All announcement* for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, IXUFDOX, S. W. 2. Particidars concr/ iing persons whose apprehension is sought will be inserted in one issue of the POLICE GAZKTTE, if they are sufficient to enable action to be taken upon them by another force. 3. Partial ars as to stolen property will be likewise inserted inone issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. • 5. Portraits of persons whose ap/ irehension is fought for serious offences, and engravings of stolen properly, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of " Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officf. r- of no' iess rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in ' orce against him, the requisition must be signed by the chief officer of police, or his immediate denuty, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property mud be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. A nnouncements of all persons to be apprehended or of stolen proper ty bear a number, and are alphabetically arranged by counties. 9. The fonx which causes particulars concerning delinquents or sto'en property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be dearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. New Scotland Yard, by cheque, crossed " Drummond < fc Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. SPECIAL NOTICE. An inventor has patented a composition for taking casts of footprints in any soft ground, and Government has acquired the right to use this invention in any part of the United Kingdom. It is anticipated that it will prove of value occasionally in criminal cases, especially in rural districts, and any Police Force that wishes to have particulars of it is invited to apply to the Home Office confidentially for that purpose. ( Convict Supervision Depart- ment).— Portrait and description of Licence Holder FREDERICK HENRY CLARKE, alias SIDNEY GURNEY and JOHN RAWLINGS, Office Nos. 26238 and 2743- 96, whose apprehension is sought for obtaining £ 25 by false pretences; age 53, height 5 ft. 2 in., complexion ruddy, hair grey, eyes blue, scar left side of neck, inside base of right middle finger, boil scar inside left forearm, mole right side of face, pock- marked on face, stout build. A com positor. Native of London. Is believed to be at either Dover or Folkestone. Sentenced at North London Sessions, 4th June, 1894, to 3 years penal servitude for obtaining money by false pretences. Licenced 2nd September, 1896. W 281. Warrant issued. 2.— Criminal Investigation Department.— For forging an army certificate of character, and attempting to join the Metropolitan Police with same — CLEMENT VINCENT HARRISON, age 26, height 5 ft. in., complexion fresh, hair brown, military appearance. Native of Shrewsbury. Warrant issued. 3.— C Division.— For obtaining, on 16th ult., clothing by fraud— LESLIE THOMPSON, age 25, height 5 ft. 9 in., complexion fair ( freckled), hair ( wavy and parted in centre) red, eyes blue, speaks with American accent; well dressed. S. L. MORRIS MARTIN, age 23, height 5 ft. 9 in., complexion dark, hair black, eyes reddish brown, thick lips, of Jewish appearance ; well dressed. Native of Nash- ville, U. S. A. Warrant issued. 4.— G Division.— For obtaining by false pre- tences, 10th ult., 11 syphon bottles— A MAN, age about 30, height 5 ft. 6 in., complexion pale, hair long, moustache and eyes dark ; dress, dark jacket and vest, grey tweed trousers, dark peak cap. Usually carries a syphon basket. Sometimes has a coster- monger's barrow. Warrant issued. 5.— N Division.— For stealing £ 21— ROBERT PRESANT, alias " WHITE HEADED BOB," age about 55, height 5 ft. 2 or 3 in., complexion pale, hair and whiskers white ; dress, blue serge jacket and vest, cord trousers, blue and white neckerchief, hard felt hat, lace boots. Clothing suppo ed marked " St. Mary, Islington, Workhouse." Has been employed by the V. V. Bread Company and Neville's Bakery, and is well known in the trade. 6.— Y Division.— For uttering forged cheques— J. LEWIS BUTLER, age 40, height 5 ft. 4 in., slight build, complexion sallow, hair and small moustache brown, eyes hazel, pock- marked ; wears dark clothes, hard felt hat. Supposed native of Dublin. He obtains the cheques in payment for advertisements in the Temperance Chronicle by falsely representing himself as a canvasser for that paper. Warrant issued. BRECONSHIRE. 