All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose ap/ rrehension is sought for seriou- s offences, and engravings of stolen property, will be j/ rominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an offi. cei'of not. less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in lorce against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property mu4 be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of al' persons to be apprehended or ofstolen prope* ty bear u number, and are alphabetically arranged by counties. 9. The force, which causes particulars concerning delinquents or sto'enjno' cty to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcementfor insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any minouncemtnt, will be wholly responsible for any proceedings which may result from inch publication. 11. Announcements for the Friday issue should be forwarded so us to be rcried not later than noon on Wednesday, awl for the Tuesday edition not later than Satiirilay morniwi. They must be clearly written on one side of the paper only, be in the usua form, and accompanied by a covering letter. 12. All payments must be in advance, either al the office, eco'l** d Ynrd, by cheque, crossed " Drummond Co.," Post Office Order payable at Parliament- si., Postal Order, or in Stamps. 13. METROPOLITAN POLICE DISTRICT. 1.— A Division.— Woodcut portrait and descrip- tion of FREDERICK WILLTAM JONES, whose apprehension is sought for embezzlement, age 45, height 5 ft. 6 or 7 in, stout build, complexion swarthy, hair ( slightly bald) and small moustache black, eyes ( prominent) dark brown, slightly bow- legged, nands very small and white; dress, black overcoat, dark trousers, black felt hat. Lately employed as collector by the Gas Light and Coke Co., Limited. Native of Finsbury, London. Warrant issued. 2.— C Division.— For stealing £ 26, on 30th ult.— FRANK HAILSTONE, age 29, height 5 ft. 9 in., complexion pale, hair light, eyes light blue; dress, light jacket suit, fawn- coloured Newmarket overcoat, black hard felt hat. May be found at Man- chester. Warrant issued. 3.— G Division.— For obtaining, 28th September last, £ 11 5s. by a worthless cheque— WILLIAM LOEBINGER, alias JAMES LEWIS, age 40 to 45, height 5 ft. 4 in., stout build, complexion dark, hair dark brown, heavy moustache and eyes brown ; dress, black suit, black hard felt hat. Supposed a German. Warrant issued. 4.— P. Division.— For stealing a black horse, 13 hands, star on forehead, and 3 fetlocks white, chipped knees, long mano, short tail, recently clipped, in good condition; a dark van, newly painted, picked out light green, and a set of brass- mounted harness— JAMES GREEN, ago 50, height 5 ft. 6 in., stout build, clean- shaved ; wearing light coat, black hard felt hat. 5.— Y. Division.— For embezzlement— EDWIN H. PRICE, age 26, height 5 ft. 2 in., complexion fresh, oval features, hair and moustache brown, eyes blue ( very full); dress, navy- blue serge suit, white tie, black hard felt hat. Has friends at Nottingham and Ashby- de- la- Zouch. A milk carrier. Native of Nottingham. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Ynrd, S. W. CITY OF LONDON. 6.— For embezzlement— WALTER E. REECE, late of 1, Holly Villas, Luton Road, Harpenden, Herts, age 22, height 5 ft. 5 in., complexion pale, hair and moustache dark brown, large jaw bones, broad shoulders; dress, long overcoat, dark clothes, hard felt hat. Absconded 15th ult. Warrant issued. Not to be arrested out of the United Kingdom. 7.— For fraud— MAX MORRIS, late of 80A, Fenchurch Street, age 42, height 5 ft. 10 in., well built, weight about 15 stone, complexion swarthy, hair ( inclined to curl) and moustache very dark; dress, black frock coat, dark vest and trousers, silk hat. Supposed a German. Warrant issued. 8.— For stealing 200 reels of tape — J. C. ITTNER, late of 97. Queen Victoria Street, age 35, height 5 ft. 2 or 3 in., complexion, hair, and moustache very dark; dress, dark clothes, high silk hat. Is supposed to be a long firm swindler. Warrant issued. 9.— For stealing a cheque for £ 300— ROBERT THOROGOOD, age 32, height 5 ft. 7 in., complexion sallow, hair dark, of gentlemanly appearance; dresses - well. A stockbrokers clerk. BERKSHIRE. 10.— Clewer ( County).