T H E GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, OCTOBER 23, 1896. VOL. XIII., No. 1338. ZREG- TJ LATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer'of not iess rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. Theforcewhich causes particulars concerning delinquents or sto'en property to be iwterfd in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday mornina. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. New Scotland Yard, by cheque, crossed " Drummond de Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Advertisements are accepted tor the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTR, may be at once notified to the Editor. SPECIAL JMOTICE. FUGITIVE OFFENDERS. A case has come under the notioe of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and tho prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of stzch a- course ^ ill be apparent from th^ ftct that the POLICB GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— C. O. ( Convict Supervision Depart- ment.)— On a warrant for obtaining £ 25 by fraud, by advertising for a housekeeper with £ 25 security to take charge of a house at Southend, and abscond- ing with the money— Expiree JOHN RAWLINGS, alias SIDNEY GURNEY, Office No. 26238, age 50, height 5 ft. 3 in., complexion florid, hair grey ( nearly white), moustache brown, eyes grey, slightly pock- marked, scar on bridge of nose and on chin, stout build ; dressed in dark grey frock coat, dark trousers, high silk hat, red scarf, sometimes wears a pearl pin, and occasionally a solid ivory pin. Sentenced at Central Criminal Court, 22nd November, 1880, to 5 years penal servitude for false pretences. Licenced 30th October, 1884. G 1080. 2.— B Division.— JANE STAIN, Case No. 4, 26th July, 1895, not to be arrested. Warrant withdrawn. 3.— T Division.— For stealing £ 375 4s. 3d.— LEWIS ARTHUR COLLINS, age 28, height 5 ft. 8 in., complexion sallow, hair ( inclined to curl) and slight moustache black, eyes dark, high cheek bones, prominent front teeth, eyebrows meet; dress, dark grey frieze overcoat, blue serge suit, black hard felt hat. Late a rate collector. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 4.— For obtaining £ 2,000 by false pretences— WILLIAM RAMSDEN PRICE, late of 96, Billiter Buildings, E. C., and 116, Blomfield Terrace, Pad- dington, age 70, height 5 ft. 7 in., stout build, com- plexion sallow, hair, whiskers and moustache. Suffers from a cough. Warrant issued. 5.— For fraud— MAX MORRIS, late of 80A, Fenchurch Street, age 42, height 5 ft. 10 in., well built, weight about 15 stone, complexion swarthy, hair ( inclined to curl) and moustache very dark; dress, black frock coat, dark vest and trousers, silk hat. Supposed a German. Warrant issued. 6.— For stealing 200 reels of tape — J. C. ITTNER, late of 97, Queen Victoria Street, age 35, height 5 ft. 2 or 3 in., complexion, hair, and moustache very dark ; dress, dark clothes, high silk hat. Is supposed to be a long firm swindler. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. ABERDEENSHIRE. 7.— Aberdeen ( County).— For fraud— ALEX- ANDER ANDERSON, of 15, Littlejohn Street, Huntley, alias JAMES WYND, of Nether Kirkgate> Aberdeen, and HERR GASTEL, of 15, Montague Street, Edinburgh, age about 27, height 5 ft. 5 or 6 in., stout build, complexion, hair, moustache and eyes dark, full face ; dress ( when last seen), blue serge jacket suit, dark tweed overcoat, dark cap. Supposed to be a German, but speaks English well. He advertises for rare postage and fiscal stamps, or replies to advertisers wishing to dispose of such, giving a postal address at a common lodging- house or small shop, and on receipt of letters disposes of their contents and absconds. Supposed wanted elsewhere. The following is a specimen of his handwriting:— Office, Aberdeen. AYRSHIRE. 8.— Ayr ( County).— Portrait and description of DAVID JOHNSTON, alias DAVID JAMES GLEN- DINNING, whose apprehension is sought for steal- ing 5 watches ( reoovered), and 1 gentleman's gold geneva watch. He posted a letter at Carlisle on evening of 17th ult., addressed to his late employer, enclosing pawn- tickets of some of the stolen watches, and stating that he was going to America. He was sentenced to 60 days imprisonment for theft on 25th September, 1888, to 4 months on 21st January, 1891, and to 1 month on 25th August, 1891, all at Wigtown, and in name of DAVID JAMES GLENDINNING. Warrant issued. 9.— Ayr ( County).