7.— Crickhowell ( County).— For rape and lar- ceny— OSMAN WILLIAM WARE, alias WILLIAM NEEDS and WILLIAM CHARLES PAIN, age about 20 ( looks much older), height 5 ft. 3 or 4 in., stout build, complexion fair, hair ( cut short) and small moustache light, very wide forehead, broad features, square shoulders; dress, old grey plaid cloth suit ( large plaid), dark grey plaid cotton shirt, light grey cloth cap, military boots, may be wearing red handkerchief ( appearance of a stableman). Generally carries a tin- can with no handle, for boil- ing tea, etc. Has been in a Reformatory School. A tramping farm- labourer. Native of Kington Magna, Gillingham, Dorsetshire. Previously convicted of housebreaking at Dorchester Assizes, in 1889. Warrant issued. Information to Supt. Winterson, Crickhowell. CAMBRIDGESHIRE. 8.— Cambridge ( County).— For stealing wear- ing apparel from their lodgings— Two women, giving the name of LAWRENCE. 1st, age about 64, short, rather stout, complexion fair, hair grey, eyes brown ( cast in left); dress, black dress ( with yellow stripes), blue cloak ( with stripe), black bonnet. 2nd, age about 28, height 5 ft. 3 or 4 in., complexion fair, hair light brown, full dark eyes; dressed in black. Graham, Cockermouth DEVONSHIRE. 10.— Torquay ( County).— Foi neglecting to main- tain her children, leaving them chargeable to the Totnes Union— MARY ELIZABETHZ BARHAM, age 30, height 5 ft. 4 or 5 in., complexion and hair dark. Native of Brixham. She was travelling a short time since with Anderson and Haslem's Circus, selling refreshments, etc. May take the name of WAITE. Warrant issued. Information to Supt. DURHAM. 11.— Gateshead ( Borough).— Portrait and des- cription of JOHN SCOTT, whose apprehension is sought for stealing £ 135, age 28, height 5 ft. 9 in., complexion fresh, slight light moustache, long nose, large nostrils. Speaks North country dialect. A publican's manager. Dress ( when last seen), brown overcoat with velvet collar, dark jacket and vest light plaid trousers, light cap. Warrant issued. Information to Chief Constable Trotter, Gateshead. 12.— South Shields ( Borough).— For larceny— W. HORNSBY, age about 40, height 5 ft. 6 in., complexion fresh, hair light brown, moustache light, high cheek- bones, leans his head on one side, and has a peculiar twist in the face when speaking, usually well dressed ; an insurance agent. Information to Chief Constable Morant, South Shields. 13.— Sunderland ( Borough).— For failing to re- port— Licence Holder GEORGE RITCHIE, alias WILLIAM MARSHALL, Register No. 661- 96, age 35, height 5 ft. in., complexion fresh, hair dark brown ( getting bald), eyes grey, tattoo mark between left thumb and forefinger, scrofula marks on left side of neck ( below ear), slightly pockmarked, small scar near lower inner angle right knee- cap, ears prominent. A labourer; born at Aberdeen. Sentenced at Dun- dee, 1 7th January, 1889, to 10 years penal servitude, and 5 years police supervision for theft. Licenced 7th September, 1896. 184. ESSEX. 14.— Grays ( County).— For conspiracy and ob taining £ 14 10s. 0d., between 9th September and lst inst.— FREDERICK TYLER, age 34, height 5 ft. 4 in., complexion sallow, hair and eyes ( full) dark brown, slight dark moustache. Has been employed as storekeeper on the Industrial School- ship " Shaftes- bury." Warrant issued. Information to Supt. Jordan, Grays. 15.- Saffron Walden ( County).— FRED FITCH, Case No. 14, 20th inst., not now wanted. 16.— Colchester ( Borough) For stealing, 13th inst, a black cheviot overcoat; 1 pair brown lace boots; 1 pair - blue serge trousers; 2 tweed suits; cavalry officer's frock- coat; 1 stable jacket; 1 forage cap; 1 pair knee boots; 1 pair Wellington boots, and 1 pair Wellington dress boots— WILLIAM WHITWELL, age 23, height 5 ft. 10 in., complexion fair, hair dark brown, slight moustache . sandy, eye4 grey, upper front teeth large and irregular, short upper lip, scars on head and left little finger; dress, black overcoat with check lining, mixed tweed lounge suit, brown- and- white check tweed cap, brown lace boots ( part of the stolen property). GLAMORGANSHIRE. 17.— Cardiff ( Borough).