— For stealing, 27th ult., at Old Windsor— 1 light brown or drab beaver cloth covert- coat; 1 brown drab frieze cloth covert- coat, brown velvet collar— WALTER PURSER, age 27, height 5 ft. 9J in., complexion fresh, round face, hair dark brown, eyes grey; dress, navy- blue double- breasted jacket, brown tweed trousers, black hard felt hat, wearing one of the stolen coats. CARNARVONSHIRE. 11.— Conway ( County).— Portrait and descrip- of JOHN DAVID DAVIES, rate collector, whose apprehension is sought for falsifying accounts, age 45, height 5 ft. 4J in., complexion pale, hair ( bald on top) and moustache grey, rather weak and watery eyes; dress, when last seen, grey tweed suit and cap, 4 T H E POLICE GAZETTE. DERBYSHIRE. 12.— Alfreton ( County).— For stealing, 22nd ult., at Swanick, 2 blue bodices— A MAN, age 30 to 35, height about 5 ft. 7 in., complexion fresh, hair and moustache dark ; dress, black overcoat, red and black scarf, brown cord trousers, black cap, heavy boots. And A WOMAN, age about 30, height 5 ft. 7 in., com- plexion pale, hair dark ; dress, dark red frock, black three- quarter jacket, black sailor hat trimmed black ribbon and feathers. Carried a Hudson's Dry Soap box, and was hawking laces and buttons. Holds a pedlar's certificate, granted at Nottingham Borough. Information to Supt. Eyre, Alfreton. DEVONSHIRE. 13.— Exeter ( County).— For the abduction of Carrie Louise Martin, age 17, medium height, hair brown, is a good cyclist, of ladylike appearance— CHARLES BEACHEY KAY, age 28, Height 6 ft. 1 in., complexion fair, hair light brown, clean- shaved, carries his head slightly forward; dress ( generally), fawn- coloured knicker suit, red Scotch plaid stockings, Norfolk jacket and cap. Of smart appearance. Native of Newton Abbot. May be found in company of members of the theatrical profession. Warrant issued. Information to the Chief Constable of Devon, Exeter. DURHAM. 14.— Houghton- le- Spring ( County).— For mali- ciously wounding his wife, on 31st ult., at New Pen- shaw— JOHN JAMES, late of Felling, age 39, height 5 ft. 8 in., stout build, complexion fair, hair ( bald on top of head) dark brown, moustache light, walks erect, large blue scar on right eye- brow, large nose, two wounds on head strapped with sticking- plaster; dress, dark- blue check jacket suit. Has with him a light- grey check suit. A miner. May endeavour to go to America, where he has been before. Warrant issued. 15.— Houghton- le- Spring ( County).— For bur- glary and stealing, 26th ult.— 1 blue- brown mixture jacket suit ( recovered); 1 grey mixture woollen shirt; 1 square pigeon basket; and 5 pigeons.— THOMAS FERRIS, age 24, height 5 ft. 6 or 7 in., complexion pale, hair light brown, eyes grey, scar on forehead, has with him a grey jacket and vest. A miner; native of Spennymoor. He was discharged from the Army with ignominy about 6 months ago, and has stated his intention of trying to join the Navy. Warrant issued. Information to Deputy Chief Constable Wilkinson, Houghton- le- Spring. 16.— Gateshead ( Borough).— Portrait and des- cription of JOHN SCOTT, whose apprehension is sought for stealing £ 135, age 28, height 5 ft. 9 in., complexion fresh, slight light moustache, long nose, large nostrils. Speaks North country dialect. A publican's manager. Dress ( when last seen), brown overcoat with velvet collar, dark jacket and vest, light plaid trousers, light cap. Warrant issued. Information to Chief Constable Trotter, Gateshead. 17.— South Shields ( Borough).— For forging, 9th ult., a seaman's advance note for £ 2 5s.— ALFRED COSSAN, or COSSAM, alias ALFRED STEWART and O'BRIGGS, age 31 to 36, height 5 ft. 10 or 11 in., complexion fair, thin face, high cheek bones, hair, whiskers and moustache light ( inclined to be sandy), eyes light grey, bridge of nose broken, tattoo marks on wrists ; dress ( when last seen), brown small check pattern jacket, black and grey striped trousers, and hard felt hat. ESSEX. 18.— Colchester ( County).— Forsodomy- HENRY CARDWELL, a Lance- Corporal of the Medical Staff Corps, age 31, height 5 ft. in., complexion j- uddy, hair brown, long reddish- brown moustache, eyes hazel, " H." tattooed outside right forearm, flowerpot both forearms; dressed in uniform. A native of Stockport. Warrant issued. Information to Chief Constable Coombs, Colchester. 19.— Southend- on- Sea ( County).