— Portrait and description of JAMES BELL, alias CAMPBELL, BROWN and HAY, whose apprehension is sought for horse- stealing on 22nd ult., age 22, height 5 ft. 9 in.,, complexion fresh, hair black, slight moustache dark, eyes grey, scrofula cicatrices both sides of neck and under chin, burn scar on forehead, marks of old injuries on first and fourth left fingers, slouching gait; dress, old brown jacket, black corded vest, dark tweed trousers, faded red tartan scarf, dark peak cap, lace boots. Is wanted at Kinning Park, Renfrewshire, and Larne, Antrim, for similar offences. Has been convicted of theft at Glasgow, Paisley and Govan, Scotch Criminal Register, 67/ 1895. Warrant issued. Information to the Chief Constable of Ayrshire, Ayr. BRECONSHIRE. 10.— Crickhowell ( County).— For stealing 1 glazier's diamond, marked " Sharrat and Newth " on ferrule; 1 looking- glass; 1 hair- brush and comb ; 15 J dozen caps, various sizes and colours; 2 Welsh flannel shawls, light brown colour, with brown stripe forming a square about 2 in.— DAVID LEVIN, a Jew, age 23, height 5 ft. 3 or 4 in., complexion, hair and slight moustache dark, cast in left eye, cut mark over left eyebrow, supposed scald marks on chest; dress, dark jacket and vest, grey cloth trousers with dark brown stripe, black bowler hat, light lace boots. A hawker. Warrant issued. 11.— Crickhowell ( County).— For absconding from Hay Workhouse, and stealing clothing, the property of the Guardians— WILLIAM DAVIES, age 23, height 5 ft. 1 or 2 in., complexion swarthy, hair dark, lost left leg; dress, blue cloth jacket, plaid vest, cord trousers, grey cloth cap, strong nailed boots. Ap- pearance of a collier; native of Hay. Warrant issued. Information to Supt. Winterson, Crickhowell. CARNARVONSHIRE. 12.— Conway ( County).— Portrait and descrip- of JOHN DAVID DAVIES, rate collector, whose apprehension is sought for falsifying accounts, age 45, . . . height 5 ft. 4| in., complexion pale, hair ( bald on top) and moustache grey, rathor weak and watery eyes; dress, when last seen, grey tweed suit and cap, carried a small black handbag. Native of Penmaen- mawr. May endeavour to leave the country. Warrant issued. Not to be apprehended out of the United King- dom. 13.— Conway ( County).— For obtaining 3 jackets by false pretences — AGNES MAC SHELLEY, age 23, medium height, complexion fresh, hair dark brown, eyes grey, prominent nose; wore a black dress. A domestic servant. Native of Chipping Norton. Stated she had been employed for four years at a boarding- house at Cardiff. Warrant issued. Information to Supt. Rowland, Conway. CHESHIRE. 14.— Oakmere ( County). — For larceny, 4th inst. — A man, who gave the name of JAMES HORNE, age about 40, height 5 ft. 7 or 8 in., stout build, com- plexion fresh, hair light brown, clean- shaved, eyes ( sunken) dark; dress, light dust- coat, light grey cozit, brown plaid trousers, black hard felt hat, lace boots, blue tie with white spots, and a silver horse shoe pin. A tramping groom. Warrant issued. Information to Supt Johnson, Oakmere. DEVONSHIRE. 15.— Exeter ( County).— For stealing, 6th or 7th inst., 1 gold geneva lever half- hunter watch, No. 308283, job No. on case 650; 1 gold duplex open- face watch, No. 752, job No. on case 654, makers " Sarle and Son, London " ; 1 gold English lever open- face, No. 68157, job No. on case 631; maker " Web- ber, Crediton"; 1 18- carat gold verge hunter, No. 130, job No. 567, maker " J. Healey, London"— CHARLES H. MEDLOCK, age 30, height 5 ft. 9 or 10 in., complexion dark, round features, hair and moustache black, eyes hazel; dress, dark morning suit, dark cap, or straw hat. Native of London. Warrant issued. Information to the Chief Constable of Devon, Exeter. DORSETSHIRE. 16.— Dorchester ( County). — For r- embezzling £ 261, on 8th inst.— GEORGE ASH, age 45, height 5 ft. 6 in., stout build, complexion fair, hair ( cut short) brown ( turning grey), supposed tattooed brace- let on one or both wrists; dress, dark blue navy cloth or serge suit, dark or black soft felt hat, or may be wearing a brown suit. A pensioned Staff- Sergeant of the Plymouth Division Royal Marines. Recently employed as senior writer at the Pay Office, Portland, Breakwater. Has been a timekeeper at the Great Western Docks, Plymouth. Native of Stonehouse, Devon. Warrant issued. Information to Supt. Devenish, Dorchester. 17.— Wimborne ( County).— On a warrant for burglary, at Verwood Railway Station, 23rd, and at Alderholt). 24th ult., and stealing £ 2 7s. 6d.