— Forstealinga£ 5Bankof England note and £ 4 gold— CHARLES STEWART, age 20, height 5 ft. 8 in., complexion pale, hair and moustache light; wearing long dark overcoat with as- trachan collar and cuffs, brown Tam- o'- Shanter cap. A ship's steward. Information to Head Constable McKenzie, Cardiff. HAMPSHIRE. 18.— Aldershot ( County).— For stealing ( bailee) £ 10, on 6th inst.— ALBERT F. CARTER, age 29, height 5 ft. in., complexion fresh, hair black, heavy moustache dark, eyes blue, large scar centre of forehead, left wrist and thumb ; dress ( when last seen), black suit, black hard felt hat, lace boots. An Army Reservist. Has served in the Medical Staff Corps, from which he was discharged about 2 years ago. Warrant issued. Information to Supt. Miller, Aldershot. 19.— Gosport ( County).— For neglecting to main- tain his wife and family, leaving them chargeable to the Alverstoke Union— WILLIAM MALLEY, age 43, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes grey, bracelet tattooed on wrists; dress ( when last seen), long grey coat, check trousers, brown cap. A rag sorter; native of Gosport. Warrant issued. 20.— Gosport ( County).— For larceny, 4th inst.— FRANK BURKE, age 22,. height 5 ft. 4| in., com- plexion fresh, hair light brown, eyes brown, scar on on head ; wearing drab overcoat and blue serge cap. A Lance- Corporal of the King's Royal Rifle Corps, and may be wearing uniform trousers. Native of Rugby. Information to Supt. Silver, Gosport. 21.— Winchester ( County).— For larceny, 28th ult., at Worthy— CLARENCE RANNER, age 26 to 30, height 5 ft. 3 or 4 in., complexion fair, hair brown, eyes blue ( have a peculiar appearance), bad teeth, large crack almost to bone on knuckle right little finger; fond of athletic sports, is a good runner; dress, black jacket and vest, tweed breeches ( hole in strapping of right knee), box- cloth gaiters; may be wearing light trou- sers. A racing stableman; native of Ashley, near Newmarket. Warrant issued. Information to Deputy Chief Constable Sillence, Winchester. 22.— Portsmouth ( Borough).— For burglary, 18th inst— WILLIAM HENRY MURDEN, alias FRANK CLEMENTS, age 21, height 5 ft. 9 in., slight build, complexion pale, thin features, hair and eyes brown, clean- shaved, very irregular teeth, very prominent larynx, walks erect, sings, and plays the piano ; dress, black morning coat, blue serge vest and trousers, black bow, nearly new shoes. He takes apartments, com- mits a larceny, and breaks out before the occupants are up. Friends reside at Nottingham. Supposed previously convicted and to be wanted elsewhere. Information to the Chief Constable, Town Hall, Portsmouth. younger, height about 5 ft. 4 in., complexion sallow, hair brown, rather full eyes, peculiar flat nose, walks quickly ; is given to boasting about his work ; usually wears dark clothes and cap. HEREFORDSHIRE. 23.— Ross ( County).— For stealing ( bailee) silver lever watch— THOMAS WILLIAM TAYLOR, age 50, height 5 ft. 8 in., complexion fair, hair light sandy, long beard sandy ( turning grey); dress, long dark overcoat, dark trousers, black hat. A travelling watch and clock cleaner. Carries a small black bag, containing tools. Stays at common lodging- houses. Warrant issued. Information to Supt. Cope, Ross. 24.— Hereford ( City).— For assaulting his wife and deserting her and children, leaving them chargeable to the Hereford Union— THOMAS BRACE, alias " NOGGY," age about 43, looks KENT. 25.— Canterbury ( City).— For stealing, 12th inst.,, 1 gentleman's gold lever watch, maker " Carter," No. 1884 ; 1 small gold keyless watch, gold face; and £ 3. — A MAN, age 27 to 30, height about 5 ft. 8 in., com- plexion fresh, hair light; dress, dark tweed suit,, brown alpine hat. He represented himself to be the son of a clergyman. 26.— Canterbury ( City).— For stealing, 4th inst. — 1 set of Jubilee coins; 1 lady's silver lever Waltham watch, No. 12224 ; 1 bright plain gold bracelet, with small gold chain attached; 6 or 7 silver bangles, 1 with 3 small silver pig charms attached ; 1 steel chain- purse, containing £ 4; 1 housekeeper's purse, con- taining some bills and 30s.; 1 old- fashioned gold ring, with hair under glass in centre, surrounded with pearls; 1 gold buckle- banded ring, with hair under- neath ; 1 gold locket, opens both sides, toothed edge; 1 lady's fine gold chain, link pattern ; 1 old- fashioned gold brooch, oblong shape, fluted, and £ 16 gold— FLORENCE HERBERT, age 28, height ft., complexion florid ( blotchy), hair and eyes dark, prominent features, one or two- teeth broken in front; dress, short plain cloth cape, with straps across front, fastened by 2 large black and white horn buttons, black silk blouse- trimmed black and white lace, black serge dress, black felt boat- shape hat trimmed 2 white quills. Had with her a new brown leather portmanteau and a parcel, labelled " M. A. Grey." A domestic servant. Warrant issued. A journeyman tailor; supposed native of Man- chester, where he has friends. May , be found at military tailors' shops. Warrant issued. 