— For stealing a cheque for £ 45— EDWARD ARTHUR MARSH, age 30, height 5 ft. 8| in., complexion fresh, hair and moustache brown, eyes hazel, stoops slightly; dress, grey tweed jacket suit, white tie, black hard felt hat, dark Chesterfield overcoat with velvet collar. A con- tractor for removing furniture. Native of Southend- on- Sea. Absconded 24th ult. Warrant issued. Information to Supt. Warrant issued. 21.— Saffron Walden ( County).— For neglecting to maintain his family— JOHN, alias CHARLES THOMAS PERRY, age 36, height about 5 ft. 4 in., rather stout build, complexion and eyes dark, hair and heavy moustache very dark, round face. GLAMORGANSHIRE. 22.— Cardiff ( Borough).— For stealing from an hotel, 1 long light brown double- breasted overcoat, 2 pockets, ticket- pocket fin one sleeve, large plaid lining— FREDERICK CHARLES EVANS, age 21, height 5 ft. 9£ in., slight build, complexion fresh, hair brown, eyes grey, cut scar left side head, round scar back of right arm, and outside right wrist, varicocele left testicle, varicose veins inside right leg, round burn scar outside left arm, 2 round scars outside right thigh, several small scars right buttock. An out- fitter's assistant. WILLIAM MONTGOMERY, age 22, height 5 ft. 7 in., slight build, hair dark brown, slight moustache dark, eyes blue, thin nose, teeth bad and irregular, cut scar under right eye, right hip is permanently dislocated, causing right leg to be 1 £ in. shorter than the left. IIAYNES, age about 38, height 5 ft. 10 or 11 in., long features, rather large nose, good teeth, wears glasses, speaks in a soft persuasive manner; wore heavy rough brown coat, brown boots. Has been employed as a canvasser. Warrant issued. Information to the Chief Constable, Southampton. HERTFORDSHIRE. 24.— St. Albans ( City).— For larceny ( bailee> 15th September last— JANE FLINT, age about 60, height 5 ft., stout build, complexion fair, hair grey, eyes blue ( slight cast), rather round- shouldered, rather awkward walk; dress, black frock, black cape, trimmed crepe, black bonnet, trimmed 2 jet orna- ments, and black satin string. Accompanied by a woman, supposed her daughter, age about 30 height 5 ft. 4 in., complexion fair, very full eyes; dress, long black cape, lined black and white plaid,, black dress, black chip hat, satin trimming. Warrant issued. Information to Head Constable Blatch, St. Albans. KENT. 25.— Maidstone ( County).— For obtaining£ 2 by false pretences— FREDERICK OSTORMAN, age 28, height about 5 ft. 6i in., complexion fair, hair and moustache light ; dress, grey long- tailed coat, light soft felt hat with black ribbon, brown boots. A German. Warrant issued. Information to Supt. Johnson, Maidstone, £ 2 REWABD. 26.— Sittingbourne ( County).— Portrait and de- scription of WILLIAM GOODFELLOW VEITCH, whose apprehension is sought for deserting his chil- dren on 15th ult., age 41, height 5 ft. 9 or 10 in.,. stout build, complexion fair, very light brown hair- ( thin on top), moustache light, eyes bluish grey, scar bridge of nose, a piece of a front tooth, in left side upper jaw broken off, very small mole under left eye, short neck ; usually wears light tweed suit. A brewers' assistant. Warrant issued. The above reward will be paid by the Guardians of the Faversham Union for the apprehension of Veitch. Information to Inspector Highwood, Faversham. LANCASHIRE. 27.— Salford ( Borough).— For rape, on 1st inst.— WILSON TOMLINSON, age 36, height 6 ft. 1 in., complexion fresh, hair light brown, moustache brown, eyes blue, rather weak kneed, stoops when walking. Has been a constable in the Salford Borough Poiice. Absconded 1st inst. Warrant issued. Information to the Chief Constable, Town Hall, Salford. £ 2 REWARD. 28.— Liverpool ( City).— For absconding from- the Reformatory ship " Clarence," on 7th February last— THOMAS KELLY, age 18, height 5 ft. 5 in., complexion fresh, hair black, eyes ( very large) brown, cut mark left of forehead, scar on left cheek, tattooed dot, anchor and star back of right hand, anchor back of left hand, dots between thumb and finger. LEICESTERSHIRE. 30.— Lutterworth ( County). — For stealing a cash box, containing £ 7— JIM LAMBERT, alias ERNEST CASH, age 23, height 5 ft. 9 or 10 in., complexion very fresh, hair, moustache and eyes dark, impedi ment in speech, shuffling gait, tattooed on left hand heart, anchor and spear on arm; dress, brown coat, slate- coloured trousers with dark stripe, brown cap light lace boots. Supposed native of Ashton- under- Lyne. Warrant issued. Information to Supt. Brewitt, Lutterworth. 