— Licence Holder THOMAS IIOOPEIt, alias CHRIS- TOPHER HUNT, THOMAS HUNT, THOMAS SMITH and THOMAS CUTLER, Office No. 2879- 96. age 50, height 5 ft. 5 in., oomplexion fair, hair and moustache sandy, eyes blue, scar over left eye, and on left shin, " D." on left side. Traxjed to Basingstoke and Farraham, Hants, 1st inst.; then dressed in brown tweed jacket, dark cord vest and trousers ( all new), and blue cap, with dark stripes. Well known to the Hants Constabulary. Sentenced at Win- chester Assizes, 27th July, 1889, to 7 years penal servitude, for burglary. Liberated, on 2nd licence. 19th September, 1896. y F P 803. DURHAM. 18.— Gateshead ( Borough).— For stealing, 1st inst., £ 85— ROBERT ARMSTRONG, age 17, height 5 ft. 4 or 5 in., complexion dark; dress, navy- blue jacket and vest, grey trousers, white collar, green stripe tie, blue cap. A butcher's apprentice. Supposed accompanied by his brother Edward, age about 19, height about 5 ft. 6 in., slight build, complexion fair; dress, dark jacket suit, black hard felt hat. A draper's apprentice. They are believed to have left for London, on 1st inst. May ondeavour to leave the country. Warrant issued. Information to Chief Constable Trotter, Gateshead. GLOUCESTERSHIRE. 19.— Fishponds ( County).— For obtaining money by false pretences— GEORGE TIETON, age about 35, height 5 ft. 9 or 10 in., complexion sallow, hair light brown, moustache light, eyes grey, has lost several upper front teeth, right leg is shorter than left; dress, dark suit, black hard felt hat Sup- posed wanted for similar offences elsewhere. Warrant issued. Information to Supt. Matthews, Fishponds. HAMPSHIRE. 20.— Southampton ( Borough).— For stealing, 10th ult., a cash box and £ 96— WALTER HENRY BATTEN, age 25, height 5 ft. 10 in., complexion fresh, hair brown, slight moustache, eyes hazel, 5 dots tattooed right arm, one on back of left arm, walks erect; dress, black diagonal morning coat, brown tweed trousers, bound with braid at bottoms, black hard hat. A labourer; may seek employment at docks, or endeavour to leave the country. He has served in the Royal Marine Artillery, and will account for possession of money by stating it is deferred pay. Warrant issued. Information to Chief Constable Berry, Southamp- ton. HEREFORDSHIRE. 21.— Bromyard ( County).— For assaulting police — HENRY TAYLOR, alias " DARKEY," age about 28, height 5 ft 11 in., slight build, complexion sal- low, clean- shaved; dress, black jacket, dark vest, brown cord trousers, light cap. Is a tramping labourer. Stated he was a native of Little Hereford. Is supposed to have gone to South Wales. Warrant issued. Information to Supt. Lewis, Bromyard. 22.— Ledbury { County).— For housebreaking, at Coddington, and stealing £ 30; 1 22- carat gold wedding- ring; 1 18- carat gold gipsy ring, set pearl in centre, and 2 pink corals; and 1 gold locket, blue enamel, set diamond in centre and 8 pearls— THREE MEN. 1st, age about 40, height 5 ft. 5 or 6 in., complexion fresh, oval face, hair and moustache brown, eyes hazel, cut scar right side of nose, with marks of 2 stitches; dress, brown jacket and vest, dark cord trousers, brown cap, old boots. Supposed native of Birmingham. 2nd, age about 36, height- 5 ft. 10 or 11 in., complexion sallow, long face, hair and scrubby beard sandy, eyes grey; dress, brown jacket and vest, cord trousers, brown cap, old boots. A tramp ; supposed a native of Dudley. 3rd, age about 17, height 5 ft. 4 or 5 in., complexion- fresh, hair brown, eyes hazel ; dress, dark jacket and vest, small cord trousers, black cap, old boots. Carried a square parcel, done up in a hop- sheet, and tied with cord. 23.— Ledbury ( County).— For larceny ( bailee), 10th August — MARY ANN SCOTT, alias MRS. BROWN, age 63, height 5 ft. 2 in., complexion pale, hair brown, turning grey, eyes grey, stoops when walking; dress, black silk cape, black skirt and hat, heavy boots. A hawker of lace, etc., which she carries in a square pasteboard box. Has in her possession a pedlar's certificate, No. 9, granted at Ledbury, October 31st, 1895, which she may endea- vour to renew. Native of Nottingham. Is accom- panied by her husband, age 60, height 5 ft. 6 in., clean shaved, parts his hair at back ; dress, grey suit and cap. Warrant issued. Information to Supt. HERTFORDSHIRE. 25.— Hatfield ( County).