff ( Borough).—. FREDERICK DOD- SON, Case No. 19, 31st July last, not to be arrested. Warrant cancelled. GLOUCESTERSHIRE, 27.— Cheltenham ( County).— For embezzlement — JAMES SAMUEL LEAKE, age 31, height 5 ft. 9 or 10 in., complexion rather sallow, thin features, hair dark brown, eyes brown, front teeth decayed, suffers from neuralgia in left cheek. Has been em- ployed as foreman at a joinery and wood- turning factory. Left about a month ago for Birmingham, taking with him a large box of carpenter's tools, a new brown mackintosh and a new blue melton cloth overcoat. Supposed native of Wolverhampton. Warrant issued. Information to Supt. McRae, Cheltenham. 28.— Northleach ( County).— R. NORTON, alias CAPTAIN NORTON, Case No. 8, 24th January, 1896, not to be arrested. Warrant cancelled. HAMPSHIIRE. 29.— Winchester ( City).— For embezzling|£ 17— ALFRED OFFER, age 47, height 5 ft. 5 in., stout build, complexion fresh, hair ( cut short, turning grey), moustache and eyes brown, full face, high forehead, right eyebrow missing, several pock- marks on face, short neck and legs; dress ( when last seen, 7th inst.), dark blue chesterfield overcoat ( black vel- vet collar), dark cloth trousers, dark brown soft felt hat with wide brim. Had with him a new brown leather portmanteau, a small black hand- bag, and 3 paper parcels, containing a new grey worsted cloth suit ( morning coat), a black serge suit, 2 pairs of lace boots, a black mackintosh, walking stick, umbrella and a large pair of field- glasses. A master painter; native of Winchester. A Past Provincial Grand Master of the Manchester Unity of Oddfellows; late Secretary of the Industry of Hants Lodge, and has in his possession about £ 200 belonging to that Society. Associates with betting men. Warrant issued. Information to Supt. Was accompanied by a woman, age 29, height 5 ft. \ in., complexion fresh, hair brown, eyes hazel. Warrant issued. Information to the Chief Constable, Southampton. HEREFORDSHIRE. 31.— Bromyard ( County).— For failing to appear to a summons— JOHN LOCK, age about 50, height 5 ft. 10 or 11 in., hair and whiskers dark; dress, plaid suit. ARTHUR LOCK, son of above, age about 30, height 5 ft. 10 or 11 in., very upright, complexion dark ; dress, plaid suit. Gipsies or haw • kers, the former travels with a van and 2 horses, the latter with a van and an old grey horse. Sup- posed known in tho Deer Forest, Gloucestershire. Warrants issued. Lewis, Bromyard. 32.— Hereford ( City).— For failing to report— Supervisee WILLIAM HARRIS, Office No. 39788, age 58, height 5 ft. 5 in., complexion ruddy, hair brown ( turning grey), eyes grey, scar left knee, left shin, and top of head. Sentenced at Hereford, 30th December, 1889, to 6 months hard labour and 7 years police supervision, for larceny. Information to the Chief Constable, Hereford. HERTFORDSHIRE. 33.— Watford ( County).— For stealing, 15th ult., from an hotel, 1 gold watch, chased back, gold dial, numerals and hands; 1 long gold chain ; 1 old gold oval brooch, set red cornelian stone ; a canvas striped bag, containing £ 150— TWO MEN. 1st, age about 27, height 5 ft. 4 or 5 in., complexion fair, hair ( cut short) sandy; dress, blue melton overcoat velvet collar, silk facings, black trousers, dark tie, black felt hat. 2nd, age 27, height 5 ft. 9 in., complexion fair, hair and slight moustache light; dress, blue melton overcoat ( velvet collar), black cloth trousers, stand- up collar, dark tie, black felt hat. Supposed identical with EDWARD CONWAY, alias EDWARD INGRAM, EDWARD BLAN- CHARD and FRANK FERGUSSON ( see Illus- trated Circular, No. 35, January, 1892, figure 11.) Known at Manchester, Farnham, and Newington. Surrey. Warrant issued. Information to Captain Wymer, Deputy Constable, Watford. ISLE OF ELY. 34.— Wisbech ( County).— For housebreaking, 24th ult., at Leverington— WILLIAM HUTCHIN- SON, alias JOHN McDONALD, JOSEPH HODG- SON, JOSEPH HUTCHINSON, WILLIAM SMITH, etc., age about 70, height 5 ft. 6 in., round face, hair, small side whiskers and eyes grey, tattoo marks on chest and belly, etc.; dress, short dark overcoat, cord vest and trousers ( trousers newly seated), light cloth cap with knob on top, new lace boots. Previously convicted at Swaffham, Northallerton, Hull, Norwich, Ely, and Southampton. Information to Deputy Chief Constable Dockerill, Wisbech. KENT. 35.— Chatham ( County).— For embezzling £ 47, on 11th ult.— EDWIN MOURPHEW, age 35, height 5 ft. 6 J in., rather stout build, complexion, hair and moustache light, full face, scar on neck, very erect, throws out his knees when walking ; dress, new heavy dark pilot overcoat, black jacket and vest, light tweed trousers, black hard felt hat, lace boots. A dockyard messenger. Has served in the Army Service Corps. Warrant issued. Information to Supt. Lacy, Chatham, 36.— Sandgate ( County).— For deserting his wife and children, leaving them chargeable to the Elham Union, 31st October, 1896— JAMES THOMAS CUR- TIS, age 50, height 5 ft. 10 in., slight build, com- plexion fair, ginger moustache, cut scar left wrist; dress, dark cloth jacket, check vest, cord trousers, cloth cap, heavy lace boots. Waghorn, Sandgate. 37.— Folkestone ( Borough).— For embezzling .£ 3 10s. 0d.— THOMAS YOUNG, age 21, height 5 ft. 11 in., rather stout build, complexion fair, hair light, sharp nose; well dressed.