31.— Leicester ( Borouqh).— For embezzlement — THOMAS KERR, age about 50, height 5 ft. 8 or 9 in., slight build, complexion sallow, clean- shaved eyes grey, long- hooked nose, stoops slightly ; dress ( when last seen), dark jacket suit. MIDLOTHIAN. 32.— Edinburgh ( County.)— Portrait and des cription of Expiree FREDERICK WEBB, alia.< ' JAMES MILLER, JAMES TULLOCH and CHARLES JAMES MORTON, Office No. 47008, wanted for steal ing, 26th ult.— 2 £ 20 notes, and 2 £ 5 notes, on the National Bank of Scotland, age 32, height 5 ft. 7 in., complexion fresh, hair dark brown, slight side whis- kers ( brown), no beard or moustache, eyes blue, full face, stout build, " J " on right forearm, blue dot between left thumb and finger, and scar right of fore head ; dressed in new blue overcoat, dark tweed suit, black felt hat, and patent leather shoes, carried a • crooked- handle walking- stick. A groom, and of smart appearance. Left at his lodgings a number of betting tickets. Sentenced at Newcastle- on- Tyne Sessions, 24th June, 1892, to 3 years penal servitude for horse- stealing. NORFOLK. 33.— Thetford ( County).— For obtaining, 16th ult., by false pretences— 1 black serge jacket and vest; 1 black worsted jacket and vest; 2 pairs light • check knickers, and 2 pairs cycling hose— HARRY BENSLEY, age 20, height 5 ft. 9 in., complexion fair, blotched face, hair light brown, clean- shaved, • eyes grey, swaggering gait; dress, brown tweed mix- ture suit, grey cap. A labourer. He left by rail for Liverpool Street, on 16th inst. Has been employed as bunk- man at a Salvation Army Shelter in London. May emigrate to Australia. Warrant issued. Information to Supt. NOTTINGHAMSHIRE. 34.— Nottingham ( County).— For stealing a cash box containing £ 21— HARRY EDWARDS, age about 25, height 5 ft. 1 or 2 in., complexion fresh, hair and moustache dark brown, eyes blue, small scar over left eye, 2 rings tattooed on one left finger; dress, grey jacket, dark vest, dark trousers with brown stripe, light cap, strong lace boots Has served in the Navy and on fishing- smacks at Hull and Grimsby. Recently employed at a travelling show ; supposed native of Hull. Information to Supt. Harrop, Nottingham. STAFFORDSHIRE. 35.— Burslem ( County).— For deserting his wife and family— EDWARD GORDON, age 32, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes grey, " E. G." tattooed on left arm, ring on little finger. A tailor; has worked at Manchester, Maccles- field, and the Potteries. Native of Arbroath. Warrant issued. Information to Chief Supt. Hill, Burslem. 36.— Brownhills ( County).— For failing to report — Licence Holder JOHN PERRY, Office No. 2596- 96, age 66, height 5 ft. \ in., complexion fresh, hair dark brown, eyes grey, scar bridge of nose, over left eye, right temple, each side of upper lip, two outside right forearm, on knuckles, 4th left finger, outside left knee, between thumb and 1st left finger, burn- scar front of left elbow- joint and upper left arm, mole between shoulder- blades, and on right ribs; dressed in dark grey tweed suit, black billy- cock hat, red- and- black plaid scarf, lace boots. Sentenced at Stafford Assizes, 8th May, 1896, to 14 years penal servitude for wound- ing. Licenced 12th August, 1896. M 172. Information to Superintendent Barrett, Brownhills, Walsall, £ 3 REWARD. 37.— Uttoxeter ( County).— For stealing, 25th ult., a black horse, about 16 hands, aged, white star on face, 2 large scars on off hip, short scanty tail, clear legs, in good condition; a dog- cart, red wheels and shafts, dark body, " Richardson, Builder, Uttoxeter," on wheel caps, near shaft has been repaired under the body; old black silver- mounted harness; 1 black waterproof apron; 1 cocoa mat; 2 lamps; 2 cushions— A MAN, age about 35, height 5 ft. 6 in., complexion pale or sallow, hair, whiskers and eyes dark, of delicate appearance; dress, dark brown suit, dark dust or waterproof overcoat, black hard hat, light lace boots. Warrant issued. The above reward will be paid by Mr. J. Carter, Market Place, Uttoxeter, for such information as will lead to the apprehension and conviction of the thief and recovery of the property. A smack- master ; native of Lowestoft. May be found at Ply- mouth or Haverfordwest. Warrant issued.