— For stealing a pony and harness ( recovered), a Italli car, painted black, upper panel blue, " Warner" wheels, picked out straw • colour, oval shape lamps, " Walker, Redbourn," on wheel caps, green American cloth cushions, and a set of black pony harness, plated— JAMES BANDY, age about 28, height 5 ft. 6 or 7 in., complexion fair, hair light brown, one eyelid droops, mark caused by operation on one leg; dress, light overcoat, dark clothes ( shabby), hard felt hat. Was convicted of horse- stealing at Cricklewood about 12 months ago. Native of Redbourn. Warrant issued. Information to Supt. Reynolds, Hatfield; or In- spector Shore, County Police Office, St. Albans. 2f>.— Hemel Hempstead ( County).— For embez- zling £ 1 Os. 4d.— WILLIAM FASSNIDGE, age 20, height 5 ft. 6 in., oomplexion fresh, hair ( cut short) light, eyes blue, small scar back of right hand; dress, brown coat and vest, light striped trousers, black hard felt hat, brown boots. A fishmonger; native of Chiswick, Middlesex. Is a deserter from the 3rd Hussars. ( See Case No. 40, 9th June last). Warrant issued. 27.— Hemel Hempstead ( County).— Forobtaiji- dng, by false pretences, at Great Berkhampstead, on 8th inst., 1 lady's gold buckle ring, set diamond in buckle; 1 lady's gold ring, set pearl crescent and star— HAY WARD, age 35 to 40, height about 5 ft. 1 in., complexion fair, hair very light, wears folding eyeglasses; dress, short black jacket, bright green cloth dress, with, greet). silk front, black bonnet trimmed yellow flowers and two green bows, thick black veil. Warrant issued. Information to Supt. Frogley, Hemel Hempstead. 28.— Hitchin ( County).— For stealing £ 7 10s. on 28th August last— EDWARD SHREEVES, age 43, height 5 ft. 6J in., complexion and hair ( turning grey) dark, eyes grey, scar right forearm; dress <( usually) rough dark mixture clothing. Has served in the Army. Sometimes works as an engineer's labourer, and is now supposed to be employed at some docks near Manchester. Native of Aitchin. Warrant issued. Information to Supt. Reynolds, Hitchin. 29.— Watford ( County )— For indecent assault— A MAN, age 25 to 30, height 5 ft. 4 or 5 in., com- plexion rather pale, hair and moustache light, eyes ( full) blue ; dress, blue chesterfield overcoat, light trousers, light cloth cap. Appearance of a labourer. Warrant issued. Information to Capt. Wymer, Deputy- Chief Con- stable, Watford. KENT. 30.— Folkestone ( Borough).-— For stealing—- 1 blue cotton blouse, black spots, puff sleeves; 1 cotton night- dress, trimmed lace; 1 calico ditto, trimmed embroidery; 1 pair cotton drawers ; 1 white apron; 1 dark fancy apron; 2 cotton chemises; 1 light flannel petticoat; 1 muslin jacket, buff colour; 1 blue pilot overcoat, velvet collar; 1 black cloth vest; 1 white shirt; 1 small English lever watch— WIL- LIAM HAWKINS, age about 29, height 5 ft. 6 in., complexion, hair and heavy moustache dark, female tattooed in red and blue on one arm. A blacksmith. Warrant issued. Information to Supt. Taylor, Folkestone. LANCASHIRE. 31.— Liverpool ( City).— For failing to report— Licence Holder WALTER PARSONAGE, Office No. 1795- 6, age 44, height 5 ft. 10 in., complexion dark, hair brown ( turning grey), eyes brown, scar on left Iront of head, and over left eyebrow, 3 vaccination marks on left arm, ruptured right groin. Sentenced at Liverpool Assizes, 9th March, 1894, to 3 years penal servitude for rape. Licenced 5th June, 1896. W 150. Information to the Head Constable, Detective De- partment, Liverpool. 32—. Manchester ( City).— For stealing £ 180— JAMES MONTAGUE, age about 40, height 5 ft. 6 or 7 in., complexion fresh, long thin features, high cheekbones, heavy sandy moustache, eyes very large and prominent, smart appearance; dress, blue serge suit, light covert coat, hard felt hat. Warrant issued. Not to be apprehended out of the United King- dom. Information to Deputy Chief Constable Smith, Manchester. 33.— Salford ( Borough). — For stealing 30s., 26th ult.— WILLIAM MOSSLEY, age about 35, height 5 ft. 9 in., stout build, complexion fresh, hair and moustache dark ; dress, blue melton overcoat, black and white plaid trousers, white hard felt hat. A bookmaker; bets in the names of BILL SMART and FRED BELL. Supposed a native of Wakefield. Warrant issued. Information to the Chief Constable, Town Hall, Salford. 34.— Warrington ( Borough).— Portrait and des- cription of JOHN TOOMBS REDHEAD, whose ap- prehension is sought for embezzling £ 2 Is. 5d., on 21st August last, age about 45, height 5 ft. 3 or 4 in., rather stout build, complexion sallow, hair ( bald on top) dark brown, moustache dark ( until recently wore a beard). Of good address. He was employed as Superintendent of Agencies for the London, Edin- burgh and Glasgow Assurance Company, Limited.