23.— Dover ( Borough).— For deserting his wife and family, leaving them chargeable to the Dover Union— WILLIAM PATRICK ALLEN, age 33, height about 5 ft. 8 in., stout build, complexion dark, hair and moustache dark, " W. P. A." and star tattooed left forearm, wearing blue guernsey and peak cap. Native of Dover. Has been employed as a diver at harbour works. Warrant issued. 29.— Dover ( Borough).— For deserting his wife and family, leaving them chargeable to the Dover Union — FREDERICK HARRIS, age 48, height about 5 ft. 4 in., complexion fair, hair light brown, sandy mous- tache; dress, dark check suit, black overcoat with velvet collar, hard felt hat. LANCASHIRE. 30.— Church ( County).— For assaulting police on 2nd ult.— JOHN WANT, age 31, height 5 ft. 8£ in., complexion pale, hair brown, eyes blue, blind right eye. A labourer; native of Burnley. WILLIAM UTTLEY, age 34, height 5 ft. 5 in., complexion fresh, hair dark, eyes blue, cut scar over right eye. A boiler- maker; native of Burnley. Warrant issued. Information to Supt. Licence Holder GEORGE JACKSON, alias FRE- DERICK FOSTER, Office No. 3212- 96, age 24, height 5 ft. 6 in., complexion fresh, hair brown, eyes brown, 2 scars below left elbow, 1 on lst joint 3rd right finger and centre of forehead, right thumb deficient. Lately employed in a • restaurant. Information to Chief Constable Beattie, Accrington. 34.— Bootle ( Borough).— For using a place for the purposeof betting- ANDREWWILLIAMSON, alias HUNTER and SCOTTIE, age 40, height 6 ft., com- plexion fresh, full face, hair ( cut short) grey, slight moustache, eyes blue, well- built, walks erect, speaks with Scotch accent; dress ( generally), light tweed suit and cap. Native of Girvan, N. B. Has served in the Army and Police. Absconded 3rd inst., when he had a phonograph in his possession, with which he jnay endeavour to obtain a livelihood. Warrant issued. An engineer; native of Glas- gow. He calls at engineering and ship- repairing yards, representing himself as chief engineer on some vessel to which repairs are required, and after bor- rowing money decamps. Previously convicted at Belfast, Liverpool, Middlesborough, Portsmouth, and Peterborough for larceny and false pretences in names of JAMES LLANWAIRNE SMITH, alias CAPTAIN RAMSEY, CAPTAIN RAMSEY and JAMES HAMIL- TON. Warrant issued. Photograph may be seen on application. Information to Chief Constable Huish, North Shields. NOTTINGHAMSHIRE. 39.— Newark ( Borough).— Portrait, and descrip- tion of JAMES CHARLES HART, whose appre- hension is sought for embezzlement, age about 33, height about 5 ft. 1 in., complexion pale, hair and moustache dark. A saddler. Has been employed as a book- keeper. Is fond of betting, and may be found at race meetings acting as clerk to a bookmaker. May be accompanied by his wife and 2 sons, ages about 10 and 6. He left Newark on 17th prox., riding a bicycle, and his wife and sons left by rail on 7th inst. When he left he was wearing a 14- carat gold- filled Walthain demi- hunter watch, No. 2652250, engine- turned case. Warrant issued. Not to be arrested out of the United Kingdom. OXFORDSHIRE. 40.— Oxford ( County).— For deserting his wife and family, leaving them chargeable to the Heading- ton Union— FRANK WEST, age about 26, height 5 ft. 4 or 5 in., complexion fresh, hair and side whiskers light brown. A groom ; native of Cuddes- don, Oxon. Warrant issued. Information to the Chief Constable of Oxfordshire, Oxford. 43.— Frome ( County).— For obtaining a pony by false pretences, on 28th ult.— A man who gave the name of CHARLES KITLEY, age 45, height 5 ft. 5 or 6 in., rather stout build, complexion fresh, hair ( cut short) grey, clean- shaved, top of one ear ( supposed right) is either very thin or part missing; wore slate- coloured suit, raised seams, tight- fitting trousers, lace boots.
